Mental Health Parity Act of 2007 - Amends the Employee Retirement Income Security Act (ERISA) and the Public Health Service Act to require a group health plan that provides both medical and surgical benefits and mental health benefits to ensure that: (1) the financial requirements applicable to such mental health benefits are no more restrictive than those of substantially all medical and surgical benefits covered by the plan, including deductibles and copayments; and (2) the treatment limitations applicable to such mental health benefits are no more restrictive than those applied to substantially all medical and surgical benefits covered by the plan, including limits on the frequency of treatments or similar limits on the scope or duration of treatment. Prohibits the plan from establishing separate cost sharing requirements that are applicable only with respect to mental health benefits. Excludes from the requirements of this Act any group health plan: (1) for an employer with not more than 50 employees; or (2) whose costs of compliance with this Act increase the total costs of coverage by more than a specified percentage. Supersedes any provision of state law that establishes, implements, or continues in effect any standard or requirement that differs from the requirements of this Act, except for laws relating to the individual insurance market or small employers. Requires the Comptroller General to study the effect of this Act on the cost of health insurance coverage, access to such coverage, the quality of health care, and the impact on benefits and coverage for mental health and substance abuse.

Artist-Museum Partnership Act - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Limits the amount of such deduction based upon the donor's artistic adjusted gross income, as defined by this Act.

Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2007 - Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2005. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2007, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Secretary, the Centers for Medicare & Medicaid Services, fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of services provided by inpatient rehabilitation hospitals and units to beneficiaries under the Medicare program.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation of a congressional gold medal to Michael Ellis DeBakey, M.D. (who performed the first successful coronary bypass, pioneered the field of telemedicine, was elected the first President of Baylor College of Medicine, and received the Presidential Medal of Freedom with Distinction and the National Medal of Science) in recognition of his many outstanding contributions to the nation.

Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary of Veterans Affairs should take into consideration the special needs of veterans suffering from PTSD in developing and implementing the program required under this Act. Directs the Secretary to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) a national mental health campaign to increase mental health awareness in the veteran community; (2) mandatory training on suicide and suicide prevention for appropriate Department of Veterans Affairs (VA) employees and contractor personnel; (3) family education and peer support counseling; (4) veterans' health assessments, counseling, and treatment programs; (5) suicide prevention counselors; (6) research on suicide prevention; (7) treatment programs for veterans suffering from substance abuse; (8) 24-hour veterans' mental health care availability; and (9) a toll-free hotline.

Tribal Colleges and Universities Faculty Loan Forgiveness Act - Amends the Higher Education Act of 1965 to provide for the cancellation of a specified percentage of the total amount of any Federal Perkins loan, Federal Family Education loan, or direct student loan for each year of employment (up to five) as a full-time faculty member at a tribal college or university if the borrower is not in default on such loan. Requires the Secretary to assume or cancel the obligation to repay: (1) 15% of the amount of all such loans made, insured, or guaranteed after enactment of this Act to a student for the first or second year of employment; (2) 20% for the third or fourth year of such employment; and (3) 30% for the fifth year. Limits the total amount of loan repayment or cancellation per student to $15,000. Allows for repayment or cancellation of consolidation loans only to the extent of the qualified student loans involved. Prohibits a borrower from receiving, for the same service, both a benefit from this Act and a benefit from the National Community Service Act of 1990. Amends the Public Health Service Act to provide for repayment by the Secretary of Health and Human Services of educational loans for nurse training costs on behalf of nursing instructors at tribal colleges or universities, or any land-grant institution listed in the Equity in Educational Land-Grant Status Act of 1994. Provides that the amount of any loan forgiven under this Act shall not be treated as gross income for federal tax purposes.

Gang Abatement and Prevention Act of 2007 - Amends the federal criminal code to define "criminal street gang" and "gang crime" and to prohibit: (1) the commission of a gang crime or crime of violence to further the activities of a criminal street gang ; and (2) the recruitment of another person to join a criminal street gang. Increases criminal penalties for: (1) certain violent crimes in aid of racketeering activity; (2) possession of firearms by repeat offenders; and (3) crimes of violence and drug trafficking crimes committed by illegal aliens. Provides for criminal forfeiture of any property used to commit a gang crime Amends the Controlled Substances Act to impose criminal penalties for murder and other violent crimes committed in the course of a drug trafficking crime. Authorizes the Attorney General to: (1) designate certain areas in states as high intensity interstate gang activity areas and to provide assistance to such areas; (2) expand the Project Safe Neighborhoods program to require U.S. attorneys to prosecute criminal street gangs operating in their districts; (3) require the Federal Bureau of Investigation (FBI) to increase funding for the Safe Streets Programs and support criminal street gang enforcement teams; (4) conduct media campaigns in high intensity interstate gang activity areas to educate the public about efforts to combat criminal gang activities; and (5) make grants to states to prevent abductions of children by family members. Amends the Violent Crime Control and Law Enforcement Act of 1994 to authorize grants for technology and training to increase accurate identification of gang members and violent offenders. Establishes in the U.S. Marshals Service a Short-Term Witness Protection Section to provide protection for witnesses in state and local trials involving homicide or other violent crimes. Expands the federal witness relocation and protection program to include protection against criminal street gangs.

John R. Justice Prosecutors and Defenders Incentive Act of 2007- Amends the Omnibus Crime Control and Safe Streets Act of 1968 to direct the Attorney General to assume the obligation to repay student loans for borrowers who agree to remain employed, for at least three years, as: (1) state or local criminal prosecutors; or (2) state, local, or federal public defenders in criminal cases. Allows a borrower and the Attorney General to enter into an additional loan repayment agreement, after the required three-year period, for a successive period of service which may be less than three years. Limits the amount paid under such program on behalf of any borrower to $10,000 per calendar year and $60,000 total.

Children's Health Equity Technical Amendments Act of 2007 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act to permit qualifying states to use up to 20% of their SCHIP allotment for any fiscal year (currently, only for FY1998-FY2007) for certain Medicaid expenditures for individuals under age 19 whose family income exceeds 150% of the poverty line. Revises the eligibility requirements for such allowable expenditures to reduce the family income threshold from a minimum of 150% of the poverty line to a minimum of 125% of the poverty line.

National Guard Empowerment Act of 2007 - Expands the: (1) authority of the Chief of the National Guard Bureau (Bureau) to include membership on the Joint Chiefs of Staff (JCS) (and raises the grade of the Chief from lieutenant general to general); and (2) functions of the Bureau to include facilitating and coordinating, with other federal agencies and the states, the use of Guard personnel and resources for, and in, contingency operations, military operations other than war, natural disasters, and support of civil authorities. Directs the Chief to: (1) identify gaps between federal and state capabilities to prepare for and respond to emergencies; and (2) make recommendations to the Secretary of Defense on Guard programs and activities to address such gaps. Requires annual Department of Defense (DOD) budget justification documents to include separate amounts for Guard training and equipment for military assistance to civil authorities and other domestic operations. Expresses the sense of Congress calling for consideration of eligible reserve officers for promotion to the grades of lieutenant general or vice admiral on the active duty list. Treats service as a Bureau adjutant general as joint duty experience. Requires the position of Deputy Commander of the U.S. Northern Command to be filled by a qualified Guard officer eligible for promotion to the grade of lieutenant general. Requires an annual plan for the use of the Armed Forces and National Guard for responding to disasters and acts of terrorism.

Indian Child Protection and Family Violence Prevention Act Amendments of 2007 - Amends the Indian Child Protection and Family Violence Prevention Act to require a local law enforcement or local child protective services agency's final written report on the investigation of any child abuse allegation to include any federal, state, or tribal final conviction. Requires transmission of a copy of the report to the Federal Bureau of Investigation (FBI). Directs the Secretary of the Interior to study and identify any impediment to the reduction of child abuse in Indian country and on Indian reservations. Allows for forensic examinations without parental consent if local child protective services or local law enforcement officials have reason to believe that the child has been subject to abuse. Extends the authorization of appropriations for the Indian child abuse treatment grant program. Revises requirements for Indian Child Resource and Family Services Centers. Provides for the use of telemedicine to diagnose and treat child abuse.

Amends the federal criminal code to authorize a nonresident of a state to carry concealed firearms (other than a machinegun or destructive device) in that state if such nonresident has a valid permit to carry firearms in any state and is not prohibited from carrying a firearm under federal law, subject to restrictions imposed by the state issuing the permit or under this Act.

Directs the President to appoint additional district court judges as are necessary to carry out the 2005 recommendations of the Judicial Conference for district courts in which the criminal immigration filings represented more than 50% of all criminal filings for the 12-month period ending September 30, 2004.

Law Enforcement Officers Safety Act of 2007 - Amends the federal criminal code to: (1) include Amtrak and executive branch police officers in the authorization for active and retired law enforcement officers to carry concealed weapons; (2) reduce from 15 to 10 years the length of service requirement for retired law enforcement officers to carry concealed weapons; (3) eliminate the requirement that a retired law enforcement officer have a non-forfeitable right to retirement benefits to qualify for a concealed weapons permit; and (4) revise firearms training and identification requirements for retired law enforcement officers who carry concealed weapons.

Art and Collectibles Capital Gains Tax Treatment Parity Act - Amends the Internal Revenue Code to: (1) eliminate the 28-percent capital gains tax rate for collectibles, thus allowing gain from the sale of collectibles (including art works) to be taxed at the 15-percent tax rate applicable to other investment property; (2) allow the creator of a literary, musical, artistic, or scholarly property a fair market value tax deduction for the donation of such property to a tax-exempt organization, if properly appraised and donated no sooner than 18 months after its creation.

Jornada Experimental Range Transfer Act of 2007 - Authorizes the Secretary of Agriculture to convey to the Chihuahuan Desert Nature Park Board (Board) for educational purposes not more than 1,000 acres of land that is located in the Jornada Experimental Range in the State of New Mexico and that is subject to an easement granted by the Agricultural Research Service to the Board.

Social Security and Medicare Solvency Commission Act - Establishes the National Commission on Entitlement Solvency to review and report to the President and Congress on the Social Security and Medicare programs with respect to: (1) their current and long-term actuarial financial condition; (2) problems that may threaten their long-term solvency, and potential solutions; and (3) recommendations and proposed legislative language that will ensure their long-term solvency and the provision of appropriate benefits. Provides for expedited congressional consideration of Commission recommendations.

Agricultural Job Opportunities, Benefits, and Security Act of 2007 or the AgJOBS Act of 2007 - Directs the Secretary of Homeland Security to confer "blue card status" upon an alien who: (1) has performed agricultural employment in the United States for at least 863 hours or 150 work days during the 24-month period ending on December 31, 2006; (2) applied for such status during the 18-month application period beginning on the first day of the seventh month that begins after the date of enactment of this Act; (3) is otherwise admissible to the United States; and (4) has not been convicted of any felony or a misdemeanor, an element of which involves bodily injury, threat of serious bodily injury, or harm to property in excess of $500. Directs the Secretary to adjust a blue card alien (and spouse and minor children) to permanent resident status if the alien has fulfilled specified periods of agricultural employment. Amends the Social Security Act to exempt blue card aliens from prosecution for social security-related identity or payment false statements if such conduct occurred prior to the granting of blue card status. Amends the Immigration and Nationality Act to revise H-2A visa (agricultural labor or temporary or seasonal services) provisions. Replaces the existing labor certification requirement with a labor attestation requirement containing: (1) a description of the nature and location of the job; (2) the job's expected beginning and ending dates; (3) the number of jobs; and (4) specified labor assurances respecting job opportunities covered by collective bargaining agreements and non-covered job opportunities.

New Mexico Aquifer Assessment Act of 2007 - Directs the Secretary of the Interior, acting through the Director of the United States Geological Survey (USGS), to conduct a study of water resources in New Mexico, to include: (1) a survey of groundwater resources and a characterization of surface and bedrock geology; and (2) the Estancia Basin, Salt Basin, Tularosa Basin, Hueco Basin, and middle Rio Grande Basin.

Compacts of Free Association Amendments Act of 2007 - Amends the Compact of Free Association Amendments Act of 2003 with respect to: (1) the provision of emergency and disaster assistance through the United States Agency for International Development (USAID) and the Federal Emergency Management Agency (FEMA) to the Federated States of Micronesia and the Republic of the Marshall Islands; (2) Palau; and (3) the continuation of legal services to the citizens of the Federated States of Micronesia, the Republic of Palau, and the Republic of the Marshall Islands residing in the United States (including territories and possessions).

Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2007 - Establishes within the National Science Foundation (NSF) an Office of Minority Serving Institution Digital and Wireless Technology to: (1) award grants, contracts, or cooperative agreements (assistance) to eligible institutions to provide educational instruction in digital and wireless network technologies; and (2) strengthen the national digital and wireless infrastructure by increasing national investment in telecommunications and technology infrastructure at eligible institutions. Requires the NSF Director to establish an advisory council on the best approaches for involving eligible institutions in supported activities and for reviewing and evaluating submitted proposals. Requires the council to include members from minority serving institutions. Makes the following institutions eligible for such assistance: (1) a historically Black college or university; (2) a Hispanic-, Alaska Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution determined to have enrolled a substantial number of minority, low-income students who received assistance under the Higher Education Act of 1965. Provides a matching funds requirement.

Prehistoric Trackways National Monument Establishment Act - Establishes the Prehistoric Trackways National Monument in New Mexico in order to conserve, protect, and enhance the unique and nationally important paleontological, scientific, educational, scenic, and recreational resources and values of specified public land in Dona Ana County, New Mexico. Directs the Secretary of the Interior to: (1) develop a comprehensive management plan for the long-term protection and management of the Monument; and (2) provide for public interpretation of, and education and scientific research on, the paleontological resources of the Monument, with priority given to exhibiting and curating the resources in Dona Ana County.

Authorizes the Secretary of Education to award a grant to the University of Hawaii Academy for Creative Media for the establishment, maintenance, and periodic modernization of the Henry Kuualoha Giugni Kupuna Memorial Archives at the University of Hawaii. Requires the Archives to use grant funds for: (1) facilities and equipment to house and provide computer and web access to a repository of Native Hawaiian historical data; (2) scholarships to assist disadvantaged students in attending college; (3) the creation of educational materials from the archives that are applicable to a broad range of indigenous students; (4) outreach to elementary and secondary school students; (5) teacher training, so that the teaching of kindergarten through grade 12 students is culturally congruent with the learning modalities of such students, particularly indigenous students; and (6) the enhancement of the economic and financial literacy of college students.

Fort Stanton-Snowy River National Cave Conservation Area Act - Establishes the Fort Stanton-Snowy River National Cave Conservation Area in Lincoln county, New Mexico, to protect, conserve, and enhance the unique and nationally important historic, cultural, scientific, archaeological, natural, and educational subterranean cave resources of the Fort Stanton-Snowy River cave system. Directs the Secretary to develop a plan for the long-term management of the Conservation Area. Authorizes the Secretary to establish facilities for: (1) the conduct of scientific research; and (2) the interpretation of the resources of the Conservation Area.

Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation, on behalf of Congress, of a gold medal to Constantino Brumidi, in recognition of his contributions to the Nation as a designer and decorator of the U.S. Capitol. Requires the Architect of the Capitol to arrange for the gold medal to be displayed in the Capitol Visitor Center as part of an exhibit honoring Constantino Brumidi.

New Mexico Water Planning Assistance Act - Directs the Secretary of the Interior, at the request of the governor of New Mexico and acting through the Bureau of Reclamation and the U.S. Geological Survey, to: (1) provide to New Mexico technical assistance and grants for the development of comprehensive state water plans; (2) conduct water resources mapping in New Mexico; and (3) conduct a comprehensive study of groundwater resources in New Mexico to assess the quantity, quality, and interaction of groundwater and surface water resources. Lists types of technical assistance that may be provided, including acquisition of hydrologic data, expansion of groundwater monitoring networks, and coordination of federal water management planning efforts. Directs the Secretary to allocate specified funds: (1) to develop hydrologic models and acquire associated equipment for the New Mexico Rio Grande main stem sections and Rios Pueblo de Taos and Hondo, Rios Nambe, Pojoaque and Teseque, Rio Chama, and Lower Rio Grande tributaries; (2) to complete the hydrographic survey development of hydrologic models and acquire associated equipment for the San Juan River and tributaries and for Southwest New Mexico, including the Animas Basin, the Gila River, and tributaries; and (3) for statewide digital orthophotography mapping. Sets the non-federal share of the total cost of any activity carried out using a grant under this Act at 50%, which may be in the form of in-kind services as determined by the Secretary.

National Geologic Mapping Reauthorization Act of 2007 - Amends the National Geologic Mapping Act of 1992 to extend deadlines for development of a five-year strategic plan for the geologic mapping program and for appointment of the advisory committee. Removes from program objectives the development of a geophysical- and geochemical- map database. Directs that mapping priorities be based in part on the needs of the Department of the Interior land management agencies. Modifies the composition of the advisory committee and increases the number of members on such committee. Requires the advisory committee to provide a scientific overview of geologic maps (including maps of geologic-based hazards) used or disseminated by federal agencies for regulation or land-use planning. Directs that the national geologic map database include all maps developed with funding provided by the National Cooperative Geologic Mapping Program, including under the federal, state, and education components. Authorizes appropriations for each of FY2007 through FY2016. Increases the percentages allocated for the state and education components.

Pecos National Historical Park Land Exchange Act of 2007 - Directs the Secretary of the Interior to accept certain non-federal land in the State of New Mexico for addition to the Pecos National Historical Park (Park). Directs the Secretary of Agriculture to convey certain federal land in the Santa Fe National Forest to private landowners. Directs the Secretary of the Interior to grant the private landowners an easement for water pipelines to two well sites located in the Park. Authorizes the Secretary of Agriculture and the Secretary of the Interior (Secretaries) to require terms and conditions relating to the exchange of federal and non-federal lands and the granting of easements that protect the interests of the United States. Sets a deadline for the completion of land exchanges under this Act and requires the Secretaries to report to Congress on the completion of such exchanges. Provides for the administration of lands exchanged under this Act. Directs the Secretaries to transmit to Congress a revised map that depicts the lands exchanged and the easement granted under this Act.

Senate Campaign Disclosure Parity Act - Amends the Federal Election Campaign Act of 1971 to require Senate candidates to file election-related designations, statements, and reports in electronic form. Requires the Secretary of the Senate to forward a copy of any electronically filed designation, statement, or report to the Federal Election Commission within one working day (instead of the current two working days) after receiving it.

Livestock Assistance Act of 2007 - Directs the Secretary of Agriculture to provide: (1) payments through the 2002 livestock compensation program for qualifying livestock disaster losses due to blizzard and drought in Colorado, Kansas, Nebraska, New Mexico, and Oklahoma; and (2) livestock indemnity payments to producers who have incurred livestock disaster losses in 2006 or 2007, or both, including blizzard and drought losses.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill individuals in certain length-of-service categories who, commencing on or after September 11, 2001, serve on active duty in the Armed Forces. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Makes individuals entitled to assistance under this Act also eligible for supplemental educational assistance for additional active duty service. Requires the Secretary to carry out a program, to be known as the "Yellow Ribbon G.I. Education Enhancement Program," under which colleges and universities may enter into an agreement with the Secretary to cover, for certain individuals, a portion of established charges not otherwise covered and match contributions toward such costs. Requires educational assistance under this Act to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Eastern New Mexico Rural Water System Act of 2006 - Authorizes the Secretary of the Interior to provide financial and technical assistance to the Eastern New Mexico Rural Water Authority to assist in planning, designing, conducting preconstruction activities for, and constructing the Eastern New Mexico Rural Water System. Limits the federal share of the cost of any activity to 75%. Provides that the total cost of the System shall include any costs incurred by the Authority on or after October 1, 2003, for System development. Makes the Authority responsible for annual operation, maintenance, and replacement costs. Directs the Authority to develop an operation, maintenance, and replacement plan that establishes rates and fees necessary to ensure that the System is properly maintained and capable of delivering approximately 16,500 acre-feet of water per year. Prohibits the use of funds under this Act until such plan is developed and until the Secretary and the Authority have complied with applicable requirements of the National Environmental Policy Act of 1969. Directs the Secretary to consult with the New Mexico Interstate Stream Commission and the Authority in preparing any required biological assessment under the Endangered Species Act of 1973.

New Mexico Rivers Feasibility Studies Act of 2006 - Directs the Secretary of the Interior, acting through the Commissioner of Reclamation, to conduct feasibility studies to identify opportunities to increase the surface flows of the Rio Grande, Canadian, and Pecos Rivers in New Mexico.

Recognizes, on its 20th anniversary, the national role of the Hispanic Association of Colleges and Universities as an advocate and champion for Hispanic higher education. Applauds Hispanic Serving Institutions for providing quality educational opportunities for all Hispanic and other students attending their institutions. Urges those providing and supporting Hispanic higher education to continue to recruit, retain, educate, and graduate students who might not otherwise pursue higher education.
