Zuni-Cibola National Historical Park Establishment Act of 1988 - Establishes the Zuni-Cibola National Historical Park in New Mexico. Authorizes the Secretary of the Interior to acquire through donation a leasehold interest in lands within such park. Provides for the management of the park by the Secretary. Authorizes the Secretary to accept concurrent jurisdiction from the Pueblo of Zuni with respect to law enforcement within the park. Sets forth requirements with respect to Federal agency activities affecting the park. Establishes the Zuni-Cibola National Historical Park Advisory Commission within the Department of the Interior. Provides that such commission shall consult with the Director of the National Park Service in the planning, management, and administration of the park. Directs the Secretary to develop and transmit to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources a management plan for the park. Includes the Zuni-Cibola National Historical Park as an area to be accessed by the Masau Trail. Authorizes appropriations.

Amends the National School Lunch Act to require that eligibility for free lunches under the school lunch program be based on the nonfarm income poverty guidelines prescribed by the Office of Management and Budget.

Spanish Colonization Commemorative Act of 1988 - Authorizes the Secretary of the Interior, acting through the National Park Service, to conduct a study to determine whether the San Gabriel National Historic Landmark should be designated as a national historic site. Requires the Secretary to cooperate with the San Juan Pueblo in conducting such study. Requires the Secretary, with the assistance of the Spanish Colonial Research Center, to conduct a study to determine the historical significance of the Los Luceros Hacienda in northern New Mexico. Authorizes the Secretary to conduct a study with regard to the establishment of a first colonization interpretive center in New Mexico. Requires such center to be located on a national historic site, landmark area, or other appropriate location and be managed by the National Park Service. Authorizes appropriations.

Prohibits the importation of any products of Panama. Prohibits the exportation to Panama of any U.S. goods or technology, except for medicine and humanitarian assistance. Requires the President to notify the Government of Panama that he will order the revocation of the rights of any air carrier to provide service pursuant to any aviation agreement between the United States and Panama. Requires the President to direct the Secretary of Transportation to: (1) revoke such rights; (2) refuse to permit any U.S. air carrier to provide service between the United States and Panama; (3) prohibit the landing in the United States of any foreign air carrier owned by the Panamanian Government or any aircraft of a foreign air carrier that has taken off from Panama within the preceding 48 hours; and (4) prohibit the takeoff and landing in Panama of any aircraft of any air carrier owned or controlled by a U.S. national or corporation. Allows exceptions to such prohibitions in emergency situations. Prohibits any depository institution from transferring any funds to any financial institution located in, or organized under the laws of, Panama. Suspends the sanctions required by this Act for any period during which the President certifies to the Congress that progress toward genuine democracy has been achieved in Panama. Specifies that nothing in this Act shall be deemed to affect the status of the 1977 Panama Canal Treaty or related agreements, or the 1977 Treaty Concerning the Permanent Neutrality and Operation of the Panama Canal.

Disapproves the President's certification for U.S. assistance to Mexico under provisions of the Foreign Assistance Act of 1961 relating to countries that fail to take adequate measures to prevent narcotic drugs and other controlled substances from being sold illegally within the jurisdiction of such country to U.S. Government personnel or from entering the United States unlawfully.

Declares that any settlement in Afghanistan must: (1) provide for Afghan self-determination; (2) outline a definite timetable for the complete withdrawal of Soviet troops; and (3) provide for the safe return of refugees. Urges the President to support a solution acceptable to the Afghan resistance, insist on the withdrawal of Soviet advisers with the troops, require the Soviets to terminate all forms of military assistance to the Kabul regime, and ensure continued international assistance to the Afghan refugees until all Soviet bloc forces have been withdrawn. Expresses the Senate's: (1) support for increased U.S. humanitarian assistance to the Afghan people during and following a Soviet withdrawal; (2) support for a United Nations-sponsored peacekeeping force; and (3) belief that the U.S. Government should not restrict assistance to the Afghan resistance until it is clear that the Soviets have ended their occupation and that the majahadeen can maintain its integrity during the transition period leading to new elections.

Canadian Free Trade Agreement Incentive Equalization Act - Amends the Internal Revenue Code to repeal the windfall profit tax on domestic crude oil. Treats certain geological and geophysical costs as intangible drilling and development costs that a taxpayer may elect either to capitalize or to deduct for income tax purposes. Exempts oil and gas wells from the application of the net income limitation on percentage depletion. Revises the percentage depletion allowance applicable to oil and gas wells, retaining a 15 percent minimum, but increasing the percentage incrementally (to a maximum of 30 percent) as the average annual removal price falls below $20. Permits a percentage depletion income tax deduction for proven oil and gas wells that have been transferred to a new owner. (Current law disallows the deduction after such a transfer.) Applies the exemption of stripper well oil from the windfall profit tax after a transfer of such a well to a new owner. (Current law disallows the exemption after such a transfer.) Repeals provisions that tax as ordinary income any gains from dispositions of oil, gas, or geothermal wells. Establishes a marginal production income tax credit for producers who maintain economically unproductive oil wells. Applies the credit to domestic crude that is: (1) from stripper well property; (2) heavy oil; or (3) oil recovered through a tertiary recovery method. Fixes the credit at ten percent of the qualified cost (determined in accordance with a formula set forth in this Act) of each barrel produced by the producer during the tax year. Provides for the carryback and carryforward of unused credits. Creates a crude oil and natural gas exploration and development tax credit as a component of the general business credit. Allows a five percent credit for qualified investments exceeding $10,000,000, ten percent for those of $10,000,000 or less. Permits the credit as an offset against the taxpayer's minimum tax liability. Directs the President to: (1) establish a National Oil Import Ceiling, that level (not to exceed 50 percent) above which foreign crude oil and petroleum products as a share of U.S. oil consumption shall not rise; and (2) prepare and submit to the Congress with the presidential budget an annual report containing three-year projections with respect to both domestic oil and gas demand and production, and crude oil and petroleum product imports, including certification as to whether the imports will exceed the ceiling level. Grants to the Congress ten continuous session days after submission of the projections to review them and to determine whether violations of annual ceiling levels will occur. Declares the presidential certification binding after the ten days, unless the Congress disapproves or modifies it by joint resolution. Requires the President, if the ceiling level will be exceeded, to submit to the Congress legislation to serve as an Energy Production and Oil Security Policy, which, if enacted, would prevent imports from exceeding the ceiling level. Authorizes the plan to include: (1) an oil import fee; (2) energy conservation actions; (3) expansion of the Strategic Petroleum Reserves; and (4) production incentives for domestic oil and gas. Repeals provisions that identify intangible drilling costs as a tax preference item for purposes of determining alternative minimum tax liability. Increases from 65 to 100 percent the taxable income limitation on the percentage depletion deduction for oil and gas property. Conditions the implementation of certain provisions of this Act upon enactment of the implementing legislation for the U.S.-Canada Free Trade Agreement.

Expresses the sense of the Congress that the people of the United States should purchase U.S. products and services whenever possible. Urges the President, the State Governors, and the mayors of municipalities to issue proclamations calling upon the people to promote this policy with appropriate ceremonies and activities. Requests that leaders of civic and consumer organizations, and of the mass media, assist in: (1) promoting awareness of the importance of selecting U.S. goods and services; and (2) identifying such American goods and services, and the merchants from whom they may be acquired. Requests and encourages U.S. producers and manufacturers to make every effort to label and advertise the U.S. origin of such goods.

Authorizes the Vietnam Women's Memorial Project, Inc., to construct a statue of a woman Vietnam veteran within the Vietnam Veterans Memorial site in Washington, D.C., to honor and recognize the women of the U.S. armed forces who served in the Vietnam conflict. Subjects the location and design of the statue to approval by the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Expresses the sense of the Congress that: (1) the addition of the statue is well within the intent of the law authorizing the establishment of the Memorial; and (2) after the addition of such statue, such Memorial will be complete and no further additions to the site should be authorized or undertaken.

Amends the Internal Revenue Code to increase from $45,000,000 to $60,000,000 the amount permissible in the Boat Safety Account in the Aquatic Resources Trust Fund without triggering a prohibition of transfers into the Account from the Highway Trust Fund for FY 1988 and thereafter. Extends from April 1, 1989, to October 1, 1999, the date before which expenditures may be made from the Boat Safety Account for recreational boating safety programs. Grants the Secretary of the department in which the Coast Guard is operating liquidating contract authority with respect to State recreational boating safety programs in an amount equal to one-half (currently two-thirds) of the amount of motorboat fuel taxes transferred to the Boat Safety Account in FY 1988 and thereafter. Increases from one-third to one-half the portion of such funds available for Coast Guard services in connection with recreational boating safety services. Prohibits fiscal year expenditures for Coast Guard expenses from exceeding those for State boating safety programs generally. Amends Federal law to permit a State to use contributions of funds, materials, lands, and services to carry out certain fish restoration and management projects in lieu of paying its share of the activity.

Federal Child Care and Child Development Coordination Act of 1988 - Title I: National Council on Children's Issues - Establishes the National Council on Children's Issues. Includes among the Council's functions coordinating Federal programs affecting children and serving as an advocate for children. Requires Federal agencies to report to the Council. Requires the Council to report annually to the President. Authorizes appropriations to carry out this title for FY 1988. Title II: Child Care Grant Program - Authorizes the Secretary of Health and Human Services to make grants to States for authorized child care program activities. Authorizes appropriations for such purpose for FY 1989 through 1992. Sets forth allotment provisions. Sets forth entities which are eligible providers of child care for purposes of this title. Allows such grants to be used to: (1) provide child care services to low- and moderate-income parents, with appropriate fee schedules; (2) establish and operate neighborhood child care centers, after school child care programs and provide the startup cost of onsite child care offered by small business concerns; (3) establish programs to recruit and train senior citizens as child care workers; (4) assist eligible providers and family-based child care providers to meet State licensing standards; and (5) coordinate programs assisted under this title with child care programs operated or assisted by the State and with federally-assisted child care programs, including specified types of programs, so as to increase the hours of operation for such services. Sets forth requirements for State plans for use of grant funds. Sets forth application requirements for eligible providers to receive grants from States under this title. Requires State agencies to evaluate projects under this title and report to the Secretary, who shall summarize such evaluations for the Congress. Title III: Child and Dependent Care Credit - Amends the Internal Revenue Code to provide for phasing out the child and dependent care tax credit for adjusted gross incomes above a specified level.

Amends the Internal Revenue Code with respect to the excise tax on diesel and aviation fuels. Declares the tax inapplicable in connection with sales of these fuels for use on a farm for farming purposes. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.)

Uranium Mill Tailings Remedial Action Amendments Act of 1987 - Amends the Uranium Mill Tailings Radiation Control Act of 1978 to authorize the Secretary of the Interior to transfer permanently to the Secretary of Energy public lands under the jurisdiction of the Bureau of Land Management in the vicinity of certain processing sites. Prohibits such transfer until the Secretary of Energy complies with certain National Environmental Policy Act requirements regarding site selection for the permanent disposition and stabilization of residual radioactive materials. Requires the Secretary of Energy to obtain the appropriate State's consent before acquiring lands upon which there is no: (1) designated processing site; or (2) active uranium mill operation. Terminates the Secretary of Energy's authority to perform remedial action on September 30, 1994. Provides that the Secretary's authority to perform groundwater restoration activities is without limitation.

Amends the Archeological Resources Protection Act to direct the Secretaries of the Interior, Agriculture, and Defense and the Chairman of the Board of the Tennessee Valley Authority to survey the archeological resources under their jurisdiction and develop documents for reporting violations of such Act.

Indian Housing Act of 1987 - Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to make loans to Indian housing authorities (IHA) for lower income housing projects. Authorizes the Secretary to make annual contributions to IHA projects to: (1) maintain their lower income character; and (2) provide operating funds. Provides that specified IHA-issued obligations shall be backed by the Secretary and federally nontaxable. Authorizes a comprehensive Indian housing grant program. Sets forth program provisions. Limits the percentage of housing under this Act available to other than very low-income families. Sets forth conditions for demolition of IHA projects.

Comprehensive Federal Law Enforcement Improvements Act of 1987 - Title I: Special Improvements - Allows Federal agencies to provide travel and transportation expenses to newly appointed law enforcement officers. Authorizes investigators of the Offices of Inspector General to: (1) conduct investigations concerning any violation of U.S. law relating to the programs, personnel, or operation of a Federal department, agency, or administration; (2) obtain and serve subpoenas and summonses; (3) obtain and execute search and arrest warrants; (4) carry firearms; and (5) make lawful warrantless arrests. Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase the basic level of public safety officer death benefits. Removes the requirement that parent beneficiaries be dependents of the deceased officer. Authorizes the Comptroller General to assign General Accounting Office (GAO) employees special investigative duties with respect to Federal programs and activities. Grants the Comptroller General subpoena power in such investigations. Provides increased criminal penalties for assaulting certain GAO personnel. Provides criminal penalties for obstructing GAO audits or investigations. Amends the Federal Torts Claim Act to include GAO investigators within the definition of "investigative or law enforcement officer." Title II: National Advisory Commission on Law Enforcement - Establishes the National Advisory Commission on Law Enforcement to study the methods and rates of compensation of law enforcement officers. Requires the Commission to report the results of such study to the President and the Congress within six months of enactment of this Act. Terminates the Commission upon adjournment of the 100th Congress.

Biotechnology Competitiveness Act of 1987 - Title I: National Center for Biotechnology Information - Amends part D (National Library of Medicine) of title IV of the Public Health Service Act to establish the National Center for Biotechnology Information to focus and expand the collection, storage, retrieval, and dissemination of the results of biotechnology research by information systems and to support the development of new information technologies regarding the molecular processes that control health and disease. Authorizes appropriations for FY 1989 through 1993. Title II: National Biotechnology Policy Board and Advisory Panel - Subtitle A: National Biotechnology Policy Board - Establishes in the executive branch a National Biotechnology Policy Board to review and appraise programs and activities relating to biotechnology and to submit recommendations to the President and the Congress. Sets forth reporting requirements. Requires the Biomedical Ethics Board to review, prior to publication, reports issued by the Board and advisory panels the Board establishes. Authorizes appropriations. for FY 1989 through 1993. Subtitle B: Human Genome Research and Development - Establishes a National Advisory Panel on the Human Genome to advise the Board on matters concerning the mapping and sequencing of the human genome. Sets forth reporting requirements.

Amends the Second Supplemental Appropriation Act, 1961 to require that annual rent at fair market value be paid for leasing certain Isleta Pueblo Indian tribal lands in New Mexico for a seismological laboratory. Provides for five-year periodic review and readjustment of the rental rate.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to extend for one year the operation of provisions continuing disability insurance benefit payments during administrative appeal of terminations of such benefits.
