Protecting Life on College Campus Act of 2023 This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.

Protecting America's Strategic Petroleum Reserve from China Act This bill prohibits the sale and export of crude oil from the Strategic Petroleum Reserve (SPR) to China. Specifically, the bill prohibits the Department of Energy (DOE) from selling petroleum products (e.g., crude oil) from the SPR to any entity that is under the ownership, control, or influence of the Chinese Communist Party. Further, DOE must require as a condition of any sale of crude oil from the SPR that the oil not be exported to China.

Aviation Workforce, Opportunity, Recruiting, Knowledge, and Supply Act or the Aviation WORKS Act This bill extends through FY2028 and expands aviation workforce development programs of the Department of Transportation (DOT). Specifically, the bill directs DOT to establish an aviation manufacturing development grant program to develop the aviation manufacturing and supplier workforce. It also requires DOT to develop and support the education of workers who design or produce any aircraft, aircraft engine, propeller, or appliance, or a component, part, or system thereof, that (1) is produced under a production approval issued by the Federal Aviation Administration (FAA), (2) has been issued a design approval by the FAA, or (3) has an active application for a design approval. Additionally, DOT must establish a program to provide grants for eligible projects to plan, establish, and expand workforce development partnership programs in the aviation and aerospace industry sector.

Focus on the Mission Act of 2022 This bill prohibits the Department of Defense from requiring the recipient of a federal contract to provide a greenhouse gas inventory or to provide any other report on greenhouse gas emissions.

Rural Internet Improvement Act of 2022 This bill merges the pilot ReConnect Loan and Grant Program with existing loans and grants provided by the Department of Agriculture (USDA) to facilitate broadband access to rural areas that lack sufficient access to broadband. Unobligated amounts available for the pilot program must be transferred and made available, without further appropriations, to this merged program. The bill specifies eligibility criteria and other requirements that apply to the merged program. For example, the bill limits funds from the merged program to projects in areas where at least 90% of the households lack sufficient access to broadband services, which is currently required under the pilot program. Other changes in the bill address procedures for contesting the accuracy of broadband maps that are used to identify eligible areas. It also requires efforts to increase coordination concerning broadband initiatives between USDA, the Federal Communications Commission, and the National Telecommunications Information Administration.

Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid Vapor Pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season, including by applying the Reid Vapor Pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol.

Recruit and Retain Act This bill expands the Community Oriented Policing Services (COPS) grant program to support recruitment efforts by law enforcement agencies. Specifically, the bill expands the COPS program by allowing funds to be used for reducing application-related fees (e.g., fees for background checks, psychological evaluations, and testing); and directing the Department of Justice (DOJ) to award competitive grants to partnerships between law enforcement agencies and educational institutions (e.g., elementary schools and institutions of higher education) for recruiting activities, such as for career and job fairs. The bill requires DOJ to establish guidance for understaffed law enforcement agencies applying for COPS grants. The Government Accountability Office must study and report on the effects of recruitment and attrition rates on federal, state, tribal, and local law enforcement agencies.

National Advisory Council on Indian Education Improvement Act or the NACIE Improvement Act This bill revises the membership and duties of the National Advisory Council on Indian Education. Specifically, the bill requires the council to (1) include at least one member who is the president of a tribal college or university, and (2) submit its annual report to the Department of Education (ED) and the Department of the Interior. ED and Interior must consider the council's report when preparing their budget materials.

CHIP-IN Improvement Act of 2022 This bill modifies the Department of Veterans Affairs (VA) pilot program that authorizes the VA to accept property donations from certain entities (e.g., private entities), including by authorizing the VA to provide additional unobligated funds to finance, design, or construct a facility proposed to be accepted by the VA if specified requirements are met.

Emergency Conservation Program Improvement Act of 2022 This bill revises the Emergency Conservation Program and the Emergency Forest Restoration Program to provide agricultural producers and owners of nonindustrial private forest land impacted by natural disasters the option to receive an advance on cost-sharing payments before carrying out emergency measures. The bill also expands eligibility for payments under the programs to include emergency measures to address damages caused by (1) a wildfire that is not caused naturally if the damage is caused by the spread of the wildfire due to natural causes, and (2) a wildfire that is caused by the federal government.

Promoting Readiness for Overseas Contingencies and Unexpected Responses Emergencies Act or the PROCURE Act This bill establishes a Critical Munitions Acquisition Fund to finance the acquisition or ensure the availability of certain munitions during the war in Ukraine and future conflicts. The fund may accept contributions from foreign entities, foreign governments, or international organizations. The authority for the fund expires at the end of 2024.

Savings Security Act of 2022 This bill increases during periods of higher inflation the annual purchase limit applicable to certain government bonds. Specifically, individuals may annually purchase up to $30,000 in Series I U.S. savings bonds when, during that year, the six-month average consumer price index is above 3.5%. Currently, annual purchases are capped at $15,000 per person.

Defense Export Promotion Of Relevant Technology and Supplies Act or the Defense EXPORTS Act This bill provides funding to (1) develop program protection strategies for Department of Defense systems that may be exported, (2) design and incorporate exportability features into such systems during the research and development phases of such systems, and (3) integrate design features that enhance interoperability of such systems with those of friendly foreign countries.

Codification of Verified Values Act or the CVV Act This bill requires a contributor to political organizations who uses a credit card to make online contributions to such organizations to disclose the credit verification value of such credit card at the time a contribution is made. A credit verification value is a series of numbers on a credit card (usually on the back of the card) that provides additional security for a transaction by credit card.

Protecting Access for Hunters and Anglers Act of 2022 This bill bars the Department of the Interior and the Department of Agriculture from prohibiting or regulating the use of lead ammunition or tackle on federal land or water that is under the jurisdiction of such departments and made available for hunting or fishing. The bill makes exceptions for specified existing regulations and where the applicable department determines that a decline in wildlife population at the specific unit of federal land or water is primarily caused by the use of lead in ammunition or tackle, based on the field data from such unit, and the state approves the regulations.

Preventing Adversary Influence, Disinformation, and Obscured Foreign Financing Act of 2022 or the PAID OFF Act of 2022 This bill requires certain persons to register as agents of a foreign principal if the foreign principal in question is a foreign adversary. For the purposes of this bill, a foreign adversary is a foreign government or person (individual or entity) that has engaged in a long-term pattern of conduct significantly adverse to U.S. national security or the security and safety of U.S. persons. Currently, the Foreign Agents Registration Act exempts certain agents from the act's registration requirements, including agents (1) engaged only in private and nonpolitical activities to advance a foreign principal's bona fide trade or commerce interests, or (2) engaged in certain lobbying activities and where the agent has registered as a lobbyist. Under this bill, these exemptions shall not apply if the foreign principal is a foreign adversary.

This bill authorizes approval of certain commercial driver education programs for purposes of Department of Veterans Affairs (VA) educational assistance if the programs meet specified requirements. Under current law, the VA may not approve enrollment of a veteran in courses for programs that do not lead to a standard degree that are offered at a new branch (i.e., a branch that has been operating for less than 2 years) of an educational institution. Under the bill, a commercial driver education program offered at a new branch of an educational institution may be approved if it is appropriately licensed and uses the same curriculum as a commercial driver education program offered by the educational institution at another location that is already approved for purposes of VA educational assistance. The educational institution must submit a report demonstrating the curriculum at the new branch is the same as the curriculum at the primary location in order to be exempt from the current prohibition against course approval at new branches.

This resolution expresses support for the goals and ideals of a National Move Over Law Day and urges national, state, and regional incident management organizations to spread awareness of, and promote the existence of, and adherence to, state move over laws. Move Over laws generally require motorists to move at least one lane over when there is an emergency or rescue activity taking place on the shoulder or side of the roadway, or, if unable to do so safely, to slow down and pass the scene with caution.

Asylum Accountability Act This bill permanently bars a non-U.S. national ( alien under federal law) from receiving certain immigration-related relief if that individual is ordered removed from the United States after failing to appear at a removal proceeding, unless that failure to appear is due to exceptional circumstances. (Currently, this bar from relief is for 10 years.) Under this bill, such an individual shall be permanently barred from receiving discretionary relief under specified immigration provisions, such as (1) cancellation of removal and adjustment to lawful permanent resident status, (2) being allowed to voluntarily depart from the United States, or (3) being allowed to change from one nonimmigrant classification to another.

Combating Violent and Dangerous Crime Act This bill revises various statutes with respect to violent crimes and establishes new criminal offenses. For example, the bill (1) increases the statutory maximum penalty for carjacking, and (2) establishes enhanced criminal penalties for certain federal drug offenses involving the manufacture or distribution of candy-flavored controlled substances or similar products for minors.

Food and Energy Security Act This bill provides requirements for specified federal financial agencies when regulating activity that could impact the extension of capital or investments to agricultural- or energy-related businesses. Specifically, an agency must analyze the economic impact of any such regulation. If the analysis estimates that the regulation would increase prices, and if the consumer price index exceeds a certain level, the agency is prohibited from implementing the regulation.

Let Experienced Pilots Fly Act This bill raises the mandatory retirement age for pilots engaged in commercial aviation operations from 65 to 67 years of age, unless the operation takes place in (1) the territorial airspace of a foreign county where such operations are prohibited by the foreign country, or (2) international airspace where such operations are not in compliance with the Annexes to the Convention on International Civil Aviation.

Standing with Moms Act This bill requires the Department of Health and Human Services (HHS) to disseminate information about pregnancy-related resources. Specifically, HHS must maintain a public website (life.gov) that lists such resources that are available through federal, state, and local governments and private entities. Additionally, HHS must maintain on its website a portal that provides a user, based on the user's responses to a series of questions, tailored information about pregnancy resources available in the user's zip code and risks related to abortion. HHS must develop a plan to conduct follow-up outreach to users of the portal (if the user consents to the outreach). States must recommend resources that meet criteria set by HHS for including through the portal. HHS may award grants to states to establish or support a system that aggregates resources to include on the portal. Further, the Health Resources and Services Administration must share information about life.gov and the portal through the Maternal Mental Health Hotline. HHS must also ensure that the life.gov website and hotline are available to families who speak languages other than English. The bill excludes from life.gov, the portal, and the hotline resources provided by entities that (1) perform, induce, refer for, or counsel in favor of abortions; or (2) financially support such entities. The bill also requires HHS to report on traffic to life.gov and the portal, gaps in services available to pregnant and postpartum individuals, and related matters.

This joint resolution nullifies the final rule issued by the Council on Environmental Quality titled National Environmental Policy Act Implementing Regulations Revisions and published on April 20, 2022. The rule restores regulatory provisions issued under the National Environmental Policy Act of 1969 (NEPA) that were in effect before being modified in 2020 by the Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act rule.

Keep Our Communities Safe Act of 2022 This bill revises provisions related to the authority of the Department of Homeland Security (DHS) to detain aliens. DHS may detain an alien pending a removal decision for any length of time until the alien is subject to a final removal order. DHS must detain certain aliens, such as those convicted of an aggravated felony, beyond certain time limits for detaining an alien. The authority of the Department of Justice to review DHS custody decisions concerning an alien awaiting a removal decision shall be limited to whether the alien may be detained, released on bond, or released with no bond. DHS may release such an alien on bond only if the alien is not a flight risk or risk to the community. For an alien subject to a removal order, DHS may extend the 90-day removal period (generally the window in which DHS has to remove an alien after a final order of removal) in certain instances, such as when the alien's removal is stayed during an appeal. DHS may continue to detain an alien beyond the removal period and any removal period extensions. DHS shall periodically certify a justification for detaining an alien beyond the removal period. DHS shall establish a detention review process for aliens who (1) have made all reasonable efforts to comply with a removal order, and (2) are not subject to mandatory detention. DHS shall use the review process to determine whether an alien should be detained or released with conditions.
