No Tax Dollars for the United Nations Climate Agenda Act This bill prohibits using federal agency funds to make contributions to or for the Intergovernmental Panel on Climate Change, the United Nations Framework Convention on Climate Change, or the Green Climate Fund.

Trusted Foreign Auditing Act of 2023 This bill expands a securities trading prohibition currently applicable to companies that use a foreign public accounting firm not subject to inspections by the Public Company Accounting Oversight Board. Under the bill, a company’s securities are prohibited from trade on a national securities exchange or through any other method regulated by the Securities and Exchange Commission if a company that is headquartered in a country of concern retains a compromised auditor to prepare an audit report. The bill defines a country of concern as North Korea, China, Russia, Iran, or a country identified as a threat to U.S. security in an annual report by the Office of the Director of National Intelligence. The bill defines a compromised auditor as an independent branch or office of a registered public accounting firm that is subject to the jurisdiction and laws of a country of concern, is controlled or influenced by a country of concern, or has entered into a particular type of relationship with a country of concern. Further, board hearings to investigate and discipline registered public accounting firms must be public if a compromised auditor is a party to the hearing.

This bill authorizes the Federal Energy Regulatory Commission (FERC) to extend the time period during which the licensees of certain hydropower projects must commence construction of such projects. FERC is authorized, upon the request of the licensees, to extend projects that were issued a license before March 13, 2020. (Under existing law, licensees must commence construction of licensed projects within a time fixed in their license.) The bill also provides that FERC may reinstate such licenses, effective as of the date they expire.

Insurance Data Protection Act This bill limits the ability of federal entities to compel insurance companies to share information. Specifically, the bill eliminates the subpoena power of the Federal Insurance Office. Under current law, the office has the power to subpoena information from insurers to, among other purposes, identify issues that could contribute to a systemic crisis in the insurance industry or the U.S. financial system. The bill also eliminates the ability of the Office of Financial Research to subpoena insurance companies. When seeking to collect insurance company data under specified consumer protection laws, a financial regulator must obtain the data from other regulators or from publicly available sources if possible. Otherwise, the financial regulator may only collect this data directly from the insurance company if it complies with the Paperwork Reduction Act.

Rural Economic-development Assistance and Consultation to Help Our Tribes Act or the REACH Our Tribes Act This bill requires certain actions, particularly by the Department of Agriculture (USDA), for tribal consultation, data reporting, and interagency collaboration for economic development. Specifically, the bill requires USDA to establish a formal process for consultation with tribal governments on (1) annual budget requests; and (2) bills proposing the reauthorization of certain USDA programs over a period of multiple years with budgetary impacts, including bills providing for the reauthorization of USDA programs (commonly known as farm bills). USDA must report to Congress on this consultation process. Additionally, the bill requires USDA to establish a plan for analyzing and publicly reporting to tribal entities on funding provided through USDA programs for which tribal entities are eligible to apply. The bill also requires USDA, in consultation with the Department of Housing and Urban Development and the U.S. Economic Development Administration, to establish an interagency task force on economic development programs. This task force must (1) review guidance and application requirements for economic development programs administered by USDA, and (2) develop interagency agreements to reduce administrative and planning burdens for applicants to such programs and the federal agencies administering such programs. The Department of Commerce must establish a working group to develop and regularly update a comprehensive and public repository of federal economic development programs that are available to tribal entities.

This joint resolution nullifies the final rule issued by the National Labor Relations Board titled Standard for Determining Joint Employer Status and published on October 27, 2023. The rule establishes a new joint employer standard for determining whether two employers simultaneously employ a particular employee or employees. Under the rule, an entity may be considered a joint employer of another employer's employees if the two share or codetermine the employees' essential terms and conditions of employment. The rule is currently scheduled to take effect on February 26, 2024.

Southern Border Transparency Act of 2023 This bill requires various reports on immigration, particularly regarding individuals paroled into the United States. The U.S. Customs and Border Protection must monthly publish details on non-U.S. nationals ( aliens under federal law) paroled into the United States at ports of entry or individuals encountered between land ports of entry and subsequently granted parole. The report must include details regarding citizenship, nationality, and demographic information. U.S. Citizenship and Immigration Services must quarterly publish the number of humanitarian parole petitions received and the number of those granted, disaggregated by nationality. Quarterly, the Department of Homeland Security (DHS) must report on individuals encountered or apprehended at the southern U.S. border and within nearby patrol sectors. The report must contain information including citizenship, nationality, demographics, the number receiving fear of persecution screenings, and immigration outcomes. DHS must also annually report on individuals paroled into the United States on humanitarian grounds, including demographics, employment authorizations, and current immigration status.

Iranian Sanctions Enforcement Act of 2023 This bill establishes an Iran Sanctions Enforcement Fund to pay expenses relating to seizures and forfeitures of Iranian property and provides statutory authority for the Export Enforcement Coordination Center, which is in the Department of Homeland Security (DHS) and investigates and prosecutes violations of U.S. export control laws. Specifically, the Iran Sanctions Enforcement Fund may be used to pay (1) investigative costs incurred by a law enforcement agency of DHS or the Department of Justice; (2) expenses related to detention, security, or disposal of seized property; or (3) the costs of contracting associated with the seizure or forfeiture of Iranian property.

Antisemitism Awareness Act of 2023 This bill provides statutory authority for the requirement that the Department of Education’s Office for Civil Rights take into consideration the International Holocaust Remembrance Alliance's (IHRA's) working definition of antisemitism when reviewing or investigating complaints of discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance. According to the IHRA's working definition, antisemitism is a certain perception of Jews, which may be expressed as hatred toward Jews.

More Behavioral Health Providers Act of 2023 This bill provides for additional Medicare payments to health care practitioners who provide services in mental health professional shortage areas for individuals with mental health or substance use disorders. The bill applies to physicians, physician assistants, nurse practitioners, clinical nurse specialists, clinical social workers, clinical psychologists, marriage and family therapists, and mental health counselors.

Restoring Accountability in the Indian Health Service Act of 2023 This bill establishes a series of programs and requirements relating to recruitment and retention in the Indian Health Service (IHS), including provisions regarding pay, credentialing, and housing needs of workforce personnel. Among other provisions, the bill requires the establishment of a pay system for health care professionals employed by IHS that is based on the pay system for health care professionals employed by the Veterans Health Administration, authorizes a program to provide tenant-based rental assistance to certain IHS employees, requires IHS to establish a centralized medical credentialing system, and expands eligibility for the IHS Loan Repayment Program. Additionally, the bill outlines additional hiring requirements for IHS, requires employees and health care providers who enter into a contract with IHS to annually complete mandatory training on tribal culture and history, establishes a demonstration program to provide IHS units with additional staffing resources, requires the Department of Health and Human Services to establish best practices for governing boards and area offices, establishes a compliance assistance program for underperforming hospitals or outpatient facilities, establishes the Office of Patient Advocacy, and requires IHS to establish regulations for standards to measure the timeliness of the provision of health care services in IHS facilities. The bill also outlines certain employee protections, including whistle-blower protections. The bill establishes various reporting requirements. For example, the bill requires the Government Accountability Office to report on the housing and staffing needs of IHS.

The resolution also reaffirms the United States' commitment to Israel's security, supports emergency resupply and certain other types of assistance to Israel, and calls on the United States to lead an international effort to deprive Hamas of Iranian and other sources of funding and lethal assistance. Furthermore, the resolution states that it may not be construed as a declaration of war or an authorization for the use of military force.

Protect Our Bases Act of 2023 This bill revises the authority of the Committee on Foreign Investment in the United States (CFIUS) to review the national security implications of foreign real estate transactions. Specifically, the bill allows CFIUS to prescribe regulations for treating facilities and properties of the intelligence community and national laboratories as sensitive sites for national security purposes. Additionally, CFIUS must annually submit a classified report to Congress on the activities of CFIUS relating to federal facilities and property that are determined to be sensitive for national security purposes. The bill also requires each member of CFIUS (i.e., each federal agency that is a member of CFIUS, such as the Department of Defense and the Department of Energy) to annually review the list of military installations and other U.S. government sites that are sensitive for national security purposes. (This list in the Code of Federal Regulations identifies the military installations around which certain real estate transactions are covered under the jurisdiction of CFIUS.) CFIUS must then submit an annual report to Congress certifying the completion of such review and information related to the list's accuracy.

Stop Anti-Semitism on College Campuses Act This bill prohibits an institution of higher education (IHE) that participates in federal student aid programs from authorizing, facilitating, providing funding for, or otherwise supporting any event that promotes anti-Semitism on the IHE's campus.

Guaranteeing Aggressors Zero Admission Act or the GAZA Act This bill makes a non-U.S. national ( alien under federal law) who holds a passport issued by the Palestinian Authority ineligible for admission to the United States. The bill specifies that such individual is ineligible to receive admission, parole, a visa, or other documentation to enter the United States, or to receive any other immigration benefit.

Preempting Misguided Appeasement and Financing of Destabilizing Regimes Act of 2023 This bill prohibits the importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran. The prohibition does not apply to those products seized by the U.S. government for violations of sanctions.
