High Plains Aquifer Conservation, Monitoring, and Coordination Act - Directs the Secretary of the Interior, through the U.S. Geological Survey and in cooperation with the State Geologists of the High Plains Aquifer States (Colorado, Kansas, Nebraska, New Mexico, Oklahoma, South Dakota, Texas, and Wyoming), to develop and carry out a hydrogeologic mapping, modeling, and monitoring program for the High Plains Aquifer. Requires the Secretary, in cooperation with the Secretary of Agriculture, to establish a High Plains Aquifer Coordination Council to: (1) ensure that mapping, modeling, and monitoring efforts relating to the Aquifer are in place to provide information on the water resources of the Aquifer, including sustainability; (2) facilitate coordination of Federal, State, and local programs relating to the groundwater resources of the Aquifer; (3) evaluate the effectiveness of Federal and State programs in addressing present and anticipated groundwater resources issues relating to the Aquifer; and (4) provide recommendations to the Secretaries and the Governors of such States regarding programs, policies, and changes in Federal and State law to address such issues. Requires the Secretary, working in cooperation with the Secretary of Agriculture, to provide financial assistance to such States to provide educational programs related to this Act.

High Plains Groundwater Resource Conservation Act - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture in FY 2002 through 2011 to provide cost-share payments, incentive payments, and technical assistance to eligible producers (persons who are engaged in livestock or agricultural production) who enter into contracts with the Secretary through a High Plains Aquifer Groundwater Conservation Incentives Program. Requires the Secretary to provide financial and technical assistance, including modeling and engineering design to States, tribes, and counties, conservation districts, and other political subdivisions recognized under State law for the development of groundwater conservation plans within the High Plains. Requires the creation of a certification process for such plans developed under this program or developed independently by such entities. Provides that, to be certified, a plan must achieve significant per acre savings of groundwater from the Aquifer and must meet the criteria specified by this Act. Directs the Commodity Credit Corporation to make available specified amounts in FY 2002 through 2011 to carry out such Program. Requires that lands eligible for the Environmental Conservation Acreage Reserve Program which would result in significant per acre savings of groundwater resources of the Aquifer if removed from agriculture production be awarded 90 Program bid points, to be designated as groundwater conservation points, in addition to any other ratings such lands may receive.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize special, individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Amends the Internal Revenue Code to: (1) increase the limitation and phase-out threshold for expensing depreciable business assets; (2) allow expensing of computer software; (3) shorten the computer/software depreciation recovery period; (3) increase the depreciation limits for business vehicles and the allowable deduction for business meals; (4) exclude government-guaranteed capital borrowed by Debenture Small Business Investment Companies from debt for purposes of unrelated business taxable income; and (5) repeal the alternative minimum tax on individuals and increase its availability to small corporations by raising the ceiling for the gross receipts test. Increases small business set-aside opportunities in military construction, Federal agency procurement, and emergency sole source procurement.

Critical Infrastructure Information Security Act of 2001 - Prohibits critical infrastructure information that is voluntarily submitted to specified Federal agencies for analysis, warning, interdependency study, recovery, reconstitution, or other informational purpose, when accompanied by the express statement specified under this Act, from: (1) being made available under the Freedom of Information Act; (2) being used directly by the agency, any other Federal, State, or local authority, or third party in a civil action, without the written consent of the person or entity submitting such information, unless such information is submitted in bad faith; and (3) being used for a purpose other than this Act's purpose or disclosed by a officer or U.S. employee, without such written consent, except pursuant to official duties under this Act. Requires the establishment of uniform procedures for the receipt, care, and storage of such information by Federal agencies. Sets forth provisions for the notification about and dissemination and analysis of significant and credible information about the security of protected systems or critical infrastructure received by specified Federal agencies from private persons and entities. Directs the President to designate an element in the executive branch to conduct and report to information sharing and analysis organizations on strategic analyses of potential threats to critical infrastructure. Exempts from the antitrust laws, with an exception, conduct of such organizations, including making agreements solely for: (1) gathering and analyzing critical infrastructure information to better understand security problems related to critical infrastructure and protected systems; (2) communicating or disclosing such information to prevent, detect, mitigate, or recover from problems related to such infrastructure or systems; or (3) voluntarily disseminating such information to entity members, other such organizations, the Government, or any entities that may be of assistance in carrying out the purposes specified above.

Rural States Physician Recruitment and Retention Demonstration Act of 2001 - Directs the Secretary of Health and Human Services to establish a Rural States Physician Recruitment and Retention demonstration program for ameliorating physician shortage, recruitment, and retention problems in rural States. Directs the Secretary to: (1) increase by up to 50 percent the number of residency and fellowship positions at each medical residency training program in each of two demonstration States selected by the Secretary; (2) negotiate with representatives of each approved medical residency training program in a demonstration State for such additional positions; and (3) establish a loan repayment and forgiveness program under which the Secretary assumes the obligation to repay the educational loan of a participating residency or fellowship graduate (with limitations). Authorizes the Secretary to waive any requirements under title XVIII (Medicare) of the Social Security Act if necessary to carry out the ten-year demonstration program. Directs the Secretary to establish a State-specific health professions database to track health professionals in each demonstration State with respect to specialty certifications and related practice, license, and training information. Requires a joint demonstration program evaluation by the Council on Graduate Medical Education and the Medicare Payment Advisory Commission.

Water Supply Security Act of 2001 - Amends the Water Desalination Act of 1996 to direct Sandia National Laboratories to develop a desalination technology progress plan that includes recommendations for the location, siting, and configuration of a desalination test and evaluation facility at the Tularosa Basin located in Otero County in New Mexico. Provides for the construction of such facility by the Secretary of Energy after the completion of such plan. Requires that the facility: (1) be used to research, test, and evaluate, new desalination technologies, to fully evaluate their performance in energy consumption, byproduct disposal, and operational maintenance costs, and to determine the most technologically- and cost-efficient means by which potable water may be produced from salinated water or other water that is unsuitable for use; and (2) should be capable of processing at least 100,000 gallons of water per day. Requires all desalinated water produced by the facility to be provided, at no cost, to one or more communities in the county. Requires the Secretary of the Interior (the Secretary) and the Secretary of Energy to establish a technology advisory committee to provide program guidance and technical assistance. Authorizes appropriations for such Act for FY 2002 through 2008 for research and studies, for the desalination technology progress plan, and for the desalination demonstration and development program. Authorizes the Secretary to carry out such research or such program at a location outside the United States upon determining it is in the nation interest and after consulting the Secretary of State. Revises Federal cost share provisions for projects and activities under such Act.

Instructs the Secretary of Energy to establish a long-term Climate Technology Research, Development, Demonstration, and Deployment Program to foster technologies and practices that: (1) reduce or avoid anthropogenic emissions of greenhouse gases; (2) remove and sequester greenhouse gases from emissions streams; and (3) remove and sequester greenhouse gases from the atmosphere. Directs the Secretary to: (1) provide for a pilot program for financial assistance for qualifying international energy deployment projects; (2) assess the status and readiness (including potential commercialization) of each energy technology and any regulatory or market barriers to deployment; and (3) establish an information clearinghouse to facilitate the transfer and dissemination of the results of federally funded research and development activities being carried out on energy technology. Revises requirements for the national greenhouse gas emissions registry. Establishes in the Department of Energy an Office of Applied Energy Technology and Greenhouse Gas Management.

States that the limitation to the general business credit, based on the amount of tax, shall not be reduced by the amount of the marginal oil and gas well credit. Fiscal Integrity of Indian Settlements Protection Act of 2001 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that if an appropriation bill or joint resolution is enacted for FY 2002 that includes an appropriation authorized previously by a law approving a negotiated settlement of disputes of Indian water rights or land claims, the adjustment to discretionary spending limits to be included in any sequestration report or subsequent budgets submitted by the President shall: (1) be the amount of budget authority in that measure and the outlays flowing in all fiscal years from that authority; and (2) not exceed $200 million in budget authority. Amends the Congressional Budget Act of 1974 to require adjustments to the discretionary spending limits, budget allocations, and budgetary aggregates for the new budget authority provided for FY 2002, not to exceed $200 million, by a measure reported from committee, amended, or reported from conference for payments authorized previously for such settlement, as long as the adjustments do not, when taken together with all other previously enacted legislation (except for any legislation enacted pursuant to a specified section of H. Con. Res. 83 (107th Congress), reduce the on-budget surplus below the level of the Medicare Hospital Insurance Trust Fund surplus in any fiscal year covered by the most recently adopted concurrent resolution on the budget.

Venture Capital Gains and Growth Act of 2001 - Amends the Internal Revenue Code to provide for a 100 percent (currently 50 percent) exclusion from gross income (a zero capital gains rate) for new long-term (three-year) investments in the stock of a small corporation (with $300 million or less in paid-in capital) acquired directly from the corporation. Repeals the minimum tax preference for such excluded capital gains.

Hydrogen Future Act of 2001

Hydrogen Future Act of 2001 - Amends the Spark M. Matsunaga Hydrogen Research, Development, and Demonstration Act of 1990 to include among its purposes the development of a hydrogen production methodology that minimizes greenhouse gas production, and the promotion of hydrogen as a major energy source. Instructs the Secretary of Energy to: (1) report annually to Congress on programs and activities authorized under the Act; (2) give particular attention to developing an understanding and resolution of critical technical issues preventing the introduction of hydrogen into foreign markets, particularly where an energy infrastructure is not well developed; (3) require a cost-share commitment from non-Federal sources of at least 25 percent (currently 50 percent) of the cost of a hydrogen research project (with Secretarial discretion to reduce or eliminate such cost-share commitment, including the cost-share commitment for critical technology demonstrations). Directs the Secretary to conduct a hydrogen technology transfer program designed to accelerate wider application in foreign countries to increase the global market for hydrogen technologies and to foster global economic development without harmful environmental effects. Modifies guidelines for the Hydrogen Technical Advisory Panel to require: (1) between nine and 15 members; and (2) staggered three-year terms. Amends the Hydrogen Future Act of 1996, with respect to the integration of fuel cells with hydrogen production systems, to: (1) revise the general requirement for proposed projects to specify that they shall prove the feasibility of integrating fuel cells into Federal, State, and local government facilities for stationary and transportation applications; and (2) direct the Secretary to establish an interagency task force to develop an implementation plan that focuses upon development and demonstration of integrated systems and components for specified hydrogen-based production and uses.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) payment adjustment for low-volume hospitals; (2) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (3) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (4) treatment of certain physician pathology services; and (5) one-time opportunity of critical access hospitals to return to the Medicare inpatient hospital PPS. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends SSA title XVIII concerning: (1) rural health clinics and Medicare reimbursement; and (2) exclusion of certain rural health clinic services and federally qualified health center services from the Medicare PPS for skilled nursing facilities.

Bipartisan Federal Election Reform Act of 2001 - Establishes the Blue Ribbon Study Panel to study, with respect to Federal elections, methods of: (1) voting and counting votes, of ballot design, of voter registration, of maintaining secure and accurate lists of registered voters, and of ensuring that all registered voters appear on the polling list at the appropriate polling site; (2) provisional voting; (3) ensuring accessibility of voting, registration, polling places, and voting equipment to all voters; (4) registering members of the armed forces and overseas citizens to vote, and ensuring that they timely receive ballots that will be properly and expeditiously handled and counted; (5) recruiting and improving the performance of poll workers; and (6) educating voters. Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Southwest Border Port-of-Entry Infrastructure Improvement Act - Directs the Commissioner of Customs to update the Ports of Entry Infrastructure Assessment Study and develop priorities for port-of-entry infrastructure improvement projects in the United States (which may include port-to-Federal-highway connections) along the Southwest border. Establishes in the Department of Transportation the Southwest Border Infrastructure Fund. Authorizes the Secretary of Transportation to make grants from the Fund to an eligible applicant through the North American Development Bank to pay the U.S. contribution of costs for projects to develop the physical port-of-entry infrastructure along the Southwest border in order to reduce the negative environmental impact, particularly with respect to air, soil, and water quality, associated with cross-border transportation. Directs the Secretary of the Treasury to establish a site to carry out a port-of-entry technology demonstration program to test and evaluate new port-of-entry technologies, refine them as well as operational concepts, and train personnel under realistic conditions.

Rural Mental Health Accessibility Act of 2001 - Amends the Public Health Service Act to direct the Director of the Office of Rural Health Policy to: (1) award grants to eligible entities to conduct mental health community education programs; (2) award grants to eligible entities to establish interdisciplinary training programs that include significant mental health training in rural areas for certain health care providers. Directs the Director of the National Institute of Mental Health to carry out activities to research the efficacy and effectiveness of mental health services delivered remotely by a qualified mental health professional (psychiatrist or doctoral level psychologist) using telehealth technologies. Directs the Secretary of Health and Human Services to award grants to eligible entities to establish demonstration projects for the provision of mental health services to special populations as delivered remotely by qualified mental health professionals using telehealth and for the provision of education regarding mental illness as delivered remotely by qualified mental health professionals and qualified mental health education professionals using telehealth. Authorizes appropriations.
