Agricultural Protection and Prosperity Act of 2007 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Traumatic Brain Injury Act of 2008

Reauthorization of the Traumatic Brain Injury Act - Amends the Public Health Service Act to revise the national program for traumatic brain injury registries to include grants for state traumatic brain injury surveillance systems. Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) , to conduct a study to: (1) determine the incidence of traumatic brain injury and prevalence of traumatic brain injury related disability; (2) report national trends in traumatic brain injury; (3) identify common therapeutic interventions which are used for the rehabilitation of individuals with such injuries; (4) identify interventions and therapies that can prevent or remediate the development of secondary neurologic conditions related to traumatic brain injury; and (5) develop practice guidelines for such rehabilitation. Authorizes appropriations for FY2008-FY2011 for the National Institutes of Health's (NIH) trauma research program. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia (currently, only states) to improve access to rehabilitation (currently, health) and other services regarding traumatic brain injury. Requires the Administrator and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit.

America COMPETES Act or America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act - American Innovation and Competitiveness Act - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Freedom to Travel to Cuba Act of 2007 - Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel, and any regulation restricting or prohibiting such travel shall have no effect, relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions, (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision shall not: (1) apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers; and (2) authorize U.S. importation of personal consumption goods acquired in Cuba.

Endangered Species Recovery Act of 2007- Amends the Internal Revenue Code to allow certain landowners whose property contains the habitat of an endangered or threatened species and who enter into a habitat protection agreement a tax credit for costs relating to habitat protection easements and restoration. Places limits on the amount of such credit for calendar years 2008, 2009, 2010, 2011, and 2012. Directs the Comptroller General of the United States to study and report to Congress on the effectiveness of such credit. Allows a tax deduction for expenditures related to recovery plans approved by the Endangered Species Act of 1973. Excludes from gross income certain payments under: (1) the Partners for Fish and Wildlife Program authorized by the Partners for Fish and Wildlife Act; and (2) the Landowner Incentive Program, the State Wildlife Grants Program, and the Private Stewardship Grants Program authorized by the Fish and Wildlife Act of 1956.

Endangered Species Reform Act of 2007 - Amends the Endangered Species Act of 1973 to require the Secretary of the Interior to use data that are empirical or have been field-tested or peer-reviewed in any case in which such Act requires the Secretary to use the best scientific and commercial data available in the determination of a species for inclusion on the endangered or threatened species list. Requires the Secretary to determine that a species is endangered or threatened only if there is sufficient biological information to support recovery planning for the species. Specifies information required in a petition to add a species to the endangered or threatened list. Requires the Secretary to notify and provide a copy of a petition to the agency of each state in which the species is believed to occur and to solicit the assessment of such agency as to whether the petitioned action is warranted. Directs the Secretary, upon publication of a proposed regulation determining an endangered or threatened listing, to make publicly available all information on which the determination is based, as well as all information relating to the species that does not support such determination (with an exception for disclosures protected under the Freedom of Information Act or the Privacy Act). Requires the Secretary to promulgate regulations that establish criteria that must be met for scientific and commercial data to be used as the basis for a determination that a species is endangered or threatened.

National Breast and Cervical Cancer Early Detection Program Reauthorization Act of 2007 - Amends the Public Health Service Act to change from 2000 to 2020 the target year for achieving the objectives established by the Secretary of Health and Human Services for reductions in the rate of mortality from breast and cervical cancer in the United States for the committee coordinating Public Health Service activities. Directs the Secretary to establish a demonstration project which allows the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to waive, for two-year periods, requirements for awarding breast and cervical cancer grants that specify the percentage of grant funds to be spent on screening and referrals for medical treatments if certain requirements are met, including: (1) the state involved will use the waiver to leverage private funds to supplement screening and referral services or the application of such requirements would result in a barrier to the enrollment of women; and (2) the Secretary finds that granting such a waiver to a state will not adversely affect the quality of such services. Allows the Secretary to extend a waiver if the waiver requirements are and have been met. Requires the Secretary to include information on waivers as part of the evaluations of the activities carried out pursuant to breast and cervical cancer grants.

Competitive and Fair Agricultural Markets Act of 2007 - Amends the Agricultural Fair Practices Act of 1967 to define specified terms. Establishes within the Department of Agriculture the Office of Special Counsel for Competition Matters, which shall be headed by a Special Counsel for Competition Matters. States that the Office shall: (1) investigate and prosecute violations of this Act and the Packers and Stockyards Act, 1921; (2) serve as a liaison between the Department and the Department of Justice and the Federal Trade Commission (FTC) with respect to competition and trade practices in the food and agricultural sector; and (3) maintain a staff of attorneys and other appropriate professionals. Prohibits unfair or deceptive agricultural commerce acts or practices respecting: (1) crops; (2) producer associations; and (3) agricultural production and marketing contracts. Sets forth agricultural and production contract and enforcement provisions. Amends the Packers and Stockyards Act, 1921 to eliminate the "slaughter" requirement from the definitions of "poultry grower," "poultry growing arrangement," and "live poultry dealer." States that the term "poultry grower" does not include an employee of such grower. Extends: (1) administrative enforcement authority to live poultry dealers; and (2) temporary injunction or restraining order authority to instances of poultry care. Increases the maximum civil penalty for violations by live poultry dealers. States that it shall be an unlawful practice to engage in an unfair or discriminatory practice or device or to control or manipulate prices regardless of whether the practice, device, or course of business causes a competitive injury or otherwise adversely effects competition, and regardless of any alleged business justification.

Mental Health Parity Act of 2007 - Amends the Employee Retirement Income Security Act (ERISA) and the Public Health Service Act to require a group health plan that provides both medical and surgical benefits and mental health benefits to ensure that: (1) the financial requirements applicable to such mental health benefits are no more restrictive than those of substantially all medical and surgical benefits covered by the plan, including deductibles and copayments; and (2) the treatment limitations applicable to such mental health benefits are no more restrictive than those applied to substantially all medical and surgical benefits covered by the plan, including limits on the frequency of treatments or similar limits on the scope or duration of treatment. Prohibits the plan from establishing separate cost sharing requirements that are applicable only with respect to mental health benefits. Excludes from the requirements of this Act any group health plan: (1) for an employer with not more than 50 employees; or (2) whose costs of compliance with this Act increase the total costs of coverage by more than a specified percentage. Supersedes any provision of state law that establishes, implements, or continues in effect any standard or requirement that differs from the requirements of this Act, except for laws relating to the individual insurance market or small employers. Requires the Comptroller General to study the effect of this Act on the cost of health insurance coverage, access to such coverage, the quality of health care, and the impact on benefits and coverage for mental health and substance abuse.

Head Start for School Readiness Act

Head Start Improvements for School Readiness Act - Amends the Head Start Act to revise and reauthorize Head Start programs. Authorizes the Secretary of Health and Human Services (HHS) to provide financial assistance to Head Start agencies for five-year periods. Extends the authorization of appropriations for Head Start programs through FY2012. Revises authorized uses of quality improvement funds to include outreach to homeless families, migrant and seasonal farmworker families, and families with children with a limited English proficiency. Directs the Secretary (who is currently authorized) to award collaboration grants for Head Start and other related-agencies within states. Directs the Secretary to issue regulations to require Head Start agencies to ensure that eligible homeless children are identified and prioritized for enrollment. Revises requirements for designation as a Head Start agency. Requires each agency to establish a governing body and policy council. Revises the additional educational performance standards included as program quality standards, and performance measures for program monitoring. Requires Head Start agencies to report to the Secretary monthly on enrollment in their Head Start programs. Directs the Secretary to develop plans to reduce or eliminate under-enrollment in programs with an enrollment less than 95% of their funded enrollment. Requires each agency to enroll 100% of its funded enrollment, and to maintain an active waiting list and outreach to the community and underserved populations. Establishes a Centers of Excellence in Early Childhood program. Requires Head Start alignment with K-12 education. Changes the Head Start family income eligibility requirement from below the poverty line to below 130% of the poverty line. Deems homeless children to be eligible for Head Start services. Exempts military housing from being counted as family income in determining a child's eligibility to enroll in a Head Start program. Revises Early Head Start programs, including requiring center-based staff to have specified qualifications. Requires each Head Start agency to ensure that all of its teachers receive ongoing training in language and emergent literacy. Establishes a Tribal Colleges and Universities Head Start Partnership program. Directs the Secretary to: (1) incorporate the results of the National Academy of Science study on Developmental Outcomes and Assessments for Young Children into the assessments and standards used in Head Start programs; and (2) study the status of children with limited English proficiency and their families in Head Start and Early Head Start programs. Requires Head Start agencies to obtain written parental consent before administering to a child, or referring a child for, a non-emergency intrusive physical examination.

Joshua Omvig Veterans Suicide Prevention Act - Expresses the sense of Congress that: (1) suicide among veterans suffering from post-traumatic stress disorder (PTSD) is a serious problem; and (2) the Secretary of Veterans Affairs should take into consideration the special needs of veterans suffering from PTSD in developing and implementing the program required under this Act. Directs the Secretary to develop and implement a comprehensive program for reducing the incidence of suicide among veterans. Requires the program to include: (1) a national mental health campaign to increase mental health awareness in the veteran community; (2) mandatory training on suicide and suicide prevention for appropriate Department of Veterans Affairs (VA) employees and contractor personnel; (3) family education and peer support counseling; (4) veterans' health assessments, counseling, and treatment programs; (5) suicide prevention counselors; (6) research on suicide prevention; (7) treatment programs for veterans suffering from substance abuse; (8) 24-hour veterans' mental health care availability; and (9) a toll-free hotline.

Enhancing Drug Safety and Innovation Act of 2007 - Amends the Federal Food, Drug, and Cosmetic Act to require an application for approval for a new drug or biological product to include a proposed risk evaluation and mitigation strategy, which must include: (1) labeling for the drug for use by health care providers; (2) submission of reports for the drug; and (3) a statement as to whether the analysis and surveillance are sufficient to assess the serious risks of the drug. Establishes a Drug Safety Oversight Board. Requires the Secretary of Health and Human Services to establish the Reagan-Udall Institute for Applied Biomedical Research as a nonprofit corporation to advance the Critical Path Initiative to modernize medical product development, accelerate innovation, and enhance product safety. Requires the Institute to have a Board of Directors. Allows the Board to coordinate and collaborate with other entities to conduct research, education, and outreach and to modernize the sciences of developing, manufacturing, and evaluating the safety and effectiveness of diagnostics, devices, biologics, and drugs. Amends the Public Health Service Act to require the Secretary, acting through the Director of the National Institutes of Health (NIH), to establish and administer a clinical trial registry database and a clinical trial results database. Requires a responsible part for a clinical trial to submit clinical trial information to the Director for inclusion in the databases. Requires each individual under consideration for a term on an advisory committee providing advice or recommendations to the Secretary regarding FDA activities to disclose industry financial interests.

Instructs the Secretary of the Treasury to strike three medals, to be representative of and in honor of, respectively: (1) victims of the attack at the World Trade Center, including civilians, public safety officers, emergency workers, and hijack victims; (2) victims aboard United Airlines Flight 93 that crashed in Pennsylvania; and (3) victims at the Pentagon, including the hijack victims. Declares eligible for such medal any individual who died on or after September 11, 2001, as a direct result of that act of terrorism within the United States. States the medals are national medals.

Genetic Information Nondiscrimination Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Public Health Service Act to expand the prohibition against discrimination by group health plans and health insurance issuers in the group and individual markets on the basis of genetic information or services to prohibit: (1) enrollment and premium discrimination based on information about a request for or receipt of genetic services; and (2) requiring genetic testing. Sets forth penalties for violations. Amends title XVIII (Medicare) of the Social Security Act to prohibit issuers of Medicare supplemental policies from discriminating on the basis of genetic information. Extends medical privacy and confidentiality rules to the disclosure of genetic information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate against an individual or deprive such individual of employment opportunities because of genetic information. Prohibits the collection and disclosure of genetic information, with certain exceptions. Establishes a Genetic Nondiscrimination Study Commission to review the developing science of genetics and advise Congress on the advisability of providing for a disparate impact cause of action under this Act.

Unborn Child Pain Awareness Act of 2007

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider, before beginning any abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks after fertilization), to: (1) make a specified statement to the pregnant woman that Congress has determined that there is substantial evidence that the process will cause the unborn child pain, and that the mother has the option of having pain-reducing drugs administered directly to the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt) and an Unborn Child Pain Awareness Decision Form; and (3) obtain on the form the woman's signature and her explicit request for or refusal of the administration of drugs to the child. Creates an exception for certified medical emergencies. Establishes penalties for willfully failing to comply with this Act, including civil penalties, medical license suspension, or both. Authorizes: (1) specified officials to bring suit in federal court; and (2) private rights of action by a parent or guardian of a woman who is an unemancipated minor. Requires each state and state medical licensing authority to promulgate procedures for the revocation or suspension of a provider's license upon a court finding that the provider has violated this Act. Subjects a state that fails to implement such procedures to loss of Medicaid funding.

Directs that the national geologic map database include all maps developed with funding provided by the National Cooperative Geologic Mapping Program, including under the federal, state, and education components. Directs the Secretary to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, including military bases and military installations closed or realigned under the defense base closure and realignment. Amends the Energy Policy and Conservation Act to direct the Secretaries of Energy and of Defense to study and report to Congress on the feasibility and suitability of maintaining coal-to-liquid products in the Strategic Petroleum Reserve (Reserve). Authorizes the Secretary to construct storage facilities in the vicinity of pipeline infrastructure and at least one military base. Amends the Energy Policy and Conservation Act to authorize the Secretary to acquire, place in storage, transport, or exchange coal-to-liquid products in the Reserve. Authorizes the use of certain funds by the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends federal law governing Armed Forces fuel procurement to authorize the Secretary of Defense to enter into agreements with private companies to develop and operate coal-to-liquid facilities on or near military installations. Instructs the Secretary of Energy to implement a research and demonstration program to evaluate the emissions of the use of Fischer-Tropsch transportation fuel, including diesel and jet fuel.

Freedom to Fly Act of 2007 - Allows a pilot who has attained 60 years of age to serve as a passenger airline pilot until the age of 65 years old only if the pilot serves: (1) as a required pilot in multi-crew aircraft operations; and (2) with another required pilot who has not yet attained 60 years of age. Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.
