Lindsey O. Graham Sanctioning Russia Act of 2026 This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia. For example, under the bill, the President must impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides goods or services relating to Russia's defense industrial base; increase the rate of duty on all goods imported into the United States from Russia to a rate of up to 500% ad valorem (i.e., relative to the value); increase the rate of duty up to 100% ad valorem on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil and natural gas if such country knowingly makes new purchases of such products after enactment of the bill; impose property-blocking sanctions on financial institutions organized under Russian law and owned wholly or partly by Russia; and impose property-blocking sanctions on foreign vessels that knowingly transport certain products of Russian origin, including crude oil, uranium, and coal. The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges. The President may waive requirements of the bill by certifying it is in the national interest.

Bureau of Industry and Security License Administration Enhancement Act This bill revises certain processes used by the Department of Commerce's Bureau of Industry and Security (BIS) to review applications for export licenses. Specifically, the bill requires BIS to administer any export control license or other authorization considered pursuant to an is informed letter or similar guidance or communication sent to a U.S. or foreign person in the same way as the standard interagency process. (An is informed letter notifies individual companies and universities of supplemental license requirements and requires compliance with the letter's license requirements. BIS guidance states that noncompliance with a letter is treated the same as noncompliance with any other license requirement under the Export Administration Regulations.) The bill requires any is informed letter or similar guidance or communication to be terminated within 60 days after issuing a related license or other authorization unless BIS publishes a regulation that provides for the parameters of the letter or guidance or publishes the communication in the Federal Register. BIS must establish standards and factors that licensing officers should use when applying a presumption-of-denial standard to license applications. BIS must submit these factors to Congress prior to publishing them in the Federal Register. The bill expands the requirements for BIS technical advisory committees, including by requiring BIS to establish committees for specified topics. BIS must review (and report to Congress on) the implementation of a 2025 interim final rule, which provides additional due diligence procedures regarding advanced computing integrated circuits.

Take Care of America's Veterans Act This bill addresses veterans’ benefits, health care, counseling, Department of Veterans Affairs (VA) personnel, VA infrastructure, and the Veterans Community Care Program (VCCP). The bill modifies various compensation programs for veterans, including by (1) allowing concurrent receipt of disability compensation and military retired pay for certain retirees with a combat-related disability, (2) extending entitlement for various benefits and services to remarried surviving spouses, (3) increasing the rate of dependency and indemnity compensation, and (4) establishing a supplemental monthly allowance for certain disabled veterans. The bill also addresses VA education and training benefits, including by (1) modifying which independent study programs are covered under veterans’ educational assistance benefits, (2) requiring Transition Assistance Program counseling to include a presentation about VA benefits, and (3) increasing the housing allowance rate for individuals pursuing apprenticeships. The bill revises health care provisions, including by (1) expanding support and assistance provided to family caregivers, (2) extending the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program, and (3) expanding the scope of VA mental health research. Among other elements, the bill revises VA disability ratings for sleep apnea and tinnitus; expands eligibility for a memorial headstone or marker for the spouse, surviving spouse, child, or dependent of a veteran or member of the Armed Forces; addresses the administration of the VCCP and codifies the eligibility standards; establishes a standardized screening process for priority or routine admission to certain mental health care programs; and addresses VA personnel, hiring, and infrastructure matters.

This resolution designates June 2026 as National Post-Traumatic Stress Awareness Month and June 27, 2026, as National Post-Traumatic Stress Awareness Day. The resolution supports (1) the education of members of the Armed Forces, veterans, their families, and the public about post-traumatic stress; and (2) efforts by the Department of Veterans Affairs and the Department of Defense to foster cultural change around the issue of post-traumatic stress. The resolution also encourages the leadership of the Armed Forces to support treatment of members of the Armed Forces who suffer from post-traumatic stress.

Veterans' Compensation Cost-of-Living Adjustment Act of 2026 This bill requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA must increase the amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients that is effective on December 1, 2026. The act requires the VA to publish the amounts payable, as increased, in the Federal Register. The VA is authorized to make a similar adjustment to the rates of disability compensation payable to persons who have not received compensation for service-connected disability or death.
