Railroad Employee Equity and Fairness Act or the REEF Act This bill provides that payments made from the Railroad Unemployment Insurance Account shall not be subject to reduction with respect to unemployment compensation programs for qualified railroad employees.

Transportation and Logistics Hiring Reform Act of 2020 This bill establishes a standard of care for the selection of motor carriers by specified entities (e.g., shippers, brokers, freight carriers). Before tendering a shipment, but not more than 45 days before the pickup of a shipment by the hired motor carrier, an entity shall verify that the carrier is registered with and authorized by the Federal Motor Carrier Safety Administration (FMCSA) to operate as a motor carrier, does not have an unsatisfactory safety fitness rating, and has not otherwise been ordered to discontinue operations by the FMCSA. In any civil action in federal or state court for damages in which it is asserted or alleged that an entity acted negligently in the selection or retention of a motor carrier, such entity shall be considered to have acted reasonably and prudently in the selection if it establishes that it verified information relating to the motor carrier through the FMCS.

Haulers of Agriculture and Livestock Safety Act of 2020 or the HAULS Act of 2020 This bill modifies exemptions with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The bill allows the federal hours-of-service rules exemption regarding maximum driving and on-duty time for drivers transporting agricultural commodities and farm supplies to apply year-round. Current law provides an exception from the federal hours-of-service rules for the transportation of agricultural commodities within a 150 air-mile radius of the normal work reporting location only during planting and harvest periods which are determined by each state. Additionally, the Department of Transportation must revise the definition of agricultural commodity to include specific commodities that are covered by the federal hours-of-service rules exception.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue, beginning January 1, 2022, quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. Treasury may issue quarter dollars, beginning January 1, 2026, with up to five different designs emblematic of the United States semiquincentennial. One of the quarter dollar designs must be emblematic of a woman's or womens' contribution to the birth of the nation or the Declaration of Independence or any other monumental moments in American history. Beginning January 1, 2027, Treasury shall issue quarter dollars that have designs on the reverse that are emblematic of sports played by American youth. Beginning January 1, 2027, Treasury shall issue half dollars that have designs on the reverse that are emblematic of a sport tailored to athletes with a range of disabilities, including physical impairment, vision impairment and intellectual impairment (i.e., a Paralympic sport). Treasury is authorized to design and manufacture medals for award at the 2028 Olympic Games in Los Angeles, California.

Cattle Market Transparency Act of 2020 This bill directs the Department of Agriculture (USDA) to establish and maintain a library or catalog of each type of contract offered by packers to producers for the purchase of all or part of the production of fed cattle (including cattle that are purchased or committed for delivery). Fed cattle means a steer or heifer that has been feeding on a ration of roughage and feed concentrates prior to slaughter, including grains, protein meal, grass, and other nutrient-rich feeds. USDA must create and maintain a publicly available library of the types of contracts that are being offered by packers to, and are open to acceptance by, producers for the purchase of fed cattle. Additionally, USDA must also establish regional mandatory minimum thresholds to enhance price discovery and transparency for cattle market participants. Further, the bill revises daily reporting requirements for packer processing plants by requiring them to include the number of cattle scheduled to be delivered for slaughter each day for the subsequent 14 days.

Setting an American Framework to Ensure Data Access, Transparency, and Accountability Act or the SAFE DATA Act This bill establishes various requirements relating to the collection of consumer data, data transparency and security, and corporate accountability, including limiting the amount of data a covered entity may collect and prohibiting manipulation of data intended to increase the usage of online services (e.g., incorporating auto-play functions without the consent of a user).

This resolution expresses support for the designation of September 2020 as Polycystic Ovary Syndrome (PCOS) Awareness Month. PCOS is caused by a hormone imbalance. Symptoms can include infertility, weight gain, excess hair growth, and acne. It recognizes the need for further research, improved treatment and care options, and a cure for PCOS. It also acknowledges the struggles affecting all women and girls afflicted with PCOS.

Achieving Thorough Transparency and Accessibility for Information Navigation on Mental Health Act of 2020 or the ATTAIN Mental Health Act This bill requires the Department of Health and Human Services (HHS) to establish and update a publicly accessible, internet-based dashboard to publicize federally funded mental health grants. The dashboard must contain, for example, program names and opening and closing dates for applications. In addition, HHS must establish a process to accept information voluntarily provided by states concerning their federally supported mental health grants for incorporation into the dashboard. In developing the dashboard, HHS must consult with appropriate federal departments and agencies and other relevant stakeholders.

Safeguarding America's Frontline Employees To Offer Work Opportunities Required to Kickstart the Economy Act or the SAFE TO WORK Act This bill limits liability for injuries related to COVID-19 (i.e., coronavirus disease 2019). Generally, an individual alleging harm from exposure to coronavirus or related medical treatment occurring before October 1, 2024, may sue only under the causes of action created by this bill, with limited exceptions. However, the bill does not preempt any law that imposes stricter limits on liability or otherwise provides greater protections to defendants. An individual or entity engaged in business or other activities may be liable for injuries resulting from coronavirus exposure only if the plaintiff proves by clear and convincing evidence that (1) the defendant did not make reasonable efforts to comply with government standards and guidance, (2) the defendant's actions constitute gross negligence or willful misconduct, and (3) actual exposure caused the plaintiff's injury. (The clear and convincing evidence standard is a higher standard of proof than is typically required in a civil action.) Similarly, a health care provider may be liable for injuries connected to coronavirus-related services only if the plaintiff proves by clear and convincing evidence that (1) the provider's actions constituted gross negligence or willful misconduct, and (2) such actions directly caused the injury. The bill also contains various coronavirus-related protections for defendants, including protections that (1) exempt an employer or operator of public accommodations that meets certain requirements from liability under certain federal laws, (2) impose limitations on coronavirus-related class action lawsuits, and (3) limit liability for certain injuries related to workplace coronavirus testing.

Knowing the Efficiency and Efficacy of Permanent Telehealth Options Act of 2020 or the KEEP Telehealth Options Act of 2020 This bill requires the Department of Health and Human Services (HHS) and the Government Accountability Office (GAO) to report on the availability and effects of expanded telehealth services under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). Among other information, HHS must detail its actions during the emergency to expand access to telehealth services and must analyze telehealth usage by certain demographic groups. The GAO must report on the efficiency and management of the telehealth expansion and related risks of fraudulent activity.

Airport Infrastructure Readiness Act of 2020 or the AIR Act of 2020 This bill directs the Department of Transportation (DOT) to apportion Airport Improvement Program funding for FY2022 and FY2023 to an airport sponsor based on the number of passenger boardings at such airport that would result in the highest apportioned amount during either calendar year 2018, calendar year 2019, or the full calendar year prior to the current fiscal year. Additionally, DOT shall not calculate a benefit-to-cost ratio with respect to an air traffic control tower participating in the Contract Tower Program on the basis of an annual aircraft traffic decrease in FY2020 and FY2021. Under the Contract Tower Program, air traffic control towers are staffed by employees of private companies rather than by Federal Aviation Administration (FAA) employees. The FAA is required to perform a benefit-cost analysis to determine eligibility for participation in the program.

Responding to Epidemic Losses and Investing in the Economic Future for Producers Act of 2020 or the RELIEF for Producers Act of 2020 This bill establishes requirements and provides funding for the Department of Agriculture (USDA) to make payments to livestock and poultry producers to offset losses related to the intentional depopulation of livestock and poultry due to insufficient access to meat or poultry processing during the COVID-19 public health emergency. The bill also provides additional funding to USDA for animal disease prevention and management programs.

Lifting Our Communities through Advance Liquidity for Infrastructure Act or the LOCAL Infrastructure Act This bill reinstates tax provisions relating to advance refunding bonds. An advance refunding bond is a tax-exempt bond issued by a state or municipality to refinance or consolidate existing bond obligations.

Unfunded Mandates Accountability and Transparency Act This bill revises rulemaking requirements with respect to unfunded mandates. Specifically, the bill requires federal agencies to prepare and publish in the Federal Register an initial and final regulatory impact analysis prior to promulgating any proposed or final major rule. The analysis must include regulatory alternatives to the rule. Major rule means a rule that the Office of Information and Regulatory Affairs determines is likely to cause an annual effect on the economy of $100 million or more; a major increase in costs or prices for consumers, individual industries, federal, state, local, or tribal government agencies, or geographic regions; or significant adverse effects on competition, employment, investment, productivity, innovation, public health and safety, or the ability of U.S.-based enterprises to compete with foreign-based enterprises in domestic and export markets. Before promulgating any proposed or final major rule, an agency shall select the regulatory alternative that maximizes net benefits, taking into consideration only the costs and benefits that arise within the scope of the statutory provision that authorizes the rulemaking, with exceptions. The bill prohibits Congress from considering a bill that increases private sector costs more than a certain amount unless certain conditions are met.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Financial Product Safety Commission Act of 2020 This bill removes the Consumer Financial Protection Bureau from the Federal Reserve System, converts the bureau into an independent commission, and modifies its leadership structure. Specifically, the bill eliminates the positions of director and deputy director and establishes a five-person commission appointed by the President and confirmed by the Senate.

Renewable Fuel Feedstock Reimbursement Act of 2020 This bill directs the Department of Agriculture to carry out a program to provide payments to certain renewable fuel producers to reimburse them for purchases of renewable fuel feedstock that were made between January 1, 2020, and March 31, 2020. The payment amount shall be equal to 75% of the purchase price of such feedstock.

Uyghur Human Rights Policy Act of 2020 This bill imposes sanctions on foreign individuals and entities responsible for human rights abuses in China's Xinjiang Uyghur Autonomous region and requires various reports on the topic. The President shall periodically report to Congress a list identifying foreign individuals and entities responsible for such human rights abuses. The President shall impose (1) property-blocking sanctions on the identified individuals and entities, and (2) visa-blocking sanctions on the identified individuals. The bill requires reports to Congress on (1) human rights abuses in Xinjiang; (2) efforts to protect U.S. citizens and residents, including ethnic Uyghurs and Chinese nationals studying or working in the United States, from harassment and intimidation by the Chinese government; and (3) the Chinese government's acquisition and development of technology to facilitate internment and mass surveillance in Xinjiang. The Office of the Director of National Intelligence shall submit a classified report to Congress on (1) Chinese government policies in Xinjiang that constitute gross violations of human rights, and (2) the scope and scale of the detention and forced labor of Muslim minority groups in China.

This resolution condemns Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the international covenants on human rights. Further, it calls on Iran to immediately release all imprisoned or detained Baha'is, and it urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

Motor Carrier Safety Grant Relief Act of 2020 This bill provides relief for recipients of financial assistance awards for FY2019 and FY2020 from the Department of Transportation (DOT). The bill expands the period of availability during which grant recipients may spend funds awarded through the (1) motor carrier safety assistance program, (2) commercial motor vehicle operators grant program, and (3) commercial driver's license program implementation grant program. DOT may keep and redistribute funds that were not allocated for FY2019 or FY2020.

Expanding Medical Partnerships with Israel to Lessen Dependence on China Act or the EMPIL-DOC Act This bill authorizes a bilateral grant program with Israel to develop health technologies, with an emphasis on the use of technology, personalized medicine, and data in relation to COVID-19 (i.e., coronavirus disease 2019). Technologies to be developed through this program include, among others, artificial intelligence, respiratory assist devices, and diagnostic tests. In addition, the program conditions funding on a matching contribution from the government of Israel.

Promoting Alzheimer's Awareness to Prevent Elder Abuse Act This bill requires the Department of Justice (DOJ) to review and update, if necessary, certain best practices, replication guides, and other training materials for law enforcement, judicial officials, and others whose work may bring them in contact with elder abuse. Specifically, DOJ must address victims and witnesses who have Alzheimer's disease and related dementias in these materials. Additionally, in creating or compiling these materials, DOJ must consult with the Department of Health and Human Services and, as appropriate, other entities with relevant expertise in elder abuse.

Unfunded Mandates Information and Transparency Act of 20 20 This bill broadens the requirements for the Congressional Budget Office (CBO) to study and report on the impact of federal mandates in legislation and estimate their direct costs to state, local, and tribal governments, and the private sector. Specifically, it requires CBO's estimates to include (1) costs to state, local, or tribal governments to implement proposed changes of the conditions for participating in a federal assistance program, upon the request of certain Members of Congress; (2) indirect costs to the private sector, such as foregone profits and costs passed onto consumers and other entities; and (3) costs of rules issued by independent regulatory agencies, except the Board of Governors of the Federal Reserve System or the Federal Open Market Committee. In addition, the bill prohibits consideration of legislation that would increase the direct cost of private sector mandates beyond certain limits, unless such prohibition is waived by Congress. The bill further revises the federal regulatory process by, among other things (1) transferring certain responsibilities from the Office of Management and Budget to the Office of Information and Regulatory Affairs, (2) establishing criteria to guide agencies in assessing the effects of federal regulatory actions, (3) revising requirements for agency statements accompanying significant regulatory actions, (4) requiring agencies to develop a process for private sector parties to provide input on regulatory proposals containing significant federal mandates, and (5) requiring agencies to conduct a retrospective analysis of an existing regulation upon the request of certain Members of Congress.

COVID-19 Consumer Data Protection Act of 2020 This bill generally prohibits covered entities from collecting, processing, or transferring an individual's personally identifiable information for the purpose of contact tracing with respect to COVID-19 (i.e., coronavirus disease 2019) without first obtaining the individual's affirmative consent to use such information. Applicable personally identifiable information includes, but is not limited to, precise geolocation data, long-lasting digital identifiers of individuals, and personal health information. However, such information does not include data that is de-identified, related to employee health screening for on-site entry, or publicly available. Covered entities, which include businesses, common carriers, and certain nonprofit organizations, also must provide a mechanism for individuals to revoke prior affirmative consent.

Small Business Expense Protection Act of 2020 This bill amends the Coronavirus Aid, Relief, and Economic Security Act to provide that tax deductions for ordinary business expenses and other tax incidents shall not be affected by the exclusion from gross income of amounts related to loan forgiveness received in response to COVID-19 (i.e., coronavirus disease 2019).

This bill requires the Farm Service Agency to provide payments to producers that sold feeder cattle or live cattle during any month in calendar year 2020 to offset losses due to COVID-19 (i.e., coronavirus disease 2019). Specifically, payments must be provided (1) in the case of feeder cattle, if the average national sale price per hundredweight for feeder cattle for that month is less than $150; and (2) in the case of live cattle, if the average national sale price per hundredweight for live cattle for that month is less than $121. A producer may receive payments for not more than 10,000 head of cattle in calendar year 2020. Additionally, a producer must have owned the feeder cattle or live cattle for not less than 30 days before the date on which the cattle were sold.

Securing All Livestock Equitably Act of 2020 or the SALE Act of 2020 This bill requires all livestock purchased by a dealer in cash sales and all inventories of, or receivables or proceeds from, such livestock to be held by the dealer in a trust until all unpaid cash sellers of the livestock have been paid. The bill exempts from the requirement any dealer whose average annual purchases of livestock do not exceed $100,000. The bill also specifies requirements regarding enforcement, preserving a trust, notifying lien holders, and purchasing or transferring livestock that is subject to a trust.
