College Affordability Act This bill reauthorizes and revises the Higher Education Act of 1965, including to revise federal student financial aid programs, consolidate federal student loans and expand loan forgiveness , increase college access and success for certain students, and revise accountability measures. Specifically, the bill revises financial aid programs, including to (1) increase the maximum federal Pell Grant award, (2) provide incentives for states to fund public institutions of higher education (IHEs), and (3) increase and make permanent funding for minority-serving IHEs. The bill also revises federal student loan programs, including to (1) replace existing student loan repayment plans with one income-based repayment plan and one fixed repayment plan, (2) allow existing borrowers to lower their payments by switching to the new plans, and (3) expand public service loan forgiveness programs (e.g., TEACH grants) and create appeal processes for denied applications. In addition, the bill increases college access and success for certain students (e.g., students with low-income, children, or the disabled) through investments and practices, such as student support services and accelerated learning opportunities. Finally, the bill revises accountability measures for IHEs (including for-profit IHEs), job training programs, college accrediting agencies, and lenders. In particular, the bill updates the performance goals of the Office of Federal Student Aid and requires the Department of Education to be responsible for the oversight of the office.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Equitable Student Aid Access Act This bill revises certain income requirements for calculating federal student financial aid amounts, and it requires the Department of Education (ED) to publish certain requirements for financial aid offers. Specifically, the bill eliminates the simplified needs test in financial aid applications for families with income below a specified threshold, and it increases the income threshold that automatically qualifies a student for certain financial aid. When determining the total income of an applicant or an applicant's household, ED shall provide for the use of data from the second preceding tax year to simplify applications used for the estimation and determination of financial aid eligibility. ED must also conduct consumer testing to serve as the basis for determining requirements for financial aid offers. A financial aid offer must contain information such as cost of attendance and sources of available financial aid, as well as a standardized quick reference box to enable comparison of information on college costs and financial aid.

Stopping Harmful Interference in Elections for a Lasting Democracy Act or the SHIELD Act This bill establishes a duty to report election interference from foreign entities, applies existing campaign advertising requirements to online advertisements, and generally limits political spending and election interference by foreign entities. Specifically, a political committee must report certain foreign contacts involving an offer of unlawful election assistance to the Federal Bureau of Investigation and the Federal Election Commission. The bill establishes criminal penalties for violations of these requirements. Existing requirements for political advertisements and electioneering communications apply to internet and digital advertisements, including requirements related to disclosures and contributions. Additionally, large online platforms must maintain a public database of certain political advertisements. The bill places limitations on political spending by foreign entities. Specifically, foreign entities may not (1) contribute to campaigns related to ballot initiatives and referenda, or (2) make disbursements for certain internet activity referring to a candidate or a political issue. A candidate is prohibited from offering to share nonpublic campaign information with certain foreign entities. The bill also prohibits (1) the dissemination of false statements regarding federal elections or public endorsement, or (2) the intentional hindering of voting or registering to vote. The bill establishes criminal penalties and a private right of action with respect to these prohibitions.

Public Servants Protection and Fairness Act This bill establishes an alternative formula to calculate Old-Age, Survivors, and Disability Insurance benefits for those who receive pensions for certain non-covered employment. (The existing formula is known as the windfall elimination provision.) The alternative formula adjusts an individual's total lifetime earnings based on the proportion of covered earnings (i.e., earnings subject to Social Security payroll taxes). It applies to individuals who (1) first become eligible for benefits after 2021, (2) have earnings from non-covered service performed after 1977 and (3) have less than 30 years of coverage (i.e., years in which a beneficiary is considered to have contributed a substantial amount into the Social Security trust funds). Beneficiaries receive the higher benefit amount as calculated under the alternative method or the existing formula. In addition, the bill provides rebates for certain beneficiaries currently impacted by the existing formula. The Social Security Administration must include non-covered earnings in Social Security account statements, and the Government Accountability Office must study the availability of certain information related to retirement plans maintained by state and local governments.

Brian Tally VA Employment Transparency Act This bill prescribes the notice the Department of Veterans Affairs (VA) must provide in the event a person submits a claim for damage, injury, or death on Standard Form 95 (related to tort claims occurring within the scope of an employee's federal employment). Specifically, the VA must provide to the claimant, within 30 days after the claim is submitted, notice of (1) the importance of securing legal counsel, and (2) the employment status of any individual listed on the form. Additionally, if the claim involves a contractor that entered into an agreement with the VA, the VA must provide the claimant notice of the statute of limitations regarding the claim in the state in which the claim arose.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).

No Money Bail Act of 2019 This bill restricts the use of money bail (i.e., the payment of money as a condition of pretrial release) in criminal cases. Specifically, it prohibits the use of money bail in federal criminal cases. Additionally, it makes a state that uses a money bail system ineligible for funds under the Edward Byrne Memorial Justice Assistance Grant Program.

Office of Technology Assessment Improvement and Enhancement Act This bill renames and revises the functions and duties of the Office of Technology Assessment which, composed of a Technology Assessment Board and a director, provides Congress with assessments of probable technology application impacts. Specifically, the bill renames the office the Congressional Office of Technology, and it requires the office to undertake additional duties, such as providing to Members of Congress (1) certain information without the need for board review, (2) certain technical assistance on legislation related to science and technology without the need for board review, and (3) objective policy options on how Members may achieve goals with respect to science and technology policy. The bill authorizes Members of Congress to submit to the board a request that the office undertake an assessment activity. Additionally, the bill requires the Congressional Research Service and the Government Accountability Office to coordinate technology assessment activities with the office to avoid duplication or overlapping of research activities. The office may temporarily appoint specified technical and professional personnel to work for the office, and the office must also make the findings of completed analyses publicly available. The bill also (1) revises the appointment of board members, (2) requires the board to hold an annual meeting at which Members of Congress may appear and present information regarding technology assessment activities, and (3) requires the board to report annually on the activities of the office.

Removing Marijuana from Deportable Offenses Act This bill removes offenses involving the use, possession, or distribution of marijuana from the list of crimes that could render an alien inadmissible into the United States or deportable. An alien previously denied a visa for such marijuana-related activities may reapply for a visa, and an alien previously deported for such activities shall be readmitted into the United States if not otherwise inadmissible.

Advancing Access to Precision Medicine Act This bill allows state Medicaid programs to cover DNA sequencing clinical services for certain individuals. Specifically, states may cover such services for individuals under the age of 21 (or a lower age, if the state chooses) and for former foster youth under the age of 26 who (1) have been referred or admitted to a pediatric intensive care unit and seen by a medical specialist for a chronic or undiagnosed disease, and (2) are suspected by a medical specialist to have a pediatric-onset genetic disease. The Centers for Medicare & Medicaid Services may award grants to assist states in developing plans to cover such services. Additionally, the National Academy of Medicine must study the effects of genetic and genomic testing and ways to expand health insurance coverage of such services, including under Medicare and Medicaid.

Protect America’s Wildlife and Fish In Need of Conservation Act of 2019 or the PAW and FIN Conservation Act of 2019 This bill nullifies the 2019 rules relating to the listing of endangered or threatened species and the designation of critical habitats. Among other things, the restored rules automatically give threatened species the same protections as endangered species; revise requirements governing when an agency must consult with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service about endangered species, threatened species, or their habitats; prohibit economic assessments from being considered in listing decisions; and revise the criteria used for designating critical habitats for the species.

Bonding Reform and Taxpayer Protection Act of 2019 This bill revises bonding requirements for oil and gas development. Specifically, the bill increases the amount of bond that oil and gas developers must provide prior to conducting surface-disturbing activities and requires such amounts to adjust every three years for inflation. The bill also requires the Department of the Interior and the Department of Agriculture to establish uniform standards for all interim and final reclamation plans and not release any bond amounts until the standards have been met by oil and gas developers.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Providing Recovery Opportunities & Mitigating Industry's Shifting Economics (PROMISE) Act This bill addresses providing resources to communities affected by the closure of a federally-owned electric generating station. Among other things, the bill authorizes the Department of the Interior to conduct land reuse studies in connection with the closure of an electric generating station to determine the next best use of the property; provides for a demonstration project to assist dislocated workers; allows Interior to provide annual payments to a state, tribal, or local government for loss of revenues due to the closing of an electric generating facility; and establishes a Significantly Impacted Federal Community Economic Adjustment Program to assist substantially and seriously affected communities, businesses, and workers from the effects of energy infrastructure closures.

Bridging Agency Data Gaps and Ensuring Safety for Native Communities Act or the BADGES for Native Communities Act This bill modifies policies and procedures related to information sharing, reporting and investigation of missing, unidentified, and murdered Native Americans. Among other elements, the bill requires the Department of Justice to do the following: share information with the National Missing and Unidentified Persons System (NamUs) on missing persons and unidentified remains, ensure technical assistance and training are provided to the Bureau of Indian Affairs (BIA) and tribal law enforcement agencies to utilize the National Crime Information Center (NCIC) and other national databases, establish the Tribal Access Program to enhance the ability of tribal governments to access and enter information into federal criminal information databases, establish a grant program for specified entities to implement changes to enhance response to missing person and murder cases of interest to tribes, and work with the Indian Health Service and the Substance Abuse and Mental Health Services Administration to ensure resources for mental health wellness programs are available to tribal and BIA law enforcement officers experiencing occupational stress. The bill expands access to (1) the national crime information database for NamUs, and (2) the NCIC for each tribal justice official. Finally, the bill requires the Department of the Interior to establish a five-year demonstration program for the purpose of conducting or adjudicating personnel background investigations for applicants for law enforcement positions in the BIA.

Teacher Diversity and Retention Act This bill revises and consolidates certain grant programs intended to (1) recruit, train, and retain diverse candidates into the teaching profession; and (2) develop teacher preparation programs that embed certification in special education and training on social and emotional learning competencies and behavior management practices.

Supplemental Security Income Restoration Act of 2019 This bill modifies the Supplemental Security Income (SSI) benefits program by (1) excluding certain income and raising the resource limit for purposes of determining SSI eligibility, (2) providing for annual inflation adjustments for benefits, and (3) repealing certain SSI penalties related to disposing of resources for less than fair market value.

Healthy Breakfasts Help Kids Learn Act of 2019 This bill authorizes the Department of Agriculture (USDA) to provide additional food (known as commodity assistance) to states participating in the School Breakfast Program (SBP). (Under current law, USDA provides commodity assistance to states participating in the National School Lunch Program based on the number of lunches served. The food may also be served as part of the SBP or other child nutrition programs.) Specifically, the bill (1) repeals a provision that prohibits USDA from offering commodity assistance based on the number of school breakfasts served, and (2) requires USDA to use a specified formula to provide additional commodity assistance for each school breakfast served.

Reducing Waste in National Parks Act This bill directs each regional office of the National Park Service (NPS) to establish a program to recycle and reduce the use of disposable plastic bottles within each NPS unit located in its region. NPS regional offices may eliminate the sale of water in disposable plastic bottles within their NPS units after having considered several specified factors. Where, prior to enactment of this bill, an NPS unit does not offer water for sale in disposable plastic bottles, the unit may continue that practice if it submits to the regional office an evaluation of those factors. NPS regional offices shall develop for each NPS unit a proactive visitor education strategy to address visitor expectations of water availability and explain the rationale for the program.

Protecting Children of Public Servants and Service Members Abroad Act of 2019 This bill nullifies certain U.S. Citizenship and Immigration Services (USCIS) guidance issued on August 28, 2019, as to what constitutes residence in the United States for the purposes of acquiring citizenship. (Residence in the United States is a requirement for acquiring citizenship in certain contexts. The guidance states, among other things, that [1] temporary visits to the United States do not establish U.S. residence, and [2] USCIS no longer considers a child living abroad with a parent who is a U.S. government employee or Armed Forces member as residing in the United States when determining whether that child automatically acquires U.S. citizenship.)

This resolution calls on all leaders of the Group of Seven (a group consisting of the seven largest major advanced economies, as determined by the International Monetary Fund) to oppose Russia's readmission into the group. The resolution also condemns Russia's assaults on democratic societies worldwide and its aggressive actions in Ukraine. (Russia was disinvited from the Group of Eight in 2014 after it occupied parts of Ukraine, including the Crimea region.)

No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land or other federal property. An exception to such prohibition is provided (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit. The Department of Defense shall redesignate the following military installations with such designation as it determines appropriate: Fort Rucker, Alabama, Fort Benning, Georgia, Fort Gordon, Georgia, Camp Beauregard, Louisiana, Fort Polk, Louisiana, Fort Bragg, North Carolina, Fort Hood, Texas, Fort A.P. Hill, Virginia, Fort Lee, Virginia, and Fort Pickett, Virginia.

Health Care Access for Urban Native Veterans Act This bill authorizes the Department of Veterans Affairs (VA) and the Department of Defense (DOD) to enter arrangements for the sharing of medical facilities and services with urban Indian organizations. The VA and DOD shall reimburse an urban Indian organization where services are provided to beneficiaries eligible for services from either department.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum to fund educational and outreach programs and exhibits.

This bill provides for full Old Age, Survivors, and Disability Insurance (OASDI) benefits, without regard to age, for disabled individuals who are widowed. In addition, the bill exempts disabled individuals who are widowed from certain reductions in OASDI benefits and otherwise revises provisions related to such reductions.

Justice for Native Survivors of Sexual Violence Act This bill expands Native American tribal criminal jurisdiction over crimes of domestic violence to include sex trafficking, sexual violence, stalking, and related conduct. The bill also authorizes a tribe to exercise jurisdiction over a non-Native American defendant regardless of whether the defendant resides on the tribe's lands, is employed on the tribe's lands, or is a spouse, dating partner, or intimate partner of a Native American who resides on the tribe's lands.

Clean School Bus Act of 2019 This bill directs the Department of Energy (DOE) to establish the Clean School Bus Grant Program in the Office of Energy Efficiency and Renewable Energy. Under the program, DOE must award grants for the replacement of existing school buses with electric buses.

Veterans Preventive Health Coverage Fairness Act This bill eliminates veterans' copayments for medication, hospital care, and medical services related to preventive health services provided by the Department of Veterans Affairs. The bill expands the definition of preventive health services to include (1) evidence-based items or services that have an A or B rating in the recommendations of the United States Preventive Services Task Force; (2) immunizations that have a recommendation from the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention with respect to the individual involved; and (3) with respect to women, the preventive care and screenings provided for in the Health Resources and Services Administration Preventive Services Guidelines in effect as of January 1, 2017.

Marijuana Opportunity Reinvestment and Expungement Act of 2019 or the MORE Act of 2019 This bill decriminalizes marijuana. Specifically, it removes marijuana from the list of scheduled substances under the Controlled Substances Act and eliminates criminal penalties for an individual who manufactures, distributes, or possesses marijuana. The bill also makes other changes, including the following: replaces statutory references to marijuana and marihuana with cannabis , requires the Bureau of Labor Statistics to regularly publish demographic data on cannabis business owners and employees, establishes a trust fund to support various programs and services for individuals and businesses in communities impacted by the war on drugs, imposes a 5% tax on cannabis products and requires revenues to be deposited into the trust fund, makes Small Business Administration loans and services available to entities that are cannabis-related legitimate businesses or service providers, prohibits the denial of federal public benefits to a person on the basis of certain cannabis-related conduct or convictions, prohibits the denial of benefits and protections under immigration laws on the basis of a cannabis-related event (e.g., conduct or a conviction), and establishes a process to expunge convictions and conduct sentencing review hearings related to federal cannabis offenses.

Protection of American Jobs in Cross-Border Rail Operations With Mexico Act This bill requires the Department of Transportation to issue regulations that restrict the operation of trains originating in Mexico within the United States to crews comprised entirely of U.S. citizens and nationals.

Greater Leadership Overseas for the Benefit of Equality Act of 2019 or the GLOBE Act of 2019 This bill contains provisions related to (1) the protection of lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals globally; and (2) immigration protections for vulnerable individuals. The bill establishes (1) an interagency group to respond to urgent threats to LGBTI people in foreign countries, and (2) a permanent Special Envoy for the Human Rights of LGBTI Peoples in the Department of State. The President shall impose visa-blocking sanctions on foreign persons responsible for violating the human rights of individuals due to actual or perceived sexual orientation, gender identity, or sex characteristics. The State Department shall establish the Global Equality Fund to provide assistance to nongovernmental organizations working to advance and protect human rights. The U.S. Agency for International Development shall establish the LGBTI Global Development Partnership to work with the private sector and nongovernmental organizations to support LGBTI rights. The bill removes prohibitions against providing foreign assistance to nongovernmental organizations that offer certain medical services using non-U.S. government funds. The bill contains several immigration-related provisions, such as those (1) establishing that persecution based on sexual orientation or gender identity may form the basis of an asylum request, (2) removing the general requirement that an asylum claim must be filed within one year of the applicant's arrival in the United States, (3) establishing that a permanent partnership between two partners is a marriage for immigration law purposes, and (4) establishing that indigent aliens have a right to free counsel in certain immigration proceedings.

Hispanic Educational Resources and Empowerment Act of 2019 This bill directs the Department of Education to (1) award grants to Hispanic-serving institutions of higher education (IHEs) to improve and expand innovative collaboration agreements between local educational agencies and IHEs to better serve Hispanic students, (2) provide technical assistance to such IHEs, and (3) contract with a third party to conduct an independent evaluation of grant activities. Such grants must be used for specific activities, such as providing academic support to prepare students for postsecondary education and addressing nonacademic needs of students that are barriers to college enrollment.

Reuniting Families Act This bill makes various immigration law changes, such as increasing the annual caps for certain immigrant visas and establishing that permanent partners are generally treated as spouses. The bill also expands which familial relationships are considered as immediate family and therefore not subject to annual limits, repeals specified bars from admission for unlawfully present aliens, and limits what constitutes a misrepresentation of citizenship status—a deportable offense—by requiring a willful misrepresentation.

Protecting Immigrant Gold Star and Military Families Act This bill limits the deportability of certain relatives of current and former members of the Armed Forces. Certain grounds of deportability shall not apply to a qualifying alien who is (1) the spouse, widow or widower, parent, child, or sibling of a member of the Armed Forces or a veteran; or (2) eligible for a Gold Star lapel button (for certain immediate relatives of a member of the Armed Forces who died while serving). A qualifying alien is one who (1) has not have been convicted of a felony, significant misdemeanor, or three misdemeanors; and (2) is not a threat to national security or public safety.

Military Hunger Prevention Act This bill requires the Department of Defense (DOD) to pay a basic needs allowance to a regular member of the Army, Navy, Marine Corps, or Air Force who is low-income and meets other specified requirements. Specifically, DOD must pay the allowance to such a service member who (1) has completed initial entry training, (2) has a gross household income during the most recent year that does not exceed an amount equal to 130% of the federal poverty guidelines, (3) submits required information to DOD, and (4) does not elect against receiving the allowance for a given year. For purposes of determining eligibility, gross household income does not include any basic allowance for housing received during the year by the service member or by any dependents of the service member in the household. In the event a household contains two or more service members entitled to receive the allowance, only one allowance may be paid in a given year. DOD must annually notify potentially eligible service members and provide them with information on DOD financial management and assistance programs.
