Water Technology Acceleration Act This bill provides support for developing and deploying emerging or innovative water technology, including by requiring the Environmental Protection Agency to carry out a grant program for accelerating the development of emerging or innovative water technologies that address pressing water challenges.

This bill amends the Immigration and Nationality Act to provide the right to pass the borders of the United States (which includes other privileges pursuant to the Jay Treaty) to an American Indian born in the United States or Canada who is a member, or is eligible to be a member, of a federally recognized Indian tribe in the United States or Canada. (Current law provides such right to only an American Indian born in Canada who has at least 50% American Indian blood.)

Reunite Every Unaccompanied Newborn Infant, Toddler and other children Expeditiously Act or the REUNITE Act This bill directs the Departments of Homeland Security (DHS) and Health and Human Services (HHS), after consultation with humanitarian organizations, child welfare agencies, and states bordering Mexico, to promulgate and publish a rule describing efforts that DHS and HHS will undertake to aid apprehended parents or legal guardians in locating and reuniting with any children (under age 18 with no permanent immigration status) separated from them at or near the port of entry, or within 100 miles of the border. DHS, HHS, and the Department of Justice (DOJ) must provide apprehended parents or legal guardians separated from their children with written notice, in a language understandable to them, of any rules or guidance that may assist them in locating and reuniting with their children. The bill permits DHS and HHS to use DNA testing to determine family relationships subject to certain requirements, after using other commonly-used techniques for determining such relationships. DHS must establish secure alternative programs that incorporate case management services in each DHS field office to ensure appearances by alien parents and children at immigration proceedings and public safety and to provide for community-based alternatives to detention. DHS, DOJ, and HHS shall establish an interagency Office for Locating and Reuniting Children with Parents for facilitating the reunification of children and apprehended parents or legal guardians after entering the United States. The bill requires DOJ to appoint counsel, free of charge, for children and vulnerable aliens (e.g., persons with disabilities and victims of abuse, torture, or violence) in immigration proceedings. The bill amends the Immigration and Nationality Act (INA) to limit bonds for detained aliens to $1,500, except for aliens who have committed an aggravated felony (as defined by the INA).

Violence Against Women Reauthorization Act of 2018 This bill revises and reauthorizes through FY2023 various programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Voting Innovation Prize Act of 2018 This bill directs the Election Assistance Commission to (1) identify elements in voting systems most in need of innovation, and (2) conduct an annual prize competition to encourage the development of technologies to address such elements.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Funding Attorneys for Indigent Removal (FAIR) Proceedings Act This bill amends the Immigration and Nationality Act to authorize the appointment of counsel, at government expense, for aliens in immigration proceedings and to automatically provide to such aliens a complete copy of the their immigration file in the possession of the Department of Homeland Security (DHS). DHS must also facilitate access to counsel and legal orientation programs for all aliens in DHS detention facilities. The bill also establishes the Immigration Counsel Account to collect fees for providing access to counsel when required or authorized by this bill.

Higher Education Dream Act of 2018 This bill prohibits institutions of higher education that receive federal student aid from discriminating or taking adverse action against students based on their immigration status, including charging out-of-state tuition to students who would qualify as a resident of the state.

Medicare Negotiation and Competitive Licensing Act of 2018 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. (Current law prohibits the CMS from doing so.) The CMS must take certain factors into account during negotiations, including the clinical- and cost-effectiveness of the drug, the financial burden on patients, and unmet patient needs. If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under Medicare, notwithstanding existing government-granted exclusivities. Additionally, for one year after a drug is provided under a competitive license, such drug is also subject to specified price limitations; if the drug is not offered at such prices, the drug is subject to additional licensing that furthers its sale under any federal program (e.g., Medicaid).

Defending Quality Postal Delivery for the Future Act This bill prohibits the U.S. Postal Service (USPS) from closing or consolidating any post office or other postal facility that is located in a ZIP code that has a high rate of population growth. The USPS must determine annually whether a ZIP code has a high rate of population growth using population data available from the Bureau of the Census.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2018 This bill amends the Public Health Service Act to establish several programs and entities relating to public health emergency preparedness and response, including: an interagency advisory panel on health security, a dedicated unit within the Centers for Disease Control and Prevention to address the needs of children during public health emergencies, a grant program to support the provision of services by military trauma teams at high-acuity trauma centers, and programs to address pandemic influenza and emerging infectious diseases. The bill also reauthorizes for FY2019-FY2023 and revises several other programs and entities relating to public health emergencies, including the National Disaster Medical System, the Volunteer Medical Reserve Corps, and the Biomedical Advanced Research and Development Authority. The bill also expands the responsibilities of the Assistant Secretary for Preparedness and Response (ASPR) and the scope of the National Health Security Strategy. ASPR must also develop a strategy to reunify children and parents who were separated at the U.S.-Mexico border under a specified immigration enforcement policy (i.e., the "zero-tolerance" policy) and submit weekly reports on the status and welfare of children awaiting reunification.

Protecting Immigrant Communities from Consumer Fraud Act of 2018 This bill directs the Department of Justice to make grants for immigration consumer fraud information websites and hotlines. It also establishes a grant program to carry out an outreach campaign to provide: (1) access to legal resources, including free or low-cost legal resources for low-income individuals; (2) workshops educating the public on immigration consumer fraud; and (3) translation services. Grant recipients may not disclose or use personally identifiable information provided by individuals participating in outreach campaigns. The bill requires the Federal Trade Commission to impose and enforce requirements on immigration consultants relating to advertising of immigration services, contracts for such services, and the retention and disposal of client documents. Immigration consultants must disclose in advertising materials and contracts that they are not immigration attorneys and may not represent aliens before an immigration court or the Board of Immigration Appeals.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2018 or the DISCLOSE Act of 2018 This bill expands the ban on election contributions by foreign nationals to include corporations subject to specified levels of ownership or control by foreign nationals. The bill also expands (1) reporting requirements related to campaign contributions, and (2) disclosure requirements related to the funding sources of political advertisements.

Protect European Energy Security Act This bill requires reports to Congress from: the Department of State on its efforts to work with European Union member states and institutions to promote energy security and decrease their dependence on Russian energy sources, and to oppose the Nord Stream 2 pipeline from Russia to Germany and the Turk Stream pipeline from Russia through the Black Sea to Turkey; the Department of the Treasury on each U.S. entity and subsidiary involved in construction of such pipelines; and the Director of National Intelligence on the Nord Stream 2 pipeline's impact on U.S. security, European energy security and defense, Russian influence in Europe, and Ukraine.

Central America Family Protection and Reunification Act This bill states that it shall be: (1) U.S. policy to not separate immigrant families as a deterrent and to reunite families that were separated due to the criminal prosecution of parents for illegal entry, and (2) Department of State policy to prioritize supporting governments and citizens to facilitate reunification of such families. The State Department shall submit to Congress: reports concerning gender-based violence in the Northern Triangle (the region encompassing Guatemala, Honduras, and El Salvador); reports concerning gang and organized-crime related violence in the Northern Triangle; strategies to use portions of funds for the U.S. Strategy for Engagement in Central America to combat gender-based violence in the Northern Triangle, as well as to address the damage to the health and well-being of children and caregivers caused by separating children from their families at the U.S.-Mexico border. The State Department shall establish an office to study serious crimes committed against aliens who were removed from the United States and against U.S. citizens who left the United States because of having an alien parent who was removed from the United States.

Keep Families Together Act This bill prohibits an agent or contractor of the Department of Homeland Security, the Department of Justice, or the Department of Health and Human Services from removing a child who is under the age of 18 and has no permanent immigration status from his or her parent or legal guardian at or near the port of entry or within 100 miles of the U.S. border unless: an authorized state court determines that it is in the child's best interests to be removed; a state or county child welfare official with expertise in child trauma and development determines that it is in the child's best interests to be removed because of abuse or neglect; or the Chief Patrol Agent or the Area Port Director authorizes separation based on a documented finding that the child is a trafficking victim or is at significant risk of becoming a victim, a strong likelihood exists that the adult is not the parent or legal guardian, or the child is in danger of abuse or neglect. A child may not be removed from a parent or guardian unless an independent licensed child welfare expert authorizes the separation within 48 hours of such removal. An agency may not remove a child from a parent or legal guardian solely for the policy goals of deterring migration to the United States or of promoting immigration law compliance. The bill sets forth presumptions: (1) in favor of family and sibling unity and parental rights, and (2) that detention is not in the best interests of families and children. The bill limits the prosecution of asylum seekers.

Tribal Social Security Fairness Act of 2018 This bill directs the Social Security Administration, at the request of an Indian tribe, to enter into an agreement with the tribe for the purpose of extending Old Age, Survivors, and Disability Insurance benefits under Social Security to tribal council members. In addition, the bill allows tribal council members to receive Social Security credit for taxes paid prior to the establishment of the agreement, if the taxes were timely paid in good faith and not subsequently refunded.

Preserving America's Battlefields Act This bill reauthorizes though FY2028 the Battlefield Acquisition Grant Program and expands the purposes of the Civil War Battlefield Preservation Act of 2002. Specifically, the Act's purposes shall include: the preservation and protection of nationally significant battlefields of not only the Civil War but also the American Revolution and the War of 1812, and the enhancement of visitors' experiences at those battlefields.

National Commission of the Federal Response to Natural Disasters in Puerto Rico Act of 2018 This bill establishes a National Commission of the Federal Response to Natural Disasters in Puerto Rico to examine the federal preparedness, response, and recovery to the 2017 natural disasters in Puerto Rico. The commission shall take into consideration the federal preparedness, response, and recovery efforts in Puerto Rico as compared to other jurisdictions impacted by the 2017 hurricane season, and consider other issues, including the impact and destruction of Hurricanes Irma and Maria, the vulnerability of Puerto Rico's economic situation on preparedness, the implications of Puerto Rico's reliance on imported oil for power generation, and the adequacy of the telecommunications network in Puerto Rico.

Prematurity Research Expansion and Education for Mothers who deliver Infants Early Reauthorization Act of 2018 or the PREEMIE Reauthorization Act of 2018 This bill reauthorizes through FY2023 and revises the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act. Among other changes, the Centers for Disease Control and Prevention must publish its research report on its website. Additionally, the bill amends the Public Health Service Act to authorize certain educational programs about preterm birth to also include information relating to substance-use disorders, depression, and immunization.

Duty to Report Act of 2018 This bill requires each candidate for public office (and certain affiliated individuals) to notify the Federal Bureau of Investigation upon receiving unsolicited information (or an offer of such information) about another candidate for the same office from a source the candidate knows to be a foreign power, unless (1) the candidate reasonably believes the information is in the public domain, or (2) the information could not give an advantage to the receiving candidate. An individual who fails to comply with this bill may be criminally liable.

Counting Our Unexpected Natural Tragedies' Victims Act of 2018 or the COUNT Victims Act This bill directs the Federal Emergency Management Agency (FEMA) to contract with the National Academy of Medicine to conduct a study of matters concerning best practices in mortality counts as a result of a major disaster. A report on the study must be completed and transmitted to FEMA within two years after the contract date of September 30, 2018. The study shall address approaches to quantifying mortality and significant morbidity among populations affected by major disasters and shall include best practices and policy recommendations.

International Human Rights Defense Act of 2018 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The Foreign Assistance Act of 1961 is amended to require that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Bill Mulder and Ryan Larkin Posttraumatic Growth Act This bill directs the Department of Veterans Affairs (VA) to conduct a two-year pilot program to study the effectiveness of nonprofit post-traumatic growth programs to determine: (1) the outcomes of such programs in contrast to traditional models of mental health care, (2) the possible integration of such nonprofit programs into VA mental health care programs, and (3) the budgetary impact of such integration. Veterans who are at risk of suicide and not participating in traditional mental health treatment are eligible for such program.

STEM K to Career Act This bill amends the Higher Education Act of 1965 (HEA) to require the Department of Education to forgive student loan obligations of borrowers employed as full-time teachers of science, technology, engineering, or mathematics (STEM) in elementary or secondary schools in which the number of low-income children exceeds a certain percentage. Portions of the student loan debt, including interest, shall be forgiven on the basis of years of service, with 100% forgiven for five years of teacher service. The bill amends the Internal Revenue Code to allow: (1) an increased tax deduction for expenses by elementary and secondary school teachers for STEM education supplies; (2) a tax credit for the employment of STEM interns; and (3) a tax credit for employment of individuals who participated in an apprenticeship program in a STEM field, with the amount determined according to the degree of completion of a program. Beginning with FY2019, an institution of higher education must use at least 7% of federal work-study funds granted under the HEA to compensate students employed in STEM fields.

Wildlife Conservation and Anti-Trafficking Act of 2018 This bill supports wildlife conservation, including by: (1) expanding federal law enforcement powers to combat wildlife trafficking (i.e., poaching), (2) rewarding whistle-blowers for reporting violations of wildlife-trafficking laws, (3) requiring the U.S. Fish and Wildlife Service to carry out the International Wildlife Conservation Program, and (4) providing funding for wildlife conservation.
