Kelsey Smith Act This bill amends the Communications Act of 1934 to require a mobile or Internet voice service provider to disclose, at the request of an investigative or law enforcement officer (or public safety employee or agent on behalf of such officer), the location information of a device if the officer asserts: (1) that the device was used to place a 911 call, or (2) reasonable suspicion that the device is in the possession of an individual who is in an emergency situation. The bill prohibits a civil action or administrative proceeding against a telecommunications carrier who discloses call location information in good faith in accordance with this bill.

Transporting Livestock Across America Safely Act This bill requires the Department of Transportation to amend regulations on hours of service for commercial drivers who transport livestock or insects within a 300 air-mile radius from where the on-duty time of the driver begins.The regulations must: (1) exclude from the driver's on-duty time certain activities, such as loading or unloading a commercial motor vehicle; (2) change the driving time requirement to a maximum of not less than 15, and not more than 18, hours within a 24-hour period; (3) permit the driver to take one or more rest periods during the trip, which shall not be included in the calculation of the driving time; (4) require the driver, after completion of the trip, to take a rest break for a period that is five hours less than the maximum driving time; (5) exclude from the calculation of the driving time any additional driving to the point of delivery if the driver is within 150 air-miles of the point of delivery; and (6) make inapplicable the requirement that the driver take a 10-hour rest period before driving.

Veterans Fair Debt Notice Act of 2018 This bill directs the Department of Veterans Affairs (VA) to collaborate with veterans service organizations to write a standard letter to be provided to individuals who owe debts to the VA. Such letter shall be written in plain language and shall include a notice of the debt and a clear explanation of: (1) why the individual owes such money, and (2) available options. The VA shall develop a method by which individuals may elect to receive debt notification letters by electronic means and shall ensure that the letter is delivered: (1) by both standard mail and electronic means to individuals who have made such election, and (2) only by standard mail to individuals who have not made such election.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Protecting Rational Incentives in Newsprint Trade Act of 2018 or the PRINT Act This bill directs the Department of Commerce to conduct a study of, and to report to Congress regarding, the economic well-being, health, and vitality of the newsprint industry and the local newspaper publishing industry in the United States, including an assessment of: the trends in demand for newsprint and traditional printed newspapers, in demand for digital or online consumption of news, and in the U.S. pulp and paper industry and the effect of declining demand for newsprint on the health of such industry; measures undertaken by printers and newspaper publishers to reduce costs in response to increased costs for newsprint in the United States, and whether such measures have harmed local news coverage or reduced employment in the newspaper and publishing industries; whether measures undertaken by publishers and printers to reduce costs have harmed local businesses that advertise in local newspapers; and the global production capacity for newsprint in light of the declining demand for newsprint. Commerce and the U.S. International Trade Commission may not give effect to an affirmative determination in an antidumping or countervailing duty investigation relating to imports of uncoated groundwood paper until the President certifies that he has received the report and has concluded that giving effect to the determination is in the economic interest of the United States. Until such time as the President issues the certification, the administering authority shall order a rate of zero for deposits posted in such an investigation.

Music Modernization Act This bill makes various changes to copyright law related to sound recordings, including providing protection for sound recordings fixed before February 15, 1972, creating a system for paying royalties to producers and sound engineers, and establishing a statutory blanket license for digital music services. The blanket license allows music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Maritime Authorization and Enhancement Act for Fiscal Year 2019 This bill reauthorizes for FY2019 programs of the Department of Transportation (DOT) associated with maintaining the United States merchant marine, including the U.S. Merchant Marine Academy (USMMA), state maritime academies, the National Security Multi-Mission Vessel Program, U.S. Maritime Administration operations and programs, the ship disposal program, and the maritime guaranteed loan program. The bill addresses (1) DOT jurisdiction over the USMMA; (2) the USMMA policy on sexual harassment, dating violence, domestic violence, sexual assault, and stalking; (3) implementation of recommendations for the USMMA Sexual Assault Prevention and Response Program; (4) electronic records on mariner availability to meet national security needs; (5) small shipyard grants; (6) domestic ship recycling facilities; (7) USMMA cadet Sea Year training needs; (8) the national maritime strategy; (9) the DOT Office of Inspector General report on the financial controls and protections included in its policies and procedures for approving loan applications under the Federal Ship Financing Program; (10) multi-year contracts for the procurement of vessels within the National Security Multi-Mission Vessel Program; (11) the use of state academy training vessels; (12) DOT authority to issue war risk insurance; and (13) the comprehensive study of the Great Lakes-Saint Lawrence Seaway navigation system.

Agriculture Creates Real Employment Act or the ACRE Act This bill reduces environmental requirements for agricultural producers, including requirements concerning the takings of certain birds at farms or aquaculture facilities, exports of certain sea urchins and sea cucumbers, discharges of pesticides, the use of information and data collected in accordance with certain environmental laws, or oil pollution on farms.

This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow a state that has assumed the environmental review responsibilities of the Department of Transportation under the surface transportation project delivery program to apply to the Environmental Protection Agency to administer an individual and general permit program for discharging dredge and fill material into navigable waters.

Patient Right to Know Drug Prices Act (Sec. 2) This bill amends the Public Health Service Act to prohibit a health insurance plan or pharmacy benefits manager from restricting a pharmacy from informing an enrollee of any difference between the out-of-pocket cost of a drug under the plan and the cost of the drug without health insurance coverage. (Such restrictions are commonly referred to as gag clauses.) (Sec. 3) The bill also amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to apply certain antitrust filing requirements for generic drug applicants to biosimilar biological product applicants. (Biosimilar biological products, commonly referred to as biosimilars, are biological products approved by the Food and Drug Administration based on their similarity to an already-approved biological product.) Under current law, generic drug applicants that make agreements with brand name drug companies or other generic drug applicants regarding the manufacture, marketing, or sale of their drugs must file such agreements with the Federal Trade Commission and the Department of Justice. The bill subjects biosimilar biological product applicants to the same filing requirements.

Fair Agricultural Reporting Method Act or the FARM Act This bill amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to exempt air emissions from animal waste at a farm from specified release notification requirements, recordkeeping requirements, and associated penalties.

Child Tax Credit for Pregnant Moms Act of 2018 This bill amends the Internal Revenue Code, with respect to the child tax credit, to allow the credit to be used for an unborn child if the child is born and issued a Social Security number before the due date for the tax return (without regard to extensions) for the taxable year. The bill defines an "unborn child" as a member of the species homo sapiens, at any stage of development, who is carried in the womb. If a child is not taken into account for the credit for the year immediately preceding the year of the child's birth, the bill doubles the amount of the credit allowed for the year of the birth.

Veterans Cemetery Benefit Correction Act This bill requires the Department of the Interior to provide outer burial receptacles for veterans' remains buried in open cemeteries administered by the National Park Service. The use of outer burial receptacles in such cemeteries shall be in accordance with regulations or procedures approved by Interior.

Iranian Leadership Asset Transparency Act This bill requires the Department of the Treasury, in furtherance of efforts to prevent the financing of terrorism, money laundering, or related illicit finance and to make financial institutions' required compliance with sanctions more easily understood, to submit within 270 days and annually thereafter for the next two years a report regarding: the funds or other assets held in U.S. and foreign financial institutions that are directly or indirectly controlled by specified Iranian officials; any equity interest such official has in an entity on Treasury's list of specially designated nationals and blocked persons or in any other sanctioned entity; how such funds, assets, or equity interests were acquired and used; new methods used to evade anti-money laundering and related laws, including recommendations to improve techniques to combat illicit uses of the U.S. financial system by such officials. recommendations for revising U.S. economic sanctions against Iran to prevent Iranian officials from using funds or assets to develop and procure ballistic missile technology and commit human rights abuses; the effectiveness of U.S. economic sanctions against Iran and how Treasury assesses such effectiveness; and recommendations for improving Treasury's ability to develop and enforce additional economic sanctions against Iran if so ordered by the President. The unclassified portion of the report shall be made available to the public and posted on Treasury's website in downloadable English, Farsi, Arabic, and Azeri versions.

Precision Agriculture Connectivity Act of 2018 This bill requires the Federal Communications Commission to establish the Task Force for Meeting Connectivity and Technology Needs of Precision Agriculture in the United States. The task force's duties include: (1) identifying and measuring current gaps in broadband Internet access service coverage of cropland and ranchland; (2) assembling a comprehensive guide of all federal programs and resources working to expand broadband Internet access service on unserved cropland and ranchland; and (3) developing policy recommendations to promote the rapid, expanded deployment of fixed and mobile broadband Internet access service on unserved cropland and ranchland.

Earmark Elimination Act of 2018 This bill establishes a point of order in the Senate against considering legislation that includes an earmark. Under the bill, an "earmark" is a congressionally directed spending item, tax benefit, or tariff benefit targeted to a specific recipient or group of beneficiaries. The point of order may be waived by an affirmative vote of two-thirds of the Members of the Senate, duly chosen and sworn. If the point of order is successfully raised and sustained, the earmark shall be stricken from the legislation.

Water Infrastructure Finance and Innovation Reauthorization Act of 2018 This bill reauthorizes through FY2024 and revises the Water Infrastructure Finance and Innovation Act program, including by designating the Environmental Protection Agency (EPA) as the sole administrator of the program, thus replacing the current joint administration of the program by the EPA and the U.S. Army Corps of Engineers.

Pain-Capable Unborn Child Protection Act This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, up to five years in prison, or both. The bill provides exceptions for an abortion: (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

National Integrated Drought Information System Reauthorization Act of 2018 This bill reauthorizes through FY2023 and modifies the National Integrated Drought Information System (NIDIS) Program. The bill amends the National Integrated Drought Information System Act of 2006 to require, under NIDIS, that the collection and integration of information on the key indicators of drought and drought impacts includes indicators of precipitation, soil moisture, and evaporative demand. NIDIS shall also: provide timely data, information, and products that reflect watershed differences in drought conditions; through interagency agreements, coordinate and integrate future federal research and monitoring in support of a drought early warning information system; utilize existing forecasting and assessment programs and partnerships, including forecast communication coordinators and cooperative institutes, and improvements in seasonal, subseasonal, and low flow water prediction; and continue ongoing research and monitoring activities related to drought, including research activities relating to the prediction of drought. NIDIS may: engage with the private sector to improve drought forecast and communication if the National Oceanic and Atmospheric Administration determines such partnership is appropriate, cost-effective, and beneficial to the public and the decision-makers specified in the Act; and facilitate the development of one or more academic cooperative partnerships to assist with NIDIS functions. NIDIS shall develop a strategy for a national coordinated soil moisture monitoring network. The bill amends the Food Security Act of 1985 to extend through FY2023 certain activities related to the provision of agricultural and silvicultural weather and climate information.

National Transportation Safety Board Reauthorization Act This bill reauthorizes the National Transportation Safety Board (NTSB) for FY2019-FY2023. The NTSB may include any still image obtained from a video recorder for an accident, but must protect from public disclosure any information that readily identifies an individual, including a decedent. The bill permits the NTSB to release confidential information to the public to protect health and safety and may share information with certain protections. The NTSB must report to Congress explaining its methodology to prioritize and select recommendations included on the Most Wanted List. The Most Wanted List sets forth NTSB advocacy priorities. It is designed to increase awareness of, and support for, critical changes needed to reduce accidents and save lives. The bill also requires the NTSB to: (1) expand requirements for providing services to families of accident victims; and (2) review, every five years, its previously issued safety recommendations.

Fix NICS Act of 2017 This bill amends the Brady Handgun Violence Prevention Act to require each federal agency and department, including a federal court, to: certify whether it has provided to the National Instant Criminal Background Check System (NICS) disqualifying records of persons prohibited from receiving or possessing a firearm, and establish and substantially comply with an implementation plan to maximize record submissions and verify their accuracy. The bill amends the NICS Improvement Amendments Act of 2007 to: direct the Department of Justice (DOJ) to establish a state implementation plan, including benchmarks, to maximize the automation and submission of mental health and criminal history records to the NICS; waive the grant match requirement under the National Criminal History Improvement Program (NCHIP) for a state that complies with its implementation plan; reauthorize through FY2022 the NICS Act Record Improvement Program (NARIP); establish, as a priority area for NARIP grant funding, a domestic abuse and violence prevention initiative; and create a funding preference under the NARIP program for states that establish an implementation plan and use grant funds to upload felony conviction and domestic violence records. It amends the Crime Identification Technology Act of 1998 to reauthorize through FY2022 the NCHIP program. If a state complies with its implementation plan, then the federal share of an NCHIP grant may exceed 90% of program costs.

Senate Anti-Harassment Training Resolution of 2017 Requires each Senator and Senate officer, manager, employee, intern, fellow, and detailee to periodically complete training that addresses workplace harassment, including sexual harassment and related intimidation and reprisal prohibited under the Congressional Accountability Act of 1995. Requires the individual to complete such training within 60 days after: (1) adoption of this resolution; or (2) assuming a Senate position, if after such adoption. Deems individuals to have completed training if they completed training during the 115th Congress. Directs each office, including a joint commission or joint committee, employing Senate employees to certify whether covered individuals have completed such training during that Congress. Requires the Secretary of the Senate to publish the certification on its public website.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill amends the Public Health Service Act to award cooperative agreements: (1) for the establishment or support of national or regional centers of excellence in public health practice in Alzheimer's disease; (2) to state public health departments, Native American tribes, and other entities to promote cognitive functioning, address cognitive impairment and unique aspects of Alzheimer's disease, and help meet the needs of caregivers; (3) for analysis and public reporting of data on the state and national levels regarding cognitive decline, caregiving, and health disparities, and monitoring of objectives on dementia and caregiving in the Department of Health and Human Services' Healthy People 2020 report.
