Expand the Behavioral Health Workforce Now Act This bill requires the Centers for Medicare & Medicaid Services to issue guidance for states on ways to increase education, training, recruitment, and retention of mental health and substance use disorder providers under Medicaid and the Children's Health Insurance Program (CHIP), particularly in rural and underserved areas.

More Behavioral Health Providers Act This bill provides for additional Medicare payments to health care practitioners who provide services in mental health professional shortage areas for individual with mental health or substance use disorders. The bill applies to physicians, physician assistants, nurse practitioners, clinical nurse specialists, clinical social workers, clinical psychologists, marriage and family therapists, and mental health counselors.

Continental Divide Trail Completion Act This bill directs the Forest Service and the Department of the Interior to complete the Continental Divide National Scenic Trail as a contiguous route by November 10, 2028. The Forest Service and Interior must also establish a joint Forest Service and Bureau of Land Management trail completion team to work in coordination with the administrator of the trail to facilitate its completion and optimization. In addition, the Forest Service must submit to specified congressional committees a comprehensive development plan for the trail.

Stop Harassing Owners of Rifles Today Act or the SHORT Act This bill removes certain short-barreled rifles, short-barreled shotguns, and other weapons from the definition of a firearm for purposes of regulation under the National Firearms Act (NFA). The bill also eliminates certain restrictions that apply to the sale or transportation of such rifles and shotguns in interstate commerce. If a state or local registration or licensing requirement is determined by reference to the NFA, the bill treats persons who acquire or possess a short-barreled rifle, short-barreled shotgun, or other weapon in accordance with the Gun Control Act of 1968 as meeting the registration and licensing requirements. The bill preempts certain state or local laws that tax or regulate these rifles, shotguns, and weapons. The Bureau of Alcohol, Tobacco, Firearms and Explosives must destroy records relating to the registration, transfer, or manufacture of applicable weapons described by this bill within one year after the enactment of this bill.

Preventing Underhanded and Nefarious Iranian Supported Homicides Act of 2022 or the PUNISH Act of 2022 This bill extends sanctions and national emergencies related to Iran established by specified executive orders and limits the authority of the President to waive sanctions related to Iran. The bill requires the Department of State to periodically report whether Iran or any foreign person has supported specified activities, including murder or politically motivated detention in Iran of a U.S. citizen.

Protecting Access for Hunters and Anglers Act of 2022 This bill bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing. The bill makes exceptions for specified existing regulations and where the applicable department determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

Bottles and Breastfeeding Equipment Screening Enhancement Act This bill directs the Transportation Security Administration to issue or update guidance to minimize the risk for contamination of breast milk, baby formula, purified deionized water for infants, and juice (as well as ice packs, freezer packs, frozen gel packs and other accessories required to cool breast milk, baby formula, and juice) that is subject to re-screening or additional screening, including by ensuring adherence to hygienic standards.

Civilian Conservation Center Enhancement Act of 2022 This bill authorizes various activities in connection with Civilian Conservation Centers. For example, the Departments of Agriculture and of the Interior shall offer at Civilian Conservation Centers specialized training programs focused on (1) forestry and rangeland management, (2) wildland firefighting, or (3) any other topic related to the mission of the Forest Service or Interior or the public interest.

Felony Murder for Deadly Fentanyl Distribution Act This bill makes the distribution of fentanyl resulting in death a first degree murder. An individual who is guilty of first degree murder by distributing fentanyl is subject to death or life in prison.

Protecting Pain-Capable Unborn Children from Late-Term Abortions Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable gestational age of the fetus is 15 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Community Wildfire Protection Act of 2022 This bill modifies the definition of at-risk community with respect to the hazardous fuel reduction program to eliminate the requirement that such a community be an interface community as defined in the notice titled Wildland Urban Interface Communities Within the Vicinity of Federal Lands That Are at High Risk From Wildfire or be within or adjacent to federal land.

No Taxpayer Funds for Illegal Alien Abortions Act This bill prohibits the Department of Health and Human Services or U.S. Immigration and Customs Enforcement from using federal funds to (1) pay for an abortion except if the life of the mother is endangered or the pregnancy was a result of rape or incest, or (2) require any person to perform or facilitate any abortion.

Raising Expectations with Child Opportunity Vouchers for Educational Recovery Act or the RECOVER Act This bill directs local educational agencies to use certain federal COVID-19 relief funds to address student learning loss by distributing direct financial assistance (i.e., Child Opportunity Scholarships) to the parent or guardian of an eligible student for certain qualified educational expenses (e.g., educational materials, tutoring, or private school tuition). Eligible student refers to a child who is a member of a household with an income that is not more than 300% of the federal poverty level.

Stop the Spread of Invasive Mussels Act of 2022 This bill provides for activities to control invasive species on federal lands and waters. The Department of the Interior may inspect and decontaminate watercraft entering and leaving federal land and water located within a river basin that contains a Bureau of Reclamation water project. The Bureau of Reclamation shall establish a competitive grant program to provide grants to partners to conduct inspections and decontamination of watercraft in reservoirs operated and maintained by Reclamation, including to purchase, establish, operate, or maintain a watercraft inspection and decontamination station. In carrying out the grant program, Reclamation shall coordinate with (1) states with Reclamation projects, (2) affected Indian tribes, and (3) the Aquatic Nuisance Species Task Force.

Maximize Americans' Retirement Security Act This bill revises the fiduciary duties for a retirement or employee benefit plan that is regulated under the Employee Retirement Income Security Act of 1974. The bill generally requires a fiduciary to select and maintain investments for a plan based solely on pecuniary factors. Under the bill, a pecuniary factor is a factor that is expected to have a material effect on the risk or return of an investment based on appropriate investment horizons that are consistent with the plan's investment objectives and funding policy. A fiduciary may only use nonpecuniary factors if the fiduciary is unable to distinguish between investment alternatives on the basis of pecuniary factors alone. In such a case, the fiduciary must provide specified documentation to the plan's participants and beneficiaries, including an explanation of how the chosen nonpecuniary factors are consistent with their interests.

Food and Energy Security Act This bill provides requirements for specified federal financial agencies when regulating activity that could impact the extension of capital or investments to agricultural- or energy-related businesses. Specifically, an agency must analyze the economic impact of any such regulation. If the analysis estimates that the regulation would increase prices, and if the consumer price index exceeds a certain level, the agency is prohibited from implementing the regulation.

Transparency and Honesty in Energy Regulations Act of 2022 This bill prohibits specified federal entities (e.g., the Department of Energy) from considering the social cost of carbon, methane, nitrous oxide, or greenhouse gas as part of any cost-benefit analysis required under any law or specified Executive Orders. In addition, such social costs must not be considered by such entities (1) in rulemaking, (2) in the issuance of guidance, (3) in taking other agency action, (4) or as a justification for any rulemaking, guidance document, or agency action.

Month of Life Celebration Act This bill adds the Month of Life to the statutory list of patriotic and national observances. It also requires the President to annually issue a proclamation that (1) reaffirms the dignity of human life, (2) supports life inside and outside the womb and the life of the pregnant individual, and (3) commits to assist parents and children.

Unborn Child Support Act This bill requires states to apply child support obligations to the time period during pregnancy. This requirement is applicable retroactively based on a court order at the request of the pregnant parent and a determination by a physician of the month during which the child was conceived. Existing state requirements are applicable to these obligations, such as proof of parenthood.

Chase COVID Unemployment Fraud Act of 2022 This bill addresses fraud and overpayments of pandemic unemployment assistance, including by allowing states to retain a specified percentage of recovered funds and prohibiting the Department of Labor from allowing blanket waivers of overpayments.

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

This bill prohibits federal funds from being used to require a member of the National Guard to receive a COVID-19 vaccination. In addition, the Department of Defense is prohibited from taking any adverse action (e.g., punishment) against a member of the National Guard because the member refuses to receive such a vaccination.

The bill allows a fiduciary to use nonpecuniary factors in certain circumstances, such as when a fiduciary (1) is unable to distinguish between investment alternatives on the basis of pecuniary factors alone, or (2) is selecting or maintaining investment alternatives for a defined contribution plan that permits a participant or beneficiary to choose from a broad range of investment alternatives.

Prohibiting Federal Emergencies for Abortion Act This bill prohibits the President and the Department of Health and Human Services (HHS) from declaring a federal emergency relating to abortion. Specifically, neither the President nor HHS may declare a national emergency for purposes of (1) promoting, supporting, or expanding access to abortion; or (2) taking adverse action against or litigating against states that prohibit or otherwise restrict abortion.
