National Future Farmers of America Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue gold and silver coins in commemoration of the National Future Farmers of America Organization and the 85th anniversary of such Organization. Authorizes the issuance of coins under this Act only for a one year period, beginning on January 1, 2012. Requires all sales of coins minted under this Act to include a surcharge of $25 per gold coin and $10 per silver coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Future Farmers of America Foundation in Indianapolis, Indiana, for the creation of an endowment to enhance and expand programs that encourage the development of leadership skills, personal growth, and career success through agricultural education and the Future Farmers of America.

Carbon Storage Stewardship Trust Fund Act of 2009 - Makes the Secretary of Energy responsible for the long-term stewardship of a carbon dioxide storage facility upon the issuance of a certificate of closure for the facility. Authorizes a state to request that the stewardship of a facility located in the state be transferred to the state. Directs the Secretary, in coordination with the Administrator of the Environmental Protection Agency (EPA), to establish standards for monitoring, measurement, verification, and site remediation activities necessary to protect health, safety, and the environment during such stewardship. Establishes in the Department of Energy (DOE) the Carbon Storage Stewardship and Trust Fund Program. Directs the Secretary to require operators of carbon dioxide storage facilities to: (1) maintain adequate liability insurance during the phases of the facility through receipt of a certificate of closure; and (2) pay a risk-based fee for each ton of carbon dioxide injected by the facility into geological storage units. Establishes in the Treasury a Carbon Storage Trust Fund, which shall be used to pay long-term stewardship costs, Program administrative costs, and civil claims brought against a facility after closure. Sets forth provisions concerning limitations on, funding of, and adjudication of such claims.

United States Optimal Use of Trade to Develop Outerwear and Outdoor Recreation Act or U.S. OUTDOOR Act - Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain recreational performance outerwear. Establishes the Sustainable Textile and Apparel Research Fund (STAR Fund). Requires the Secretary of the Treasury to impose and collect, with specified exceptions, a fee of 1.5% of the appraised value of imported recreational performance outerwear and to deposit amounts collected into the STAR Fund. Requires the Secretary of Commerce to make quarterly distributions from the STAR Fund to one or more appropriate organizations to conduct applied research, development, and education activities to enhance the competitiveness of U.S. businesses in clean, eco-friendly apparel, other textile and apparel products, and sewn-product design and manufacturing.

Military and Overseas Voter Empowerment Act - Amends the Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA) to require states to establish procedures for: (1) absentee uniform services voters and overseas voters to request and, states to send, federal election voter registration applications and absentee ballot applications by mail, electronically, and by facsimile; (2) transmittal of blank absentee ballots by mail, online, and by facsimile to absentee uniformed services voters and overseas voters; and (3) ensuring absentee uniformed services voters and overseas voters have time to vote. Directs the presidential designee to establish procedures for: (1) collecting marked absentee ballots of absentee overseas uniformed services voters in regularly scheduled federal general elections; and (2) delivering them to the appropriate state election officials. Authorizes the use of federal write-in absentee ballots in general, special, and runoff elections for federal office, and promotion and expansion of use of such ballots as a back-up measure. Prohibits refusal to accept otherwise valid voter registration and absentee ballot applications, marked absentee ballots, and federal write-ins absentee ballots for failure to meet technical requirements. Directs the presidential designee to develop standards for training, supporting, and emphasizing Voting Assistance Officers under the Federal Voting Assistance Program of the Department of Defense (DOD): (1) for all members of the uniformed services; and (2) on all installations and facilities of the uniformed services in the United States and overseas. Requires each state and the Secretary of Defense jointly to develop and implement procedures for persons to apply to register to vote at DOD pay, personnel, and identification offices. Requires the presidential designee to develop standards for states to report data on the number of absentee ballots transmitted and received and for storage of the data. Amends the Help America Vote Act of 2002 to require: (1) a state to use a requirements payment made using certain funds only to meet specified UOCAVA requirements; and (2) the state plan to describe how the state will use such requirements payment to meet UOCAVA requirements. Directs the presidential designee to establish one or more pilot programs to test the feasibility of new election technology for the benefit of absent uniformed services voters and overseas voters claiming UOCAVA rights.

Highway Investment Protection Act - Requires the Director of the Office of Management and Budget (OMB) to transfer remaining unobligated stimulus funds under the American Recovery and Reinvestment Act of 2009 to the Highway Trust Fund (HTF) to ensure its solvency through FY2010. Amends the Internal Revenue Code to extend the expenditure authority of the HTF through FY2010.

Clean, Affordable, and Reliable Energy Act of 2009 - Establishes the American Renewable and Alternative Energy Trust Fund to support specified energy grants, incentives, technologies, and activities. Amends the Nuclear Waste Policy Act of 1982 with respect to: (1) the Nuclear Waste Fund budget status; (2) use of such Fund for grants to or contracts with private-sector entities for the recycling of spent nuclear fuel. Prohibits the Nuclear Regulatory Commission (NRC) from denying a license, permit, or other authorization under the Atomic Energy Act of 1954 because of insufficient spent nuclear fuel or high-level radioactive waste disposal capacity. Establishes an interagency working group to promote the increase of domestic manufacturing capacity and the export of domestic nuclear energy products and services. Amends the Energy Independence and Security Act of 2007 to repeal a certain requirement for federal purchases of alternative or synthetic fuel. Limits to 25 years the maximum multiyear contract authority of the Secretary of Defense for fuel derived from coal, oil shale, and tar sands. Amends the Cooperative Forestry Assistance Act of 1978 regarding the cancellation or termination costs of U.S. Forest Service stewardship multiyear contracts. Strengthening America's Science and Technology Education Act - Directs the Secretary of Energy to make research grants to institutions of higher education and other institutions for science and technology education, including certain scholarships and fellowships. Prescribes requirements for allocation of outer continental shelf (OCS) receipts from oil and gas leasing planning areas to adjacent states and their coastal political subdivisions. Deems approved as a final oil and gas leasing program The Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015, issued by the Secretary of the Interior (Secretary). Directs the Secretary to conduct annual OCS lease sales in specified Planning Areas. Repeals the Gulf of Mexico Energy Security Act of 2006. American Energy Independence and Price Reduction Act - Instructs the Secretary to conduct an oil and gas leasing program within the Coastal Plain of the Arctic National Wildlife Refuge (ANWR) in Alaska. Requires distribution of 50% of leasing revenues to the state of Alaska. Establishes a Coastal Plain Local Government Impact Aid Assistance Fund. Directs the Secretary to offer certain public lands for leasing for research, commercial exploration, development, and production of oil shale resources. Revises requirements for natural gas pipeline integrity reassessment intervals based on risk. Amends the Clean Air Act to: (1) require a study of small refineries; and (2) redefine air pollutant to exclude carbon dioxide, methane from agriculture or livestock, or water vapor. Directs the Secretary to establish a separate Alaska Offshore Continental Shelf Coordination Office. Amends the Endangered Species Act of 1973 to: (1) require temporary exemption from critical habitat prohibitions of certain actions to avoid or ameliorate the impact of a declared emergency; and (2) prohibit the consideration of the impact of a greenhouse gas upon fish, wildlife, or plants. Revises requirements for completion and review of environmental impact statements. Declares new source review requirements inapplicable to routine maintenance, repairs, and replacement of equipment at facilities in compliance with requirements of the Administrator of the Environmental Protection Agency (EPA). Directs the Secretary to develop a methodology to conduct a national assessment of capacity for carbon dioxide. Amends the Internal Revenue Code to: (1) allow new tax credits for the cost of obtaining a certification under the American Society of Mechanical Engineers (ASME) Nuclear Component Certification program, for investments in property for producing energy from an advanced nuclear power facility or from clean-coal equipment, for investment in nuclear power manufacturing projects or equipment, and for home energy audit expenses; (2) make permanent the tax credits for nonbusiness energy property, for gas produced from biomass, and for synthetic fuels produced from coal; (3) extend the excise tax credit for alternative fuels; (4) extend tax credits for alternative fuel vehicles, alternative fuel vehicle refueling property expenditures, new qualified plug-in electric drive vehicles, new energy efficient home expenditures, and energy efficient appliances; (5) extend the tax deduction for energy efficient commercial buildings; and (6) allow bonus depreciation of coal-to-liquid plant property. Describes the following as acts that unreasonably burden and discriminate against interstate commerce. Prohibits states, political subdivisions, and any other taxing authority from: (1) assessing natural gas pipeline property at a value that has a higher ratio to its true market value than the ratio used to assess other commercial and industrial property in the same assessment jurisdiction; (2) levying or collecting a tax on such an assessment; (3) levying or collecting an ad valorem property tax on natural gas pipeline property at a rate that exceeds the rate applicable to commercial and industrial property in the same assessment jurisdiction; or (4) imposing any other tax that discriminates against a natural gas pipeline providing transportation subject to the jurisdiction of the Federal Energy Regulatory Commission (FERC).

Declares that failure to comply with this requirement shall give rise to a point of order in either chamber of Congress. Specifies procedures for disposition of such point of order in the Senate.

Establishes the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Directs the President to designate two Commission co-chairpersons. Requires the Commission to: (1) establish a systematic method for assessing the effectiveness and accountability of agency programs; (2) divide such programs into four equal budgetary parts; (3) evaluate executive agencies and their programs identified in each unit identified in the assessment; and (4) submit to Congress each of the next four years a plan recommending agencies and programs that should be realigned or eliminated and proposing implementing legislation. Provides for expedited consideration of such legislation.

Home Buyer Tax Credit Act of 2009 - Amends the Internal Revenue Code to replace the current tax credit for first-time homebuyers with a one-time credit for 10% of the purchase price of a principal residence, up to $15,000. Requires repayment of credit amounts if the taxpayer sells or fails to occupy the residence within 24 months after the date of purchase.

Rewarding Achievement and Incentivizing Successful Employees Act or the RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Prevent All Cigarette Trafficking Act of 2009 or PACT Act - Amends the Jenkins Act to: (1) include smokeless tobacco as a regulated substance; (2) impose shipping and recordkeeping requirements on delivery sellers (sellers using the telephone, mails, or the Internet) of cigarettes and smokeless tobacco; (3) require common carriers of cigarette products to obtain age and identity verification upon delivery of such products; (4) require the Attorney General to compile and publish a list of delivery sellers of cigarettes or smokeless tobacco who have not complied with the registration or other requirements of such Act; (5) increase criminal penalties and impose new civil penalties for violations of this Act; and (6) grant jurisdiction to U.S. district courts to prevent and restrain violations of this Act and direct the Attorney General to administer and enforce this Act. Amends the federal criminal code to: (1) treat cigarettes and smokeless tobacco as nonmailable and prohibit such items from being deposited in or carried through the U.S. mails (with specified exceptions, including for mailings for consumer testing); and (2) authorize officers of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to enter the premises of certain cigarette shippers to inspect records and inventories. Prohibits a tobacco product manufacturer or importer from selling or delivering in states cigarettes not in compliance with model or qualifying state statutes. Limits the applicability of this Act with respect to Indian tribes and certain tribal matters. Directs the ATF Director to create regional contraband tobacco trafficking teams and a Tobacco Intelligence Center to monitor and coordinate tobacco diversion investigations. Expresses the sense of Congress with respect to the precedential effect of this Act.

Veterans to Paramedics Transition Act - Amends the Public Health Service Act to authorize entities receiving rural emergency medical service training and equipment grants to use grant funds to provide required coursework and training to enable military veterans to satisfy emergency medical services personnel certification requirements, as determined by the appropriate state regulatory entity.

Voter Fraud Prevention Act - Amends the Help America Vote Act of 2002 to prescribe standards for paid distribution of voter registration application forms and registration requirements for organizations. Prohibits any individual from distributing, for compensation, a voter registration application form for federal elections in a state if the individual: (1) has been convicted of a felony under any state or federal law; (2) does not sign and print legibly the individual's name on the form; (3) does not provide identifying information to the proper election official; or (4) does not certify, under penalty of perjury, that he or she has not received financial compensation based on the number of voter registration application forms submitted by the individual to an election official upon completion by the applicant, and that the information provided by the individual is accurate to the best of the individual's knowledge. Excepts from this prohibition the distribution of a voter registration application form by an individual who is not compensated directly or indirectly for it. Imposes criminal penalties upon: (1) individuals not meeting such standards; and (2) anyone who employs such an individual knowingly, or who should reasonably be expected to know the individual is ineligible.

Promoting American Agricultural and Medical Exports to Cuba Act of 2009 - Prohibits the President from restricting direct transfers from a Cuban depository institution to a U.S. depository institution in payment for a product or agricultural commodity authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. Directs the Secretary of Agriculture to provide information and technical assistance to U.S. agricultural producers, cooperative organizations, or state agencies to promote U.S. agricultural exports products to Cuba. Amends the Internal Revenue Code to: (1) increase the airport ticket tax for transportation between the United States and Cuba by $1; and (2) establish in the Treasury the Agricultural Export Promotion Trust Fund. Expresses the sense of Congress that the Secretary of State should issue temporary entry visas to Cuban nationals whose itinerary documents an intent to conduct activities, including phytosanitary inspections, relating to the purchase of U.S. agricultural commodities or products. Amends the Democracy Act of 1992 to repeal the requirement for onsite verification of certain medical exports to Cuba. Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions incident to such travel. States that: (1) any regulation restricting or prohibiting such travel shall have no effect; and (2) such prohibition shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. citizens or legal residents. Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition on enforcement of rights to certain U.S. intellectual properties and such properties' transfer.

Livestock Marketing Fairness Act - Amends the Packers and Stockyards Act, 1921 to prohibit a livestock sale forward contract (with an exception for specified cooperatives) that: (1) does not contain a firm base price that may be equated to a fixed dollar amount on the contract day; (2) is not offered for open public bid; (3) is based on a formula price; or (4) provides for the sale of more that 40 cattle, 30 swine, or other livestock in a quantity as determined by the Secretary of Agriculture. Defines: (1) "firm base price" as a transaction using an external source reference price; (2) "formula price" as any price term that establishes a base from which a purchase price is calculated on the basis of a price that will not be determined or reported until a date after the forward price is established (with specified exclusions); and (3) "forward contract" as a livestock purchase contract that provides for livestock delivery to a packer at a date that is more than seven days after the date on which the contract is entered into, without regard to whether the contract is for a specified lot of livestock or a specified number of livestock over a certain period of time.

Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009 - Directs the President to submit to the appropriate congressional committees a regional strategy to guide U.S. support for multilateral efforts to eliminate the threat to civilians and regional stability posed by the Lord's Resistance Army (LRA) and to enforce the rule of law and ensure full humanitarian access in LRA-affected areas. Authorizes the President to provide assistance to respond to the humanitarian needs of populations in northeastern Congo, southern Sudan, and Central African Republic affected by LRA activity. Expresses the sense of Congress that the Secretary of State and Administrator of the United States Agency for International Development (USAID) should work with the appropriate congressional committees to increase future assistance to Uganda if the government of Uganda demonstrates a commitment to reconstruction in war-affected areas of northern and eastern Uganda. Expresses the sense of Congress that the President should support efforts by the people of northern Uganda and the government of Uganda to: (1) promote local and national reconciliation including mechanisms outlined in the Annexure to the Agreement on Accountability and Reconciliation between the government of Uganda and the LRA; and (2) assist internally displaced people, establish mechanisms for the demobilization and reintegration of former combatants, and enhance the competency of local institutions including the police.

Travel Promotion Act of 2009 - Establishes the Corporation for Travel Promotion as a nonprofit corporation that is not an agency or establishment of the U.S. government. Makes the Corporation subject to the provisions of the District of Columbia Nonprofit Corporation Act. Expresses the sense of Congress that the Corporation should not engage in lobbying activities. Requires the Corporation, among other things, to provide useful information to people interested in traveling to the United States, counter and correct misperceptions regarding U.S. entry policy, and promote U.S. travel. Requires the Corporation to establish and maintain a publicly accessible website. Establishes in the Treasury the Travel Promotion Fund. Amends the Immigration and Nationality Act to require (under current law, authorize) the Secretary of Homeland Security to establish and collect a fee for the use of an electronic data sharing system concerning the admissibility of certain aliens into the United States that will ensure recovery of the full costs of providing and administering such system. Terminates such fee following FY2014. Authorizes the Corporation to impose an annual assessment on U.S. members of the travel and tourism industry represented on the Board of Directors of the Corporation. Establishes in the Department of Commerce the Office of Travel Promotion, to be headed by a Director. Amends the International Travel Act of 1961 to require that the Office of Travel and Tourism Industries expand its research and development activities to promote international travel to the United States.

National Language Act of 2009 - Requires: (1) English to be the national language of the federal government; and (2) the federal government to preserve and enhance the role of English as the national language. Provides that no person has a right, entitlement, or claim to have the federal government act, communicate, perform or provide services, or provide materials in any language other than English, unless specifically provided by statute. Makes the English language version of a government form issued in a language other than English the sole authority for legal purposes. Declares that this Act does not prohibit the use of a language other than English.

New Frontier Congressional Gold Medal Act - Authorizes the President to present gold medals, on behalf of Congress, to: (1) the astronauts of the Apollo 11 mission to the surface of the moon, Neil A. Armstrong (the first human to walk on the moon), Edwin E. "Buzz" Aldrin Jr. (pilot of the lunar module Eagle and second person to walk on the moon), and Michael Collins (pilot of their command module Columbia) in recognition of the first lunar landing, on July 20, 1969; and (2) John Herschel Glenn, the first American to orbit the Earth, on February 20, 1962.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform and Firearms Modernization Act of 2009 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, training, and film production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Prohibits the Attorney General from electronically retrieving inactive firearms licensee information by name or personal identification code. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

Budget Enforcement Legislative Tool Act of 2009 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose, at any time and in any manner provided in this Act, the rescission of any discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; and (2) expedited consideration of such proposal.

Medal of Honor Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins emblematic of the design selected by the Secretary, after consultation with the Boards of the Congressional Medal of Honor Society and the Congressional Medal of Honor Foundation, in honor of the distinguished service of the American military men and women who have been Medal of Honor recipients. Limits the period for coin issuance to calendar year 2011. Imposes a surcharge of $35 per coin for the $5 coin and $10 per coin for the $1 coin, to be distributed to the Congressional Medal of Honor Foundation to help finance educational, scholarship, and outreach programs of the Foundation.

Debt Reduction Priority Act - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to require the Secretary of the Treasury to deposit in the Public Debt Reduction Payment Account (established by this Act) amounts received for repayment of financial assistance or payment of interest on the receipt of such assistance by an entity under the Troubled Asset Relief Program (TARP) or any program enacted by the Secretary under the authorities granted under such Act, including the Capital Purchase Program. Requires the Secretary to use amounts in the Account to pay at maturity, or to redeem or buy before maturity, any obligation of the government held by the public and included in the public debt. Reduces the public debt limit by the aggregate of amounts deposited into the Account. Excludes receipts and disbursements of the Account from consideration as new budget authority, outlays, receipts, or deficit or surplus for purposes of the President's budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985. Requires outlays and receipts of the Account to be excluded from any official statement of budget surplus or deficit totals issued by the Office of Management and Budget (OMB), the Congressional Budget Office (CBO), or any other federal agency or instrumentality.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Respecting States Rights and Concealed Carry Reciprocity Act of 2009 - Amends the federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in states that allow their residents to carry such firearms by persons who are not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid state license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their state of residence.

Unclaimed Savings Bond Act of 2009 - Directs the Secretary of the Treasury to conduct a demonstration program to: (1) identify and locate the owners of specified unredeemed U.S. savings bonds; and (2) provide bondholder location and assistance grants to states for the purpose of bond owner location and notification activities. Requires the Secretary to attempt to locate owners of specified unredeemed savings bonds for which the registered address: (1) is located in a state not participating in the demonstration program in the fiscal year in which such bond would otherwise have been referred to such state; or (2) is not located in any state. Requires the Secretary to deduct and withhold from the proceeds of any matured outstanding U.S. savings bond, on the later of the date of maturity of such bond or the date of the enactment of this Act, a tax in an amount equal to the applicable percentage of the amount which, if such bond were redeemed, would constitute interest. Includes the deemed interest amount in the bondholder's gross income.

Elder Justice Act of 2009 - Amends the Social Security Act to establish an Elder Justice program under title XX (Block Grants to States for Social Services). Establishes within the Office of the Secretary of Health and Human Services (HHS) an Elder Justice Coordinating Council (EJCC). Establishes the Advisory Board on Elder Abuse, Neglect, and Exploitation. Directs the Secretary to make grants to eligible entities to establish stationary and mobile forensic centers, to develop forensic expertise regarding, and provide services relating to, elder abuse, neglect, and exploitation. Directs the Secretary to provide incentives for individuals to train for, seek, and maintain employment providing direct care in a long-term care (LTC) facility. Directs the Secretary to make grants to LTC facilities to: (1) offer continuing training and varying levels of certification to employees who provide direct care to LTC facility residents; and (2) provide bonuses or other benefits to employees who achieve certification. Authorizes the Secretary to make grants to assist LTC facilities in offsetting the costs for standardized clinical health care informatics systems designed to improve patient safety and reduce adverse events and health care complications resulting from medication errors. Directs the Secretary to ensure that HHS: (1) provides funding to state and local adult protective services services offices that investigate reports of elder abuse, neglect, and exploitation; and (2) collects and disseminates related data in coordination with the Department of Justice. Establishes a program of annual adult protective services grants to states. Directs the Secretary to make grants to eligible entities to: (1) improve the capacity of state LTC ombudsman programs to respond to and resolve abuse and neglect complaints; and (2) conduct pilot programs with state or local LTC ombudsman offices. Directs the Secretary to establish programs to provide and improve ombudsman training for national organizations and state LTC ombudsman programs. Amends part A of SSA title XI to require each individual owner, operator, employee, manager, agent, or contractor of an LTC facility receiving certain federal support to report to the Secretary and local law enforcement entities any reasonable suspicion of crimes occurring in such facility. Requires the owner or operator of such an LTC facility to notify the Secretary and the appropriate state regulatory agency of a facility's impending closure, as well as a plan for the transfer and adequate relocation of facility residents. Directs the Secretary to study and report to the EJCC and appropriate congressional committees on establishing a national nurse aide registry.

Collegiate Housing and Infrastructure Act of 2009 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Preservation of the Second Amendment in National Parks and National Wildlife Refuges Act - Allows, except as provided under federal criminal law relating to the possession of firearms and other dangerous weapons in federal facilities, a person to possess, carry, and transport concealed, loaded, and operable firearms within a national park area or national wildlife refuge area in accordance with the laws of the state in which such area, or that portion thereof, is located.

Affordable Footwear Act of 2009 - Expresses the sense of Congress that the reduction or elimination of duties on certain imported footwear would provide significant benefits to U.S. consumers, particularly lower-income families. Amends the Harmonized Tariff Schedule of the United States to provide for the duty-free treatment of certain footwear (including children's shoes) made of rubber or plastics that are imported into the United States. Deems the outer sole of shoes made of rubber or plastics to which textile materials are attached or incorporated to be made only of rubber or plastics. Amends the Caribbean Basic Economic Recovery Act to provide footwear imported directly from Haiti into the United States with the same preferential treatment that is provided to certain imported footwear under the Dominican Republic-Central America-United States Free Trade Agreement.

Reforming an Entitlement through Premium Adjustments based on Income Resources (REPAIR) Act of 2009 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require an income-related reduction in the part D premium subsidy. Declares that, in the case of an individual whose modified adjusted gross income exceeds a certain applicable threshold amount for a month after December 2009, the monthly amount of the part D premium subsidy shall be reduced (and the monthly beneficiary premium shall be increased) by the monthly adjustment amount determined according to a specified formula.

Veterans 2nd Amendment Protection Act - Prohibits, in any case arising out of the administration of laws and benefits by the Secretary of Veterans Affairs, considering any person who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such person is a danger to himself or herself or others.
