National Media Campaign to Prevent Underage Drinking Act of 2001 - Directs the Secretary of Health and Human Services to develop, implement, and conduct a national media campaign for the purpose of reducing and preventing underage drinking in the United States.

Amends the Harmonized Tariff Schedule of the United States to impose tariff-rate quotas (quantitative import limits) and provide various duty rates on certain casein, caseinates, milk protein concentrate, and other casein derivatives and glues imported into the United States (except imports from Mexico). Authorizes the President to: (1) enter into a trade agreement with a foreign country to grant new concessions as compensation in order to maintain the general level of reciprocal and mutually advantageous concessions; and (2) proclaim any necessary modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment. Sets forth certain limits on the reduction of duties on such products.

Law Enforcement Discipline, Accountability, and Due Process Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Muscular Dystrophy Community Assistance, Research and Education Amendments of 2001, or the MD-CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), in coordination with specified national research institutes, to: (1) expand research and related programs concerning various forms of muscular dystrophy, including Duchenne, myotonic, and facioscapulohumeral muscular dystrophy. Requires the Director to: (1) award grants and contracts for establishing at least five related centers of excellence; and (2) provide for a related tissue donation program. Requires the Secretary of Health and Human Services to establish the Muscular Dystrophy Coordinating Committee to coordinate NIH programs and other Federal programs. Authorizes the Secretary, through the Centers for Disease Control and Prevention, to: (1) award grants and cooperative agreements for muscular dystrophy data collection and analysis; and (2) conduct a National Muscular Dystrophy Surveillance Program. Requires the Secretary, through the Centers, to establish at least three centers of excellence in muscular dystrophy epidemiology. Requires the Secretary to establish a program to provide professionals and the public with muscular dystrophy information.

Artist-Museum Partnership Act - Amends the Internal Revenue Code to provide a fair market value (determined at time of contribution) deduction for charitable contributions of literary, musical, artistic, scholarly compositions, or the copyright created by a qualifying donor. Exempts certain non-personal letters and memoranda from such treatment. Limits such increased deduction to the donor's artistic adjusted income (as defined by this Act).

Nonproliferation Assistance Coordination Act of 2001 - Establishes within the executive branch the Committee on Nonproliferation Assistance to the Independent States of the Former Soviet Union, which shall monitor and coordinate U.S. nonproliferation efforts in the independent states of the former Soviet Union.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Responsible Fatherhood Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to prescribe parameters for block grants to States and territories to implement at their option media campaigns promoting responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Art and Collectibles Capital Gains Tax Treatment Parity Act - Amends the Internal Revenue Code to provide art and collectibles with capital gain rates similar to other assets held long-term. (Currently art and collectibles have a 28 percent capital gain rate.) Establishes a (limited) fair market value deduction for qualifying literary, musical, or artistic charitable contributions created and donated by the taxpayer. (Currently such deduction is limited to the taxpayer's costs in creating the work.)

Common Sense Federal Election Reform Act of 2001 - Amends the Federal Election Campaign Act of 1971 (FECA) to: (1) provide for raised individual contribution limits with respect to one senatorial candidate in response to expenditures from personal funds beyond a specified threshold amount by an opposing candidate; (2) increase contribution limits; (3) limit soft money donations to political parties; (4) increase disclosure for certain communications; and (5) ban, with certain exceptions, the use of union dues for purposes unrelated to collective bargaining. Amends the Federal criminal code to prohibit specified political donations to congressional campaigns and solicitation (fundraising) of such donations on Federal property. Makes it unlawful for any person to make a contribution to a candidate for nomination for election to, or election to, a Federal office, an individual who is a holder of a Federal office, or the head of any executive department, or any entity established on behalf of any such individual, to defray the individual's legal expenses: (1) to the extent it would result in the aggregate amount of such contributions from such person to, or on behalf of, such individual to exceed $10,000 for any calendar year; or (2) if the person is a foreign national or a person prohibited from contributing to the campaign of a candidate under FECA. Amends FECA to provide for increased criminal penalties for violations of foreign national prohibitions and contributions in the name of another. Increases from six years to eight years the terms for Federal Election Commission Commissioners.

Violence Against Women Office Act - Establishes in the Department of Justice a Violence Against Women Office. Provides that the Office shall: (1) have jurisdiction over all matters related to administration, enforcement, coordination, and implementation of all responsibilities of the Attorney General or the Department of Justice related to violence against women, including formula and discretionary grant programs authorized under the Violence Against Women Act of 1994; and (2) be solely responsible for coordination with other offices or agencies of administration, enforcement, and implementation of the programs, grants, and activities under such Act.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Indian and Alaska Native Foster Care and Adoption Services Amendments of 2001 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to provide for Federal foster care maintenance payments to qualifying Indian tribal plans designed for foster and adoptive care of an Indian child. Sets forth Federal assistance (including medical assistance) eligibility requirements for such programs operated by Indian tribal organizations.

Reserve Component Tax Assistance Act of 2001 - Amends the Internal Revenue Code to allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service. Makes such deduction available to itemizers and non-itemizers. Establishes related reserve component business-related employment and self-employment credits.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Expresses the sense of Congress that: (1) all Americans should take an active role in combating reflex sympathetic dystrophy (RSD) by recognizing specified symptoms (which often follow an injury or surgery); (2) national and community organizations should be recognized and applauded for their work in promoting RSD awareness and for providing information and support to its sufferers; (3) health care providers should continue to increase their efforts to diagnose the disease in its earliest possible stages to increase the likelihood of remission; and (4) the Government has a responsibility to endeavor to raise awareness about the importance of the early detection and proper treatment of RSD, work to increase research funding so that the causes of, and improved treatment and cure for, RSD may be discovered, and continue to consider ways to improve access to, and the quality of, health care services for detecting and treating RSD.

National Laboratories Partnership Improvement Act of 2001 - Instructs the Secretary of Energy to: (1) establish a Technology Infrastructure Pilot Program to improve the ability of the National Laboratories to support department missions; (2) provide specified maximum funding among up to ten National Laboratories selected to conduct those Programs; and (3) require the Director of each National Laboratory to establish a small business advocacy and assistance program, including a technology partnership ombudsman. Requires the Secretary to direct the Laboratory Operations Board to conduct studies related to improving mission effectiveness, partnerships, and technology transfer at National Laboratories. Amends the Department of Energy Organization Act to authorize the Secretary to enter into transactions with public and private entities for research projects. Mandates that, with respect to National Laboratories and National Nuclear Security Administration (NNSA) facilities, all actions taken by the Secretary in implementing this Act shall be through the Administrator for Nuclear Security in conformance with the National Defense Authorization Act for Fiscal Year 2000. Amends the Stevenson-Wydler Technology Innovation Act of 1980 to reflect the provisions of this Act with respect to strategic plans, experimental Federal waivers, and time required for approval. Requires the Director of NNSA to obligate funds in certain percentage amounts each fiscal year for cooperative research and development agreements, or similar cooperative, cost-shared research partnerships with non-Federal organizations.

Private Sector Research and Development Investment Act of 2001 - Amends the Internal Revenue Code to permanently extend and modify the research credit. Directs the Secretary of the Treasury to assist small and start-up businesses in complying with the requirements of such credit.

Nuclear Energy Electricity Supply Assurance Act of 2001 - Price-Anderson Amendments Act of 2001 - Amends the Atomic Energy Act of 1954 to extend the indemnification authority of the Nuclear Regulatory Commission (NRC) with respect to licensees and nonprofit educational institutions. Makes such authority permanent with respect to Department of Energy (DOE) contractors. Revises guidelines pertaining to: (1) licensee insurance premiums; and (2) liability and indemnification limits. Limits any civil penalty for a tax-exempt nonprofit contractor, subcontractor, or supplier to the amount of the performance fee paid by the Secretary. Amends the Department of Energy Organization Act to add two Assistant Secretaries of Energy to serve, respectively, as Director of: (1) the Office of Science; and (2) the Office of Nuclear Energy, Science, and Technology. Instructs the Secretary of Energy to establish or continue programs administered by the Office of Nuclear Energy, Science, and Technology, including: (1) specified nuclear energy research and technology programs; (2) investments to increase electricity capacity at commercial nuclear plants; (3) continued domestic capability for uranium mining, conversion, and enrichment industries; and (4) university nuclear engineering education research and infrastructure. Amends the USEC Privatization Act to prohibit the Secretary from selling surplus natural uranium and conversion services through 2006. Requires the sale of uranium hexaflouride. Authorizes the Secretary to proceed to place the Portsmouth gaseous diffusion plant into cold standby condition for a five-year period. Mandates a program to: (1) demonstrate the NRC Early Site Permit process; (2) evaluate opportunities for completion of partially constructed nuclear plants; (3) assess opportunities for Generation IV reactors; and (4) research potential licensing issues associated with new reactor technologies and designs. Declares electricity generated by a nuclear plant to be an environmentally preferable product. Conditions Federal funding for a domestic or international organization that supports electricity production facilities upon inclusion of emission-free electricity production facility projects that use nuclear fuel. Establishes the Office of Spent Nuclear Fuel Research to implement a research and development program pertaining to treatment, recycling, and disposal of high-level nuclear radioactive waste and spent nuclear fuel. Directs the Secretary to: (1) conduct an advanced fuel recycling technology research and development program to further the availability of electrometallurgical technology as a proliferation-resistant alternative to aqueous reprocessing in support of evaluation of alternative national strategies for spent nuclear fuel and Generation IV advanced reactor concepts; and (2) establish the Advanced Accelerator Applications Program. Amends the Atomic Energy Act of 1954 to: (1) revise certain commercial license requirements; (2) repeal restrictions pertaining to foreign ownership of commercial licensees; and (3) grant firearms and arrest authority to employees of NRC licensees.

State Water Sovereignty Protection Act - Directs the United States, when it seeks to appropriate water or acquire a water right in a State, to be subject to all procedural and substantive laws of that State relating to its water rights and uses. Gives consent to join the United States in any State proceeding relating to the allocation or use of a water right. Subjects management and control of water in a State to the laws of such State. Delegates to each State the authority to regulate water. Allows the United States to exercise management and control of water in a State only in compliance with that State's laws. Subjects the United States to the imposition of costs and fees in a proceeding to the same extent as a private person.

National Energy Security Act of 2001 - Mandates Federal studies and reports to Congress regarding specified national energy needs and resources. Prescribes research and development programs pertaining to designated energy technologies. Outer Continental Shelf Deep Water and Frontier Royalty Relief Act - Amends the Outer Continental Shelf Lands Act to authorize the Secretary of the Interior to reduce or eliminate the royalty or net profit share set forth in leases in the Western, Eastern and Central Planning Areas of the Gulf of Mexico. Mandates that: (1) Federal oil or gas royalties accruing to the United States under any lease or permit be paid in kind in oil or gas; and (2) such royalty-in-kind oil be transferred to the Secretary of Energy to fill the Strategic Petroleum Reserve. Federal Oil and Gas Lease Management Improvement Act of 2000 (sic) - Mandates transfer to a State, upon its request, of Federal authority over oil and gas lease operations on Federal land within the State. Directs the Secretary, when the price of West Texas Intermediate crude oil or natural gas reach certain levels, to grant a specified credit against the payment of royalties on oil and gas exploration and development on Federal land and the Outer Continental Shelf in order to encourage those activities. Price-Anderson Amendments Act of 2001 - Establishes Federal grant programs for incentive payments for nuclear energy technology and research. Arctic Coastal Plain Domestic Energy Security Act of 2001 - Prescribes leasing guidelines for the Arctic Coastal Plain (Arctic National Wildlife Refuge) for private sector oil and gas exploration, development, and production, including rights-of-way and easements for oil and gas transportation. Establishes Federal grant programs for: (1) local governmental use of alternative fuel vehicles; and (2) residential renewable energy. Hydroelectric Licensing Process Improvement Act of 2001 - Delineates mandatory factors for consideration by Federal agencies in connection with hydroelectric power licensing procedures. National Electric Reliability Act - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve an Electric Reliability Organization, which shall adopt standards for the reliable operation of a bulk power system. Amends the Public Utility Regulatory Practices Act of 1978 to repeal the requirement that an electric utility enter into a new contract to purchase or sell electric energy or capacity pursuant to requirements governing cogeneration and small power production. Public Utility Holding Company Act of 2001 - Repeals the Public Utility Holding Company Act of 1935. Deems State actions to support emission-free electricity sources to be control measures meeting Clean Air Act requirements and included in a State Implementation Plan.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Provides that the certification of cooperation of Mexico with U.S. counterdrug efforts shall not be required in FY 2001 in order that certain limitations on bilateral and multilateral development assistance under the Foreign Assistance Act of 1961 shall not apply to Mexico in FY 2001.

Teacher Recruitment, Development, and Retention Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants for: (1) State teacher recruitment centers, to State educational agencies (SEAs); (2) teacher internship programs, to SEAs and local educational agencies; and (3) mobile professional development teams, to SEAs.

Home Health Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to eliminate a specified 15 percent reduction in cost and per beneficiary limits with respect to payment rates for home health services under the Medicare prospective payment system (PPS). Directs the Secretary of Health and Human Services to increase payment by ten percent for home health services furnished in a rural area on or after April 1, 2001; but prohibits the Secretary from reducing the standard PPS amount (or amounts) applicable to such services furnished during a period to offset the payment increase resulting from such requirement.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Strong Character for Strong Schools Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to eligible entities in partnerships to design and implement State and local character education programs incorporating the elements of caring, civic virtue and citizenship, justice and fairness, respect, responsibility, and trustworthiness, as well as any other elements deemed appropriate by the members of the eligible entity, and any additional elements defined after consultation with the schools and communities served.

Small Business Energy Emergency Relief Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to assist small businesses that have suffered or are likely to suffer substantial economic injury as the result of a sharp and significant increase in the price of heating fuel. Prohibits any such loan from being made if the total amount outstanding and committed to the borrower would exceed $1.5 million, unless the applicant is a major source of employment in its surrounding area. Requires, for such assistance: (1) a declaration of a disaster by the President or the SBA Administrator; or (2) a certification from the governor of the State that its small businesses have suffered such economic injury and are in need of assistance which is not otherwise available.

Vietnam Veterans Memorial Education Act - Authorizes the Vietnam Veterans Memorial Fund, Inc., to construct a temporary education center for educating people about the Memorial. Requires the center to remain for ten years, after which Congress may reevaluate the continuing need for the center. Sets forth conditions for the use of excess coin funds under the United States Veterans Commemorative Coin Act of 1993 in the construction of such center, including that the Fund provide detailed information with respect to the use of such funds.

National Laboratories Partnership Improvement Act of 2001- Instructs the Secretary of Energy to: (1) establish a Technology Infrastructure Program to improve the ability of the National Laboratories to support department missions; (2) provide specified maximum funding among up to ten National Laboratories selected to conduct Technology Infrastructure Program Pilot Programs; (3) require the Director of each National Laboratory to establish a small business advocacy and assistance program; and (4) establish a Technology Transfer Coordinator within the Office of Policy, for oversight and policy development of DOE technology transfer activities. Amends the Department of Energy Organization Act to authorize the Secretary to enter into transactions with public and private entities for research, development, or demonstration projects. Directs the Secretary to determine whether it is reasonable to ensure whether each contractor operating a National Laboratory or facility has policies and procedures that do not create disincentives to the transfer of scientific, technical, and business personnel among the contractor-operated National Laboratory or facilities.

Department of Energy University Nuclear Science and Engineering Act - Instructs the Secretary of Energy, acting through the Office of Nuclear Energy Science and Technology, to support a program to maintain the nation's human resource investment and infrastructure in nuclear sciences and engineering. Directs the Secretary to: (1) promote interactions between university and Department of Energy (DOE) laboratories; and (2) provide student fellowships at DOE nuclear science laboratories. Authorizes appropriations through FY2006 that target: (1) graduate and undergraduate fellowships; (2) junior faculty research initiation grant programs; (3) nuclear engineering and education research programs; (4) communication and outreach related to nuclear science and engineering; (5) refueling research reactors and instrumentation upgrades; (6) re-licensing assistance; (7) reactor research and training award program; and (8) university-DOE laboratory interactions.
