Amends the Internal Revenue Code to allow purchasers of a single-family principal residence a one-time tax credit for up to $15,000 of the purchase price. Requires such a residence to be purchased after February 29, 2008, and before March 1, 2009, and that it be: (1) a new previously unoccupied residence for which a building permit has been issued and construction began on or before September 1, 2007; (2) an owner-occupied residence with a mortgage indebtedness in default on or before March 1, 2008; or (3) in foreclosure and owned by the mortgagor or the mortgagor's agent.

Combat Veterans Debt Elimination Act of 2008 - Prohibits the Secretary of Veterans Affairs from collecting debts owed to the United States by certain members of the armed forces or veterans who die as a result of an injury incurred or aggravated on active duty in a war or a combat zone after September 11, 2001. Excepts any amounts owed the United States under federal housing and small business loan programs from such prohibition on debt collection.

National Affordable Housing Trust Fund Act of 2007 - Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families. Prohibits the use of appropriations to the Fund for a fiscal year unless the amount equal to the net increase in the negative credit subsidy for specified mortgage insurance programs is first made available for: (1) single family housing mortgage insurance; (2) housing counseling; and (3) mortgage insurance technology, procedures, processes, program performance, and salaries. Limits Federal Housing Administration (FHA) mortgage insurance premium increases. Specifies affordable housing eligibility criteria for a rental dwelling unit and one- to four-family owner-occupied housing, including a priority to families on section 8 rental assistance or public housing waiting lists. Requires the Secretary to establish a green housing clearinghouse for Fund grantees and recipients. Declares that nothing in this Act allows any payments under it for any individual or head of household that is not a legal U.S. resident.

Santa Fe 400th Anniversary Commemorative Coin Act of 2007 - Instructs the Secretary of the Treasury to issue $5 gold coins and $1 silver coins emblematic of the settlement of Santa Fe, New Mexico, the oldest capital city in the United States. Permits issuance of such coins only during calendar 2010. Requires the Secretary to pay 50% of surcharges received from such coin sales to: (1) the Santa Fe 400th Anniversary Committee, Inc.; and (2) the Secretary of the Interior to sustain the ongoing mission of preserving Santa Fe, including educational programs, infrastructure and archaeological research activities, and other programs to support commemoration of the 400th anniversary of Santa Fe.

Amends the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act of 1997 to extend by one year the moratorium on: (1) implementation of a specified rule relating to the federal-state financial partnership under titles XIX (Medicaid) and XXI (State Children's Health Insurance Program (SCHIP)) of the Social Security Act; and (2) the finalization of a certain proposed rule regarding the authority of states to make payments related to graduate medical education (GME payments). Imposes a one-year moratorium on finalization or implementation of a certain proposed rule regarding the scope of permissible Medicaid payments that redefines outpatient hospitals and specifies methodologies for calculation of the outpatient services upper payment limit.

National Health Literacy Act of 2007 - Amends the Public Health Service Act to require the Director of the Agency for Healthcare Research and Quality to establish within the Agency a Health Literacy Implementation Center to enhance efforts to eliminate low health literacy by improving measurements, research, development, and information dissemination. Defines "health literacy" as an individual's ability to obtain, process, and understand basic health information and services needed to make appropriate health care decisions. Directs the Center to: (1) make health literacy resources available to researchers, health care providers, and the public; (2) sponsor demonstration and evaluation projects; (3) develop the next generation of health literacy interventions and tools; (4) identify and fill research gaps relating to health literacy that have direct applicability to quality improvement; (5) assist federal agencies in establishing specific objectives and strategies for carrying out the Center's purpose and in monitoring programs; (6) enter into implementation partnerships to promote adoption of literacy interventions and tools; and (7) enter into an interagency agreement to facilitate coordination of health literacy activities within the Department of Health and Human Services (HHS) and the Department of Education. Requires: (1) the Center to convene at least one annual public meeting to help raise awareness about the problem of health literacy and federal and state efforts to address the issue; (2) the Director of the Center to award grants to states to provide for the establishment of a network of state or regional health literacy resource centers; (3) a state health literacy resource center to meet at least annually to share a model of best practices; and (4) the HHS Secretary to contract with the Institute of Medicine to identify opportunities within HHS to improve the public's health literacy through the Medicare and Medicaid programs and at the Food and Drug Administration (FDA).

Border Wait Times Study Act - Directs: (1) the Secretary of Transportation to study, and report the results to Congress on, the traffic patterns of commercial and passenger vehicles that enter and exit U.S. international land ports along the northern and southern borders; and (2) the Secretary of Commerce to study, and report the results to Congress on, the negative economic impact, if any, on U.S. wait times at such ports.

Albuquerque Biological Park Title Clarification Act - Directs the Secretary of the Interior to issue a quitclaim deed conveying any right, title, and interest the United States may have in and to Tingley Beach, San Gabriel Park, and the BioPark Parcels in Albuquerque, New Mexico, to the City of Albuquerque. Provides that the City shall not be required to pay any additional costs for the value of such Beach, Park, and Parcels. Prohibits this Act from being construed or utilized to affect or otherwise interfere with any position set forth by any party in the lawsuit pending before the U.S. District Court entitled Rio Grande Silvery Minnow v. John W. Keys, III concerning the right to any property associated with the Middle Rio Grande Project.

Emergency Border Security Funding Act of 2007 - Directs the President, within two years, to ensure that: (1) operational control of the U.S.-Mexico border will be met; (2) the Border Patrol will have 23,000 full-time agents; (3) specified barriers will be installed along such border; and (4) specified detention capacities will be met. Authorizes appropriations.

Geothermal Heat Pump Development Act of 2007 - Amends the Internal Revenue Code to: (1) to include equipment that uses the ground or ground water as a thermal energy source or sink to heal or cool a structure (i.e., geothermal heat pump systems) as energy property for purposes of the energy tax credit; (2) allow a residential energy efficient property tax credit for 30% of qualified geothermal heat pump property expenditures; and (3) allow accelerated three-year depreciation of geothermal heat pump systems.

Mentally Ill Offender Treatment and Crime Reduction Reauthorization and Improvement Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize through FY2013 the grant programs for: (1) adult and juvenile collaboration for access to adequate mental health treatment; and (2) mental health courts. Authorizes the Attorney General to make grants to train law enforcement and campus security personnel to respond appropriately to incidents involving mentally-ill individuals. Requires the Attorney General to study and report to Congress on the rate of occurrence of serious mental illnesses in offenders, including juveniles, who are incarcerated or on probation or parole.

Federal Consent Decree Fairness Act - Amends the federal judicial code to authorize any state or local government or related official (or successor) to file a motion to modify or terminate a federal consent decree upon the earlier of: (1) four years after the consent decree is originally entered; or (2) in the case of a civil action in which a state or state official, or a local government or local government official, is a party, the expiration of the term of office of the highest state or local government official who was a party to the consent decree; or (3) the date otherwise provided by law. Places the burden of proof with respect to such motions on the party originally filing the action to demonstrate that the denial of the motion to modify or terminate a consent decree (or any part of it) is necessary to prevent the violation of a federal requirement that: (1) was actionable by such party; and (2) was addressed in the original consent decree. Requires a court, within 30 days after the filing of a motion, to enter a scheduling order that: (1) limits the time of the parties to file motions and complete discovery; and (2) sets the date or dates of any necessary hearings. Authorizes a court to stay the injunctive or prospective relief set forth in the consent decree if a party opposing the motion to modify or terminate it seeks any continuance or delay that prevents the court from entering a final ruling on the motion within 180 days of its filing. Requires the Attorney General to report annually to Congress on all consent decrees in which the United States is a party that were entered four or more years before the date of the report.

International Violence Against Women Act of 2007 - Amends the Foreign Assistance Act of 1961 to establish in the Department of State the Office of Women's Global Initiatives (which shall replace the Office of International Women's Issues) to coordinate U.S. government efforts respecting international women's issues. Establishes within the Department an Advisory Commission on International Violence Against Women. Directs the President to develop a comprehensive strategy to prevent violence against women and girls. Directs the Coordinator of the Women's Global Initiatives to ensure that foreign assistance programs incorporate measures to prevent and respond to violence against women and girls. Provides that U.S. training of foreign military and police forces incorporates training on prevention of violence against women and girls. Directs the Department and the United States Agency for International Development (USAID) to assist programs that prevent and respond to violence against women and girls in all humanitarian relief, conflict, and post-conflict operations. Directs the Secretary of State to: (1) encourage U.N. member states to expand the number of female members of U.N. peacekeeping missions; and (2) take emergency measures to respond to violence against women and girls during conflict or post-conflict operations. Expresses the sense of Congress that the United Nations should strengthen its ability to prevent violence against women and girls by U.N. military and civilian personnel. Provides that Foreign Service training include instruction on prevention of violence against women and girls. Authorizes appropriations to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women.

Preserve America and Save America's Treasures Act - Establishes the Preserve America Program, under which the Secretary of the Interior, in partnership with the Advisory Council on Historic Preservation, shall provide competitive grants to specified entities to support preservation efforts through heritage tourism, education, and historic preservation planning activities. Sets forth provisions regarding the designation of communities, tribal areas, and neighborhoods as Preserve America Communities. Establishes the Save America's Treasures Program, under which the Secretary shall provide grants to eligible entities for projects to preserve nationally significant collections and historic properties. Provides for, of the amounts available for such grants, not less than 50% to be available for projects to preserve collections and historic properties, which shall be distributed through a competitive grant process. Requires a collection or historic property to be provided a competitive grant only if such collection or property is: (1) nationally significant; and (2) threatened or endangered. Requires historic properties, to be eligible for a grant, to be: (1) listed in the National Register of Historic Places at the national level of significance; or (2) designated as a National Historic Landmark. Sets forth the criteria under which grants shall be provided to projects for eligible collections and historic properties.

Farm, Ranch, Equity, Stewardship, and Health Act of 2007 - Amends the federal crop insurance program. Establishes: (1) a risk management account contract program; (2) a conservation planning pilot program; (3) a nutrient reduction and sediment control pilot program for the Chesapeake Bay watershed; (4) a national clean plant network; (5) an Office of Pest Management Policy; and (6) a program of hunger-free community collaborative and infrastructure grants. Extends and revises specified programs for: (1) commodity assistance; (2) conservation; (3) specialty crops; (4) food programs and nutrition, (5) agricultural trade; (6) rural development; (7) forestry; and (8) energy, including biobased products. Food Employment Empowerment and Development Program Act of 2007 or FEED Act of 2007 - Establishes the food employment empowerment and development program to provide grants to eligible entities to use community resources to combat hunger and the root causes of hunger by creating opportunity through food recovery and job training. Expresses the sense of Congress that any budgetary savings created by this Act should be used to reduce the federal budget deficit and not be used to offset other federal spending.

Science and Engineering to Comprehensively Understand and Responsibly Enhance Water Act or the SECURE Water Act - Directs the Secretary of the Interior (the Secretary), acting through the Commissioner of Reclamation, to establish a climate change adaptation program to: (1) assess each effect of, and risk resulting from, global climate change regarding the quantity of water resources located in specified areas (service areas); and (2) ensure that strategies are developed to address potential water shortages, conflicts, and other impacts to water users and the environment of each service area. Authorizes the Secretary to: (1) provide grants to, or enter cooperative agreements with, eligible applicants to assist in planning, designing, or constructing improvements; and (2) enter into cooperative agreements with any university, nonprofit research institution, or organization with water or power delivery authority to fund research activities designed to conserve, increase efficiency of, or enhance management of, water resources. Directs: (1) the Secretary of Energy to assess each effect of, and risk resulting from, climate change regarding water supplies required for the generation of hydroelectric power at specified projects; and (2) the Secretary to establish and lead a climate change and water intragovernmental panel. Directs the Secretary, acting through the Director of the United States Geological Survey (USGS), to: (1) review the national streamflow information program, improve methodologies, and increase the number of sites measured; (2) develop a systematic groundwater monitoring program for each major U.S. aquifer system; (3) identify significant U.S. brackish groundwater resources; and (4) establish a water availability and use assessment program.

Student Breakfast and Education Improvement Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to award competitive grants to states or local educational agencies (LEAs) for the establishment or enhancement of school breakfast programs at, and through the provision of subgrants to, schools where at least 65% of the students are eligible for free or reduced-price school lunches under the school lunch program. Authorizes schools to use the school breakfast subgrants to: (1) increase the quantity of local or fresh food available under their programs; (2) provide nutrition education and first-hand knowledge of food systems to students; (3) extend the period during which breakfast is available, including during the school day; (4) increase participation in their breakfast programs, including through the provision of universal free breakfasts; or (5) collaborate with institutions of higher education or other research entities in compiling data and reports on their breakfast programs. Gives priority to subgrant applicant schools at least 75% of whose students are eligible for free or reduced-price school lunches and which intend to use the funds to procure local produce, provide universal free breakfasts, or provide breakfast during the school day. Directs state and LEA grantees, at least 180 days before the end of a grant term, to evaluate whether it would be cost-effective for subgrantee schools to provide universal free breakfasts under the school breakfast program.

Carbon Dioxide Pipeline Study Act of 2007 - Requires the Secretary of Energy to study, and report the results to Congress on, the feasibility of the construction and operation of: (1) pipelines for the transportation of carbon dioxide for sequestration or enhanced oil recovery; and (2) carbon dioxide sequestration facilities.

Public Safety Employer-Employee Cooperation Act of 2007 - Provides collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority (Authority) to determine whether state law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the Authority to issue in accordance with the public safety employee rights and responsibilities regulations establishing collective bargaining procedures for public safety employers and employees in states that do not substantially provide for such rights and responsibilities. Directs the Authority , in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such Authority regulations and orders through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts, sickouts, work slowdowns, or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2007 - Amends the Native American Housing Assistance and Self-Determination Act of 1996 to: (1) revise requirements for the housing assistance block grant program under such Act; (2) expand the authority of Indian tribes to conduct affordable housing activities; (3) revise compliance, auditing, and reporting requirements; (4) authorize the Secretary of Housing and Urban Development (HUD) to guarantee loans to finance housing assistance programs on Indian reservations and in other Indian areas for the benefit of low-income families; and (5) extend through FY2012 the authorization of appropriations for block grants, loan guarantees, and training and technical assistance under such Act.

Medicare Anesthesiology Teaching Funding Restoration Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Directs the Secretary of Veterans Affairs to designate, establish, and operate at least six Department of Veterans Affairs (VA) health-care facilities as locations for epilepsy centers of excellence. Requires the Under Secretary for Health of the Veterans Health Administration (VHA) to establish a peer review panel to assess the scientific and clinical merit of proposals for the designation of such centers. Requires the Secretary to designate a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Directs the Secretary of Defense (Secretary) to establish within the Department of Defense (DOD) the Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of Military Eye Injuries to: (1) develop, implement, and oversee a registry for tracking the diagnosis, treatment, and follow-up for each case of eye injury incurred by a member of the Armed Forces in combat that requires surgery or other operative intervention; and (2) ensure the electronic exchange of registry information with the Secretary of Veterans Affairs. Requires the Secretary to: (1) include in the registry records of members who incurred eye injuries in combat in Operations Iraqi Freedom or Enduring Freedom before the registry's establishment; and (2) report to Congress on the Center's establishment. Directs the Secretary and the Department of Veterans Affairs (VA) to conduct a cooperative study on neuro-optometric screening and diagnosis of members with traumatic brain injury (TBI) by military medical treatment facilities and VA medical centers for purposes of vision screening, diagnosis, rehabilitative management, and vision research on visual dysfunction related to TBI.

Tribal Foster Care and Adoption Access Act of 2007 - Amends part E (Federal Payments for Foster Care and Adoption Assistance) of title IV of the Social Security Act to authorize an Indian tribe, tribal organization, or tribal consortium (tribe) operating a foster care program to receive federal foster care maintenance payments for children placed in its custody if the tribe: (1) operates a foster care program under part E; (2) has a cooperative agreement with the state for such purpose; or (3) submits a description of the arrangements made for the payment of funds and the provision of the required child welfare services and protections. Specifies provisions for the modification of plans and certain other requirements regarding the operation of foster care programs. Authorizes, with respect to the John H. Chafee Foster Care Independence Program: (1) a tribe with an approved part E plan to receive a prescribed allotment to administer, supervise, or oversee plan programs; and (2) each tribe in a state that does not receive such an allotment to enter into a cooperative agreement with the state to administer, supervise, or oversee the programs to be carried out under the state's plan with respect to Indian children and to receive a portion of the state's allotment for the cost of such administration, supervision, and oversight.

Santa Fe National Forest Title Claim Resolution Act - Directs the Secretary of Agriculture, acting through the Forest Service Regional Forester, Southwestern Region, to convey to Ramona and Boyd Lawson (the claimants) specified National Forest System land in the Santa Fe National Forest in New Mexico (the federal land) in exchange for: (1) the granting by the claimants to the United States of a scenic easement to the federal land that protects the purposes for which such land was designated under the Wild and Scenic Rivers Act and is determined to be acceptable by the Secretary; and (2) a releasing of the United States by the claimants of their claim and any additional related claims of theirs. Declares that such conveyance of federal land constitutes a full satisfaction of the claim.

100th Meridian Invasive Species State Revolving Loan Fund - Establishes the 100th Meridian Invasive Species Revolving Fund to provide loans to governors of eligible states for distribution to qualified organizations to prevent and remediate the impacts of invasive species on habitats and ecosystems. Requires the submission of specified reports.

Republic of the Marshall Islands Supplemental Nuclear Compensation Act of 2007 - Amends the Compact of Free Association Amendments Act of 2003 to direct the Secretary of Energy to periodically survey and report on radiological conditions on Runit Island. Amends the Energy Employees Occupational Illness Compensation Program Act of 2000 to include a citizen of the Trust Territory of the Pacific Islands within the definitions of "covered employee," "atomic weapons employee," and "Department of Energy contractor employee." Coordinates specified benefits with respect to the Compact of Free Association (as defined by this Act). Directs the Secretary of the Interior to use amounts appropriated by this Act to supplement health care in the communities affected by the U.S. nuclear testing program, including outer island primary healthcare facilities of the Republic of the Marshall Islands in: (1) Enewetak Atoll, (2) Kili (until the resettlement of Bikini); (3) Majetto Island in Kwajalein Atoll (until the resettlement of Rongelap Atoll); and (4) Utrik Atoll. Provides for a National Academy of Sciences assessment of the U.S. nuclear testing program's health impacts on the residents of the Republic of the Marshall Islands.
