Vaccines for the New Millennium Act of 2001 - Amends the Internal Revenue Code to allow a limited business credit for the costs medical research related to developing vaccines against widespread diseases. Defines Widespread diseases as malaria, tuberculosis, HIV, or any infectious disease (of a single etiology) which, according to the World Health Organization, causes over one million human deaths annually. Allows a limited lifesaving vaccine sale credit equal to the amount of qualified vaccine sales. Defines qualified vaccine sales as the aggregate amount paid to the taxpayer for a qualified sale. Defines a qualified sale as a sale of a qualified vaccine: (1) to a nonprofit organization or to a government of any foreign country (or instrumentality of such a government); and (2) for distribution in a developing country. Establishes the Lifesaving Vaccine Purchase Fund. Expresses the sense of Congress concerning the manufacture, distribution, support for global efforts, and tiered pricing of vaccines.

Bipartisan Patients' Bill of Rights Act of 2001 - Sets forth provisions concerning group health plans and health insurers and the provision of certain advice and care, including: (1) emergency care; (2) obstetric and gynecological care; (3) specialists care; (4) prescription drugs; (5) participation in approved clinical trials; (6) pediatric care; and (7) health plan information. Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act, and the Internal Revenue Code to, among other things: (1) provide for review and appeal of health plan decisions; (2) provide penalties and court remedies for health plans failing to provide benefits; (3) provide limitations on certain class action litigation; (4) provide for limitation on preemption of State law respecting health insurance issuers; and (5) provide for patient protection standards. Establishes in the Department of Health and Human Services a Patient's Protection Board.

Best Pharmaceuticals for Children Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the National Institutes of Health, to develop a list of approved drugs for which: (1) there is no patient or market exclusivity protection; and (2) additional pediatric safety and effectiveness studies are needed. Directs the Secretary to award contracts to entities with appropriate experience for pediatric clinical trials of such drugs. Establishes a Food and Drug Administration (FDA) contract process for related labeling changes. Amends the Federal Food, Drug, and Cosmetic Act to: (1) eliminate the user fee waiver for pediatric supplements to a human drug application; (2) provide priority status for pediatric supplements; (3) include neonates within the definition of pediatric studies; (4) provide for dissemination of pediatric supplement information; and (5) set forth requirements for the additional six-month exclusivity period for new or already-marketed pediatric drugs. Directs the Secretary to establish an Office of Pediatric Therapeutics within the Office of the Commissioner of Food and Drugs, which shall coordinate all FDA pediatric activities.

Amends the Internal Revenue Code to include life insurance companies as an "includible corporation" for purposes of filing consolidated tax returns. Permits an affiliated group which includes at least one domestic insurance company that elects to file a consolidated return rather than pay tax under certain life insurance provisions to use a phased-in percentage of insurance company net operating loss in determining its own taxable income. (Permits unused loss carryover.) Provides for: (1) subsidiary stock basis adjustment; and (2) waiver of the five-year reconsolidation waiting period for certain formerly includible corporations which became nonincludible as a result of becoming a subsidiary of a nonincludible life insurance company.

Teaching Children to Save Lives Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Health Resources and Services Administration, to make grants to State agencies to award grants to local agencies and targeted schools or school districts for cardiopulmonary resuscitation (CPR) training in targeted localities. Requires such training to use nationally recognized training courses, and to be in public schools which include students in any of grades six through 12. Requires such grants to be used to: (1) ensure, in conjunction with local efforts, that training sites have the ability to start up; and (2) foster community partnerships among public and private organizations to help provide such training.

Municipal Utility Natural Gas Supply Act of 2001 - Amends the Internal Revenue Code to exclude from the definition of the term "investment property," as such term is used in defining "higher yield investments," any prepayment on a supply contract for the purpose of obtaining a supply of natural gas reasonably expected to be used by a utility which is owned and operated by a State or local government, or any State or local government political subdivision or instrumentality (thus permitting municipal gas systems to use their tax-exempt borrowing authority to fund the purchase of long-term, prepaid supplies of natural gas).

Nursing Employment and Education Development Act (the NEED Act) - Amends the Public Health Service Act to authorize appropriations for the nursing workforce development student loan repayment program and permit the service required by such program to be performed in a skilled nursing facility, in a home health agency, in a public health department, or in a nurse-managed health center. Provide for a Nurse Corps Scholarship program to provide scholarships to individuals seeking nursing education in exchange for service from such individuals in a critical nursing shortage area upon completion of such education, a public awareness and education campaign encouraging pursuit of the nursing profession, an area health education centers program to develop models of excellence for nurses, community nurse outreach grants, educational assistance for nurses from diverse or disadvantaged backgrounds, career ladder program grants for nurses, nurse training grants, nurse internship and residency grants, a fast-track nursing faculty loan program, a stipend and scholarship program to encourage individuals to seek advanced nursing degrees, and a National Commission on the Nursing Crisis.

Telemarketer Identification Act of 2001 - Amends the Communications Act of 1934 to make it unlawful for any person or entity making a commercial telephone solicitation to interfere with or circumvent a caller identification service. Provides a cause of action for a person or entity, or a State attorney general on behalf of its residents, for violations of such prohibition. Authorizes the FCC to grant a temporary waiver from compliance for good cause shown (technical infeasibility).

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Empowering Parents Act of 2001 - Enhancing Public Education Through Choice Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Public School Choice Programs. Directs the Secretary of Education to make competitive grants to State educational agencies (SEAs) and local educational agencies (LEAs), including those serving the lowest performing schools, to enable them to implement programs of universal public school choice. Gives priority to those SEAs and LEAs that: first, serve the lowest performing schools; second, serve the highest percentage of students in poverty; and third, form partnerships for interdistrict approaches to such programs. Public Charter Schools Equity Act - Amends ESEA to establish a program for credit enhancement initiatives to promote public charter school facility acquisition, construction, and renovation. Amends the Internal Revenue Code to exclude from gross income any interest paid on loans by public charter schools. Amends ESEA to direct the Secretary to make competitive Grants for Public Charter School Facilities to States for the Federal share of the cost of programs in which the States make per-pupil payments to public charter schools to help finance school facilities.

Relief, Equity, Access, and Coverage for Health (REACH) Act - Amends the Internal Revenue Code to: (1) allow as a limited refundable credit the amount paid for qualified health insurance; and (2) provide for the payment, by the Secretary of the Treasury, to an individual's health insurer of an amount equal to an individual's qualified health insurance credit advance amount. Amends the State Children's Health Insurance Program (SCHIP) provisions of the Social Security Act to provide that, in the case of a targeted low-income child who is eligible for child health assistance and whose parent is eligible for the refundable health insurance costs tax credit, payment may be made to a State for payment by the State to a health insurance issuer that receives advance payment of such credit on behalf of the parent of an amount equal to the estimated cost of providing the child with child health assistance, subject to stated conditions.

Mental Health Equitable Treatment Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act, respectively, to prohibit certain employee group health plans or related insurances providing both medical-surgical and mental health benefits from imposing mental health treatment limitations or financial requirements unless comparable limitations and requirements are imposed upon medical-surgical benefits. Exempts specified small employers from such requirements. Requires a General Accounting Office study of such requirements' effects upon health insurance costs, access, and quality.

Amends the Internal Revenue Code to extend the work opportunity credit to wages paid to small business employees working or living in areas with a poverty rate of at least 20 percent. Directs the Secretary of the Treasury to report to specified congressional committees on the effect of such credit extension.

Zimbabwe Democracy and Economic Recovery Act of 2001 - Declares it is U.S. policy to support the Zimbabwean people in their struggles to effect peaceful, democratic change, achieve broad-based and equitable economic growth, and restore the rule of law. Provides for certain bilateral and multilateral debt relief for Zimbabwe (including the establishment of a Southern Africa Finance Center for the development of commercial projects there and the Southern Africa region) upon the President's certification to the appropriate congressional committees that: (1) the rule of law has been restored in Zimbabwe; (2) certain election or pre-election conditions have been met; (3) the Government of Zimbabwe has demonstrated a commitment to an equitable, legal, and transparent land reform program; (4) such government is making a good faith effort to end the war in the Democratic Republic of Congo; and (5) the Zimbabwean Armed Forces, the National Police of Zimbabwe, and other state security forces have become subordinate to the elected civilian Zimbabwean government. Restricts multilateral assistance to Zimbabwe until such certification is made. Authorizes the President to waive such requirements if it is in the national interest of the United States. Authorizes the President to provide certain foreign assistance funds to Zimbabwe to support the establishment of democratic institutions, free press and independent media, and the rule of law. Urges the President to consult immediately with the governments of European Union member states, Canada, and other appropriate foreign countries on specified actions to be taken against individuals responsible for violence and the breakdown of the rule of law in Zimbabwe.

Mathematics and Science Education Partnership and Teacher Recruitment Act of 2001 - Authorizes the Secretary of Education to make competitive grants to partnerships for specified activities relating to mathematics, science, and technology education and teacher recruitment and training for elementary and secondary schools. Requires each partnership to: (1) include a State educational agency, a mathematics or science department of an institution of higher education, and a local educational agency; and (2) develop an evaluation and accountability plan for the authorized activities. Directs the Secretary to coordinate program activities with the National Science Foundation (NSF), especially with respect to the appropriate roles of the Department of Education and NSF in the conduct of summer workshops or institutes provided by such partnerships.

Law Enforcement Protection Act of 2001 - Amends the Federal criminal code to exempt qualified current and former law enforcement officers carrying appropriate written identification from State and local laws prohibiting the carrying of a concealed firearm. Consents to the formation of interstate compacts or agreements for cooperative efforts in enabling authorized individuals to carry concealed weapons.

Genetic Information Nondiscrimination in Health Insurance Act of 2001 - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act (as amended by the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999), and the Internal Revenue Code to prohibit a health care plan or health insurance issuer from restricting enrollment or adjusting premium or contribution amounts for a group on the basis of predictive genetic information concerning an individual in the group or a family member of the individual (including information about a request for or receipt of genetic services). Prohibits a plan or issuer from requesting or requiring predictive genetic information concerning an individual or a family member of the individual (including information about a request for or receipt of genetic services). Permits a plan or issuer to request, but not require, such information for diagnosis, treatment, or payment purposes only. Sets forth confidentiality provisions.

Designates the headquarters offices of the Peace Corps, wherever situated, as the Paul D. Coverdell Peace Corps Headquarters. Amends the Paul D. Coverdell World Wise Schools Act of 2000 to require the Director of the Peace Corps to ensure that references in Peace Corps documents to the World Wise Schools Program be references to the Paul D. Coverdell World Wise Schools Program. Provides funding to the University of Georgia to support the construction of the Paul D. Coverdell Building at the Institute of the Biomedical and Health Sciences at the University.

Brownfields Revitalization and Environmental Restoration Act of 2001 - Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to provide for grant programs for inventorying, characterizing, assessing, remediating, and conducting planning related to brownfield sites. Defines a "brownfield site," with exceptions, as real property, the expansion, redevelopment, or reuse of which is complicated by the presence or potential presence of a hazardous substance or pollutant. Exempts from liability under CERCLA certain owners of real property contiguous to property on which there has been a hazardous substance release or threatened release and bona fide prospective purchasers. Provides for grants to States or Indian tribes for establishing or enhancing response programs. Restricts authority to take enforcement actions under CERCLA in cases of hazardous substance releases addressed by a State response plan.

Medicare Preservation and Improvement Act of 2001 - Amends the Social Security Act to add a new title XXII (Medicare Competitive Premium System), outlining new parts A (Medicare Plans; Combining Parts A and B), B (Competitive Premium System), C (Medicare Board Charter), D (Unified Medicare Trust Fund); and E (Health Care Financing Administration (HCFA) Duties and Responsibilities). Limits Medicare beneficiaries to those who are both entitled (or enrolled) under part A and enrolled under part B. Requires entities to offer both standard and high option Medicare plans, confining an outpatient prescription drug benefit and stop-loss coverage to high option plans. Prescribes requirements for computation of core benefit premiums and national average premiums, which shall be subject to geographic and risk adjusters. Establishes a Medicare Board to govern the program and approve proposed Medicare plans. Places a limitation on beneficiary obligations in certain areas and provides protection for areas with no contract with a private entity in effect. Provides for Medicare plans for low-income Medicare beneficiaries. Requires the Medicare Board to establish a Medicare beneficiary education program to provide timely, readable, accurate, and understandable information to Medicare beneficiaries regarding Medicare plan options. Directs the Medicare Board to establish Medicare Consumer Coalitions to inform Medicare beneficiaries about enrollment in Medicare plans. Provides that, beginning on January 1, 2004, only Medicare beneficiaries enrolled in the HCFA-sponsored standard plan established under new part E may purchase or renew Medicare supplemental insurance policies.

Medicare Prescription Drug and Modernization Act of 2001 - Amends the Social Security Act (SSA) to add a new title XXII (Medicare Competition and Prescription Drugs) to establish a Medicare Competition Agency, headed by a Commissioner, to administer the Medicare Prescription Drug and Supplemental Benefit Program (program) created under a new SSA title XXIII part B by this Act and the Medicare+Choice program under part C (Medicare+Choice) of SSA title XVIII (Medicare). Amends SSA title XXII to add a new part B (Medicare Prescription Drug and Supplemental Benefit Program) requiring the Commissioner to establish the Medicare Prescription Drug and Supplemental Benefit Program under which an eligible beneficiary may voluntarily enroll in, and receive access to covered outpatient prescription drugs and other benefits through, a Medicare Prescription Plus plan offered by a private entity or by a Medicare+Choice plan. Amends SSA title XVIII part C to prohibit a Medicare+Choice organization from offering prescription drug coverage to a Medicare+Choice plan enrollee except as specified. Amends SSA title XIX (Medicaid) to require a State, as a condition for receiving Federal financial assistance for its Medicaid plan, to make Medicare prescription drug benefit eligibility determinations for low-income premium and cost-sharing subsidies. Provides for phased-in Federal assumption of Medicaid prescription drug costs. Prohibits: (1) any new Medigap policy covering prescription drugs from being issued, on or after January 1, 2004, to an individual unless it replaces a Medigap policy issued to that individual which provided some coverage of prescription drug expenses; and (2) a Medigap policy issuer from denying or conditioning Medigap coverage for certain individuals. Amends SSA title XVIII (Medicare) to establish Medigap protections for individuals who lose Medicare prescription plus plan coverage. Amends Medicare part C to establish a Medicare+Choice Competition Program. Amends SSA title XXII to add a new part C (Medicare Consumer Coalitions) authorizing the Commissioner of the Competitive Medicare Agency to establish Medicare Consumer Coalitions to conduct information programs comparing the original Medicare fee-for-service program, available Medicare+Choice plans, and available Medicare Prescription Plus plans.

Gift of Life Congressional Medal Act of 2001 - Directs the Secretary of the Treasury to design and strike a bronze medal to commemorate organ donors and their families. Makes any organ donor, or the family or family member of any organ donor, eligible for the medal. Requires the Secretary of Health and Human Services to direct the Organ Procurement and Transplantation Network to arrange for medal presentation to eligible individuals.

Rural Education Development Initiative for the 21st Century Act - Directs the Secretary of Education to make: (1) formula grants to applicant State educational agencies to award subgrants to rural local educational agencies (LEAs) serving certain percentages of children from poor families, for elementary and secondary education development activities; and (2) direct competitive grants for such activities to specially qualified LEAs in nonparticipating States. Requires LEAs or their schools to use such funds for: (1) educational technology, including software and hardware; (2) professional development; (3) technical assistance; (4) teacher recruitment and retention; (5) parental involvement activities; or (6) academic enrichment programs or other education programs.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Strong Character for Strong Schools Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to make grants to eligible entities in partnerships to design and implement State and local character education programs incorporating the elements of caring, civic virtue and citizenship, justice and fairness, respect, responsibility, and trustworthiness, as well as any other elements deemed appropriate by the members of the eligible entity, and any additional elements defined after consultation with the schools and communities served.

Paul D. Coverdell Teacher Liability Protection Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish a new title XV, Teacher Liability Protection. Preempts State law, except where it provides additional protection of teachers from liability. Makes ESEA title XV inapplicable to any civil action in State court against a teacher in which all parties are citizens of the State if such State enacts a statute electing that ESEA title XV not apply. Provides that no teacher in a school shall be liable for harm caused by an act or omission on behalf of the school if the teacher was acting within the scope of employment or responsibilities relating to providing educational services, subject to specified requirements and exceptions. Limits punitive damages and liability for non-economic loss.

Coverdell Education Savings Accounts Act of 2001 - Amends the Internal Revenue Code, with respect to education individual retirement accounts (IRAs), to: (1) permit distributions for qualified elementary and secondary education expenses; (2) increase annual contribution limits from $500 to $2,000, with annual inflation adjustments as of tax year 2003; (3) waive the beneficiary age limitation (18) for contributions on behalf of special needs beneficiaries; (4) permit corporations to contribute to education IRAs; (5) permit annual contributions to be made until the filing date (not including extensions) for a tax year; (6) extend the time for return of excess contributions; and (7) provide for coordination with Hope and lifetime learning credit and qualified tuition program provisions. Renames such educational IRAs as Coverdell education savings accounts. Collegiate Learning and Student Savings Act - Amends the Internal Revenue Code to: (1) permit private higher educational institutions, in addition to currently permitted State institutions, to establish qualified tuition programs; and (2) exclude from gross income such program distributions used for qualified higher education expenses. Amends the Investment Company Act of 1940 to exempt qualified tuition programs from the definition of an investment company.

AMT and Tax Deduction Fairness Act of 2001 - Amends the Internal Revenue Code to allow: (1) the State and local income tax deduction against the alternative minimum tax; and (2) the deduction of State and local general sales taxes in lieu of State and local income taxes.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal.
