National Neurotechnology Initiative Act

National Neurotechnology Initiative Act - Defines "neurotechnology" to mean the science and technology that allows an individual to analyze, understand, treat, and heal the brain and nervous system. Requires the Secretary of Health and Human Services to implement a National Neurotechnology Initiative, under which the Secretary shall: (1) establish goals, priorities, and metrics for evaluation for federal neurotechnology research, development, and commercialization; (2) increase the investment in federal research, development, and translational programs in neurotechnology to achieve such goals; and (3) increase interagency coordination. Requires the Secretary to establish the National Neurotechnology Coordination Office and the National Neurotechnology Advisory Council. Requires the Director of the National Institutes of Health (NIH) to develop the Blueprint for Neuroscience Research to: (1) identify pervasive challenges in neuroscience and any technological barriers to solving such challenges; and (2) support the development of new tools, training opportunities, and other resources to assist neuroscientists in basic and clinical research. Directs the Commissioner of Food and Drugs to require the Directors of the Center for Drug Evaluation and Research, the Center for Biologics Evaluation and Research, and the Center for Devices and Radiological Health to improve the timelines of the review process for neurology and psychiatry. Requires the Director of the National Neurotechnology Coordination Office to establish the American Neurotechnology Study Center.

Authorizes the governor of a state with a new producing area within the offshore administrative boundaries beyond the submerged land of the state to petition the Secretary of Energy to make new producing areas available for oil and gas leasing. Sets forth a lease sales program for oil and gas development within the Coastal Plain of the Arctic National Wildlife Refuge. Prescribes environmental protection procedures for the Coastal Plain. Requires Alaska to establish in its state treasury the Coastal Plain Local Government Impact Aid Assistance Fund to assist designated Alaska entities impacted by the oil and gas exploration and production. Prohibits exportation of oil or gas produced under this Act. Prescribes a refinery permitting process. Suspends petroleum acquisition for the Strategic Petroleum Reserve (SPR). Amends the Clean Air Act to include renewable biomass within its purview. Sets forth an advanced battery manufacturing incentive program. Instructs the Assistant Administrator of the Office of Research and Development of the Environmental Protection Agency to implement a research and development program for adding materials to biofuels to make them more compatible with infrastructure used to store and deliver petroleum-based fuels. Instructs the Secretary of Energy to study and report to Congress on: (1) the feasibility of increasing consumption in the United States of ethanol-blended gasoline with specified levels of ethanol; and (2) specified diesel vehicle attributes. Clean Coal-Derived Fuels for Energy Security Act of 2008 - Directs the President to promulgate regulations to ensure that covered fuel introduced into commerce in the United States on an annual average basis contains a specified volume and percentage of clean coal-derived fuel. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008 to repeal the prohibition against final regulations for commercial oil shale leasing program on public land. Amends the Energy Independence and Security Act of 2007 to repeal the prohibition against federal agency contracts for procurement of alternative or synthetic fuel. Authorizes the Department of Defense to enter into multiyear contracts to purchase synthetic fuels.

Directs the Secretary of Veterans Affairs to provide scholarships to individuals pursuing education or training in behavioral health care specialties that are critical to the operations of Vet Centers (centers for readjustment counseling and related mental health services for veterans) in order to recruit and retain individuals with such specialties for service in Vet Centers. Conditions the scholarship on agreeing to serve in such a capacity for whatever period the Secretary specifies in the agreement. Makes any Armed Forces member who serves in Operation Iraqi Freedom or Operation Enduring Freedom eligible for readjustment counseling and related mental health services through Vet Centers regardless of whether the member is on active duty at the time of receipt of counseling and services. Directs the Secretary, on receipt of a request for counseling from an individual who has been discharged or released from active service, to: (1) provide referrals to assist the individual in obtaining mental health care and services outside the Department of Veterans Affairs; and (2) if pertinent, advise such individual of the individual's rights to apply for review of the discharge or release. Treats the suicide of a former member that occurs within two years after separation or retirement, if the member had a medical history of a combat-related mental health condition, Post Traumatic Stress Disorder (PTSD), or Traumatic Brain Injury (TBI), as a death in line of duty for purposes of the survivors' eligibility to burial benefits and benefits under the Survivor Benefit Plan, laws administered by the Secretary, and the Social Security Act. Directs the Secretary of Defense to award grants to nonprofit organizations that provide emotional support services for survivors of deceased members of the Armed Forces and deceased veterans through the survivors' peers.

Enhancement of Recruitment, Retention, and Readjustment Through Education Act of 2008 - Directs the Secretary of Defense to develop a plan on the coordination of current Department of Defense (DOD) educational assistance programs and the development of additional programs to enable members of the Armed Forces (members) to attain a bachelor's degree while pursuing a military career. Increases rates of educational assistance: (1) under the Montgomery GI Bill; (2) for members of the Selected Reserve; and (3) for Selected Reserve members with extended (more than 12 years) service who provide support for contingency operations and other operations. Provides an annual stipend for individuals receiving basic educational assistance and pursuing a program of education at an approved institution of higher education. Allows a member who has completed six years of service (current law allows only members who have completed six years of service and have a military skill designated as critical) to transfer to one or more dependents any unused portion of the member's educational assistance entitlement. Provides similar authority for members of the Selected Reserve. Authorizes a member on active duty and entitled to basic educational assistance to use all or a portion thereof to repay any outstanding federal student loan. Makes eligible for educational assistance an individual who, after September 30, 2009, receives a commission upon graduation of a service academy or completion of Senior Reserve Officers' Training, and completes at least five years of continuous active duty. Makes eligible for enrollment under the Montgomery GI Bill certain retired personnel originally enrolled in the veterans' educational assistance program. Requires the Secretary of Veterans Affairs to carry out a supplemental educational grant program under which a participating institution of higher education provides certain veterans with the non-federal share of a percentage of such veteran's unmet educational financial need.

Eastern New Mexico Rural Water System Authorization Act - Authorizes the Secretary of the Interior to provide financial and technical assistance to the Eastern New Mexico Rural Water Authority to assist in planning, designing, conducting preconstruction activities for, and constructing the Eastern New Mexico Rural Water System. Limits the federal share of the cost of any activity to 75%. Provides that the total cost of the System shall include any costs incurred by the Authority or the state of New Mexico on or after October 1, 2003, for System development. Makes the Authority responsible for annual operation, maintenance, and replacement costs. Directs the Authority to develop an operation, maintenance, and replacement plan that establishes rates and fees necessary to ensure that the System is properly maintained and capable of delivering approximately 16,500 acre-feet of water per year. Prohibits the use of funds under this Act until such plan is developed and until the Secretary and the Authority have complied with applicable requirements of the National Environmental Policy Act of 1969. Directs the Secretary to consult with the New Mexico Interstate Stream Commission and the Authority in preparing any required biological assessment under the Endangered Species Act of 1973.

Clean Energy Tax Stimulus Act of 2008 - Amends the Internal Revenue Code to extend certain tax incentives for energy production and conservation. Extends through 2009 the tax credit for the production of electricity from renewable resources (e.g., biomass, geothermal energy, landfill gas, and trash combustion). Includes marine and hydrokinetic renewable energy as a renewable resource eligible for such credit. Allows sales of electricity produced from renewable resources to regulated public utilities. Extends the energy investment tax credits for solar energy (through 2016) and for fuel cell and microturbine property (through 2017). Repeals the dollar per kilowatt limitation for fuel cell property under the energy investment tax credit. Allows public electric utilities to qualify for such credit. Extends through 2009 the tax credit for residential energy efficient property expenditures. Repeals the $2,000 limitation on the tax credit for solar electric property. Allows an offset against the alternative minimum tax (AMT) of tax credit amounts. Extends through 2009 the tax credit for investment in clean renewable energy bonds. Increases the national limitation amount for such bonds. Extends through 2009 deferral provisions relating to the recognition of gain by certain electric utilities. Extends through 2009 the tax credit for nonbusiness energy property. Includes residential biomass fuel stoves (pellet stoves) as eligible energy property for purposes of such credit. Extends through 2010 the tax credit for energy efficient new homes. Extends through 2009 the tax deduction for energy efficient commercial buildings and increases the allowable amount of such deduction. Extends the tax credit for energy efficient appliances to include appliances produced in 2008, 2009, and 2010. Revises and updates energy efficiency standards for such appliances in accordance with the Energy Independence and Security Act of 2007.

Clean Energy Investment Bank Act of 2008 - Establishes the Clean Energy Investment Bank of the United States, which shall be a U.S. agency and a government corporation. Requires the bank to assist in the financing, and facilitate the commercial use, of clean energy and energy efficient technologies within the United States. Authorizes the Bank to make investments: (1) in projects in the United States related to the production or use of energy that use a commercial technology that avoids, reduces, or sequesters one or more air pollutants or anthropogenic emissions of greenhouse gases more effectively than other technology options available to the project developer; or (2) under provisions of the Energy Policy Act of 2005 concerning incentives for innovative technologies. Authorizes the Bank to establish an equity finance program under which it may purchase, invest in, or otherwise acquire equity or quasi-equity securities of firms or entities for the purpose of providing capital for any project that is consistent with this Act. Establishes in the Treasury the Clean Energy Investment Bank Fund that shall be available for discharge of Bank liabilities. Transfers to the Bank's Board of Directors specified functions and authority of the Secretary of Energy concerning guarantees, loans, and credit assistance, including programs and authorities under the Energy Policy Act of 2005 concerning incentives for innovative technologies. Revises provisions of such Act concerning the terms and conditions of loan guarantees for such incentives.

Amends the federal criminal code to establish a mandatory minimum criminal penalty of five years for an alien's destruction of U.S. government-installed border barriers or infrastructure.

Effective Immigration Enforcement Partnerships Act of 2008 - States that state and local law enforcement personnel are fully authorized in the normal course of their duties to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws. Provides for the listing of immigration violators in the National Crime Information Center database. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local enforcement entity request; and (2) state or local compensation for related incarceration and transportation costs. Directs the Secretary of Homeland Security to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Authorizes a state or locality to: (1) detain an illegal alien after completion of such alien's state prison sentence for up to 14 days to facilitate federal transfer; and (2) issue a detainer that would allow the detention of aliens who have served such a sentence until taken into federal custody. States that nothing in this Act may be construed to require state or local law enforcement personnel to: (1) report the identity of a victim of, or a witness to, a criminal offense for immigration enforcement purposes; (2) arrest such victim or witness for an immigration violation; or (3) enforce U.S. immigration laws.

Complete the Fence Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) provide that fencing that does not effectively restrain pedestrian traffic may not be used to meet the requirement that the Secretary of Homeland Security construct reinforced fencing along not less than 700 miles of the southwest U.S. border; (2) require the Secretary to complete construction of such fencing and installation of related equipment by December 31, 2010; and (3) prohibit any amounts appropriated for such fencing from being withheld because of the Secretary's failure to comply fully with consultation requirements regarding its impact on nearby communities and residents. Requires the Secretary to report to Congress by June 30, 2009, on progress made in completing such fencing and on plans for completing it by the deadline.

America's Wounded Warriors Act - Amends federal armed forces provisions to add new provisions concerning the retirement for disability of members of the Armed Forces (members) following the implementation of an enhanced Department of Veterans Affairs (VA) disability compensation system (implemented under this Act). Authorizes the Secretary of Defense to continue after discharge or separation from active duty respite care and aid and other extended care benefits for members who incur a serious injury or illness while serving on such duty. Directs the Secretary of Defense to conduct a study to determine the number of retired members who will be eligible for medical and dental care following implementation of the enhanced VA disability compensation system. Directs the Secretary of Veterans Affairs (Secretary) to conduct a study to determine the appropriate: (1) amount of compensation for service-connected disability payable to veterans for each assigned rating of disability; and (2) amounts and duration of transition payments and rehabilitation transition allowances payable to veterans participating in a rehabilitation program. Requires the Secretary to conduct a study on measures to assist and encourage veterans in the completion of their vocational rehabilitation plans. Directs the Secretary to submit to Congress a proposal on the purposes and amounts of veterans' disability compensation and veterans' transition benefits. Provides for congressional consideration (by way of a joint resolution) of such proposal. Makes the effective date of implementation of the enhanced VA disability compensation system the date on which the authority of Congress to disapprove the Secretary's proposal expires, as long as Congress does not disapprove the proposal before such date. Revises the current VA schedule of disability ratings to take into account losses of earning capacity and quality of life as a result of the disability. Provides revised compensation and transition payments in connection with service-connected disabilities. Allows a retired veteran entitled to compensation for a service-connected disability to elect to provide a monthly supplemental survivor benefit to the veteran's surviving spouse and/or children. Authorizes such election by veterans: (1) at the time of award of the disability compensation; (2) not married at the time of award of the compensation who later marry; and (3) married at the time of award of the compensation who later remarry. Allows a veteran to revoke the election of a benefit to a surviving spouse. Provides for the receipt of such benefit on the first day of the first month after the veteran dies. Requires the: (1) reduction of disability compensation due to the election of the supplemental survivor benefit; and (2) offset of the supplemental survivor benefit by the amount of dependency and indemnity compensation received.

Sets forth provisions concerning the eligibility criteria for, and nomination and selection of, collaborative forest landscape restoration proposals for carrying out such treatments. Requires the Secretary to establish a scientific advisory panel to evaluate, and provide recommendations on, any proposal with respect to: (1) the strength of the ecological case of the proposal for landscape restoration and the proposed restoration strategies; and (2) whether the proposal is likely to achieve reductions in long-term wildfire management costs. Authorizes the Secretary to establish a technical advisory panel to evaluate, and provide recommendations on, any proposal with respect to whether the proposal is likely to reduce the relative costs of carrying out treatments resulting from the use of woody biomass and small-diameter trees and to provide local economic benefit. Establishes the Collaborative Forest Landscape Fund, to be used for paying up to 50% of the cost of carrying out ecological restoration treatments on National Forest System land for each proposal selected. Requires: (1) creation of implementation work plans and budgets to implement proposals; (2) submission of annual reports on the accomplishments of selected proposals; (3) use of a multiparty monitoring, evaluation, and accountability process to assess the ecological, social, and economic effects of projects implementing proposals; and (4) submission of reports every five years on the Program.

Restricts coin issuance to the one-year period beginning on January 1, 2011. Requires all surcharges from coin sales to be promptly paid by the Secretary to the Foundation to help finance the National Museum of the U.S. Army.

Removes the 18-month limitation on the number of months of entitlement authorized to be transferred. Provides similar eligibility for the transfer of educational assistance for members of the Selected Reserve who have completed at least six years of service and enter into an agreement to remain a member of such Reserve for at least four more years.
