Indian Health Care Improvement Act Amendments of 2006 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Provides for: (1) enrollment of qualified Indians in the State Children's Health Insurance Program (SCHIP) under title XXI of the Social Security Act (SSA), as well as Medicare under SSA title XVIII and Medicaid under SSA title XIX (as under current law); and (2) related payments to Indian Health Programs and Urban Indian Organizations operating in the state. Replaces the Urban Health Programs Branch with a Division of Urban Indian Health. Directs the Secretary of Health and Human Services, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bipartisan Indian Health Care Commission to: (1) establish a study committee to study the extent of Indian health services needs; (2) review and analyze the study committee's report; and (3) make recommendations to Congress regarding the delivery of federal health care services to Indians. Reauthorizes the Indian Health Care Improvement Act through FY 2016. Amends the Indian Self-Determination and Education Assistance Act to direct the Secretary to establish the Native American Health and Wellness Foundation. Amends SSA title XIX (Medicaid) and XXI (SCHIP) to conform with this Act.

Satellite Consumer Protection Act of 2006 - Grants a satellite carrier under an injunction for certain secondary transmission violations a statutory license to provide distant network stations in specified local markets under prescribed conditions. Requires a satellite carrier as a condition of license use to deposit escrow funds with the Copyright Office. Imposes monetary penalties for license violations. Terminates such license authority after February 17, 2009.

Emergency Farm Relief Act of 2006 - Directs the Secretary of Agriculture to provide financial assistance for: (1) crop disaster assistance for qualifying quantity or quality losses for the 2005 or 2006 crop due to weather or related conditions (including disease, insects, and delayed harvest; (2) livestock assistance for 2005 and 2006 disaster-caused losses; (3) livestock indemnity payments for 2005 and 2006 disaster-caused losses (including wildfires, hurricanes, floods, and anthrax); (4) ewe lamb replacement and retention; (5) sugar beet disaster assistance for crop year 2005; (6) sugarcane growers in Hawaii through a payment to an agricultural transportation cooperative in Hawaii; (7) flooded crop and grazing land in the Devils Lake basin, the McHugh, Lake Laretta, and Rose Lake closed drainage areas, North Dakota; and (8) bovine tuberculosis indemnification. Directs the Secretary to make grants to state agriculture departments or comparable agencies in qualified states for direct economic loss payments to eligible small businesses. Directs the Secretary to use specified funds to carry out emergency measures under: (1) the emergency watershed protection program; (2) the emergency conservation program, including wildfire recovery efforts; and (3) the environmental quality incentives program, including wildfire recovery efforts. Directs the Secretary to use specified funds to hire additional state and county Farm Service Agency personnel to expedite the delivery of agricultural disaster and economic assistance.

National Competitiveness Investment Act - American Innovation and Competitiveness Act of 2006 - Directs the President to: (1) convene a National Science and Technology Summit; (2) establish a President's Council on Innovation and Competitiveness; and (3) establish the Innovation Acceleration Research Program. Directs the Administrator of the National Aeronautics and Space Administration (NASA) to: (1) establish an Aeronautics Institute for Research; (2) coordinate basic and fundamental research activities related to physical sciences, technology, engineering, and mathematics; and (3) establish a Basic Research Executive Council. Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Commemorates the life of each individual who died as a result of the attacks of September 11, 2001. Extends deepest condolences to the victims, as well as to their families, friends, and loved ones. Condemns the attacks, the terrorists who perpetrated them, and their sponsors. Commits to support the necessary steps to defeat terrorists who plot to harm the American people. Recommits the Senate and the Nation to bringing the perpetrators of the attacks and their sponsors to justice. Honors members of the Armed Forces, law enforcement personnel, first responders, members of the intelligence community, and others who have bravely participated in the War on Terrorism since September 11, 2001. Declares September 11, 2006, to be a National Day of Remembrance, in commemoration of the September 11, 2001, terrorist attacks against the United States. Declares that when the Senate adjourns today (September 11, 2006), it stand adjourned as a further mark of respect to each individual who died as a result of the attacks of September 11, 2001.

National Language Act of 2006 - Makes English the official language of the U.S. government. Requires the government to: (1) conduct its official business in English, including publications, income tax forms, and informational materials; and (2) preserve and enhance the role of English as the official language of the United States of America. Provides that no person has a right, entitlement, or claim to have the government act, communicate, perform, or provide services or materials in any other language, unless specifically stated in applicable law. Provides that this Act shall not apply to the use of a language other than English for religious purposes, for training in foreign languages for international communication, or in school programs designed to encourage students to learn foreign languages. States that this does not prevent the U.S. government from providing interpreters for persons over age 62. Repeals provisions of the Voting Rights Act of 1965 regarding bilingual election requirements and regarding congressional findings of voting discrimination against language minorities, prohibition of English-only elections, and other remedial measures. Amends the Immigration and Nationality Act to require that all public ceremonies in which the oath of allegiance is administered pursuant to such Act be conducted solely in English. Specifies that this Act shall not preempt any state law.

Enhancing Drug Safety and Innovation Act of 2006 - Amends the Federal Food, Drug, and Cosmetic Act to require an application for approval for a new drug or biological product to include a proposed risk evaluation and mitigation strategy, which must include: (1) labeling for the drug for use by health care providers; (2) submission of reports for the drug; and (3) a statement as to whether the analysis and surveillance are sufficient to assess the serious risks of the drug. Establishes within the Food and Drug Administration (FDA) the Reagan-Udall Institute for Applied Biomedical Research to advance the Critical Path Initiative to modernize medical product development, accelerate innovation, and enhance product safety. Requires the Institute to have a Board of Directors. Allows the Board to establish one or more Critical Path Institutes to conduct research, education, and outreach and to modernize the sciences of developing, manufacturing, and evaluating the safety and effectiveness of diagnostics, devices, biologics, and drugs. Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the National Institutes of Health (NIH), to establish and administer a clinical trial registry database and a clinical trial results database. Requires a responsible part for a clinical trial to submit clinical trial information to the Director for inclusion in the databases. Requires a member of a panel advising or recommending to the Secretary regarding FDA activities to disclose any financial involvements that the member may have. Directs the Secretary to recuse members with a high magnitude of financial involvement.

Pandemic and All-Hazards Preparedness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to lead all federal public health and medical response to public health emergencies and incidents covered by the National Response Plan. Establishes within the Department of Health and Human Services (HHS) the Assistant Secretary for Preparedness and Response and transfers to the Assistant Secretary the functions of the Assistant Secretary for Public Health Emergency Preparedness. Expands the program for state and local public health emergency preparedness to allow political subdivisions of states or a consortium of states to be eligible for funding. Requires the Secretary to: (1) develop and require the application of evidence-based benchmarks and objective standards that measure levels of preparedness; and (2) establish a near real-time electronic nationwide public health situational awareness capacity to enhance detection, response, and management of public health emergencies. Sets forth matching requirements for emergency preparedness funds. Directs the Secretary to conduct a review of the National Disaster Medical System, including a review of medical surge capacity. Transfers to the Secretary the functions of the National Disaster Medical System. Requires the Secretary to establish and maintain a Medical Reserve Corps to provide for an adequate supply of volunteers during a public health emergency. Allows the Secretary to establish Centers for Public Health Preparedness at accredited schools of public health. Requires the Secretary of Veteran Affairs to ensure the readiness of Department of Veterans Affairs medical centers in a public health emergency.

Agricultural Protection and Prosperity Act of 2006 - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to: (1) include the definition of "manure"; and (2) exclude manure from the meaning of "hazardous substance" or "pollutant or contaminant" under that Act. Provides that such exclusion shall not: (1) impose liability under the Emergency Planning and Community Right-To-Know Act of 1986 with respect to manure; (2) affect any provision of the Air Quality Agreement entered into between the Administrator and operators of animal feeding operations; or (3) affect the applicability of any other environmental law as it relates to the definition of manure or the responsibilities or liabilities of any person regarding the treatment, storage, or disposal of manure. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt releases associated with manure (as defined under CERCLA) from the emergency notification requirements under that Act.

Coal-to-Liquid Fuel Promotion Energy Act of 2006 - Amends the Energy Policy Act of 2005 to include among the projects eligible for Department of Energy (DOE) loan guarantees large-scale coal-to-liquid facilities that use a feedstock, the majority of which is domestic coal resources, to produce at least 10,000 barrels a day of liquid transportation fuel. Instructs the Secretary of Energy (Secretary) to establish a federal loan program for coal-to-liquid facilities. Directs the Secretary to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, including military bases and military installations closed or realigned under the defense base closure and realignment. Authorizes the Secretary to construct storage facilities: (1) in the vicinity of pipeline infrastructure and at least one military base; but (2) outside the boundaries of any state on the coast of the Gulf of Mexico. Authorizes the Secretary to acquire, place in storage, transport, or exchange coal-to-liquid products, not to exceed 20% of the total quantity of petroleum products in the Strategic Petroleum Reserve. Authorizes appropriations for the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends federal law governing Armed Forces fuel procurement to authorize the Secretary of Defense to enter into agreements with private companies to develop and operate coal-to-liquid facilities on or near military installations.

Older Americans Act Amendments of 2006 - Reauthorizes the Older Americans Act of 1965. Authorizes appropriations for the Administration on Aging, the National Eldercare Locator Service, pension counseling and information programs, specified service, nutrition grants to American Indians, Alaskan Natives, and Native Hawaiians, the Native Americans Caregiver Support Program, and vulnerable elder rights protection activities. Revises the definition of "information and assistance service" to include such a service to older individuals at risk for institutional placement. Authorizes the Administration on Aging's Secretary to establish an Office of Elder Abuse Prevention and Services. Adds duties and functions for the Administration on Aging, including establishing a National Center on Senior Benefits Outreach and Enrollment. Requires the Secretary to establish an interagency coordinating committee for aging issues. Repeals the authorization for the Assistant Secretary for Aging to provide staff and assistance to the Federal Council on Aging. Requires the Assistant Secretary to assist entities in integrated health promotion and disease prevention programs. Adds state eligibility requirements for grants for programs on aging, including assuring that preference will be given to services to individuals with low-income, limited English proficiency, or residence in a rural area. Revises requirements for area plans. Authorizes area agencies to assess preparedness for change in the number of older individuals. Adds state eligibility requirements for grants for programs on aging. Requires: (1) states to provide nutrition education, counseling, and services to recipients of meals delivered by state nutrition projects; and (2) the Assistant Secretary to use Older Americans Act funds to contract with the Institute of Medicine of the National Academy of Sciences Food and Nutrition Board to establish an independent panel to study nutrition projects. Requires the Assistant Secretary to provide information on methods of improving indoor air quality in buildings where older individuals congregate. Amends the National Family Caregiver Support Act to include within the definition of: (1) "child" individuals with disabilities; and (2) "family caregiver" caregivers of individuals with Alzheimer's or related disorders. Decreases the specified age for relative caregivers. Requires area agencies to encourage using trained volunteers and to coordinate with specified volunteer programs. Authorizes the Assistant Secretary to: (1) carry out activities of national significance concerning support for families and caregivers; (2) make grants to prepare communities for the aging of the population, support the use of health monitoring and technology, and improve transportation for seniors; and (3) establish a national technical assistance program. Requires the Assistant Secretary to award grants for: (1) projects for multigenerational and civic engagement activities; (2) mental health programs; (3) model aging in place projects; and (4) the federal share of costs for modifying state long-term care systems. Requires the Secretary to provide technical assistance (instead of corrective action) for grantees with low performance. Authorizes the Assistant Secretary to award grants for elder justice programs and collection of data regarding elder abuse, neglect, and exploitation.

Directs: (1) the U.S. Trade Representative to certify to Congress by August 31, 2006, that Japan is no longer prohibiting the importation of U.S. beef; (2) the Secretary of the Treasury, if such certification is not made, to impose additional tariffs (which shall continue until the certification is submitted to Congress) on Japan by September 30, 2006; and (3) the Secretary of Agriculture to begin negotiations with Japan to end such beef import prohibitions.

Dietary Supplement and Nonprescription Drug Consumer Protection Act - Amends the Federal Food, Drug, and Cosmetic Act to require a manufacturer, packer, or distributor whose name appears on the label of a nonprescription drug or dietary supplement marketed in the United States to: (1) submit to the Secretary of Health and Human Services within 15 business days any report received of a serious adverse event associated with such drug or supplement when used in the United States; (2) submit within 15 business days any related medical information that is received within one year of the initial report; (3) maintain records related to each report for six years; and (4) permit inspection of such records. Requires the Secretary to develop systems to ensure that duplicate reports of a serious adverse event are consolidated into a single report. Allows the Secretary to establish an exemption from such reporting that would have no adverse effect on public health. Prohibits any state or local government from establishing or continuing any requirement related to a mandatory system for adverse event reports for nonprescription drugs or dietary supplements that is not identical to this Act. Prohibits the responsible person from: (1) refusing to permit access to any required record; or (2) failing to establish or maintain any record, or make any report, required under this Act. Deems a nonprescription drug or dietary supplement that is marketed in the United States to be misbranded, unless its label includes an address or phone number for the reporting of a serious adverse event.

YouthBuild Transfer Act - Amends the Workforce Investment Act of 1998 to establish a revised YouthBuild program under the authority of the Secretary of Labor (Secretary). Authorizes the Secretary to make grants to eligible entities to carry out certain activities under the YouthBuild program, including: (1) education and workforce investment; (2) supervision and training for participants in the rehabilitation or construction of housing (including residential housing for homeless individuals or low-income families), transitional housing for homeless individuals, and community and other public facilities; (3) adult mentoring; and (4) follow-up services. Repeals authority for the YouthBuild program under the Cranston-Gonzalez National Affordable Housing Act. Transfers the YouthBuild program from the Department of Housing and Urban Development (HUD) to the Department of Labor.

Stop Over Spending Act of 2006 - Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to transmit annually to Congress a maximum of four special messages that propose to rescind dollar amounts of discretionary budget authority, items of direct spending, and targeted tax benefits. Requires an analysis by: (1) the Congressional Budget Office (CBO) of an estimated savings in budget authority or outlays resulting from such rescission; and (2) the Joint Committee on Taxation of an estimated savings resulting from repeal of targeted tax benefits. Requires any rescinded budget authority, items of direct spending, or targeted tax benefit to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases or revenue reductions. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under this Act. Sets forth procedures for expedited congressional consideration of a proposed rescission. Requires the: (1) President to issue an order fully implementing without change all sequestrations required by the Office of Management and Budget (OMB) in its Final Sequestration Report; and (2) the Government Accountability Office (GAO) to report to Congress and the President on the order's compliance with this Act. Prescribes requirements for discretionary sequestration reports by OMB and GAO, discretionary spending and maximum deficit limits, a federal tax gap initiative, executive and legislative branch sequestration procedures, and congressional response to low economic growth. Prohibits the President's budget from exceeding the maximum deficit amount for any fiscal year. Requires biennial budget resolutions, appropriations Acts, and government strategic and performance plans. Defines the budget biennium. Establishes the National Commission on Entitlement Solvency and the Commission on Congressional Budgetary Accountability and Review of Federal Agencies. Provides for expedited congressional consideration of the appropriate Commission's recommendations for legislative action or agency reform proposals. Amends the Congressional Budget Act of 1974 to revise budget resolution requirements. Authorizes the chairman of the Committee on the Budget to notify the Senate of a Medicare funding warning. Makes it out of order to consider any legislation that would cause any increase in direct spending, net of proposals to change direct spending receipts, or revenues contained in the measure if the Senate has been notified of such warning for two consecutive calendar years.

Agriculture Small Business Opportunity and Enhancement Act of 2006 - Amends the Federal Meat Inspection Act to authorize the Secretary of Agriculture to approve a qualifying State meat inspection program and allow the shipment in commerce of carcasses, parts of carcasses, meat, and meat food products so inspected. Requires the Secretary to review approved plans annually. Prohibits from state inspection plan participation: (1) establishments that have more than 50 employees, except for those subject to state inspection as of January 1, 2007; and (2) federally inspected establishments after such date that have more than 50 employees. Authorizes the Secretary to: (1) enter into a cooperative agreement to establish the relationship between a state program and the Secretary; and (2) provide partial reimbursement for state costs to meet federal requirements. Sets forth provisions with respect to: (1) sampling; (2) noncompliance; (3) acceptance of interstate shipments of meat and meat food products; and (4) advisory committees. Directs the Secretary to temporarily suspend or take over a noncomplying state program (or an establishment). Makes similar amendments to the Poultry Products Inspection Act. Terminates the Secretary's authority to establish interstate meat and poultry inspection programs under this Act if approval and cooperative agreements have not been concluded by January 1, 2007.

Coal-to-Liquid Fuel Promotion Act of 2006 - Amends the Energy Policy Act of 2005 to add among the projects eligible for Department of Energy (DOE) loan guarantees large-scale coal-to-liquid facilities that use domestic coal resources to produce at least 10,000 barrels a day of liquid transportation fuel. Sets forth: (1) loan guarantee limitations; and (2) a loan guarantee program for coal-to-liquid facilities. Directs the Secretary of Energy to promulgate regulations to support the development of coal-to-liquid manufacturing facilities and associated infrastructure on DOE and other federal lands, military bases, and military installations closed or realigned under the defense base closure and realignment. Amends the Internal Revenue Code to: (1) provide an investment tax credit for coal-to-liquid fuels projects; (2) permit taxpayer election to treat the cost of any qualified coal-to-liquid fuels process property as a deductible expense; and (3) extend the alternative fuel credit for fuel derived from coal through the Fischer-Tropsch process. Amends the Energy Policy and Conservation Act to instruct the Secretaries of Energy and of Defense to study and report to certain congressional committees on the feasibility and suitability of maintaining coal-to-liquid products in the Strategic Petroleum Reserve. Authorizes the Secretary Energy to construct storage facilities: (1) in the vicinity of pipeline infrastructure and at least one military base; but (2) outside the boundaries of any state on the coast of the Gulf of Mexico. Authorizes appropriations for the Air Force Research Laboratory to continue support efforts to test, qualify, and procure synthetic fuels developed from coal for aviation jet use. Amends the federal criminal code to permit a nonresident of a state to carry a concealed firearm (other than a machinegun or destructive device) in that state if such nonresident: (1) is not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm; and (2) is carrying a valid permit issued by a state permitting such person to carry a concealed firearm.

Ryan White HIV/AIDS Treatment Modernization Act - Amends the Public Health Service Act to maintain a metropolitan area's eligibility to receive an AIDS emergency relief grant until such area fails to meet eligibility requirements for three consecutive years. Amends the formula for awarding grant funds to consider the number of HIV/AIDS (currently, AIDS) cases. Requires the return of unexpended grant funds to the Secretary of Health and Human Services or the submission of an application for the use of such funds. Directs grantees to expend not less than 75% of grant funds received on core medical services. Allows the Secretary to grant waivers to such requirement under certain circumstances. Establishes a transitional grant program for metropolitan areas with lower numbers of AIDS cases. Requires the Secretary to develop and maintain a list of classes of core AIDS Drug Assistance Program (ADAP) antiretroviral medications. Requires states to ensure that such medications are the minimum required treatments to be included in any ADAP program. Limits the amount by which a grant to an eligible metropolitan area can decrease each year. Provides for supplemental grants to states that demonstrate a need for supplemental financial assistance. Allows the Secretary to award grants to assist states in providing eligible individuals appropriate access to pharmaceutical therapies. Establishes a grant program for the provision of family-centered care involving outpatient or ambulatory care for women, infants, children, and youth with HIV/AIDS. Provides for activities to evaluate and address the disproportionate impact of HIV/AIDS and disparities in access, treatment, care, and outcome on racial and ethnic minorities.

Mine Improvement and New Emergency Response Act of 2006 or the MINER Act - Amends the Federal Mine Safety and Health Act of 1977 to require coal mine operators to: (1) carry out continuously a program to improve accident preparedness and response at each mine; and (2) adopt and update an accident response plan for evacuations and for maintenance of individuals trapped underground. Requires such a plan to provide for: (1) redundant means and local coordination of communication; (2) post-accident location of underground personnel; (3) emergency air supplies: (4) self-rescuer caches, maintenance, and replacement; (5) escapeways and flame-resistant directional lifelines; (6) emergency training; and (7) within three years, post accident wireless communication between underground and the surface and electronic tracking of trapped persons. Limits the liability of persons who carry out mine accident rescue or recovery operations. Directs the Secretary of Labor to require: (1) the Mine Safety and Health Administration (MSHA) to establish and update criteria to certify the qualifications of mine rescue teams; and (2) mine operators to have one employee knowledgeable in emergency response on each shift and two certified mine rescue teams available at each mine within one hour. Requires notification of a mine accident to be provided to the Secretary by the operator within 15 minutes of knowledge of a death or potentially fatal injury. Amends the Occupational Safety and Health Act of 1970 to establish within the National Institute for Occupational Safety and Health (NIOSH) an Office of Mine Safety and Health to enhance the development of new mine safety technology and applications and to expedite the commercial availability and implementation of such technology. Authorizes the Director of NIOSH to: (1) award competitive grants and contracts; and (2) establish an interagency working group to share technology, research, and developments concerning mine safety and accident response. Requires the Secretary to require: (1) the temporary assignment of a department official as a liaison with the families of victims of mine tragedies involving multiple deaths; and (2) MSHA to be as responsive as possible to family requests for information and to serve as the primary communicator. Prescribes penalties for operator violations of health or safety standards or orders. Requires the Secretary to finalize mandatory health and safety standards relating to the sealing of abandoned areas in coal mines, which shall increase the current 20 psi standard. Establishes a Technical Study Panel to provide independent scientific review and recommendations regarding the use of belt air and the composition and fire retardent properties of belt materials in mines. Requires the Secretary of Education to establish a program to provide scholarships to individuals to increase the skilled workforce for mine operators, mine safety inspectors, and other MSHA personnel. Requires NIOSH to provide for research about various refuge alternatives in coal mines. Requires the Secretary of Labor to award competitive grants for funding education and training programs to better identify and prevent unsafe working conditions in and around mines.

Western Hemisphere Energy Security Act of 2006 - Authorizes U.S. persons to: (1) explore and extract hydrocarbon resources from any portion of the foreign exclusive economic zone that is contiguous to the U.S. exclusive economic zone; and (2) export without license authority all equipment necessary for the exploration for or extraction of hydrocarbon resources. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to authorize the Secretary of the Treasury to allow under a general license employees of oil and gas producers, distributors, and shippers to travel to, from, or within Cuba to explore for and extract hydrocarbon resources from such zone.

Securing Knowledge, Innovation, and Leadership Act of 2006 or the SKIL Act of 2006 - Amends the Immigration and Nationality Act to exempt from the annual H-1B (specialty occupation) visa cap an alien who has: (1) earned a master's or higher degree from an accredited U.S. university; or (2) been awarded a medical specialty certification based on post-doctoral training and experience in the United States. Increases the annual H-1B cap, with a 20% increase for the following year if the previous year's quota is reached. Exempts from worldwide immigration caps an alien who: (1) has earned a master's or higher degree from an accredited U.S. university; (2) has been awarded medical specialty certification based on postdoctoral training and experience in the United States; (3) will work in shortage occupations; (4) has earned a master's degree or higher in science, technology, engineering, or math and has been working in a related field in the United States during the three-year period preceding his or her immigrant visa application; (5) has extraordinary ability or received a national interest waiver; or (6) is the spouse or minor child of an employment-based immigrant. Increases the annual immigrant visa cap. Revises student visa provisions. Authorizes an L-1 (intracompany transfer) visa extension beyond the fifth or seventh year if the individual has a immigrant application pending. Permits an alien with an approved labor certification to apply for permanent resident status adjustment if there is no visa immediately available by paying a $500 supplemental fee. Directs the Secretary of Homeland Security to establish a pre-certification procedure for employers who file multiple employment petitions. Revises certain labor certification provisions. Prohibits immigration application approval until background and security checks have been completed and any fraud allegations have been resolved. Authorizes temporary workers (E, H, I, L O, or P visas) who have not violated their status to renew their same category visa from within the United States.

Call Home Act of 2006 - Directs the Federal Communications Commission (FCC) to to reduce the cost of calling home for military personnel stationed or deployed outside the United States in support of military operations, training exercises, or other purposes approved by the Secretary of Defense. Prohibits the FCC from regulating rates in order to carry out this Act. Amends the Telecommunications Authorization Act of 1992 to repeal current FCC cost reduction authority with respect to personnel stationed or deployed in specified countries.

Soda Ash Royalty Reduction Act of 2006 - Lowers, for a five-year period, the royalty rate on the quantity or gross value of the output of sodium compounds and related products at the point of shipment to market from federal land to 2%. Directs the Secretary of the Interior to report to Congress, after four years, on the effects of such royalty reduction, including: (1) the amount of sodium compounds and related products at the point of shipment to market from federal land during such four-year period; (2) the number of jobs that have been created or maintained during the royalty reduction period; (3) the total amount of royalty paid to the United States on the quantity or gross value of the output of sodium compounds and related products at the point of shipment to market produced during that four-year period, and the portion of such royalty paid to states; and (4) a recommendation of whether the reduced royalty rate should apply after the end of the five-year period beginning on the date of the enactment of this Act.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing, or authorizing seizure of, any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of a firearm by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Federal Funding Accountability and Transparency Act of 2006 - Directs the Office of Management and Budget (OMB) to ensure the existence and operation of a single updated searchable database website accessible by the public at no cost, that includes for each entity receiving federal funding: (1) the amount of federal funds received in each of the last 10 fiscal years; (2) an itemized breakdown of each transaction; (3) the entity's location and primary location of performance; and (4) a unique identifier for the entity and its parent entity.

Biodefense and Pandemic Vaccine and Drug Development Act of 2006 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to develop and make public a strategic plan to integrate biodefense and emerging infectious disease requirements with the advanced research and development, strategic initiatives for innovation, and the procurement of qualified countermeasures and qualified pandemic or epidemic products. Establishes the Biomedical Advanced Research and Development Authority (BARDA) within the Department of Health and Human Services (HHS). Requires the Secretary to: (1) coordinate and oversee the acceleration of countermeasure and product advanced research and development; and (2) delegate to the Director of BARDA any necessary functions and authorities. Establishes the Biodefense Medical Countermeasure Development Fund. Requires the Secretary to establish the National Biodefense Science Board to provide expert advice and guidance to the Secretary on matters relating to current and future chemical, biological, nuclear, and radiological agents. Amends the Federal Food, Drug, and Cosmetic Act to extend the period of market exclusivity from seven years to ten years for certain new drugs, antibiotics, or anti-infective drugs to treat a rare disease or condition caused by a biological agent, toxin, chemical, radiological, or nuclear agent that is deemed by the Secretary to be a material threat to the United States. Provides an antitrust exemption for: (1) meetings and consultations held by the Secretary among persons engaged in the development of countermeasures or pandemic or epidemic products; and (2) agreements resulting from such meetings. Prohibits payment on a security countermeasure procurement contract until the delivery of an acceptable portion of such product to the Secretary unless advance payment is necessary to ensure the success of the project.

Pharmacist Access and Recognition in Medicare (PhARM) Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans and Medicare Advantage prescription drug plans. Defines prompt payment as within 14 days from submission for claims submitted electronically, and within 30 days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Prohibits a Medicare prescription drug card issued by a prescription drug plan sponsor from displaying the name, brand, or trademark (co-branding) of any pharmacy. Revises requirements for a covered medication therapy management program, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Disabled Veterans Tax Fairness Act of 2006 - Amends the Internal Revenue Code to allow members of the uniformed services whose retired pay in any taxable year is reduced due to an award of disability compensation by the Department of Veterans Affairs an extension of the three-year limitation period for filing tax refund claims until one year after the date of a disability determination. Limits the period for which such refund claims may be filed to taxable years beginning less than 15 years before the date of a disability determination.

Specialty Crops Competition Act of 2006 - Defines "specialty crop" as each U.S. agricultural crop other than wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, dry peas, lentils, chickpeas, and tobacco. Amends the Agricultural Adjustment Act to provide for marketing order specialty crop food safety programs. Amends the Farm Security and Rural Investment Act of 2002 to: (1) increase assistance for the tree assistance program; (2) provide for increased fruit, vegetable, and specialty crop purchases; and (3) increase and extend specialty crop technical assistance. Obligates funds for fruit and vegetable marketing news activities. Amends the Consolidated Farm and Rural Development Act to obligate funds for specialty crop operating loans. Provides for: (1) the study of the extent to which U.S. specialty crops have or have not benefited from any reductions of foreign trade barriers; and (2) a foreign market access strategy plan based on such study. Establishes a division in the Department of Agriculture to process petitions for reducing sanitary and phytosanitary export barriers and an office to develop and protect intellectual property rights in plants and plant materials. Amends Federal patent law to define "essentially derived plant." Provides for: (1) a national specialty crops development initiative grants program; (2) research on mechanized harvesting and new production and processing methods; and (3) a national clean plant network. Establishes the Invasive Pest and Disease Response Fund in the Treasury to support emergency eradication and research activities. Provides for independent scientific advice and peer review with regard to specialty crop import and export requests. Authorizes food safety initiatives. Amends the Food Security Act of 1985 to remove the income limitation from the environmental quality incentives program. Addresses the development of voluntary sustainable practices guidelines for producers and processors of specialty crops.

Rural Veterans Care Act of 2006 - Establishes the Assistant Secretary for Rural Affairs in the Department of Veterans Affairs to: (1) formulate and implement all Department policies and procedures that affect veterans living in rural areas; (2) carry out demonstration projects to examine alternatives for expanding veterans' care in rural areas; (3) reevaluate, and revise as necessary, Department guidance and procedures related to the use of fee basis care nationwide; and (4) establish and operate at least one and up to five centers of excellence for rural health research, education, and clinical activities. Directs the Secretary to conduct a pilot program for improving the access of veterans who reside in highly rural or geographically remote areas to certain health care services.

Grand Teton National Park Extension Act of 2006 - Directs the Secretary of the Interior to: (1 ) accept from any willing seller the donation of any land or interest in land of the GT Park Subdivision; and (2) upon acquisition of land or an interest, include the land or interest in the boundaries of Grand Teton National Park and administer the land or interest as part of the Park. Prohibits the Secretary from donating, selling, exchanging, or otherwise transferring any land acquired under this Act without express authorization from Congress.

Alternative Energy Extender Act - Amends the Internal Revenue Code to extend through 2010: (1) the tax credit for electricity produced from certain renewable resources; (2) the tax credit for holders of clean renewable energy bonds and the national volume cap for such bonds; (3) the tax deduction for energy efficient commercial buildings; (4) the tax credit for new energy efficient homes; (5) the tax credit for residential energy efficient property; (6) the tax credits for investment in qualified fuel cells, microturbine power plants, and solar energy property; and (7) the income and excise tax credits for biodiesel and alternative fuels and for alternative fuel vehicle refueling property. Increases the maximum tax credit amounts for the advanced coal and gasification project programs. Extends through 2012 the taxpayer election to expense certain crude oil refinery property. Amends the Harmonized Tariff Schedule of the United States to extend through 2010 the suspension of duties on mixtures of ethyl alcohol and ethyl tertiary-butyl ether.

Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the rescission of any dollar amount of discretionary budget authority or the rescission, in whole or in part, of any item of direct spending. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed rescission. Requires any rescinded budget authority or items of direct spending to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (3) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission.
