Strengthen Taiwan's Security Act of 2022 This bill requires the Department of Defense (DOD) to develop, with close consultation with Taiwan's Ministry of Defense, a plan for the United States to use existing authorities to expedite military assistance to Taiwan as necessary for Taiwan to defend itself against certain military actions, such as an amphibious assault, a missile attack, or a blockade. The bill also requires DOD to report annually on the ability of the United States to support Taiwan's defense capabilities.

No WHO Pandemic Preparedness Treaty Without Senate Approval Act This bill establishes that any convention or agreement on pandemic-related issues reached by the World Health Assembly (WHA) pursuant to a specified negotiating body shall be deemed to be a treaty requiring the advice and consent of the Senate. Specifically, this bill applies to any international instrument negotiated by the intergovernmental negotiating body established by the WHA in December 2021 to strengthen pandemic prevention, preparedness, and response.

TSA Security Threat Assessment Application Modernization Act This bill requires the Transportation Security Administration (TSA) to standardize the enrollment and renewal system for individuals applying for or renewing multiple TSA Security Threat Assessment programs, including the Transportation Worker Identification Credential, Hazardous Materials Endorsement, and TSA PreCheck programs. The standardization shall permit an individual to (1) enroll at a TSA-designated universal enrollment center once and use the application for one of such programs to enroll in two or more of such programs,with specified exceptions for those applying for or renewing enrollment in more than one program at different times; (2) apply successful, valid clearance results from a TSA Security Threat Assessment to satisfy vetting requirements for participation in any related program without additional cost; and (3) undergo a streamlined and expeditious renewal process. Additionally, the TSA must publish on its website information relating to the standardization of the enrollment system.

Access to Baby Formula Act of 2022 This bill authorizes the Department of Agriculture (USDA) to take certain actions to address emergencies, disasters, and supply chain disruptions (particularly the shortage of infant formula in the United States) affecting participants of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). For example, the bill directs USDA to require each infant formula cost containment contract to include remedies in the event of an infant formula recall, including how an infant formula manufacturer would protect against disruption to WIC participants in the state.

Alzheimer's Accountability and Investment Act This bill requires the National Institutes of Health to annually submit, beginning in FY2024, an estimate of its budget and personnel needs for carrying out initiatives pursuant to the National Alzheimer's Project. This project supports coordination of federal planning, research, and other efforts to address Alzheimer's disease and related dementias.

NAPA Reauthorization Act This bill extends through 2035 and makes other changes to the National Alzheimer's Project. This project supports coordination of federal planning, programs, and other efforts to address Alzheimer's disease and related dementias. In particular, the bill incorporates a focus on promoting healthy aging and reducing risk factors associated with cognitive decline. The bill also expands the membership of the Advisory Council on Alzheimer's Research, Care, and Services to include (1) a researcher with experience recruiting and retaining diverse clinical trial participants, (2) an individual diagnosed with Alzheimer's disease, and (3) representatives from additional federal agencies (e.g., the Department of Justice and the Office of Management and Budget).

This resolution expresses that the Senate has heard of the death of the Honorable Orrin G. Hatch, former U.S. Senator for the state of Utah. Supply Chain Disruptions Relief Act This bill modifies the treatment of liquidations of new motor vehicle inventory as qualified LIFO (last in first out accounting method) inventory. It allows new motor vehicle dealers to elect to wait until the end of 2025 to replace their inventory for purposes of determining income attributable to the sale of such inventory during 2020 and 2021.

This joint resolution nullifies the interim final rule submitted by the Department of Justice and the Department of Homeland Security and published on March 29, 2022, concerning procedures for the consideration of asylum claims and other related issues. (Among other changes, the interim final rule requires an asylum seeker subject to expedited removal to be screened by an asylum officer for a credible fear of persecution or torture, rather than a credible fear of persecution, reasonable possibility of persecution, or reasonable possibility of torture.)

This bill prohibits the Department of Veterans Affairs from obligating or expending any amounts to provide emergency assistance in response to an emergency at the southern border directly resulting from the repeal of certain public health orders from the Centers for Disease Control and Prevention. Specifically, the bill prohibits such emergency assistance in response to the repeal of the order issued on August 2, 2021, titled Public Health Reassessment and Order Suspending the Right To Introduce Certain Persons From Countries Where a Quarantinable Communicable Disease Exists ; the order issued on April 1, 2022, titled Public Health Determination and Order Regarding Suspending the Right To Introduce Certain Persons From Countries Where a Quarantinable Communicable Disease Exists ; and an order relating to the same public health concerns as the listed orders.

This resolution recognizes, honors, and commends the women of Ukraine who have contributed to the fight for freedom and the defense of Ukraine. The resolution acknowledges the women who have risked their lives to travel through territory controlled by Russia, break siege tactics surrounding cities, and ensure the safety of children and the elderly. The resolution acknowledges the important role women must play in resolving the conflict between Ukraine and Russia as outlined in U.N. Security Council Resolution 1325 (2016) and required by the laws of the United States and regulations of Ukraine. The resolution further calls on all countries to promote the meaningful inclusion of women in negotiations and decision-making at all levels, including security decisions. Finally, the resolution commits to supporting the women of Ukraine wherever they are as they fight back against tyranny and work for the free and democratic future of Ukraine.

Cattle Price Discovery and Transparency Act of 2022 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in contract terms and pricing in the cattle industry. Among these requirements, USDA must maintain a publicly available library or catalog of contracts entered into between meat packers and livestock producers for the purchase of cattle, including any schedules of premiums or discounts associated with the contracts and other specific details. USDA must make this information available to producers and other interested parties in a monthly report. The bill further requires USDA to establish five to seven regions encompassing the entire continental United States that reasonably reflect similar fed cattle purchase practices for processing plants and establish mandatory minimums for each region (i.e., the minimum percentage of cattle purchases that are required to be made through approved pricing mechanisms from producers that are not packers). Under the bill, approved pricing mechanisms are generally purchases of fed cattle made through a negotiated purchase, through a negotiated grid purchase, at a stockyard, or through trading systems or platforms where multiple buyers and sellers can regularly make and accept bids and offers. The bill also establishes a maximum penalty for mandatory minimum violations by covered packers. Under the bill, a covered packer is a packer that has slaughtered an average of 5% or more of the number of fed cattle slaughtered nationally during the immediately preceding five calendar years.

Hammers' Law This bill makes additional compensation recoverable for nonpecuniary damages (but not punitive damages) for deaths resulting from a passenger cruise ship voyage accident occurring on the high seas beyond 12 nautical miles from the U.S. shore.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).

Child Care and Development Block Grant Reauthorization Act of 2022 This bill reauthorizes through FY2026 and expands programs and services under the Child Care and Development Fund. The bill expands eligibility to include families earning not more than 150% of the state medium income if the state provides an appropriate opportunity for families earning not more than 85% of the state median income to receive services. Additionally, the bill provides grants for states to expand the supply and capacity of child care providers.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

Home Front Energy Independence Act This bill prohibits the importation of petroleum and petroleum products from Russia until Russia recognizes the sovereignty and territorial integrity of Ukraine. The bill allows a new tax credit for the sale or blending of ethanol fuels. It also extends through 2025 the income tax credit for biodiesel and renewable diesel used as fuel. The bill modifies requirements relating to the waiver of ethanol reid vapor pressure limitations and E15 labeling. The bill requires the Department of Agriculture to award grants to certain governmental entities for expanding the biofuel infrastructure and agriculture product market.

North Platte Canteen Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to recognize the individuals and communities that provided financial and other support for the North Platte Canteen in North Platte, Nebraska, during World War II. The North Platte Canteen, a volunteer-run effort, provided entertainment to U.S. troops traveling across the country.

Beagle Brigade Act of 2022 This bill provides statutory authority for the National Detector Dog Training Center that is operated by the Animal and Plant Health Inspection Service of the Department of Agriculture. The center trains dogs to inspect passenger baggage, cargo, mailed packages, and vehicles to detect foreign pests and diseases that threaten domestic agriculture and natural resources.

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (2) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Ocean Shipping Reform Act of 2022 This bill revises requirements governing ocean shipping to promote the growth and development of U.S. exports. For example, the bill prohibits common ocean carriers, marine terminal operators, or ocean transportation intermediaries from refusing cargo space when available or resorting to other unfair methods.

Child Tax Credit for Pregnant Moms Act of 2022 This bill allows a child tax credit for an unborn child who is born alive. It also allows the credit upon certification that a mother's pregnancy resulted in a miscarriage (the involuntary death of an unborn child who was carried in the womb for less than 20 weeks) or that the child was stillborn (the involuntary death of an unborn child who was carried in the womb for 20 weeks or more).

Empowering States to Protect Seniors from Bad Actors Act This bill reauthorizes through FY2028 and otherwise revises the Senior Investor Protection Grant Program. The bill moves the program from the Consumer Financial Protection Bureau to the Securities and Exchange Commission, establishes a task force to oversee the program, and eliminates certain grant eligibility requirements.

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government and necessary to protect civilians in Ukraine from Russian military invasion. An agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The waivers provided by this bill shall be in effect until (1) the conflict beginning with Russia's annexation of the Crimea region of Ukraine in 2014 has ceased, and (2) Russia has reduced its military force on Ukraine's eastern border to the levels maintained prior to March 1, 2021. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

Inflation Prevention Act This bill establishes a point of order that, when the annualized rate of inflation exceeds 4.5%, prohibits the Senate from considering legislation that provides new budget authority and is estimated to result in an increase to the rate of inflation. The prohibition may be waived by an affirmative vote of three-fifths of the Senate.

Stop Iranian Drones Act of 2021 This bill expands existing provisions requiring sanctions against individuals or entities that provide certain types of weapons to Iran. Specifically, the bill modifies the provisions by adding unmanned combat aerial vehicles to the list of weapons covered by the sanctions.

Low Power Protection Act This bill provides for a one-year period during which eligible low-power television stations may apply to the Federal Communications Commission (FCC) for Class A licenses. To be eligible, a station must serve a media market with a limited number of television households, broadcast a minimum number of hours, and meet other requirements. A low-power station with a Class A license obtains certain broadcast rights, including primary status with respect to its allocation of the electromagnetic spectrum. (Typically, low-power stations have secondary status and may be displaced from their spectrum in the event the FCC reallocates it to a primary user.)

Protecting Access to Credit for Small Businesses Act This bill prohibits the Small Business Administration from directly making a loan under the 7(a) Program, which authorizes loans and loan guaranties to small businesses that meet certain requirements.

Robocall Trace Back Enhancement Act This bill provides liability protection for specified information-sharing activities undertaken to trace the origins of unlawful robocalls, illegally spoofed calls, and other illegal calls. Specifically, the bill protects a designated consortium that conducts private-led efforts to trace unlawful robocalls from liability for receiving, sharing, or publishing information about illegal calls, including their origin or source. The bill also applies liability protection to a voice service provider (i.e., a provider of any service that enables real-time, two-way voice communications) or other entity or person that shares information with the consortium.

Deceptive Experiences To Online Users Reduction Act or the DETOUR Act This bill prohibits large online operators from manipulating their product to mislead consumers into providing personal information or giving consent. The bill further prohibits these operators from studying the behavioral patterns of subsets of users without first obtaining informed consent, and it prohibits designing online products that lead to compulsive usage by children. If meeting certain requirements, an association of large online operators may register with the Federal Trade Commission (FTC) as a professional standards body to develop and promote best practices and guidance for complying with the requirements of this bill. The bill provides authority for the FTC to enforce the requirements of this bill.

Veterans Assistance Helpline Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish a toll-free telephone help line for the purpose of providing information to specified individuals about VA services and benefits available in their area. Specifically, the help line is for veterans, persons acting on behalf of veterans, or individuals who are eligible to receive benefits or services from the VA. The VA, in coordination with the Federal Communications Commission (FCC), may contract with a third party to direct calls to the appropriate person regarding a VA service or benefit. Additionally, the VA must coordinate with the FCC to study and report on the feasibility and advisability of designating a covered dialing code for the purpose of reaching the help line.
