Protection and Advocacy for Voting Access Program Inclusion Act or the PAVA Program Inclusion Act This bill authorizes the Department of Health and Human Services to distribute Protection and Advocacy for Voting Access (PAVA) program grants to the protection and advocacy systems of the Commonwealth of the Northern Mariana Islands and the American Indian consortium.

Prevent Interruptions in Physical Therapy Act of 2019 This bill allows a physical therapist to receive payment under Medicare for services provided to the physical therapist's patients by another physical therapist through a qualifying temporary arrangement, regardless of the geographic area or population served. Currently, physical therapists may only receive payment with respect to such arrangements for services provided in medically underserved, rural, or health professional shortage areas.

End Valley Fever Now Act This bill provides various supports to address the occurrence of valley fever, which is an infection caused by the fungus Coccidioides that is commonly found in the southwestern United States as well as parts of Mexico, Central America, and South America.

Southwest Tourism Expansion Act This bill directs the Department of Homeland Security (DHS) to waive the requirement to issue arrival-departure cards to certain Mexican nationals. Specifically, the waiver shall apply to a Mexican national who is (1) eligible for nonimmigrant admission into the United States, (2) exempt from visa and passport requirements or certain existing (and generally more limited) arrival-departure card requirements, and (3) admitted at a port of entry in Arizona on the U.S.-Mexico border for visiting Arizona for up to 30 days. The waiver program shall be in effect for five years. Before the program expires, DHS shall report to Congress on issues including (1) the estimated economic impact of the program, and (2) the number of Mexican nationals who overstayed their visa in Arizona during the first four years in which the program was in effect.

Diversifying by Investing in Educators and Students to Improve Outcomes For Youth Act or the Diversify Act This bill increases the maximum grant award under the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program. The TEACH program awards grants to college students who plan to teach in low-income areas. The bill also exempts the TEACH program from sequestration, which is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.

Protect SNAP Act This bill prohibits the Department of Agriculture from modifying work requirements for able-bodied adults receiving benefits under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program). The bill also prohibits the use of federal funds (including fees) to implement or enforce the Food and Nutrition Service rule titled Supplemental Nutrition Assistance Program: Requirements for Able Bodied Adults Without Dependents , published on February 1, 2019.

Federal Funding Accountability for Sexual Harassers Act This bill requires institutions of higher education (IHEs) that receive federal funding to report certain instances of discrimination on the basis of sex. Such IHEs must report, to all federal agencies that awarded competitive research and development grants over the previous 10 years and to the Federal Audit Clearinghouse, substantiated findings of discrimination (including harassment) on the basis of sex by a principal investigator or program director. A principal investigator or program director is an individual designated to direct or lead a project, program, or activity supported by a federal grant and who is responsible and accountable for the proper conduct of the project, program, or activity. In addition, each federal department or agency that is authorized to award competitive research and development grants must take into consideration any such reports when making the final decision of whether to award a grant to an IHE. The department or agency may condition the grant award on the prohibition of an individual for whom a report has been filed from using the grant award or carrying out activities under the grant. The National Academies of Sciences, Engineering, and Medicine must study and report on the implementation and effectiveness of strategies employed to address and prevent sexual harassment.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2019 This bill provides federal housing assistance to Indians and Native Hawaiians. Specifically, the bill reauthorizes through FY2024 and otherwise revises housing assistance block grants for Indians and Native Hawaiians. Among other things, the Department of Housing and Urban Development (HUD) must award competitive grants to eligible recipients of block grants to carry out affordable housing activities, such as housing rehabilitation projects. The bill authorizes HUD to guarantee housing loans for Indians and Native Hawaiians through FY2024. Additionally, the bill provides statutory authority for the Tribal HUD-VASH program, which provides rental assistance and supportive services to Indians who (1) are veterans of the U.S. Armed Forces, (2) are homeless or at risk of homelessness, and (3) live in or near an area where a tribe or tribally designated housing entity provides assistance for affordable housing. The program must be carried out by HUD in conjunction with the Department of Veterans Affairs. Under the program, grants must be made to entities eligible for housing assistance block grants. HUD may also make renewal grants to entities that have received prior program grants. The bill also requires the Department of Agriculture to set aside and reserve certain rural housing funds for Indian tribes.

Accessible Instructional Materials in Higher Education Act or the AIM HIGH Act This bill creates a commission to develop voluntary guidelines for postsecondary electronic instruction materials and related technologies. Specifically, the Speaker of the House of Representatives, the President pro tempore of the Senate, and the Secretary of Education must establish an independent commission to (1) develop and issue voluntary accessibility guidelines for postsecondary electronic instructional materials and related technologies, (2) develop a model framework for pilot testing such materials and technologies, and (3) produce an annotated list of information technology standards. The Department of Education must review and, as appropriate, update the voluntary guidelines, pilot testing framework, and information technology standards every five years.

Military Family Parole in Place Act This bill directs the Department of Homeland Security (DHS) to parole into the United States an alien who is the spouse, widow or widower, parent, or child of a qualifying current or former member of the Armed Forces. A qualifying member of the Armed Forces shall be (1) a member of the Armed Forces on active duty, (2) a member of the Selected Reserve of the Ready Reserve, or (3) a living or deceased individual who served in and was discharged from either service under a condition other than dishonorable. Such parole may be denied only if DHS, the Department of Defense, and the Department of Veterans Affairs jointly issue a detailed written justification for the denial.

This resolution acknowledges the maternal health crisis disproportionately affecting American Indian, Alaska Native, and Native Hawaiian women that has led to high rates of maternal mortality and morbidity. The resolution calls for urgent funding increases for the Indian Health Service, Tribally Operated Health Centers, Urban Indian Organizations, and Native Hawaiian health care programs to improve access to high-quality maternal health, prenatal care, and family planning services. Additionally, the resolution recognizes the federal government's failure to uphold tribal treaty rights pertaining to the provision of adequate health care services to American Indians and Alaska Natives. Finally, the resolution calls for the prioritization of policy for American Indian, Alaska Native, and Native Hawaiian women to reduce long-standing barriers to maternal health and family planning services.

100% Clean Economy Act of 2019 This bill establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. In addition, the EPA must establish the Clean Economy Federal Advisory Committee to make recommendations to the EPA on one or more interim greenhouse gas emissions reduction goals for the United States to achieve before achieving the national goal. After obtaining the committee's recommendations, the EPA must recommend to Congress one or more interim goals.

Quality Care for Nursing Home Residents Act of 2019 This bill establishes several requirements for Medicare skilled nursing facilities and Medicaid nursing facilities with respect to minimum staffing levels, training for nurses, and protections for whistleblowers and residents. The bill also requires specific consent procedures in relation to the administration of certain psychotropic drugs and prohibits the use of pre-dispute arbitration agreements in such facilities.

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires group health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.

Tribal Wildlife Corridors Act of 2019 This bill authorizes the use of wildlife corridors on Indian land to provide habitat or ecological connectivity and allow for fish, wildlife, or plant movement on such land. Specifically, the bill permits an Indian tribe to nominate a corridor within the land of such tribe as a tribal wildlife corridor. The Department of the Interior must establish criteria for determining whether such a corridor qualifies as a tribal wildlife corridor, including criteria for restoring historical habitat. Interior must provide tribes with technical assistance to establish, manage, or expand a tribal wildlife corridor. Such assistance must include support with accessing wildlife data and working with private landowners to access programs for facilitating connectivity on nonfederal land. Additionally, Interior must (1) establish a program to award grants to tribes to increase connectivity through tribal wildlife corridors, and (2) consult with tribes to determine whether a tribal wildlife corridor may be expanded into public lands or otherwise benefit connectivity between public lands and such corridor. The bill also permits the Department of Agriculture to give priority under certain conservation programs to those projects that enhance connectivity by expanding a tribal wildlife corridor.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Rebuilding Our Communities by Keeping aggregates Sustainable Act or the ROCKS Act This bill directs the Department of Transportation to establish a working group of federal, state, tribal, and local stakeholders to conduct a study on the regulatory and legislative improvements necessary to preserve access to covered resources and reduce the costs and environmental impacts of infrastructure projects. ( Covered resources are materials used in the construction and maintenance of roads, buildings, and other facilities, including stone, sand, and gravel.)

Women Who Worked on the Home Front World War II Memorial Act This bill authorizes the Women Who Worked on the Home Front Foundation to establish a commemorative work on federal land in the District of Columbia in commemoration of the commitment and service represented by women who worked on the home front during World War II. The foundation shall be solely responsible for the acceptance of contributions for, and payment of the expenses of, establishing the memorial. The bill prohibits federal funds from being used to pay any expense for the establishment of the memorial.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

Family Violence Prevention and Services Improvement Act of 2019 This bill modifies, expands, and reauthorizes through FY2024 the Family Violence and Prevention Services program, which funds emergency shelters and supports related assistance for victims of domestic violence. Specifically, the bill requires the Department of Health and Human Services (HHS) to award grants and enter cooperative agreements with state and tribal domestic violence coalitions, and community-based organizations, to support prevention services. Depending on the type of organization, grant recipients must use funding to (1) provide technical assistance; (2) promote evidence-informed prevention strategies; (3) implement coordinated, community responses to reduce risk factors for family violence; and (4) develop prevention partnership strategies, among other uses. Further, HHS must award specified grants to organizations that provide population-specific services in underserved communities and to community-based organizations that provide culturally competent domestic violence services to racial and ethnic minority groups. The bill also establishes a grants program for tribal domestic violence coalitions to support the provision of local, tribal, family domestic or dating violence services and requires HHS to award a grant for the administration of a hotline dedicated to serving Indians affected by domestic violence. In addition, the bill modifies certain program-wide definitions; changes the requirements for specified grant applications, eligibility criteria, and use of funds; and makes other technical revisions.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Schedules That Work Act This bill provides employees with the right to request changes to their work schedules related to the number of hours they are required to work or be on call, the location of the work, the amount of notification about work schedule assignments, and fluctuations in work hours. Employers must negotiate in good faith with employees who make such requests and comply with certain work schedule notice and split shift pay requirements for retail, food service, cleaning, hospitality, or warehouse employees.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Native American Child Protection Act This bill reauthorizes through FY2026 and otherwise revises certain programs related to the prevention, investigation, treatment, and prosecution of family violence, child abuse, and child neglect involving Indian children and families. Specifically, the bill revises the Indian Child Abuse Treatment Grant Program to encourage the use of grants for culturally appropriate treatment services and programs. The bill renames the Indian Child Resource and Family Services Centers as the National Indian Child Resource and Family Services Center. It also requires such center to (1) provide advice, technical assistance, and training to urban Indian organizations; (2) develop certain technical assistance materials for Indian tribes, tribal organizations, and urban Indian organizations; and (3) develop model intergovernmental agreements between tribes and states to prevent, investigate, treat, and prosecute incidents of family violence, child abuse, and child neglect involving Indian children and families. Additionally, the bill revises the Indian Child Protection and Family Violence Prevention Program to allow Indian tribes, tribal organizations, and intertribal consortia to use program funds for additional activities, such as operational costs for child protective services. It also revises the definition of child abuse to include psychological or verbal abuse that causes serious emotional or mental injury to a child.

New Deal for New Americans Act of 2019 This bill provides assistance to immigrants and addresses issues related to naturalization. The bill establishes the National Office of New Americans to promote and support immigrant integration and encourage the pursuit of U.S. citizenship among immigrants. The bill also establishes grant programs for eligible entities that provide (1) legal services for immigrants, (2) English language education that focuses on integrating students into society, and (3) workforce development training that supports the economic integration of immigrants. The bill also reauthorizes the Citizenship and Integration Grant Program within U.S. Citizenship and Immigration Services (USCIS). USCIS may establish a nonprofit entity to spur innovation in the expansion of citizenship preparation programs and to support assistance for immigrants seeking permanent resident status or citizenship. The bill also requires the Department of Homeland Security to (1) report to Congress before increasing fees for immigration adjudication and naturalization services above the levels of such fees on January 1, 2019, and (2) waive or reduce certain immigration-related fees for low-income aliens. The bill also (1) waives the English proficiency requirement for the naturalization of certain permanent residents, (2) repeals the public charge ground for deportation, (3) requires states to provide for automatic voter registration to qualifying new citizens unless that individual declines, and (4) sets a floor of 110,000 to the maximum number of refugees who may be admitted into the United States each year.

Puerto Rico Statehood Admission Act This bill (1) declares that Congress commits to deeming Puerto Rico to be a state of the United States if it chooses statehood; and (2) requires Puerto Rico to conduct a plebiscite, a vote of the people, on statehood in conjunction with the November 2020 election.

Syrian Partner Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria against the Islamic State. (A special immigrant is qualified to become a permanent resident) A qualifying alien is a Syrian national (or stateless person who habitually resided in Syria) who (1) partnered with or worked for the United States in Syria in a sensitive and trusted capacity (such as an interpreter) on or after January 1, 2014, for at least one year, and (2) provided documented service to U.S. efforts against the Islamic State. The spouse or child of such an alien shall also qualify for special immigrant status. DHS may admit up to 4,000 principal aliens under this bill each fiscal year for the five fiscal years after this bill's enactment. Unused visas at the end of a fiscal year shall carry forward and be available the next year. Aliens admitted under this bill shall not be subject to other numerical limitations. If a qualifying alien applying for special immigrant status under this bill is in imminent danger, the Department of State shall provide protection to that alien. An alien who has received special immigrant status under this bill shall be eligible for benefits generally available to admitted refugees, such as resettlement assistance.

Casa Grande Ruins National Monument Boundary Modification Act of 2019 This bill authorizes the Department of the Interior to acquire specified private or state lands or interests in land from willing sellers in order to expand the boundaries of the Casa Grande Ruins National Monument. As consideration for the acquisition of the lands, unless such lands are donated, Interior must (1) pay fair market value; or (2) convey to the land owners federal lands, interest in federal land, or any other federal asset of equal value located in Arizona. Two additional parcels of land are also to be included in the Casa Grande Ruins National Monument. One parcel of 3.8 acres is currently being administered by the Bureau of Land Management. The other parcel of 7.41 acres is currently being administered by the Bureau of Indian Affairs (BIA) and is exchanged for 3.5 acres currently being administered by the National Park Service. The land transferred to the BIA is to be used for the San Carlos Irrigation Project. Interior may enter into an agreement with Arizona to provide for cooperative management of approximately 200 acres of specified state trust lands.

Citizenship for Children of Military Members and Civil Servants Act This bill establishes that a foreign-born child of a U.S. citizen member of the Armed Forces or government employee may automatically acquire U.S. citizenship even if the child is not residing in the United States. Currently, a foreign-born child automatically acquires U.S. citizenship if the child (1) has at least one parent who is a citizen, (2) is less than 18 years old, and (3) is residing in the United States in the citizen parent's legal and physical custody pursuant to a lawful admission for permanent residence. Under this bill, the third requirement is fulfilled if a foreign-born child is (1) living in the legal and physical custody of the citizen Armed Services member or government employee who has been stationed abroad (or the accompanying spouse of such a citizen), and (2) lawfully admitted for permanent residence in the United States.

SOS: Sustaining Outpatient Services Act This bill allows for payment under the Medicare prospective payment system for hospital outpatient department services of certain items and services that are furnished at off-campus outpatient departments. Specifically, the bill allows for payment of items and services for which payments to physician specialists (under the Medicare physician fee schedule) did not exceed $2 million during the previous year.

White House Accountability for Language Diversity Act This bill requires the White House and each federal agency to establish official websites in the five most commonly used languages in the United States other than English to increase accessibility. The websites must be of a similar scope and content as the English version. The President and each agency shall maintain and update the websites on a regular basis.

Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019 This bill requires the Department of State to consult with Congress before decreasing or increasing U.S. government engagement with another nation as a result of that nation's decision to strengthen or undermine ties with Taiwan. (Taiwan is self-governing, but China considers it a renegade province and has taken actions to encourage countries and international organizations to limit or cut off relations with Taiwan.) The bill states that the U.S. government should support Taiwan in strengthening its relationships with countries around the world.

Health Equity and Access under the Law for Immigrant Women and Families Act of 2019 or the HEAL Immigrant Women and Families Act of 2019 This bill extends Medicaid and Children's Health Insurance Program coverage to individuals lawfully present in the United States who otherwise meet eligibility requirements. Individuals granted federally authorized presence also are required to maintain minimum essential health insurance coverage and are eligible for health insurance exchanges, reduced cost sharing, premium subsidies, and premium tax credits.
