Diversification Amendments to the Public Utility Holding Company Act of 1935 - Amends the Public Utility Holding Company Act of 1935 to exempt from its provisions holding company with one subsidiary public- utility company whose operations do not extend beyond the State in which it is organized and States contiguous to such State. Retains for such holding company the prohibition on acquisitions without SEC approval of public-utility company securities by any persons who are affiliates of such company. States that the exemption of a holding company shall not be affected by the ownership of a public- utility company by a public-utility subsidiary of such holding company if the holding company is predominantly a public-utility company whose operations do not extend beyond the State in which it is organized and States contiguous to such State.

Modifies the navigation project for Moriches and Shinnecock Inlets, New York, to require the Secretary of the Army, through the Chief of Engineers, to take action to stabilize Moriches Inlet at ten feet mean low water. Makes the Secretary responsible for the operation and maintenance of such project. Requires contributions from local interests.

Amends the Employee Retirement Income Security Act of 1974 to allow the termination, after September 2, 1974, and before January 1, 1982, of certain single-employer pension plans maintained by enterprises created pursuant to specified corporate divestiture orders by the Federal Trade Commission.

Expresses the sense of the Congress that the President should: (1) express U.S. opposition to the imprisonment of Alexander Paritsky; (2) urge the Soviet Union to release him from prison, to stop harassing him and his family, and to permit him and his family to emigrate; and (3) inform the Soviet Union that the United States will consider the extent to which countries honor their commitments under international law when evaluating U.S. relations with such countries.

Amends the Federal Deposit Insurance Act to require the Federal Deposit Insurance Corporation to indemnify the Federal Savings and Loan Insurance Corporation against any losses incurred by a converted mutual savings bank resulting from decline in market value of assets prior to conversion due to interest rate fluctuations. Extends such indemnification period from five to seven years. Directs the Federal Home Loan Bank Board, before acting on a proposed merger, branch, or other application involving a converted savings bank during such indemnification period, to request a report on the financial and managerial resources and future prospects of the proposed transaction from the Corporation. Directs the Corporation to furnish such report within specified time periods. Provides for arbitration by the Board of Governors of the Federal Reserve in the case of any proposed transaction when the Federal Home Loan Bank Board and the Corporation do not concur.

Missing Children Act - Authorizes the Attorney General to collect and exchange information which would assist in the identification of unidentified deceased individuals, and the location of missing persons, including missing children.

Career Criminal Life Sentence Act of 1981 - Amends the Federal criminal code to establish a mandatory life sentence for "career criminals." Defines "career criminal" to mean whoever commits a Federal or State robbery or burglary felony while using, threatening to use, displaying, or possessing a firearm, after having been twice convicted of a robbery or burglary felony. Expresses the intent of Congress that the United States should ordinarily defer to State prosecution under this Act. Permits Federal prosecution upon the determination of the Attorney General, in consultation with State or local officials, that there is a significant Federal interest and the State authorities are unlikely to secure a sentence of life imprisonment.

Expresses the support of the Senate for the growing acceptance of principles of freedom and democracy in Poland. Commends the President for extending agricultural credits and aid to Poland. Urges the President to develop a policy toward Poland commensurate with U.S. concerns, to extend additional agricultural credits to Poland, and to press other countries to assist Poland.

Amends the Employee Retirement Income Security Act of 1974 to provide that certain fiduciary duties under such Act shall be deemed satisfied by investments in residential housing mortgages that provide adequate security and a reasonable rate of interest. Exempts from specified prohibitions under such Act the placing, investing, or purchase of a mortgage secured by residential housing property if such investment or sale: (1) is adequately secured; (2) is made in accordance with specific provisions regarding such loans set forth in the employee benefit plan; and (3) bears a reasonable rate of interest.

Small Savers Incentive Act - Amends the Internal Revenue Code, as amended by the Economic Recovery Tax Act of 1981, to exclude $200 ($400 for joint returns) of annual interest income from gross income in taxable years beginning after 1982 and ending before 1985.

Terminated Pensioners' Survival Act - Authorizes payment of a Federal annuity to persons (or spouses of such persons) who: (1) were participants in a private employee pension plan which was terminated before July 1, 1974; (2) had immediately before termination a nonforfeitable benefit under the plan; and (3) have not received payment in full of such benefit because of the plan's termination. Sets forth the method of computing the annuity. Directs the Secretary of Labor to approve a claim for such an annuity if the claim meets the Secretary's regulation and includes evidence establishing that the claimant is a qualified participant or a qualified spouse. Sets forth the procedure for review of denial of such an annuity claim. Directs the Secretary of the Treasury to make annuity payments to entitled individuals after the receipt of specified information from the Secretary of Labor. Authorizes the Secretary of Labor to work with other Federal agencies to avoid unnecessary expense and duplication of functions. Amends the Internal Revenue Code to require disclosure of tax return information to Labor Department employees for comparison of specified records in order to establish the validity of an annuity claim. Authorizes appropriations for fiscal year 1982 to the Department of Labor to carry out its functions under this Act. Authorizes appropriations to the Department of the Treasury to make annuity payments under this Act beginning with fiscal year 1982 and continuing until the last such payment is made.

Directs the Postmaster General to issue a commemorative postage stamp to honor the seventieth anniversary of the founding of the Girl Scouts of the United States of America. Provides that such stamp shall be issued in the denomination used for first-class mail up to one ounce in weight and shall be placed on sale on March 12, 1982.

Amends the Securities Exchange Act of 1934 to prohibit certain credit transactions for the acquisition of securities of U.S. corporations by either a United States or non-United States persons where such a transaction is financed by either United States or non-United States lenders if such a transaction is or could be prohibited if made in a lender's office or other place of business in a State. Applies the provisions of this Act to any purchase or carrying of securities on or after March, 1981, if the loan or extension of credit involved originated, or if the loan proceeds used to purchase or carry such securities were disbursed, on or after such date.

Interest Deduction Equity Act of 1981 - Amends the Internal Revenue Code to increase to $25,000 the limitation on the income tax deduction for interest paid or accrued on investment indebtedness for individuals with earned income.

Credit Deregulation and Availability Act of 1981 - Title I: Business and Agricultural Credit - Amends the Depository Institutions Deregulation and Monetary Control Act of 1980 to eliminate the current Federal rate ceiling for business and agricultural loans. Permits a State to reject Federal preemption of State usury ceilings on such loans within three years of the effective date of this Act. Makes Federal preemption applicable to certain activities in connection with credit agreements entered into during the preemption period, if the credit is extended within 18 months of the effective date of the State law rejecting preemption. Title II: Consumer Credit - Preempts all State usury laws in connection with extensions of consumer credit made by a creditor. Permits a State to reject such Federal preemption within three years of the effective date of this Act. Includes a transitional provision where a State rejects Federal preemption, applicable to open-end credit transactions where the credit is extended within 18 months of the effective date of the State law rejecting preemption. Authorizes the Board of Governors of the Federal Reserve System to publish Board interpretations regarding the scope and application of such provisions. Title III: Federal Credit Unions - Authorizes the boards of directors of Federal credit unions to establish interest rates. Title IV: Effective Date - Makes this Act effective upon the date of enactment.

Declares that it is the general policy of the Federal Government to rely on competitive private industry to supply the products and services it needs. Requires the Director of the Office of Management and Budget, in coordination with the Administrator of the Office of Federal Procurement Policy, to administer such policy.
