Nuclear Fuel Management and Disposal Act - Withdraws specified lands in Nye County, Nevada, permanently from any form of entry, appropriation, or disposal under the public land laws, including: (1) the mineral leasing laws; (2) the geothermal leasing laws; (3) materials sales laws; and (4) the mining laws. Transfers jurisdiction over such lands to the Secretary of Energy (Secretary). Reserves use of such lands for certain activities associated with the disposal of high-level radioactive waste and spent nuclear fuel under the Nuclear Waste Policy Act of 1982. Requires the Secretary to manage the lands so withdrawn, and submit to Congress and the state of Nevada a management plan for their use. Amends the Nuclear Waste Policy Act of 1982 to direct the Secretary to apply to the Nuclear Regulatory Commission (NRC) for a license to construct and operate facilities to receive and store spent nuclear fuel and high-level radioactive waste at the Yucca Mountain site. Authorizes the Secretary to begin construction of connected infrastructure facilities after completion of a final environmental impact statement evaluating the activities involved. Requires the Secretary to acquire rights-of-way for construction and operation of railroad facilities to transport spent nuclear fuel and high-level radioactive waste from existing rail systems to the site of surface facilities within the geologic repository operations area for the receipt, handling, packaging, and storage of spent nuclear fuel and high-level radioactive waste prior to emplacement. Revises requirements for new plant contracts.

National Competitiveness Investment Act - American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

New Mexico Aquifer Assessment Act of 2006 - Directs the Secretary of the Interior, acting through the Director of the United States Geological Survey (USGS), to conduct a study of water resources in New Mexico, to include: (1) a survey of groundwater resources and a characterization of surface and bedrock geology; and (2) the Estancia Basin, Salt Basin, Tularosa Basin, Hueco Basin, and middle Rio Grande Basin.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

Reclamation Facility Title Transfer Act of 2006 - Directs the Secretary of the Interior, acting through the Commissioner of Reclamation, to: (1) establish criteria for the transfer of title to reclamation facilities from the United States to project beneficiaries (or an entity approved by such beneficiaries); and (2) recommend facilities that may be appropriate for transfer in accordance with such criteria. Requires that such criteria include: (1) requirements that beneficiaries be willing to have title transferred to them, be capable of assuming facility operations, maintenance, and rehabilitation, and be willing to assume liability for such facilities; (2) a requirement for an assessment by the Secretary of effects of the transfer on the government's ability to carry out its Indian tribal trust responsibility, costs savings to the United States, legal and environmental considerations, adverse impacts on stakeholders, and the beneficiaries' interest in owning the facility, ability to meet financial obligations, and willingness and ability to fulfill legal obligations; (3) procedures for soliciting stakeholder involvement and for involving appropriate federal, state, and local entities in evaluating and carrying out the transfer; (4) a requirement that the Secretary prepare a comprehensive list of items that need to be accomplished before the transfer; and (5) procedures to allow the Secretary to address real property and cultural and historic preservation issues in a more efficient manner. Directs the Secretary to incorporate any existing applicable criteria.

Authorizes the Secretary of Education to award a grant to the University of Hawaii Academy for Creative Media for the establishment, maintenance, and periodic modernization of the Henry Kuualoha Giugni Kupuna Memorial Archives at the University of Hawaii. Requires the Archives to use grant funds for: (1) facilities and equipment to house and provide computer and web access to a repository of Native Hawaiian historical data; (2) scholarships to assist disadvantaged students in attending college; (3) the creation of educational materials from the archives that are applicable to a broad range of indigenous students; (4) outreach to elementary and secondary school students; (5) teacher training, so that the teaching of kindergarten through grade 12 students is culturally congruent with the learning modalities of such students, particularly indigenous students; and (6) the enhancement of the economic and financial literacy of college students.

Amends the federal criminal code to prohibit the intentional and unauthorized disclosure of classified information (information or material requiring protection against unauthorized disclosure for national security reasons). Imposes a fine and/or prison term of up to three years for violations.

Directs the President to appoint additional district court judges to carry out the 2005 recommendations of the Judicial Conference of the United States for district courts in which criminal immigration filings totaled more than 50% of all criminal filings for the 12-month period ending September 30, 2004.

Senior Nutrition Act of 2006 - Amends the Agriculture and Consumer Protection Act of 1973 to make a person who is at least 60 years old eligible for the commodity supplemental food program if such person: (1) is eligible for the food stamp program; or (2) has a household income that is not more than 185 percent of federal poverty income guidelines. Authorizes appropriations to carry out such program and prohibits using such funds to reimburse the Commodity Credit Corporation for commodities donated to such program.

Gulf of Mexico Energy Security Act of 2006 - Instructs the Secretary of the Interior to offer the 181 Area and the 181 South Area for oil and gas leasing, notwithstanding their omission from the Outer Continental Shelf leasing program. Subjects the following areas to a moratorium upon oil and gas leasing (or any related activity): (1) any area east of the Military Mission Line in the Gulf of Mexico; (2) any area in the Eastern Planning Area that is within 125 miles of the Florida coastline; or (3) specified areas within the Central Planning Area and within 100 miles of the Florida coastline. Reserves to the United States the right to designate national defense areas on the Outer Continental Shelf. Directs the Secretary to permit any person who has entered into an oil or gas lease with the Secretary in any area described in this Act, as of the date of enactment of this Act, to exchange the lease for a bonus or royalty credit that may only be used in the Gulf of Mexico. Prescribes requirements for: (1) disposition of qualified Outer Continental Shelf revenues from the 181 Area, the 181 South Area, and the 2002-2007 planning areas of the Gulf of Mexico; (2) allocation among Gulf producing states and coastal political subdivisions; (3) historical lease sites; and (4) payments to coastal political subdivisions. Sets forth the authorized uses of amounts received by Gulf producing states and coastal political subdivisions, including for certain environmental protection projects and activities. Sets limitations upon the amount of distributed qualified Outer Continental Shelf Revenues.

Agricultural Protection and Prosperity Act of 2006 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Pueblo of Isleta Settlement and Natural Resources Restoration Act of 2006 - Establishes in the Treasury the Pueblo of Isleta Natural Resources Restoration Fund for: (1) settlement of the claims of the Pueblo of Isleta; and (2) the acquisition, restoration, improvement, development, and protection of land, natural resources, and cultural resources within the exterior boundaries of the Pueblo. Provides for the maintenance and investment of the restoration fund. Ratifies the Agreement of Compromise and Settlement entered into between the United States and the Pueblo on July 12, 2005, as modified by the Extension and Modification Agreement executed by the United States and the Pueblo on June 22, 2006, to settle the claims in the case of Pueblo of Isleta v. United States, Docket No. 98-166L, pending in the U.S. Court of Federal Claims. Directs the Pueblo and the United States to execute and file a joint stipulation for entry of final judgment in dismissal of such case. Provides for the payment of compensation to the Pueblo from the permanent judgment appropriation for all monetary damages and attorney fees, interest, and other fees and costs of any kind that were or could have been presented in connection with Docket No. 98-166L.

Albuquerque Indian School Act - Directs the Secretary of the Interior to take into trust two tracts of federal land identified as tract B and tract D that were historically part of the Albuquerque Indian School for the benefit of the 19 New Mexico Pueblos specified in this Act for use for the educational, health, cultural, business, and economic development of those 19 Pueblos. .

Prehistoric Trackways National Monument Establishment Act - Establishes the Prehistoric Trackways National Monument in New Mexico in order to conserve, protect, and enhance the unique and nationally important paleontological, scientific, educational, scenic, and recreational resources and values of specified public land in Dona Ana County, New Mexico. Directs the Secretary of the Interior to: (1) develop a comprehensive management plan for the long-term protection and management of the Monument; and (2) provide for public interpretation of, and education and scientific research on, the paleontological resources of the Monument, with priority given to exhibiting and curating the resources in Dona Ana County.

Directs: (1) the U.S. Trade Representative to certify to Congress by August 31, 2006, that Japan is no longer prohibiting the importation of U.S. beef; (2) the Secretary of the Treasury, if such certification is not made, to impose additional tariffs (which shall continue until the certification is submitted to Congress) on Japan by September 30, 2006; and (3) the Secretary of Agriculture to begin negotiations with Japan to end such beef import prohibitions.

Stop Over Spending Act of 2006 - Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires the: (1) President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, a federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Defines the budget biennium. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Provides for expedited congressional consideration of the appropriate Commission's recommendations for legislative action or agency reform proposals. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years.

Rural Equity Payment Index Reform Extension Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to extend permanently the floor (at 1.00) on the Medicare work geographic adjustment under the fee schedule for physicians' services. (The Secretary of Health and Human Services is required, after calculating the work geographic index for payment for physicians' services furnished on or after January 1, 2004, to increase the work geographic index to 1.00 for any locality for which the calculated index is less than 1.00.)

Rural Hospital and Provider Equity (HoPE) Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to: (1) the Medicare disproportionate share hospital (DSH) adjustment for rural hospitals; (2) extension of the temporary increase in payments to certain rural hospitals (Medicare hold harmless provision) under the prospective payment system for hospital outpatient department services; (3) the definition of low-volume hospital for purposes of the Medicare inpatient hospital payment adjustment; (4) critical access hospitals; (5) extension of the Medicare incentive payment program for physician scarcity areas; (6) extension of the 1.00 floor on Medicare work geographic adjustment to payments for physician services; (7) Medicare home health care planning; (8) rural health clinics; (9) use of medical conditions for coding ambulance services; (10) extension of increased Medicare payments for ground ambulance services in rural areas; and (11) coverage of marriage and family therapist services and mental health counselor services under Medicare part B (Supplementary Medical Insurance). Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 with respect to the extension of: (1) Medicare wage index reclassifications for certain hospitals; and (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas. Amends the Public Health Service Act with respect to: (1) a capital infrastructure revolving loan program; and (2) community health center collaborative access. Directs the Secretary of Health and Human Services to: (1) conduct pilot projects to provide incentives to home health agencies to utilize remote home monitoring and communications technologies; and (2) facilitate the provision of telehealth services across state lines.

Fairness in Asbestos Injury Resolution Act of 2006 or the FAIR Act of 2006 - Establishes in the Department of Labor the Office of Asbestos Disease Compensation (Office), to be headed by an Administrator who is responsible for processing claims for asbestos-related illnesses and paying compensation to eligible claimants. Declares that the purpose of such Office is to provide timely, fair compensation to claimants whose health has been adversely affected by exposure to asbestos, on a no-fault basis and in a nonadversarial manner. Stays any asbestos claim pending in a state or federal court on the date of enactment of this Act, unless the presentation of evidence has begun before a jury or judge, or a verdict, final order, or final judgment has been entered by a trial court. Sets forth: (1) procedures for the filing of claims, including those for multiple injuries and additional awards; and (2) allowable award amounts for asbestos disease, based upon the level of such disease and whether a claimant smokes or has smoked tobacco products. Establishes: (1) the Asbestos Insurers Commission (Commission) to determine the amount each insurer participant is required to pay into the Asbestos Injury Claims Resolution Fund; and (2) the Asbestos Injury Claims Resolution Fund to pay asbestos-related injury claims. Directs the Administrator to establish programs for individuals exposed to asbestos as well as for individuals at risk for developing asbestos-related medical conditions. Establishes the National Mesothelioma Research and Treatment Program for the detection, prevention, treatment, and cure of malignant mesothelioma. Vests in the United States Court of Appeals for the District of Columbia exclusive jurisdiction to review, under expedited consideration, any rules or regulations promulgated under this Act by the Administrator or the Commission. Amends the federal criminal code to prohibit and establish penalties for fraud and false information in connection with Fund claims. Amends the Occupational Safety and Health Act of 1970 to establish criminal penalties for willful violations of occupational standards for exposure to asbestos. Amends the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency (EPA) to promulgate proposed and final regulations to prohibit the manufacture, processing, or distribution in commerce of asbestos containing products. Requires disposal of asbestos containing products within three years after the enactment of this Act, with certain exemptions.

Amends the federal criminal code to permit a nonresident of a state to carry a concealed firearm (other than a machinegun or destructive device) in that state if such nonresident: (1) is not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm; and (2) is carrying a valid permit issued by a state permitting such person to carry a concealed firearm.

Amends the Burmese Freedom and Democracy Act of 2003 to extend from three years to six years after enactment of that Act the maximum duration of any renewal under it of import restrictions on Burmese products. Approves the renewal of import restrictions contained in the Act. Deems this resolution a renewal resolution.

Safe and Timely Interstate Placement of Foster Children Act of 2006 - Amends the Social Security Act to require each state plan for foster care and adoption assistance to provide that the state shall: (1) have in effect procedures for orderly and timely interstate placement of children; (2) complete home studies requested by another state within a specified period; (3) accept such studies received from another state; and (4) not impose any restrictions on contracting with a private agency to conduct such a study. Directs the Secretary of Health and Human Services to make grants for timely interstate home study incentive payments to states that have approved plans and that have completed, and provided the Secretary a report on, such studies. Expresses the sense of Congress that state agencies should cooperate with courts which have authority with respect to the placement of a child in foster care or for adoption for the purpose of locating a parent of the child. Amends the definition of "case review system" to: (1) increase the required frequency of state caseworker visits to a child who is placed in foster care outside the state in which the child's parents reside; (2) require a child's health and education record to be supplied to the child at no cost when he/she leaves foster care by reason of having attained the age of majority under state law; and (3) provide for a foster parent's right (currently, opportunity) to be heard in any proceeding (currently, review or hearing) respecting their foster child. Requires state courts to ensure that foster parents, pre-adoptive parents, and relative caregivers of a child in foster care are notified of any such proceedings. Includes among the purposes of grants to the highest state courts the assessment of the court's role in carrying out state laws requiring proceedings that determine the best strategy to use to expedite the interstate placement of children. Provides for consideration of out-of-state placements in permanency hearings, case plans, and case reviews. Requires each plan for child welfare services to include the assurance that the state will eliminate legal barriers to facilitate timely adoptive or permanent placements for children.

Medicare Teaching Anesthesiology Funding Restoration Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act with respect to part B (Supplementary Medical Insurance) to set forth a special payment rule of 100% of the fee schedule amount for teaching anesthesiologists involved in the training of physician residents, if certain presence and availability requirements are met.

Free Flow of Information Act of 2006 - Prohibits federal courts in criminal or civil proceedings from compelling journalists to disclose their confidential sources or information which they obtain in a professional newsgathering capacity. Allows exceptions if a court finds that: (1) alternative means of obtaining such confidential information have been exhausted and reasonable and timely notice of a demand for such information has been given; (2) subpoenas for such information are limited in scope; (3) such information is critical to pending criminal or civil litigation; and (4) nondisclosure of such information would be contrary to the public interest. Denies journalists a privilege against disclosure of confidential information if such information: (1) was obtained by eyewitness observations of criminal conduct by a journalist or involvement of such journalist in criminal or tortious conduct; (2) is necessary to prevent death or substantial bodily harm; (3) is necessary to protect national security; and (4) was provided or obtained without a promise of confidentiality.

Public Transportation Terrorism Prevention Act of 2006 - Requires the Department of Transportation's (DOT) Federal Transit Administration to submit all public transportation security assessments to the Secretary of Homeland Security to review and augment such assessments. Requires the Secretary to: (1) establish and update annually security improvement priorities; (2) conduct security assessments of all public transportation agencies considered to be at greatest risk of a terrorist attack; (3) conduct security assessments to determine the specific needs of local bus-only public transportation systems and of selected rural transportation systems; and (4) use information collected to establish the process for developing security guidelines. Directs the Secretary to award grants: (1) directly to public transportation agencies for allowable capital security improvements; and (2) to public or private entities to conduct research into, and demonstrate, methods to reduce and deter terrorist threats or mitigate damages resulting from terrorist attacks against public transportation systems. Directs the Secretary to: (1) ensure that DOT receives timely notification of all credible terrorist threats against U.S. public transportation assets; and (2) award grants for research, development, and demonstration of technologies and methods to reduce and deter terrorist threats or mitigate damages resulting from such attacks. Rail Security Act of 2006 - Directs the Secretary to establish a task force to complete, and make prioritized recommendations regarding, a vulnerability and risk assessment of freight and passenger rail transportation for identification of: (1) critical assets and infrastructures, and vulnerabilities and risks, to such assets and infrastructures; (2) vulnerabilities and risks specific to the transportation of hazardous materials via railroad; and (3) security weaknesses in passenger and cargo security, transportation infrastructure, protection systems, procedural policies, communications systems, employee training, emergency response planning, and any other area. Authorizes the Secretary to make grants for certain system-wide Amtrak security upgrades. Directs the Secretary to require rail carriers transporting high hazardous materials to develop high hazard material security threat mitigation plans containing appropriate measures (including alternative routing and temporary shipment suspension options) to address assessed risks to high consequence targets. Maritime Security Improvement Act of 2006 - Establishes interagency operational centers to provide greater protection against terrorism at high priority ports. Directs the Secretary to identify foreign assistance programs that could facilitate implementation of port security antiterrorism measures in foreign countries.

Western Hemisphere Energy Security Act of 2006 - Authorizes U.S. persons to: (1) explore and extract hydrocarbon resources from any portion of the foreign exclusive economic zone that is contiguous to the U.S. exclusive economic zone; and (2) export without license authority all equipment necessary for the exploration for or extraction of hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to authorize the Secretary of the Treasury to allow under a general license employees of oil and gas producers, distributors, and shippers to travel to, from, or within Cuba to explore for and extract hydrocarbon resources from such zone.

National Integrated Drought Information System Act of 2006 - Establishes a National Integrated Drought Information System within the National Oceanic and Atmospheric Administration (NOAA) that: (1) provides an effective drought early warning system; (2) coordinates, and integrates as practicable, federal research in support of such system; (3) builds upon existing NOAA drought forecasting, assessment, and mitigation programs, including programs conducted in partnership with other federal agencies and existing research partnerships, such as that with the National Drought Mitigation Center at the University of Nebraska-Lincoln; and (4) is incorporated into the Global Earth Observation System of Systems.

Call Home Act of 2006 - Directs the Federal Communications Commission (FCC) to to reduce the cost of calling home for military personnel stationed or deployed outside the United States in support of military operations, training exercises, or other purposes approved by the Secretary of Defense. Prohibits the FCC from regulating rates in order to carry out this Act. Amends the Telecommunications Authorization Act of 1992 to repeal current FCC cost reduction authority with respect to personnel stationed or deployed in specified countries.

Border Tunnel Prevention Act - Amends the federal criminal code to prohibit the construction or financing of an unauthorized tunnel or subterranean passage that crosses the international border between the United States and another country. Imposes a 20-year prison term for such offense. Doubles penalties for persons who use such a tunnel or passage to smuggle an alien, illegal goods, controlled substances, weapons of mass destruction, or members of a terrorist organization Imposes a 10-year prison term on any person who knows of or recklessly disregards the construction or use of an unauthorized tunnel or passage on land that such person owns or controls. Subjects to forfeiture any property involved in, or traceable to, the construction or financing of an unauthorized tunnel or passage. Directs the U.S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of criminal offenses related to the construction or financing of an unauthorized tunnel or passage.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing, or authorizing seizure of, any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of a firearm by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Bureau of Reclamation Water Conservation, Efficiency, and Management Improvement Act - Authorizes the Secretary of the Interior, acting through the Commissioner of Reclamation, to provide grants to, and enter into cooperative agreements with, nonfederal entities with water delivery authority to pay the federal share of the cost of a project to conserve water, increase water use efficiency, facilitate water markets, enhance water management, or implement other actions to prevent water-related crises or conflicts in watersheds that have a nexus to federal water projects within reclamation states (Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, and Wyoming). Directs the Secretary to publish assistance eligibility and priority criteria. Limits the federal cost share of the project to 50%. Sets the nonfederal cost share for project operation and maintenance at 100%. Authorizes the Secretary to enter into cooperative agreements with institutions of higher education, nonprofit research institutions, or organizations with water or power delivery authority to fund research to conserve water, increase water use efficiency, or enhance water management.

Nuclear Fuel Management and Disposal Act - Withdraws specified land (as generally depicted on the Yucca Mountain Project Map) in Nye County, Nevada, from all forms of entry, appropriation, and disposal under the public land laws. Transfers to the Secretary of Energy (Secretary) the land covered by such withdrawal that is under the jurisdiction of the Secretary concerned (the Secretary of the Air Force, or the Secretary of the Interior, depending upon the specific lands). Reserves the land covered by the withdrawal for use by the Secretary for specified activities associated with the disposal of high-level radioactive waste and spent nuclear fuel. Revokes Public Land Order 6802 of September 25, 1990, and a certain right-of-way reservation. Subjects the use of the land covered by the withdrawal to conditions the Secretary deems necessary to conduct activities related to the Yucca Mountain Project. Amends the Nuclear Waste Policy Act of 1982 governing Yucca Mountain site application procedures to provide that an application for construction authorization shall not be required to contain information relating to any surface facility other than those necessary for initial operation of the repository. Revises requirements governing Nuclear Regulatory Commission (NRC) actions on construction applications and infrastructure activities. Includes infrastructure activities within the scope of expedited authorizations. Prohibits surface or subsurface mining or oil or gas production, including slant drilling from outside the boundaries of the land covered by the withdrawal. Declares specified federal, state, or local regulatory requirements inapplicable to: (1) material owned by the Secretary that is transported or stored in an NRC-certified container for transportation or storage; or (2) material located at the Yucca Mountain site for disposal, if its management and disposal is subject to an NRC license. Prohibits a state or local governmental entity from issuing, administering, or enforcing a new or existing air quality permit or requirement affecting a federal facility or activity subject to the Nuclear Waste Policy Act of 1982. Authorizes the Secretary to determine the extent to which certain transportation regulated under the Hazardous Materials Transportation Authorization Act of 1994 shall instead be regulated exclusively under the Atomic Energy Act of 1954. Deems the use of water from any source to implement this Act to be: (1) beneficial to interstate commerce; and (2) non-detrimental to the public interest. Requires the NRC, in deciding whether to permit the construction or operation of a nuclear reactor or any related facilities, to deem that sufficient capacity will be available in a timely manner to dispose of the spent nuclear fuel and high-level radioactive waste resulting from the operation of the reactor and related facilities.

Authorizes the President, upon making specified determinations, to exempt a certain proposed cooperation agreement with India from requirements of the Atomic Energy Act of 1954 (AEC) regarding: (1) mandatory maintenance of International Atomic Energy Agency safeguards for nuclear materials in peaceful nuclear activities; (2) certain additional export criteria and procedures; and (3) conduct resulting in termination of nuclear exports. Renders any such determinations without effect if the President finds that India has detonated a nuclear explosive device after enactment of this Act.
