Burn Pits Accountability Act This bill requires the Department of Defense (DOD) and the military departments to evaluate whether each member of the Armed Forces has been (1) based or stationed where an open air burn pit was used to dispose of waste, or (2) exposed to toxic airborne chemicals. Members located where an open burn pit was used or exposed to toxic airborne chemicals must be enrolled in the Airborne Hazards and Open Burn Pit Registry, unless the member elects not to enroll. The evaluations must be included in periodic health assessments, physical exams conducted immediately prior to separation from active duty, and deployment assessments. DOD must share the results of the evaluations with the Department of Veterans Affairs.

Supports the goals and ideals of the National Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, transgender, and gay people in schools). Requests that the President issue a proclamation calling on the people of the United States to observe the National Day of Silence. Encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Climate Change Education Act This bill declares that the evidence for human-induced climate change is overwhelming and undeniable. The National Oceanic and Atmospheric Administration (NOAA) must establish a Climate Change Education Program to: increase the climate literacy of the United States by broadening the understanding of human-induced climate change, including possible consequences and potential solutions; apply the latest scientific and technological discoveries to provide learning opportunities to people of all ages; and help people understand and promote implementation of new technologies, programs, and incentives related to climate change, climate adaptation and mitigation, and climate resilience. NOAA must also establish a grant program for climate change education.

Protect Patriot Spouses Act This bill amends the Immigration and Nationality Act to consider certain nonimmigrant aliens who are or were the spouses of U.S. citizen service members or honorably discharged veterans as having been inspected and admitted to the United States without regard to illegal entry, illegal presence, or document grounds of inadmissibility for purposes of adjustment to permanent resident status. (Currently, aliens under such grounds of inadmissibility are not considered to have been inspected and admitted and may not pursue citizenship without first departing the United States.)

Special Counsel Transparency Act of 2018 This bill establishes reporting requirements with respect to a special counsel appointed under Department of Justice (DOJ) regulations. Specifically, it establishes these requirements: a special counsel must report periodically on the status of an investigation; a special counsel who is removed from office must report on the status of an investigation, as of the date of dismissal; and DOJ must report on the status of an investigation following the removal of a special counsel.

Purple Heart and Disabled Veterans Equal Access Act of 2018 This bill extends access to Department of Defense commissaries and morale, welfare, and recreation (MWR) facilities to Purple Heart recipients, veterans with a service-connected disability, Medal of Honor recipients, former prisoners of war, and veteran caregivers. (Commissaries are grocery/department stores on military installations that sell food and some household items. MWR facilities offer a range of services on bases including libraries, outdoor recreation, dining, golf courses, and sports and fitness centers.)

Reduce Unemployment for Veterans of All Ages Act of 2018 This bill makes all veterans with qualifying employment handicaps or service-connected disabilities eligible for the Vocational Rehabilitation and Employment Program of the Department of Veterans Affairs by eliminating the 12-year period of program eligibility.

Hack Your State Department Act This bill requires the Department of State to design, establish, and make publicly known a Vulnerability Disclosure Program to improve cybersecurity. The program requirements include: (1) identifying which information technology should be included, (2) providing a readily available means of reporting discovered security vulnerabilities, and (3) identifying the offices and position that will be responsible for addressing security vulnerability disclosures. The bill requires the State Department to establish a bug bounty pilot program to provide compensation for reports of previously unidentified security vulnerabilities of its internet-facing information technology.

Student Non-Discrimination Act of 2018 This bill prohibits discrimination, under a federally assisted program, against public school students on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. The bill authorizes federal departments and agencies to terminate the educational assistance of recipients found to be violating this prohibition. An aggrieved individual may assert a violation of this bill in a judicial proceeding and recover reasonable attorney's fees.

2020 Census Accountability Act This bill requires the Bureau of the Census to establish the Task Force on the 2020 Census, which shall report to Congress on: existing and potential policies and measures that promote full participation in the decennial census by all residents of the United States; potential negative impacts on minority populations resulting from the addition of a citizenship question to the census, including potential impacts on congressional reapportionment, legislative redistricting, and distribution of federal funds; civil rights issues that could be affected with the addition of a citizenship question to the census; and a potential decrease in participation related to the addition of citizenship questions. The task force shall terminate following the 2020 decennial census.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Buy America 2.0 Act This bill prohibits federal funding of a transportation or infrastructure project unless the steel, iron, and manufactured goods used for the project are produced in the United States, except where: (1) inconsistent with the public interest; (2) iron, steel, and the relevant manufactured goods are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality; or (3) inclusion of iron, steel, and manufactured goods produced in the United States will increase the cost of the overall project by more than 25%. The bill revises and expands Buy America provisions pertaining to public transportation, rail loan and loan guarantees, and aviation. The bill amends the Safe Drinking Water Act to apply in all fiscal years (currently, FY2017) the prohibition on the use of funds for a public water system project that does not use iron and steel products produced in the United States.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Assault Weapons Ban of 2018 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The legislation amends the NICS Improvement Amendments Act of 2007 to require law enforcement agencies to be notified when a prohibited person attempts to purchase a grandfathered SAW. It also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Confederate Commemorative Works Inventory and Joint Resource Study Act This bill directs the Departments of the Interior, Defense, and Veterans Affairs to each conduct a full inventory of specified Confederate commemorative works, including flags and other symbols or signage, on the public lands under their jurisdiction. Using such inventories, the National Park Service shall conduct a special resource study to examine the works commemorating and interpreting the Civil War and commemorating, with respect to such war, the soldiers, people on the home front and battle lines, and related locations in the United States from 1861-1865. Among contents required to be identified by the study are historical assessments of each work, the suitability and feasibility of retaining works, identification of properties that could meet the criteria for designation as national historic sites, and an evaluation of historical research.

Advancing Access to Precision Medicine Act This bill requires the Department of Health and Human Services to enter into an arrangement with the National Academy of Medicine for the academy to study usage of genetic and genomic testing, including how to reduce barriers to the utilization of such testing. The bill allows states to apply for an exception to Medicaid's federal medical assistance percentage rate to provide whole genome sequencing clinical services to certain children, including those admitted to a pediatric intensive care unit for a chronic or undiagnosed disease and those suspected to have a pediatric-onset genetic disease.

Protect America's Secrets Act This bill amends the Intelligence Reform and Terrorism Prevention Act of 2004 to prevent a federal employee, including an employee in the Executive Office of the President, from being granted access to information on highly sensitive programs unless the employee: (1) has been determined to be eligible for access by the head of an agency or designated official based upon a full personnel security investigation and a favorable adjudication, (2) has a demonstrated need-to-know, and (3) has signed an approved nondisclosure agreement.

International Violence Against Women Act of 2018 This bill provides for a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the Department of State an Office of Global Women's Issues which shall be headed by an Ambassador-at-Large for Global Women's Issues. The Ambassador-at-Large shall: (1) coordinate U.S. government efforts regarding gender equality and the advancement of women and girls in foreign policy, and (2) develop or update periodically a U.S. global strategy to prevent and respond to violence against women and girls. The bill establishes in the U.S. Agency for International Development the position of Senior Coordinator for Gender Equality and Women's Empowerment who shall direct policies, programs, and funding regarding gender equality and women's empowerment. The bill requires that U.S. assistance made available for humanitarian relief, conflict mitigation, and post-conflict reconstruction prevents and responds to violence against women and girls. The Department of State shall also identify incidents that occur during armed conflict and implement emergency responses.

Election Security Act This bill directs the Election Assistance Commission to establish grant programs to support (1) states' compliance with certain voting system security requirements, including the use of voting systems that require individual paper ballots marked by hand; (2) states' audits of federal election results (i.e., manual counts of paper ballots); and (3) research and development directed at improving the security and reliability of election infrastructure. The bill also (1) requires the President to develop a national strategy to protect against attacks on U.S. democratic institutions, and (2) establishes the National Commission to Protect U.S. Democratic Institutions.

Sunlight in Workplace Harassment Act This bill amends the Securities and Exchange Act of 1934 to require disclosure of settlements and complaints related to sexual abuse, sexual harassment, and other types of discrimination. Specifically, certain issuers of securities must annually disclose this information to shareholders and the public. Issuers must also describe the measures taken to prevent employees from committing further abuse, harassment, or discrimination.

Ysleta del Sur Pueblo and Alabama-Coushatta Tribes of Texas Equal and Fair Opportunity Settlement Act This bill amends the Ysleta del Sur Pueblo and Alabama-Coushatta Indian Tribes of Texas Restoration Act to prohibit the Act from being construed to preclude or limit the applicability of the Indian Gaming Regulatory Act.

Tribal Nutrition Improvement Act of 201 8 This bill amends the Richard B. Russell National School Act to allow an Indian tribe to assume, from a nearby local educational agency (LEA) and in lieu of a state, responsibility for administration of the school breakfast program, the school lunch program, the child and adult care food program, or the summer food service program for children. The Department of Agriculture (USDA) must identify, for optional use in LEAs on or near Indian reservations, alternatives to current program requirements related to the daily counting of meals by category, the use of annual applications to determine program eligibility, and the use of universal meal service. USDA may implement such alternatives, as limited by the bill, as well as further test them in demonstration projects. The bill also amends the Child Nutrition Act of 1966 to require USDA to increase the amount of administrative funds paid to an Indian tribe that agrees to assume responsibility for the administration of one of the aforementioned food programs.

Border and Port Security Act This bill requires U.S. Customs and Border Protection (CBP), every fiscal year, to hire, train, and assign at least 500 new officers above the level as of September 30 of the immediately preceding fiscal year until the total number of officers equals the requirements identified each year in the Workload Staffing Model developed by the CBP. The CBP shall, every fiscal year, hire, train, and assign specified levels of new agricultural specialists, full-time investigators within its Office of Professional Responsibility, and support staff, including technicians, to perform non-law enforcement administrative functions. In calculating the number of officers needed at each port of entry through the Workload Staffing Model, the Office of Field Operations of the CBP shall: (1) rely on data collected regarding the inspections and other activities conducted at each such port of entry; and (2) consider volume from seasonal surges, other projected changes in commercial and passenger volumes, the most current commercial forecasts, and other relevant information. The bill amends the Homeland Security Act of 2002 to require CBP's annual report on staffing to include information on how many agricultural specialists are assigned to each field office and port of entry and information concerning the progress made toward meeting officer, agricultural specialist, and support staff hiring targets, while accounting for attrition. The CBP must also report on infrastructure and equipment needed to prevent the illegal transportation of opioids and other drugs through U.S. ports of entry.

Better Access to Technical Training, Learning, and Entrepreneurship for Servicemembers Act or the BATTLE for Servicemembers Act This bill directs the Department of Defense and the Department of Homeland Security to waive additional training under the Transition Assistance Program (TAP) under certain circumstances. The TAP provides information and training to service members and their spouses to assist them in the transition to civilian life by pursuing additional education, finding a job in the public or private sector, or starting their own business. Under the bill, service members must participate in TAP training programs unless they choose to opt out of such programs.

Women and Lung Cancer Research and Preventive Services Act of 2018 This bill requires the Department of Health and Human Services to conduct an interagency study regarding research on lung cancer in women, access to lung cancer preventive services, and public awareness and education campaigns on lung cancer. The study must include a comprehensive report on research and knowledge gaps related to lung cancer in women in the federal government and recommendations for: (1) a research program that would encourage innovative approaches to eliminate knowledge gaps, (2) the development of a national lung cancer screening strategy with sufficient resources to expand access to screening, and (3) the development of a national public education and awareness campaign on lung cancer in women and the importance of early detection of lung cancer.

Safe Coasts, Oceans, And Seaside Towns Act or the Safe COAST Act This bill provides statutory authority for specified safety regulations that govern offshore oil and gas production in the Outer Continental Shelf and provide protections for human, marine, and coastal environments. The Department of the Interior must contract with the National Academies of Sciences, Engineering, and Medicine to complete the study titled "Review and Update of Bureau of Safety and Environmental Enforcement Offshore Oil and Gas Operations Inspection Program" within 21 months.
