Renewable Fuels Promotion Act - Amends the Petroleum Marketing Practices Act to prohibit a franchisor from restricting a franchisee from: (1) installing a renewable fuel pump on the franchisee marketing premises; (2) converting an existing tank and pump on the marketing premises of the franchisee for renewable fuel use; (3) advertising the sale of renewable fuel; or (4) selling renewable fuel in any specified area on the franchisee marketing premises. Declares any such restriction to be null and void and unenforceable under the Act. Prohibits a franchise-related document that requires the franchisee to sell three grades of gasoline from preventing the franchisee from selling a renewable fuel in lieu of one grade of gasoline. Amends the Energy Policy Act of 1992 to set a deadline for mandatory installation of at least one renewable fuel pump at every federal fleet fueling center in the United States.

Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program; (2) the emergency conservation program, including wildfire recovery efforts; and (3) the environmental quality incentives program, including wildfire recovery efforts. Directs the Secretary to use specified funds to hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

Establishes within the Food and Drug Administration (FDA) the Reagan-Udall Institute for Applied Biomedical Research to advance the Critical Path Initiative to modernize medical product development, accelerate innovation, and enhance product safety. Requires the Institute to have a Board of Directors. Allows the Board to establish one or more Critical Path Institutes to conduct research, education, and outreach and to modernize the sciences of developing, manufacturing, and evaluating the safety and effectiveness of diagnostics, devices, biologics, and drugs. Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to establish and administer a clinical trial registry database and a clinical trial results database. Requires a responsible part for a clinical trial to submit clinical trial information to the Director for inclusion in the databases. Requires a member of a panel advising or recommending to the Secretary regarding FDA activities to disclose any financial involvements that the member may have. Directs the Secretary to recuse members with a high magnitude of financial involvement.

Authorizes the issuance of tax-exempt zone academy bonds and rural renaissance bonds. Allows expensing of mine safety equipment and a tax credit for mine rescue team training costs. Allows a taxpayer election to deduct certain gain from timber sales. Suspends until 2008 the disallowance of the tax deduction for business travel expenses of a spouse. Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage rate. Applies such increased wage rate to the Commonwealth of the Northern Mariana Islands. Surface Mining Control and Reclamation Act Amendments of 2006 - Amends the Surface Mining Control and Reclamation Act of 1977 to: (1) reauthorize the Abandoned Mine Reclamation Fund (AMR Fund) through FY2021; (2) reduce rates of reclamation fees payable by mine operators to the AMR Fund; and (3) revise allocations of payments to states for reclamation of abandoned mines. Amends the Internal Revenue Code with respect to liability of mine operators for payment of health care premiums of retired miners.

Requires the Consortium to develop recommendations concerning: (1) developments in current technologies that may result in increased efficiency and cost savings to the healthcare system; (2) opportunities for research and development to accelerate the development and adoption of aging services technology; (3) methods to ensure that technology infrastructure is in place to deliver services; and (4) establishment of a federal interagency task force to facilitate the development and distribution of such technology and a National Resource Center to stimulate research, oversee demonstration projects, and provide training and assistance to entities that provide such services. Requires the Consortium to report recommendations regarding development of a national policy to address issues concerning technology and assistive health services for seniors, changes to federal laws and programs that would support and encourage the private sector to develop and make widely available consumer-empowered technology solutions, and establishment of a National Resource Center on Aging Services Technologies.

Urges the President to use all available political and diplomatic means, including sanctions, to persuade the governments of Syria and Iran to end their support of Hezbollah and Hamas. Calls on the government of Lebanon to do everything in its power to free the kidnapped Israeli soldiers held in Lebanon and to fulfill its responsibility under U.N. Security Council Resolution 1559 to disband and disarm Hezbollah. Calls on the Security Council to: (1) condemn these unprovoked acts; and (2) demand compliance with Resolution 1559, which requires that Hezbollah and other militias be disbanded and disarmed and that all foreign forces leave Lebanon. Urges all sides to protect innocent civilian life and infrastructure and strongly supports the use of all diplomatic means to free the captured Israeli soldiers. Recognizes that thousands of American nationals reside peacefully in Lebanon and that those American nationals in Lebanon concerned for their safety should receive full U.S. government assistance.

Nontraditional Student Success Act - Authorizes and appropriates specified funds for Federal Pell grants under the Higher Education Act of 1965 (HEA). Increases yearly maximum grant amounts and revises requirements for the allowance of two Pell grants during a single award year. Requires the Secretary to publish annually in the Federal Register a revised table of income protection allowances. Excludes the earned income tax credit (EITC) from financial aid determinations. Authorizes the Secretary to select institutions of higher education for a Nontraditional Students Demonstration Program to test the effectiveness of providing expanded financial assistance to less than half-time students and students in compressed, modular, or other alternative schedules. Directs the Secretary to award competitive grants to eligible institutions to improve remedial education. Increases minimum grant amounts for the Federal TRIO programs. Permits student support services and educational opportunity centers to include career and academic (as well as personal) counseling. Makes awards under the Early Intervention and College Awareness Program for six years. Revises requirements for and reauthorizes the Program. Reauthorizes the Child Care Access Means Parents in School Program of campus-based child care services for low-income parents in postsecondary education. Directs the Secretary to establish a website and brochures for providing outreach about financial aid and education tax credits that targets employers, one-stop centers, Head Start centers, and other appropriate locations. Increases the activities for which grants to Hispanic-serving institutions, as well as grants from the Fund for the Improvement of Postsecondary Education, may be used. Revises requirements for Special Programs for Students Whose Families Are Engaged in Migrant and Seasonal Farmwork. Reauthorizes the high school equivalency and the college assistance migrant programs. Amends the Internal Revenue Code to increase the percentage Lifetime Learning income tax credit for qualified higher education expenses, but reduce the maximum annual dollar amount. Makes a portion of the credit refundable. Directs the Secretary of the Treasury to establish a program for making advance payments of such credits to eligible institutions on behalf of certified individuals.

Requires the Secretary to review approved plans annually. Prohibits from state inspection plan participation: (1) establishments that have more than 50 employees, except for those subject to state inspection as of January 1, 2007; and (2) federally inspected establishments after such date that have more than 50 employees. Authorizes the Secretary to: (1) enter into a cooperative agreement to establish the relationship between a state program and the Secretary; and (2) provide partial reimbursement for state costs to meet federal requirements. Sets forth provisions with respect to: (1) sampling; (2) noncompliance; (3) acceptance of interstate shipments of meat and meat food products; and (4) advisory committees. Directs the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). Makes similar amendments to the Poultry Products Inspection Act. Terminates the Secretary's authority to establish interstate meat and poultry inspection programs under this Act if approval and cooperative agreements have not been concluded by January 1, 2007.

Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 with respect to the extension of: (1) Medicare wage index reclassifications for certain hospitals; and (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas. Amends the Public Health Service Act with respect to: (1) a capital infrastructure revolving loan program; and (2) community health center collaborative access. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines.

NASA and JPL 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA) and the Jet Propulsion Laboratory (JPL) to mint and issue: (1) 50 dollar gold coins; and (2) one dollar silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA and JPL. Directs each Federal agency and U.S. instrumentality that has in its possession any craft or any part of a craft that flew in space to: (1) retrieve any gold, silver, copper, and other metals that are appropriate for use in the production of any coins under this Act from such craft or part; and (2) deposit such metals with the Director of the United States Mint. Directs each federal agency and U.S. instrumentality that has or continues to conduct space-related missions to make efforts to secure and retrieve from privately-held craft flown in space such gold, silver, copper, and other metals that the Director determines are appropriate for use in the production of any coins under this Act. Authorizes the Secretary of the Treasury to strike and sell bonze duplicates of the $50 gold coins authorized under this Act.

Railroad Competition Act of 2006 - Amends federal transportation law to specify the primary objectives of U.S. rail transportation policy. Requires a rail carrier, upon shipper request, to establish a rate for transportation and provide requested service between any two points on the carrier's system where traffic originates, terminates, or may reasonably be interchanged. Specifies matters the carrier must disregard when establishing such rate. Prohibits the Surface Transportation Board (STB) from issuing a certificate authorizing construction and operation of railroad lines, or exempt from such certificate requirement any related activity, that involves a transfer of interest in a line of railroad, from a Class I rail carrier to a Class II or III rail carrier, if the activity would result in a restriction of: (1) the ability of the Class II or Class III rail carrier to interchange traffic with other carriers; or (2) competition between or among rail carriers in the region affected by the activity in a manner or to an extent that would violate federal antitrust laws. Prescribes a procedure for shipper petition and STB review of any activity alleged to have resulted in a restriction of competition for at least 10 years. Changes from discretionary to mandatory the authority of the STB to require rail carriers to enter into reciprocal switching agreements. Prohibits the STB from requiring evidence of anticompetitive conduct by a rail carrier from which access is sought. Requires the STB to designate any state or part of a state as an area of inadequate rail competition after making certain findings. Requires the STB to post rail service complaints on its website. Requires submission to arbitration of certain rail rate, service, and other disputes. Requires the STB, with respect to the filing of a complaint, to adopt an alternative method of determining the reasonableness of rail rates using the railroad's actual costs. Amends the Department of Agriculture Reorganization Act of 1994 to establish within the Department of Agriculture an Office of Rail Customer Advocacy with respect to rail transportation of agricultural and forestry commodities or products.

Amends the Clayton Act to declare unlawful for any person to refuse to engage in certain regular petroleum or natural gas marketing practices with the primary intention of increasing prices or creating a market shortage. Oil and Gas Traders Oversight Act of 2006 - Amends the Commodity Exchange Act to instruct the Commodities Futures Trading Commission to promulgate rules governing reporting and recordkeeping for positions involving energy commodities. Amends the Food Stamp Act of 1977 and the United States Housing Act of 1937 regarding utility costs. Amends the Small Business Act and the Consolidated Farm and Rural Development Act to authorize the Administrator of the Small Business Administration and the Secretary of Agriculture, respectively, to make loans to small business concerns injured by significant increases in gas and heating oil prices. Requires the Secretary to: (1) provide a grant to a state that has an application approved to enable such state to carry out an innovative state health program; (2) give priority to those state programs that the Commission determines have the greatest opportunity to succeed in providing expanded health insurance coverage and improving health access; and (3) link state allocations to the meeting of the goals and performance measures established under this Act. Prohibits states from: (1) failing to maintain the same level of expenditures for health care coverage; (2) changing eligibility criteria for state medical assistance programs; or (3) permitting the imposition of any preexisting condition exclusion for covered benefits, with exceptions.

Revises the High Intensity Drug Trafficking Areas Program to: (1) allow law enforcement agencies to petition for the designation of a high intensity drug trafficking area; (2) appoint an Executive Board to manage such areas; and (3) authorize funding to address emerging drug trafficking threats and combat methamphetamine trafficking. Dawson Family Community Protection Act - Requires the Director of the Office to ensure that at least $7 million of appropriated funds be used in high intensity drug trafficking areas with severe neighborhood safety and illegal drug distribution problems. Replaces the Director of Technology of the Counter-Drug Technology Assessment Center with a Chief Scientist. Directs the Chief Scientist to coordinate and implement a counterdrug technology transfer program. National Youth Anti-Drug Media Campaign Reauthorization Act of 2006 - Amends the Drug-Free Media Campaign Act of 1998 to: (1) identify responsibilities and functions under the national youth anti-drug media campaign; and (2) authorize appropriations for FY2006-FY2010. Authorizes appropriations for the U.S. Anti-Doping Agency and the drug-free communities program. Authorizes the Chief of the National Guard Bureau to establish National Guard counterdrug schools.

BOLD Energy Act of 2006

Breaking Our Long-Term Dependence Energy Act of 2006 or the BOLD Energy Act of 2006 - Directs the Secretary of Transportation to establish: (1) a rebate program for reducing fuel consumption levels; and (2) a National Tire Efficiency Program. Requires motor vehicle manufacturers to equip 30% of their 2011 models and 100% of all 2017 models with alternative fuel technology. Amends the Internal Revenue Code to allow new tax credits for: (1) idling reduction devices; (2) the manufacture of advanced technology motor vehicles; (3) wind energy property; and (4) investment in clean energy coal bonds and combined heat and power system property. Repeals the limitation on the number of hybrid and advanced lean burn technology vehicles eligible for the alternative motor vehicle tax credit. Extends through 2010: (1) the tax credits for electric vehicles, energy efficient homes, and nonbusiness energy property; and (2) the tax deduction for energy efficient commercial buildings. Extends through 2012 tax credits for: (1) producing energy from certain renewable resources; (2) investment in clean renewable energy bonds; (3) residential energy efficient property; and (4) investment in solar energy property. Extends through 2013 income and excise tax credits for alcohol, biodiesel, and renewable diesel used as fuel. Increases from 30 to 50% the tax credit rate for alternative vehicle refueling property (service stations for dispensing alternative fuels to retail consumers) and extends such credit through 2013. Allows use of civil penalties for noncompliance with fuel economy standards to finance alternative vehicle refueling properties. Increases the tax credit rate for enhanced oil recovery from 15 to 20% for enhanced oil recovery project costs. Directs the Secretary of Energy to establish programs for: (1) new vehicles technology research and development; (2) building refineries for converting coal into liquid transportation fuel; (3) energy trading credits; and (4) advanced clean low-rank coal development. Directs the Secretary of the Interior to offer the 181 Area (Gulf of Mexico) for oil and gas leasing within one year of enactment of this Act. Amends the Clean Air Act to: (1) increase the volume of renewable fuels (including biodiesel) to 30 billion gallons by 2025; (2) increase the level of cellulosic biomass and sugar in renewable fuels; (3) establish a program to produce cellulosic ethanol and ethanol produced from sugar; and (4) set forth a renewable fuel program for the diesel motor pool. Authorizes appropriations for projects to promote the transition to a hydrogen-based economy.

Revises requirements for collective bargaining agreements and retiree health benefits to instruct the court to take into account the ongoing impact on the debtor of the debtor's relationship with all subsidiaries and affiliates, regardless of whether domestic or foreign, or whether any such subsidiary or affiliate is a debtor entity.

Requires a carrier to determine the amount of premiums to assess for coverage based on a community rate that may be annually adjusted based on geographic area, family status, and age. Prohibits varying premium rates based on health-status related factors, gender, class of business, or claims experience. Permits the Office to reimburse a carrier for costs that exceed premiums received by a specified percentage. Requires a carrier to make payments to a contingency reserve fund established by the Office if the carrier's costs are lower than expected by a specified percentage. Allows the Office to use such funds to provide assistance to carriers that experience unanticipated financial hardships. Requires the Office to establish a reinsurance fund to provide payments to carriers that experience a catastrophic claim (a claim over $50,000) for benefits provided to an individual enrolled under this Act. Allows a participating employer to offer supplemental coverage options to employees for excepted benefits that are not subject to the Public Health Service Act requirements for health plans. Authorizes the Office to contract with entities to administer this health program regionally. Allows certain benefits to be offered to Medicare beneficiaries. Requires the Office to implement a public education campaign regarding this health insurance program. Allows a refundable tax credit for health insurance expenses of small employers who pay a specific percentage of employee expenses under such a health plan.

Great Lakes Collaboration Implementation Act of 2006 - National Aquatic Invasive Species Act of 2006 - Amends the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 to: (1) require certain vessels operating in U.S. waters to have invasive species management plans; (2) direct the Secretary of Homeland Security to establish vessel performance requirements, numeric ballast water discharge standards, and civil and criminal penalties for violations; (3) require federal agencies to restrict the importation of live aquatic organisms of species not in trade that have a high or moderate probability of undesirable impacts; and (4) declare importation of such species to be unlawful and prescribe civil and criminal penalties for violations. Establishes the Emergency Rapid Response Fund to provide financial assistance to a state or a federal rapid response team to assist in implementing rapid response measures for aquatic invasive species. Renames the Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990 as the Nonindigenous Aquatic Invasive Species Prevention and Control Act of 1990. Amends the federal criminal code to prohibit importation of specified carp species into the United States. Directs the Assistant Secretary of the Army for Civil Works to: (1) upgrade and make permanent the Chicago sanitary and ship canal dispersal barrier in Chicago, Illinois; and (2) construct dispersal barriers as necessary. Prohibits federal agencies from authorizing, funding, or carrying out any action that would promote the introduction or spread of invasive species unless the benefits of the action outweigh the harm. Establishes the National Invasive Species Council (NISC) as an independent entity in the executive branch to lead and coordinate efforts to minimize the negative effects caused by invasive species and to reduce the threat of further invasions of such species. Requires NISC to develop a National Invasive Species Management Plan and to establish an Invasive Species Advisory Committee. Great Lakes Fish and Wildlife Restoration Act of 2006 - Reauthorizes and modifies the Great Lakes Fish and Wildlife Restoration Act of 1990. Amends the Federal Water Pollution Control Act to: (1) authorize the Administrator of the Environmental Protection Agency (EPA) to provide funding for wastewater assistance to certain municipalities and small publicly-owned treatment works; (2) authorize states to provide additional subsidization to benefit certain municipalities or state agencies that already receive assistance from the water pollution control revolving fund or to implement certain alternative techniques; (3) require the Great Lakes National Program Office to provide grants to reduce the quantity of mercury in the Great Lakes; and (4) require the President include a joint Great Lakes research plan in the annual budget submitted to Congress. Requires: (1) the National Oceanic and Atmospheric Administration (NOAA) to provide grants for Great Lakes research and monitoring activities; (2) the President to establish a system that detects and predicts changes in the ocean, coastal, and Great Lakes environment that impact certain U.S. systems; and (3) the National Ocean Research Leadership Council to establish an interagency program office to be known as OceanUS to be responsible for program planning and coordination of such observing system. Amends the Federal Water Pollution Control Act to require the Program Office to develop specified science-based indicators of water quality and related environmental factors in the Great Lakes. Authorizes the Secretary to: (1) provide financial assistance for certain restoration or remediation projects; and (2) restore and remediate waterfronts and related areas. Establishes: (1) the Great Lakes Interagency Task Force, as established by Executive Order 13340, as a task force within EPA; (2) a Great Lakes Regional Collaboration Executive Committee to hold public meetings and make recommendations and reports on Great Lakes restoration goals and progress; and (3) the Great Lakes Regional Collaboration to maintain a restoration and protection strategy for use in Great Lakes program implementation and funding decisions, to serve as a forum for addressing regional issues relating to ecosystem restoration and protection of the Great Lakes, and to establish an oversight forum to coordinate and enhance implementation of Great Lakes programs. Provides funding for a variety of Great Lakes programs.
