Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2014 - Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice (DOJ) in obtaining restitution for victims of such offenses.

Iran Nuclear Agreement Accountability Act - Directs the President, within three days of the conclusion of any agreement between the United States, any other party, and the Islamic Republic of Iran related to Iran's nuclear program, to submit such agreement to Congress. Sets forth expedited procedures for a joint congressional resolution of approval or disapproval of any such agreement. States that nothing in this Act shall be construed as approval of sanctions relief in connection with any agreement regarding Iran's nuclear program.

Regulatory Agency Demilitarization Act - Prohibits a federal agency from purchasing or using a firearm. Excludes the Departments of Defense (DOD), Justice (DOJ), and Homeland Security (DHS), the military departments, the Nuclear Regulatory Commission (NRC), the U.S. Capitol Police, the Bureau of Diplomatic Security, and the Central Intelligence Agency (CIA). Directs the Comptroller General to submit a report to Congress annually that includes: information regarding each federal agency that has specialized units that receive special tactical or military-style training or use hard-plated body armor, shields, or helmets and that respond to high-risk situations that fall outside the capabilities of regular law enforcement officers; a description of each such unit; a description of the training and weapons of each such unit; the criteria for activating each such unit and how often each such unit was activated for each of the previous ten years; the annual cost of equipping and operating each such unit; and any other information that is relevant to understanding the usefulness and justification for the units. Amends the Inspector General Act of 1978 to repeal provisions authorizing law enforcement powers for an Inspector General, any Assistant Inspector General for Investigations under an Inspector General, and any special agent supervised by such an Assistant Inspector General.

National Forest System Trails Stewardship Act of 2014 - Directs the Department of Agriculture (USDA) to publish a national strategy to significantly increase the role of volunteers and partners in trail maintenance. Requires the strategy to: (1) augment and support the capabilities of federal employees to carry out or contribute to trail maintenance; (2) provide opportunities for volunteers and partners to carry out trail maintenance in each region of the Forest Service; (3) address the barriers to increased volunteerism and partnerships; (4) prioritize increased volunteerism and partnerships in those regions with the most severe trail maintenance needs, and where backlogs are jeopardizing access to national forest lands; and (5) aim to increase trail maintenance by volunteers and partners by 100% within 5 years. Directs USDA to study opportunities to improve trail maintenance by addressing opportunities to use fire crews in trail maintenance activities. Deems a volunteer with a partner organization to be considered a federal employee for the purposes of civil claims relating to damage to, or loss of, personal property of a volunteer incident to volunteer services. Sets forth provisions for the selection of priority areas for increased trail maintenance accomplishments. Directs USDA to establish a pilot program to offset all or part of the land use fee for outfitting and guiding permits.

Coal Jobs and Affordable Energy Protection Act of 2014 - Amends the Clean Air Act to prohibit the Administrator of the Environmental Protection Agency (EPA) from promulgating any regulation or guidance that limits or prohibits new carbon dioxide emissions from a fossil fuel-fired power plant until it is certified: (1) by the Secretary of Labor that the regulation or guidance will not generate a loss of employment, (2) by the Director of the Congressional Budget Office (CBO) that it will not result in a loss in the gross domestic product, (3) by the Administrator of the Energy Information Administration that it will not generate an increase in electricity rates, and (4) by the Chairperson of the Federal Energy Regulatory Commission (FERC) and the President of the North American Electric Reliability Corporation that it will not effect the reliability of electricity delivery.

Andrew Tahmooressi and provide for his return to the United States so he can receive appropriate medical assistance, and (2) the President should utilize the full powers and authorities of his office to secure Sgt. Tahmooressi's release.

Veteran Access to Care Act of 2014 - Directs the Secretary of Veterans Affairs (VA) to enter into contracts with such non-VA facilities as may be necessary to furnish hospital care and medical services to veterans who: have waited longer than the wait-time goals of the Veterans Health Administration (VHA) (as of June 1, 2014) for an appointment for hospital care or medical services in a VA facility; have been notified by a VA facility that an appointment for hospital care or medical services is not available within such wait-time goals; or reside more than 40 miles from the VA medical facility, including a community-based outpatient clinic, that is closest to their residence. Allows eligible veterans who opt for hospital care or medical services in a non-VA facility to receive such care or services through the completion of the episode of care, but for no longer than 60 days. Directs the Secretary, to the extent that appropriations are available to the VHA for medical services, to reimburse non-VA facilities with which the VA does not have such a contract for providing hospital care and medical services to such veterans, if such care and services cannot be provided within the VHA's wait-time goals in a facility with which the VA has a contract. Sets the reimbursement rate for such care or services at the greatest of the VA, Medicare, or TRICARE (a Department of Defense [DOD] managed care program) payment rate for such care or services. Terminates the Secretary's authority to contract with or reimburse non-VA facilities for the provision of such care and services two years after this Act's enactment. Directs the Secretary to enter into a contract or contracts with a private entity or entities with experience in VHA and private delivery systems and in health care management to conduct an independent assessment of the hospital care and medical services furnished in VA facilities. Prohibits the Secretary from paying awards and bonuses to VA employees for FY2014-FY2016.

Amends the Internal Revenue Code, with respect to the tax credit for producing electricity from an Indian coal production facility, to eliminate: (1) the requirement that such a facility be placed in service before January 1, 2009, and (2) the limitation on the period during which such coal is required to be produced and sold.

Safeguarding Classrooms Hurt by ObamaCare's Obligatory Levies - Amends the Internal Revenue Code to exclude any elementary or secondary school, state or local educational agency, and institution of higher education from the definition of "applicable large employer" for purposes of the employer mandate to provide health care coverage for employees. Directs the Secretary of Education to study and report on the impact of the employer health insurance mandate on educational agencies and institutions before and after the enactment of this Act.

Sage Grouse Protection and Conservation Act - Directs the Secretary of Agriculture (USDA) or the Secretary of the Interior to give effect to a statewide conservation and management plan for the protection and recovery of the greater sage-grouse (Centrocercus urophasianus) and the Gunnison sage-grouse (Centrocercus minimus) from either California, Colorado, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, or Wyoming. Requires the appropriate Secretary to: hold for at least 10 years actions to list the species as endangered or threatened, the enforcement of the listing, and the designation of critical habitat for the species in that state; withdraw any land use planning activities related to federal management of the species on National Forest System lands and Bureau of Land Management (BLM) land within the state; and amend federal land use plans with respect to that state to comply with a state plan. Applies these requirements to states that submit a plan or have a plan previously endorsed by the U.S. Fish and Wildlife Service. Requires the appropriate Secretary to: (1) review statewide plans to determine if they are likely to conserve the species to the point at which the measures provided pursuant to the Endangered Species Act of 1973 are no longer necessary; (2) approve or endorse, or make comments on, statewide plans; and (3) provide states with information and make personnel available to help with plans. Prohibits any proposed action pursuant to the National Environmental Policy Act (NEPA) that occurs within one of those states from being denied or restricted solely on the basis of such sage-grouse if the action is consistent with a state plan that has been submitted to the appropriate Secretary.

Amends the Internal Revenue Code, with respect to the low-income housing tax credit, to make permanent the minimum 9% credit rate for new buildings that are not federally-subsidized and to establish a minimum 4% credit rate for existing buildings that are not federally-subsidized.

Affirms that all children deserve a safe, loving, and permanent family. Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. Encourages continued cooperation between the Department of State and the Democratic Republic of the Congo's Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo.

Combating Autism Reauthorization Act of 2014 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and oversee a National Autism Spectrum Disorder Initiative to implement a strategic plan for the conduct and support of research into the disorder and minimize duplication by HHS programs of other federal research activities. Extends through FY2019: (1) the developmental disabilities surveillance and research program; (2) the autism education, early detection, and intervention program; and (3) the Interagency Autism Coordinating Committee. Adds members appointed by the Speaker and the minority leader of the House of Representatives, and the majority and minority leaders of the Senate, to the Interagency Autism Coordinating Committee. Requires the Comptroller General (GAO) to study the demographics and needs of individuals with an autism spectrum disorder, make policy recommendations, and include a survey of public and private stakeholders on the needs of adults with such a disorder, the services and resources available, and the effectiveness of the services and resources.

Higher Education Reform and Opportunity Act of 2014 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the following entities, programs, and courses eligible for funding under title IV if they are accredited by an authorized accreditation authority in a state that has an alternative accreditation agreement with the Secretary of Education: institutions that provide postsecondary courses; postsecondary apprenticeship programs; and postsecondary education courses or programs provided by institutions of postsecondary education, nonprofit organizations, or for-profit organizations or businesses. Lists the items to be included in a state's alternative accreditation agreement with the Secretary, including the standards those entities, programs, and courses must meet to receive and maintain their accreditation. Requires that agreement to include the state's assurance that only entities, programs, and courses that provide credits toward a postsecondary certification, credential, or degree (as defined by the state in the agreement) will be accredited. Establishes the formula for determining the administrative cost allowance for: (1) the entities, programs, and courses that are accredited through the alternative accreditation system and that administer the Federal Pell Grant, Federal Perkins Loan, Federal Work-Study, and Federal Supplemental Educational Opportunity Grant programs in accordance with the agreement; and (2) states that will administer those programs for such entities, programs, and courses in accordance with the agreement.

Community Institution Mortgage Relief Act of 2014 - Amends the Truth in Lending Act (TILA) to require the Board of Governors of the Federal Reserve System to exempt from certain escrow or impound requirements a loan secured by a first lien on a consumer's principal dwelling if the loan is held by a creditor with assets of $10 billion or less. Amends the Real Estate Settlement Procedures Act of 1974 to direct the Consumer Financial Protection Bureau (CFPB) to provide either exemptions or adjustments from the mortgage loan servicing and escrow account administration requirements of the Act for servicers that annually service 20,000 or fewer mortgage loans.

Amends the East Bench Irrigation District Water Contract Extension Act to permit the Secretary of the Interior to extend the contract for water services between the United States and the East Bench Irrigation District until the earlier of: (1) that date that is 10 years (currently, 4 years) after the date on which the contract would have expired if such Act had not been enacted, or (2) the date on which a new long-term contract is executed by the parties to the contract.

Financial Regulatory Clarity Act of 2014 - Requires the Federal Deposit Insurance Corporation (FDIC), the Office of Comptroller of the Currency, the Board of Governors of the Federal Reserve System, the Bureau of Consumer Financial Protection (CFPB), the National Credit Union Administration (NCUA), the Securities and Exchange Commission (SEC), and the Commodity Futures Trading Commission (CFTC), before issuing a regulation or order, to assess other federal regulations and orders to determine whether the agency's proposal is in conflict with, is inconsistent with, or is duplicative of such other regulations or orders and whether such other federal regulations or orders are outdated.

Travel Promotion, Enhancement, and Modernization Act of 2014 - Amends the Travel Promotion Act of 2009 (TPA) to revise qualifications requirements for members of the Board of Directors of the Corporation for Travel Promotion. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Authorized Rural Water Projects Completion Act - Establishes in the Treasury a Reclamation Rural Water Construction Fund, into which the Secretary of the Treasury shall deposit for each of FY2014-FY2030 a specified amount of revenues that would otherwise be deposited in the reclamation fund established by the Reclamation Act of 1902. Authorizes the Secretary to use amounts from the Fund to complete construction of rural water projects that were authorized to be carried out on or before this Act's enactment or for which: (1) a feasibility study has been submitted to the Secretary by September 30, 2012, pursuant to the Rural Water Supply Act of 2006 that recommends construction, and (2) an Act of Congress enacted after this Act's enactment has authorized construction. Prohibits the Secretary from using amounts from the Fund to pay for project operation and maintenance costs. Prohibits the Secretary from expending amounts from the Fund until the date on which the Secretary develops: (1) programmatic goals that would enable the completion of construction of the authorized rural water projects as expeditiously as possible and that reflect the goals and priorities identified in the laws authorizing the projects and the goals of the Reclamation Rural Water Supply Act; and (2) funding prioritization criteria that takes into account specified information, including an evaluation of the need for potable water supplies in the affected rural and tribal communities, the completion status of a project, and the financial needs of the affected communities. Terminates the Fund on September 30, 2035.

Hezbollah International Financing Prevention Act of 2014 - States that it shall be U.S. policy to: (1) prevent Hezbollah's global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and (2) utilize diplomatic, legislative, and executive avenues to combat Hezbollah's criminal activities in order to block that organization's ability to fund its global terrorist activities. Directs the President to report to Congress: (1) a list of satellite, broadcast, or other providers that knowingly transmit the content of al-Manar TV; and (2) the identity of those providers that have or have not been sanctioned pursuant to Executive Order 13224. Directs the Secretary of the Treasury to prohibit or impose strict conditions on the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that knowingly: (1) facilitates the activities of Hezbollah or its agents, instrumentalities, affiliates, or successors; (2) facilitates the activities of a person acting on behalf of or owned or controlled by an agent, instrumentality, affiliate, or successor; (3) engages in money laundering to carry out such an activity; (4) facilitates a significant transaction or provides significant financial services to carry out such an activity, including services that involve a transaction of gold, silver, platinum, or other precious metals; or (5) facilitates any of these activities, conspires to facilitate or participate in such an activity, or is owned or controlled by a foreign financial institution that knowingly engages in such an activity. Directs the Secretary of the Treasury to prescribe reporting, information sharing, and due diligence requirements for domestic financial institutions that maintain a correspondent account or payable-through account in the United States for a foreign financial institution. Authorizes the Secretary to waive such requirements if in the U.S. national security interests, and with congressional notification. Directs the Secretary of the Treasury to identify to Congress every 180 days each foreign central bank that carries out an activity prohibited under this Act. Sets forth penalty requirements for specified violations under this Act. Directs the President to designate Hezbollah as: (1) a significant foreign narcotics trafficker if Hezbollah meets meets the criteria set forth under the Foreign Narcotics Kingpin Designation Act, and (2) a significant transnational criminal organization if Hezbollah meets the criteria set forth under specified executive orders and statutes. Requires the President to report to Congress which of these criteria the President determines that Hezbollah has not met, if it does not. Directs the Secretary of State to report to Congress regarding Hezbollah's involvement in the trade in rough diamonds outside of the Kimberly Process Certification Scheme. Declares that nothing in this Act shall apply to authorized U.S. intelligence activities. States that any requirement of this Act shall cease to be in effect 30 days after the President certifies to Congress that Hezbollah: (1) is no longer designated as a foreign terrorist organization; (2) is no longer listed in the Annex to Executive Order 13224 (blocking property and prohibiting transactions with persons who commit or support terrorism); and (3) poses no significant threat to U.S. national security, interests, or allies.

Bureau of Consumer Financial Protection Small Business Advisory Board Act - Amends the Consumer Financial Protection Act of 2010 to direct the Director of the Consumer Financial Protection Bureau (CFPB) to establish a Small Business Advisory Board to: (1) advise and consult with the Bureau in the exercise of the Bureau's functions under the federal consumer financial laws applicable to eligible financial products or services; and (2) provide information on emerging practices of small businesses that provide eligible financial products or services, including regional trends, concerns, and other relevant information. Requires the Director to appoint at least 12 members to such Board.

American Indian Trust Responsibility Review Act of 2014 - Establishes the American Indian Trust Review Commission to: (1) conduct a comprehensive review of the unique trust relationship between the United States and federally recognized Indian tribes, and (2) report to Congress within two years of this Act's enactment. Requires the study to analyze: the attributes of that relationship; the policies, practices, structure, and effectiveness of the federal agencies that have trust responsibilities toward Indian tribes; the feasibility of authorizing willing Indian tribes to assume duties currently performed by the federal government; the data necessary for the Commission to get a better understanding of tribal needs; the feasibility of creating high-level federal positions to increase tribal participation in policy formation and program development; the viability of a mechanism to ensure the continuation of critical programs for Indian tribes; the appropriate role of state and local governments in federal activities affecting Indian tribes; and modifications to laws, procedures, regulations, policies, and practices that might further the federal government's trust relationship with Indian tribes.

Internet Stewardship Act of 2014 - Prohibits the Assistant Secretary of Commerce for Communications and Information from relinquishing or agreeing to relinquish the responsibilities of the National Telecommunications and Information Administration (NTIA) with respect to Internet domain name functions (including the authoritative root zone file, the Internet Assigned Numbers Authority functions, or the related root zone management functions) unless such relinquishment is permitted by a statute enacted after the enactment of this Act.

New Markets Tax Credit Extension Act of 2014 - Amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2013, and (3) allow an offset against the alternative minimum tax (AMT) for such credit (determined with respect to qualified equity investments initially made after the enactment of this Act).

Expresses the sense of the House of Representatives that: (1) all telephone service providers must appropriately complete calls to all areas of the United States regardless of the technology used by such providers, and (2) no entity may unreasonably discriminate against telephone users in rural areas. Declares that the Federal Communications Commission (FCC) should: (1) pursue entities whose violations of FCC rules contribute to a lack of quality telecommunications services in rural areas, (2) impose enforcement actions to discourage such uncompleted calls and unreasonable discrimination, and (3) establish a definitive solution to such discrimination.

Northern Cheyenne Lands Act - Directs the Secretary of the Interior to take approximately 1,568 acres of land in Montana depicted on two specified maps into trust for the Northern Cheyenne Tribe. Requires, after the Secretary receives notice from the Tribe that it has a revenue sharing agreement with Great Northern Properties regarding future development of the Northern Cheyenne Federal Tracts: Great Northern Properties to convey to the Tribe its coal and iron ore mineral interests underlying the land on the Northern Cheyenne Reservation generally depicted on the map entitled "Northern Cheyenne Land Act: Coal Tracts" and dated February 27, 2014, and the Secretary to convey to Great Northern Properties all of the United States' coal mineral interests underlying the land generally depicted as "Bull Mountains" and "East Fork" on the map entitled "Northern Cheyenne Federal Tracts" and dated February 27, 2014. Directs the Secretary to ensure that the deed for those federal coal mineral interests includes a covenant, running with the land, that precludes surface mining of the coal absent the written consent of the surface owner. Requires the coal and iron ore mineral interests conveyed to the Tribe under this Act to be held, upon the Tribe's request, in trust for the Tribe. Prohibits Montana from taxing the mineral interests this Act conveys to the Tribe. Requires that, in return for this Act's mineral conveyances: the Tribe must waive all of its claims arising from the continuing failure of the United States to acquire those private coal and iron ore mineral interests in trust for the Tribe as part of its Reservation as directed by Congress in 1900, and Great Northern Properties must waive any claim against the United States relating to the value or completion of this Act's conveyances of mineral interests. Requires the Northern Cheyenne Trust Fund (Fund) to be transferred to the Tribe and deposited into the Tribe's Permanent Fund. Requires the Tribe, in return for such transfer, to waive all of its claims arising from U.S. management of the Fund.

DHS Acquisition Accountability and Efficiency Act – Amends the Homeland Security Act of 2002 to: (1) designate the Under Secretary for Management of the Department of Homeland Security (DHS) as the Chief Acquisition Officer for DHS; (2) include the Chief Financial Officer and the Chief Information Officer of DHS in the DHS acquisition process; (3) establish the position of Chief Procurement Officer under the Under Secretary for Management to exercise leadership over the DHS procurement function and to issue acquisition regulations and policies; and (4) require the Under Secretary for Management to take steps to improve the accountability, standardization, and transparency of major DHS acquisition programs. Directs the Under Secretary for Management to: (1) establish an Acquisition Review Board to strengthen accountability and uniformity within the DHS acquisition review process, review acquisition programs, and review the use of best practices; and (2) establish DHS-wide policies to increase opportunities for effectiveness and efficiencies in the DHS major acquisition process. Directs the Comptroller General (GAO) to conduct a review of the effectiveness of the Acquisition Review Board. Establishes a process for notifying the congressional homeland security committees of a breach in a major DHS acquisition program (e.g., failure to meet any cost, schedule, or performance requirements). Directs the Under Secretary for Management to develop a plan for remediating a breach and for analyzing the root cause of the breach. Requires the DHS Secretary to submit to such committees a multiyear acquisition strategy to guide the overall direction of DHS acquisition, including a plan to address DHS acquisition workforce accountability and talent management and an assessment of the feasibility of conducting a pilot program to establish a Homeland Security Acquisition Workforce Development Fund to ensure that the DHS workforce has the capacity to perform its mission.

Home Heating Emergency Assistance Through Transportation Act of 2014 or HHEATT Act of 2014 - Declares that a covered emergency exemption from federal motor carrier safety regulations issued by the Federal Motor Carrier Safety Administration (FMCSA) shall remain in effect until May 31, 2014, unless the Secretary of Transportation (DOT) determines that the emergency for which the exemption was provided ends before that date. Defines "covered emergency exemption" as one issued or extended between February 5, 2014, and the date of enactment of this Act to effect regulatory relief for commercial motor vehicle operations directly assisting the delivery of propane and home heating fuels. States that nothing in this Act may be construed to prohibit the FMCSA from issuing or extending a covered emergency exemption beyond May 31, 2014, under other federal law.

Department of Veterans Affairs Management Accountability Act of 2014 - Authorizes the Secretary of Veterans Affairs (VA) to: (1) remove any individual from the Senior Executive Service upon determining that such individual's performance warrants such removal, and (2) remove such individual from federal service or transfer the individual to a General Schedule position at any grade the Secretary deems appropriate. Requires: (1) the Secretary to notify the House and Senate Veterans' Affairs committees within 30 days after removing such an individual, and (2) such removal to be done in the same manner as the removal of a professional staff member employed by a Member of Congress. .

Expresses the sense of the House of Representatives that: states and local educational agencies should maintain the right and responsibility of determining educational curricula, programs of instruction, and assessments for elementary and secondary education; the federal government should not incentivize the adoption of common education standards or the creation of a national assessment to align with such standards; and no application process for any federal grant funds or waivers issued by the Secretary of Education under the Elementary and Secondary Education Act of 1965 should award any additional points, or provide any preference, for the adoption of the Common Core State Standards or any other national common education standards.

Chemical Facility Anti-Terrorism Standards Program Authorization and Accountability Act of 2014 - Reestablishes the Chemical Facility Anti-Terrorism Standards (CFATS) Program, under which the Secretary of Homeland Security (DHS) is required to: (1) establish risk-based performance standards designed to protect covered chemical facilities from acts of terrorism; (2) require such facilities to submit security vulnerability assessments and develop and implement site security plans; (3) review and approve or disapprove each such assessment and plan; (4) arrange for the audit and inspection of covered chemical facilities to determine compliance with this Act; and (5) notify, and issue an order to comply to, the owner or operator of a facility not in compliance. Authorizes the Secretary to: (1) issue an order assessing a civil penalty or to cease operations if an owner or operator fails to comply; and (2) approve an alternative security program established by a private sector entity or a federal, state, or local authority that meets the requirements of this Act. Authorizes a covered chemical facility, in order to satisfy the requirements of a risk-based performance standard that addresses personnel surety by identifying individuals with terrorist ties, to utilize any federal screening program that periodically vets individuals against the terrorist screening database. Requires the Secretary to: (1) consult with the heads of other federal agencies, states and political subdivisions, and relevant business associations to identify all chemical facilities of interest; and (2) develop a risk assessment approach and corresponding tiering methodology that incorporates all relevant elements of risk, including threat, vulnerability, and consequence. Defines "covered chemical facility" to mean a chemical facility that the Secretary designates as a facility of interest and determines presents a high level of security risk, with specified exceptions. Requires: (1) information developed pursuant to this Act to be protected from public disclosure, but permits the sharing of such information with state and local government officials possessing the necessary security clearances; and (2) information submitted to or obtained by the Secretary under this Act to be treated as classified material. Sets forth civil penalties for violations of orders issued under this Act. Terminates this Act two years after its enactment.

Wildfire Disaster Funding Act of 2014 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), with regard to sequestration adjustments, to require any adjustments in enacted appropriations for wildfire suppression operations in the Wildland Fire Management accounts at the Department of Agriculture (USDA) or the Department of the Interior for a fiscal year, to be the amount of additional new budget authority provided for wildfire suppression operations in the appropriations Act, but not to exceed $2.689 billion in such authority in each of FY2014-FY2021. Defines "additional new budget authority" as the amount specified in an appropriations Act for a fiscal year to pay for wildfire suppression operations, but only to the extent such authority exceeds 70% of the average costs for wildfire suppression operations over the previous 10 years. Prescribes requirements for any request by the Secretary of the Interior or the Secretary of Agriculture for supplemental appropriations necessary for wildfire suppression operations.

Critical Access Hospital Relief Act of 2014 - Amends title XVIII (Medicare) of the Social Security Act to repeal the 96-hour physician certification requirement for inpatient critical access hospital services under which a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.

Protecting Volunteer Firefighters and Emergency Responders Act - Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or a tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide health care coverage under the Patient Protection and Affordable Care Act.

Making Public Lands Public Access Act - Amends the Land and Water Conservation Fund Act of 1965 to direct the Secretary of the Interior and the Secretary of Agriculture (USDA) to ensure, from amounts requested for the Land and Water Conservation Fund per fiscal year, that not less than the greater of 1.5% of the requested amounts or $10 million be made available for certain projects identified on an annual priority list to be developed pursuant to this Act. Requires projects identified on such a list to secure, through rights-of-way or the acquisition of lands or interests from willing sellers, recreational public access to existing federal public lands that have significantly restricted access to hunting, fishing, and other recreational purposes.

National Commission on the Structure of the Army Act of 2014 - Establishes the National Commission on the Structure of the Army to undertake a comprehensive study of the structure of the Army to determine: (1) the proper force mixture of the active component and reserve component, and (2) how the structure should be modified to best fulfill mission requirements in a manner consistent with available resources. Directs the Commission to give particular consideration to evaluating a structure that: (1) meets current and anticipated requirements of the combatant commands; (3) achieves a cost-efficiency balance between the regular and reserve components, with a focus on fully burdened and lifecycle cost of Army personnel; (3) ensures that the regular and reserve components have the capacity needed to support homeland defense and disaster assistance missions in the United States; (4) provides for sufficient numbers of regular members of the Army to provide a base of trained personnel from which the personnel of the reserve components could be recruited; (5) maintains a peacetime rotation force to support operational tempo goals of 1:2 for regular members and 1:5 for members of the reserve components; and (6) maximizes and appropriately balances affordability, efficiency, effectiveness, capability, and readiness. Prohibits the use of any funds made available for FY2015 for the Army to: (1) divest, retire, or transfer, or prepare to divest, retire, or transfer, any aircraft of the Army assigned to units of the Army National Guard as of January 15, 2014; or (2) reduce personnel below the authorized end strength levels of 350,000 for the Army National Guard as of September 30, 2014.

Intelligence Budget Transparency Act of 2014 - Requires the President's annual federal budget submission to include the total dollar amount proposed for intelligence or intelligence related activities of each element of the government engaged in such activities in the fiscal year for which the budget is submitted and the estimated appropriation required for each of the ensuing four fiscal years.

Cyber Awareness and Recovery Enhancement Act of 2013 or the CARE Act of 2013 - Directs the Secretary of Homeland Security (DHS) to develop and provide to the Secretary of Health and Human Services (HHS) risk-based, performance-based cybersecurity standards for the federal information technology requirements under the Patient Protection and Affordable Care Act, including the healthcare.gov website. Requires the HHS Secretary to: (1) adopt and implement such standards, and (2) submit an annual report to Congress regarding cyber incidents relating to such requirements.

Electricity Security and Affordability Act - Prohibits the Administrator of the Environmental Protection Agency (EPA) from issuing, implementing, or enforcing any proposed or final rule under the Clean Air Act that establishes a performance standard for greenhouse gas emissions from any new source that is a fossil fuel-fired electric utility generating unit unless the rule meets specified requirements of this Act. Requires the Administrator to separate sources fueled with coal and natural gas into separate categories. Prohibits the Administrator, however, from setting a standard based on the best system of emission reduction for new sources within the coal category unless it has been achieved on average for at least one continuous 12-month period (excluding planned outages) by each of at least 6 units within the category. Requires each such unit to: (1) be located at a different electric generating station in the United States, (2) be representative of the operating characteristics of electric generation at its location, and (3) be operated for the entire 12-month period on a full commercial basis. Prohibits the use of any results obtained from a demonstration project in setting the standard. Requires the Administrator, in separating sources fueled with coal into a separate category, to establish a separate subcategory for new sources that are fossil fuel-fired electric utility generating units using coal with an average heat content of 8300 or less British Thermal Units (BTUs) per pound. Prohibits the Administrator, in issuing any rule establishing performance standards for greenhouse gas emissions from new sources in such subcategory, from setting a standard based on the best system of emission reduction unless the standard has been achieved on average for at least one continuous 12-month period (excluding planned outages) by each of at least 3 units within such subcategory that meets the unit requirements specified by this Act for the coal category. Precludes from taking effect, unless a federal law is enacted specifying an effective date, any EPA rule or guideline that: (1) establishes any performance standard for greenhouse gas emissions from a modified or reconstructed source that is a fossil fuel-fired electric utility generating unit, or (2) applies to greenhouse gas emissions from such an existing source. Nullifies the force and effect of specified proposed rules (or similar successor proposed or final rules) for Standards of Performance for Greenhouse Gas Emissions for New Stationary Sources: Electric Utility Generating Units that are issued before enactment of this Act.

State Marriage Defense Act of 2014 - Prohibits, in determining the meaning of any Act of Congress, or of any ruling, regulation, or interpretation of U.S. administrative bureaus and agencies, as applied with respect to individuals domiciled in a state or in any other territory or possession of the United States: (1) the term "marriage" from including any relationship that the state, territory, or possession does not recognize as a marriage; and (2) the term "spouse" from including an individual who is a party to a relationship that is not recognized as a marriage by that state, territory, or possession.

Repeals the provision of the Bipartisan Budget Act of 2013 that reduces the cost-of-living adjustment to the retirement pay of members of the Armed Forces under age 62. Amends the Internal Revenue Code, with respect to the child tax credit, to require taxpayers claiming such credit to provide their social security numbers on their tax returns.

Protecting Jobs for Students Act - Amends the Internal Revenue Code to provide that a student who is enrolled at an institution of higher education and is participating in a federal work-study program under the Higher Education Act of 1965 shall not be counted in determining the number of full-time employees of an employer for the purpose of shared responsibility requirements with respect to health coverage under the Patient Protection and Affordable Care Act.

Requires the House of Representatives to bring a civil action in the U.S. District Court for the District of Columbia for declaratory or injunctive relief to challenge any of the following policies or actions: the Department of Health and Human Services (HHS) policy that, for health insurance coverage that is renewed for a policy year between January 1, 2014, and October 1, 2014, health insurance issuers may continue to offer coverage that would otherwise be terminated or cancelled for noncompliance with various requirements of title XXVII of the Public Health Service Act (relating to health insurance coverage, individual group market reforms, and general reforms) and corresponding portions of the Employee Retirement Income Security Act, and the Internal Revenue Code, as announced by the Center for Medicare and Medicaid Services on November 14, 2013; the one-year delay in the application of the reporting requirements of the Code (and its related requirements with respect to shared responsibility for employers regarding health coverage), as provided under Department of the Treasury Notice 2013-45, as announced by the Department on July 2, 2013; the Department of Homeland Security (DHS) policy to exercise prosecutorial discretion for individuals who came to the United States as children, as announced by DHS on June 15, 2012; and the authorization, approval, renewal, modification, or extension of any experimental, pilot, or demonstration project under the Social Security Act (SSA) that waives compliance with any of its mandatory work requirements through a waiver of SSA state family assistance plan requirements. Derives any amounts obligated or expended by the House to carry out this resolution during a fiscal year from existing appropriations for House salaries and expenses for that fiscal year. Provides that nothing in this resolution may be construed as authorizing an increase in the amount of budget authority available to the House for that fiscal year.

General Aviation Pilot Protection Act of 2013 - Directs the Administrator of the Federal Aviation Administration (FAA) to issue or revise FAA medical certification regulations to ensure that an individual may operate as a pilot of a covered aircraft without regard to any medical certification or proof of health requirement otherwise applicable under federal law if the flight meets certain criteria and the individual: (1) possesses a valid state driver's license, (2) complies with applicable medical requirements associated with that license, (3) is transporting five or fewer passengers, and (4) is operating under visual flight rules. Defines "covered aircraft" as an aircraft that: (1) is not authorized under federal law to carry more than six occupants, and (2) has a maximum certificated takeoff weight of no more than 6,000 pounds.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, transporting for legitimate purposes, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Declares that nothing in such prohibitions shall be construed to prohibit the District from regulating the carrying of firearms by a person, either concealed or openly, other than at the person's dwelling place, place of business, or on other land possessed by the person. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or can be readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes also the frame or receiver of any such firearm, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a firearm into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms, and (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Permits a licensed firearms dealer to sell or transfer ammunition, excluding restricted pistol bullets, to persons not otherwise prohibited from possessing or receiving ammunition. Declares that, in the case of a sale or transfer of a handgun to a District resident, a federally licensed importer, manufacturer, or dealer of firearms in Maryland or Virginia shall be treated as a dealer licensed under this Act if: (1) the transferee meets in person with the transferor to accomplish the transfer; and (2) the sale, delivery, and receipt fully comply with the legal conditions of sale in both the District and the jurisdiction in which the transfer occurs. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same gauge or caliber as such ammunition. (In effect, repeals the handgun ammunition ban.) Repeals the requirement that firearms in the possession of individuals (other than law enforcement personnel) must be kept unloaded, disassembled, or with the trigger locked, unless the firearm is kept at an individual's place of business, or while being used for lawful recreational purposes within the District . Continues current criminal penalties for allowing access of a minor (under age 16) to loaded firearms, except in specified circumstances. Repeals increased penalties for violations of the prohibition against allowing access of a minor to loaded firearms if injury or death results to the minor or another person. Requires the U.S. attorney, however, to consider both the extent of the minor's injuries and the effect of the minor's injury or death on both of the minor's parents when deciding whether to file charges. Prohibits any prosecution in such circumstances unless the person who committed the violation behaved in a grossly negligent manner, or unless similarly egregious circumstances exist. Eliminates criminal penalties for possessing an unregistered firearm. Amends the District of Columbia Code to: (1) allow private persons or entities owning property in the District to prohibit or restrict the possession of firearms on their property (other than authorized law enforcement personnel or lessees occupying residential or business premises), (2) prohibit unauthorized carrying of rifles or shotguns in the District, (3) authorize certain individuals to carry firearms in certain places and for certain purposes, (4) prescribe requirements for lawful transportation of firearms, and (5) prohibit the use of toy and antique pistols to commit a violent or dangerous crime. Authorizes the District of Columbia to prohibit or restrict the possession of firearms (except to lessees occupying residential or business premises) within any building or structure under its control, or in any area of it, which has implemented security measures to identify and exclude unauthorized or hazardous persons or articles. Amends the Office of Administrative Hearings Establishment Act of 2001 to grant jurisdiction to the Office of Administrative Hearings to hear cases pertaining to denial or revocation of firearm dealer licenses. Repeals provisions of FCRA that require a gun offender to register and to verify certain identifiable information with the District's Chief of Police. Defines "gun offender" as a person: convicted at any time of a gun offense in the District; convicted at any time of a gun offense who resides in the District within the registration period established under the Act; or who has, as a mandatory condition of release, a registration requirement in the District certified by the District Superior Court. Repeals: the Firearms Registration Amendment Act of 2008, the Inoperable Pistol Amendment Act of 2008, the Firearms Amendment Act of 2012, and the Administrative Disposition for Weapons Offenses Amendment Act of 2012. Restores and revives any provision of law amended or repealed by such Acts as if they had not been enacted into law.

States that it is U.S. policy to prevent Iran from acquiring a nuclear weapons capability. Calls on the Senate to take immediate action on the Nuclear Iran Prevention Act of 2013 to increase sanctions against Iran.
