No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Community Health Investment, Modernization, and Excellence Act of 2019 This bill reauthorizes for FY2020-FY2024 and makes appropriations for the Community Health Center Fund, which provides enhanced funding for the community health center program and the National Health Service Corps.

Title X Abortion Provider Prohibition Act This bill prohibits the Department of Health and Human Services (HHS) from awarding federal family planning grants to entities that provide, or that financially support the provision of, abortions. Specifically, in order to receive such grants, entities must certify that, during the period of the grant, they will not perform abortions or provide funds to entities that perform abortions. Exceptions are made for abortions where (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Hospitals are exempted unless they provide funds to non-hospital entities that perform abortions. HHS must include in an annual report (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

End Government Shutdowns Act This bill provides continuing appropriations to prevent a government shutdown if any appropriations measure for a fiscal year has not been enacted before the fiscal year begins or a joint resolution making continuing appropriations is not in effect. For an initial 120-day period, the bill provides appropriations to continue programs, projects, and activities for which funds were provided in the preceding fiscal year. The bill reduces the continuing appropriations by 1% after the first 120-day period and by an additional 1% for each subsequent 90-day period until the applicable appropriations legislation is enacted.

No Work, No Pay Act of 2019 This bill prohibits Members of Congress from being paid during a government shutdown, beginning with the 117th Congress. For the 116th Congress, the bill requires a Member's pay to be deposited in an escrow account during a government shutdown and to be released at the earlier of the end of the shutdown or the end of the Congress.

Constitutional Concealed Carry Reciprocity Act of 2019 This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms. A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

Yellowstone Gateway Protection Act This bill withdraws specified National Forest System land in the Custer Gallatin National Forest in Park County, Montana, identified on the map titled "Emigrant Crevice Proposed Withdrawal Area," dated November 10, 2016, from (1) location, entry, and patent under mining laws; and (2) disposition under all laws pertaining to mineral and geothermal leasing. Any land within the withdrawal area that is acquired by the federal government after enactment of this bill must be immediately withdrawn in accordance with this bill.

Little Shell Tribe of Chippewa Indians Restoration Act of 2019 This bill extends federal recognition to the Little Shell Tribe of Chippewa Indians of Montana. The bill makes the tribe and its members eligible for services and benefits provided to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. The service area of the tribe is considered to be the area comprised of Blaine, Cascade, Glacier, and Hill Counties, Montana. The tribe must submit a membership roll to the Department of the Interior as a condition of receiving recognition, services, and benefits. The tribe must maintain the membership roll. Interior must take into trust for the benefit of the tribe 200 acres of land within the tribe's service area to be used for a tribal land base.

Natural Resources Management Act This bill sets forth provisions regarding various programs, projects, activities, and studies for the management and conservation of natural resources on federal lands. Specifically, the bill addresses, among other matters land conveyances, exchanges, acquisitions, withdrawals, and transfers; national parks, monuments, memorials, wilderness areas, wild and scenic rivers, historic and heritage sites, and other conservation and recreation areas; wildlife conservation; helium extraction; small miner waivers of claim maintenance fees; wildland fire operations; the release of certain federal reversionary land interests; boundary adjustments; the Denali National Park and Preserve natural gas pipeline; fees for medical services in units of the National Park System; funding for the Land and Water Conservation Fund; recreational activities on federal or nonfederal lands; a national volcano early warning and monitoring system; federal reclamation projects; and search-and recovery-missions. In addition, the bill reauthorizes the Historically Black Colleges and Universities Historic Preservation Program and the National Cooperative Geologic Mapping Program.

Balanced Budget Accountability Act This bill requires the Office of Management and Budget (OMB), upon adoption by a chamber of Congress of a concurrent budget resolution for a fiscal year, to certify to the Speaker of the House of Representatives or the President pro tempore of the Senate whether that chamber has adopted a balanced budget. Balanced budget means a concurrent budget resolution providing that for FY2027 and each succeeding fiscal year to which the resolution applies total outlays do not exceed total receipts and are not more than 18% of the projected domestic product for such fiscal year. The bill requires the salary of Members of Congress to be held in escrow if OMB determines a chamber has not adopted a balanced budget for FY2020 before April 16, 2019, and for FY2021 before April 16, 2020. The bill also provides for the release of such funds to the Members. Beginning in FY2022, if OMB does not certify that a chamber has adopted a balanced budget before April 16 of the prior fiscal year, each Member of that chamber shall be paid at the rate of $1 annually for pay periods after that date in the same calendar year. This bill requires legislation in either chamber that increases revenue to be agreed upon only by an affirmative vote of three-fifths of the Members of that chamber.

Competitive Health Insurance Reform Act of 2018 This bill amends the McCarran-Ferguson Act to declare that nothing in that Act modifies, impairs, or supersedes the operation of antitrust laws with respect to the business of health insurance, including the business of dental insurance. This declaration does not apply to a contract, combination, or conspiracy to: (1) collect, compile, or disseminate historical loss data; (2) determine a loss development factor for historical loss data; (3) perform actuarial services if the collaboration does not involve a restraint of trade; or (4) develop or disseminate a standard insurance policy form if adherence to the form is not required. Prohibitions against unfair methods of competition apply to the business of health insurance without regard to whether the business is for profit.

United States Cadet Nurse Corps Service Recognition Act of 2018 This bill recognizes service in the U.S. Cadet Nurse Corps during World War II as active military service. Individuals who served in the corps are eligible for specified honors but shall not be entitled by reason of such service to veterans' benefits generally.

Jobs and Opportunity with Benefits and Services for Success Act This bill modifies requirements related to the Temporary Assistance for Needy Families (TANF) program, including by establishing stricter work requirements for beneficiaries and requiring states to measure work outcomes. The bill also extends various TANF grant programs through FY2023.

Department of Energy Quantum Information Science Research Act This bill directs the Department of Energy (DOE) to carry out a basic research program on quantum information science. The Office of Science of DOE shall establish and operate National Quantum Information Science Research Centers to conduct basic research to accelerate scientific breakthroughs in quantum information science and technology.

Strongly condemns Russia's actions against Ukraine in the Kerch Strait, including the attack and seizure of Ukrainian naval ships and sailors. Calls on Russia to release the sailors and ships and to stop its harassment of ships in the strait. Calls on the President to express his administration's opposition to Russia's attack at every opportunity, and affirms the Department of State's declaration that it is U.S. policy to never recognize Russia's attempted annexation of Crimea. Urges the international community to unite in opposition to Russia's actions in the strait.

First Step Act This bill amends various provisions of law and sets forth new provisions: to require the Department of Justice to establish and the Bureau of Prisons (BOP) to implement a risk and needs assessment system; to modify the computation of good time credit; to allow federal correctional officers to securely store and carry concealed firearms on BOP premises outside the security perimeter of a prison; to limit the use of restraints on federal prisoners who are pregnant or in postpartum recovery; to reduce mandatory minimum prison terms for certain nonviolent repeat drug offenses; to broaden the existing safety valve to permit a sentence below the mandatory minimum for certain nonviolent, cooperative drug offenders with a limited criminal history; to make the Fair Sentencing Act of 2010 retroactive; to require prisoners to be placed within 500 miles of their primary residence; to require low-risk prisoners to be placed on home confinement for the maximum amount of time permitted; to reauthorize through FY2022 and modify eligibility for an elderly offender early release pilot program; to require the BOP to help prisoners obtain identification documents prior to release, to incorporate de-escalation procedures into training programs, and to make tampons and sanitary napkins available free of charge; to authorize Federal Prison Industries to sell products to additional markets; to require probation and pretrial services officers to perform court-directed supervision of sex offenders conditionally released from civil commitment; to require the BOP to establish pilot programs on youth mentorship and service to abandoned, rescued, or vulnerable animals; and to limit juvenile solitary confinement.

Uyghur Human Rights Policy Act of 2018 This bill directs various U.S. government bodies to prepare reports on China's treatment of the Uyghurs, a predominantly Muslim Turkic ethnic group. The Office of the Director of National Intelligence shall report to Congress on issues including the security threats caused by the Chinese government's reported crackdown on the Uyghur population in Xinjiang province. The Federal Bureau of Investigation shall report on topics such as its efforts to protect ethnic Uyghurs and Chinese nationals in the United States from Chinese government intimidation. The U.S. Agency for Global Media shall report on media-related matters, including the reach of U.S. media into Xinjiang and assessments of Chinese propaganda strategies. The Department of State shall report on the scope of the reported crackdown in Xinjiang, including the number of detained individuals, an assessment of government surveillance in the province, and U.S. diplomatic efforts to address the crackdown.

Seasonal Airport Parity Act This bill allows designated nonhub commercial service airports receiving scheduled air carrier service for fewer than six months annually (i.e., seasonal airports) to receive minimum apportionments of funds available to sponsors of primary airports. The airport must have passenger boardings of at least 8,000 in the calendar year used to calculate the apportionment.

Protecting and Securing Chemical Facilities from Terrorist Attacks Act of 2018 This bill directs the Department of Homeland Security (DHS) to reauthorize and make changes in its Chemical Facility Anti-Terrorism Standards (CFATS) program. The CFATS program regulates "high-risk" chemical facilities to reduce the risk of terrorist attacks. The program shall evaluate and maintain (currently, limited to establishing) risk-based performance standards designed to address high levels of security risk at certain chemical facilities. The bill prohibits the inclusion of any standard relating to cybersecurity. DHS shall: (1) establish a CFATS Recognition Program to leverage CFATS regulations and industry stewardship programs to further enhance security relating to hazardous chemicals, and (2) commission a third-party study to assess the effectiveness of the program in maintaining security risks and in developing and using appropriate metrics and analysis capabilities to measure risk reduction. The Government Accountability Office shall report on CFATS inspector training with recommendations for improving such training.

Water Quality Certification Improvement Act of 2018 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to limit the authority of states with respect to water quality certifications. Specifically, the bill limits the authority of states to review federally permitted activities that may result in discharges into navigable waters.

Judicial Efficiency Improvement Act This bill divides the U.S. Court of Appeals for the Ninth Circuit into two judicial circuits: (1) the Ninth Circuit, and (2) a new Twelfth Circuit. The new Ninth Circuit shall be composed of California, Guam, Hawaii, and Northern Mariana Islands. The new Twelfth Circuit shall be composed of the following states: Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington. The bill creates five additional circuit court judgeships—four in the Ninth Circuit and one in the new Twelfth Circuit. It creates 52 additional district court judgeships in specified judicial districts in California, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Minnesota, Nevada, New Jersey, New Mexico, New York, Puerto Rico, and Texas. Additionally, it converts eight temporary district court judgeships to permanent judgeships in specified judicial districts in Kansas, Missouri, Arizona, California, Florida, New Mexico, North Carolina, and Texas.

Energy Security Cooperation with Allied Partners in Europe Act of 2018 This bill urges the President to direct the U.S. Permanent Representative on the Council of the North Atlantic Treaty Organization (NATO) to encourage NATO member states to work together to achieve energy security. The Department of State shall submit to Congress a transatlantic energy strategy to enhance the energy security of NATO member and partner countries and to increase U.S. energy exports to such countries. The bill directs the Federal Energy Regulatory Commission to expedite approvals of natural gas exports to NATO allies, Japan (as long as the U.S.-Japan Treaty of Mutual Cooperation and Security remains in effect), and any other foreign country where natural gas exports would promote U.S. national security interests. The President shall impose five or more specified sanctions against a person that knowingly makes certain investments that contribute to Russia's ability to construct energy export pipelines or sells, leases, or provides Russia with related goods, services, technology, or information.

Restore Our Parks Act This bill: (1) establishes the National Park Service Legacy Restoration Fund, and (2) requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

National Quantum Initiative Act This bill directs the President to implement a National Quantum Initiative Program to, among other things, establish the goals and priorities for a 10-year plan to accelerate the development of quantum information science and technology applications. The bill defines "quantum information science" as the storage, transmission, manipulation, or measurement of information that is encoded in systems that can only be described by the laws of quantum physics. The National Science and Technology Council shall establish a Subcommittee on Quantum Information Science, including membership from the National Institute of Standards and Technology (NIST) and the National Aeronautics and Space Administration (NASA), to guide program activities. The President must establish a National Quantum Initiative Advisory Committee to advise the President and subcommittee on quantum information science and technology research and development. NIST shall carry out specified quantum science activities and convene a workshop to discuss the development of a quantum information science and technology industry. The National Science Foundation shall: carry out a basic research and education program on quantum information science and engineering, and award grants for the establishment of Multidisciplinary Centers for Quantum Research and Education.

Securing All Livestock Equitably Act of 2018 or the SALE Act of 201 8 This bill amends the Packers and Stockyards Act, 1921 to require all livestock purchased by a dealer in cash sales and all inventories of, or receivables or proceeds from, such livestock to be held by the dealer in a trust until all unpaid cash sellers of the livestock have been paid. The bill exempts from the requirement any dealer whose average annual purchases of livestock do not exceed $250,000. A dealer and cash seller may voluntarily waive the requirement using a written agreement that meets specified requirements. The bill also specifies requirements regarding enforcement, preserving a trust, notifying lien holders, and purchasing or transferring livestock that is subject to a trust.

Keep Families Together and Enforce the Law Act This bill amends the Immigration and Nationality Act to authorize the Department of Homeland Security (DHS) to extend protective custody over alien children under age 18 who are accompanied by a parent and apprehended at the border or are seeking admission to the United States at a port of entry. DHS must temporarily house an alien child under age 18 in a family residential center during the pendency of civil or criminal proceedings. DHS must increase the number of available beds in family residential centers. The Department of Justice must increase the number of immigration judge teams to conduct prioritized proceedings for accompanied alien children and families apprehended at the southwest border or who are seeking admission to the United States at a port of entry.

Designates June 2018 as National Post-Traumatic Stress Awareness Month and June 27, 2018, as National Post-Traumatic Stress Awareness Day. Expresses support for efforts of the Department of Veterans Affairs (VA) and the Department of Defense (DOD), as well as the medical community, to educate members of the U.S. Armed Forces, veterans, their families, and the public about the causes, symptoms, and treatment of post-traumatic stress. Expresses support for efforts by the VA and DOD to foster cultural change around the issue of post-traumatic stress. Welcomes the efforts of the VA's National Center for PTSD (post-traumatic stress disorder) and local Vet Centers to assist veterans suffering from the effects of this injury. Encourages U.S. Armed Forces commanders to support appropriate treatment of Armed Forces personnel who suffer from post-traumatic stress.

Protect Kids and Parents Act This bill requires that a child of alien parents or legal guardians who are asylum applicants must be detained in the same facility. A "child" is defined as an individual who has not reached the age of 18, has no permanent immigration status, and was in the custody and presence of a parent or legal guardian when the parent or legal guardian was detained for illegally entering the United States. The bill also: directs the Department of Justice (DOJ) to increase the total number of immigration judges and Board of Immigration staff attorneys; directs Department of Homeland Security (DHS) to increase the total number of DHS personnel who process asylum applications; requires DOJ and DHS to establish procedures for expedited consideration and processing of asylum applications; requires expedited removal of asylum applicants whose applications have been denied; establishes a strong presumption in favor of family unity; requires DHS to publish guidance for locating separated children; and requires the Government Accountability Office to study, and report on, the prosecution of asylum seekers between January 1, 2008, and December 31, 2018.
