Defending U.S. Government Communications Act This bill prohibits federal agencies from procuring or obtaining, renewing or extending a contract to obtain or procure, or entering into a contract with an entity that uses any equipment, system, or service with telecommunications equipment or services as a substantial or essential component of any system that is from Huawei Technologies Company, ZTE Corporation, or an entity reasonably believed to be owned or controlled by China.

Opioids and STOP Pain Initiative Act This bill establishes and provides funds for the Opioids and STOP Pain Initiative at the National Institutes of Health (NIH) to support pain-related research, including: understanding pain, therapies for chronic pain, and alternatives to opioids for pain treatment as directed in the Comprehensive Addiction and Recovery Act of 2016; improving options and evidence for medication-assisted treatment and opioid overdose reversal treatments; and supporting the Federal Pain Research Strategy. NIH must establish the Pain Therapy Screening Program to award grants to support the development of new pre-clinical models for pain disorders, and the application of these models in drug, device, or other therapy screening.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Welfare of Our Friends Act of 2017 or the WOOF! Act This bill amends the Animal Welfare Act to prohibit the Department of Agriculture (USDA) from licensing a dealer of dogs whose previous licenses have been suspended or revoked in the last 10 years if the license is for operating a facility that the dealer previously used. Further, USDA may not issue or renew a license to: (1) the dog dealer's immediate family members, (2) a person who resides at the same address as the dog dealer, or (3) certain legal entities if such dealer holds an ownership interest in the entity.

Wounded Warrior Research Enhancement Act This bill directs the Department of Defense to award grants to advance orthotic and prosthetic care for members of the Armed Forces, veterans, and civilians who have undergone amputation, traumatic brain injury, and other serious injuries resulting from combat or military experience. The grants must fund research on: (1) outcomes for such patients, (2) materials used in orthotics and prosthetics, and (3) improving existing orthotic and prosthetic technology and the development of new technology.

Supporting Children of the National Guard and Reserve Act This bill amends the Elementary and Secondary Education Act of 1965 to include students with a parent who serves in the reserve component of the Armed Forces under the military student identifier program. Thus, schools must assign those students identification numbers that allow the schools to monitor their achievement on academic assessments.

Bears Ears National Monument Expansion Act This bill expands the boundaries of the Bear Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture USDA shall administer the lands under their jurisdictions within the expanded boundaries: (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, which provided for establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bear Ears Commission to: ensure the proper care and management of the objects identified; ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge; and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries as part of the monument. Interior and USDA may acquire lands, waters, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Restoring Overtime Pay Act of 2017 This bill requires the Department of Labor to update the salary threshold applicable to bona fide executive, administrative, and professional employees for purposes of determining eligibility for overtime pay. The bill adopts rulemaking promulgated by Labor in 2016 that established the threshold for exempting such employees from overtime requirements at the 40th percentile of earnings for full-time salaried employees in the lowest-wage census region. The bill also requires updates to the threshold amount every three years.

Congressional Accountability and Hush Fund Elimination Act This bill amends the Congressional Accountability Act of 1995 (CAA) to (1) prohibit the use of public funds for payments of awards and settlements resulting from violation of certain CAA rights and protections if the violation consists of sexual harassment or sexual assault, (2) prohibit an imposition of a nondisclosure agreement as a prerequisite for CAA procedures to consider the violation, and (3) permit an individual to publicize any information relating to such a prior award or settlement if it was conditioned on a nondisclosure agreement.

Savanna's Act This bill requires the Department of Justice (DOJ) to update the online data entry format for federal databases relevant to cases of missing and murdered Indians to include a new data field for users to input the victim's tribal enrollment information or affiliation. In addition, DOJ must: make standardized law enforcement and justice protocols that serve as guidelines for law enforcement agencies with respect to missing and murdered Indians, develop protocols to investigate those cases that are guided by the standardized protocols, meet certain requirements to consult with Indian tribes, and provide tribes and law enforcement agencies with training and technical assistance relating to the development and implementation of the law enforcement and justice protocols. Federal law enforcement agencies that investigate and prosecute crimes related to missing and murdered Indians must modify their law enforcement and justice protocols to comply with the standardized protocols.

Veteran Entrepreneurs Act of 2017 This bill amends the Internal Revenue Code to allow a business-related tax credit of up to $400,000 for 25% of the franchise fees paid or incurred by an eligible veteran for the purchase of a franchise. The bill reduces the amount of such credit if the veteran does not own 100% of the stock or capital or profits interest of the franchisee. An "eligible veteran" is a person who served in the active military, naval, or air service; was discharged or released under conditions other than dishonorable; and who pays or incurs a franchise fee in connection with a franchise agreement with a franchisor. The veteran may elect to transfer the credit to an eligible franchisor in exchange for a discount in the franchise fee commensurate with the value of the credit. The Small Business Administration and the Department of Veterans Affairs must provide information about the tax credit allowed by this bill to veterans service organizations and veteran advocacy groups.

Sustainable Energy Development Reform Act This bill addresses sustainable energy development, including to (1) increase royalty rates and penalties for oil and gas leasing; (2) increase the amount of renewable energy on public land and waters; (3) prepare and manage for the impacts of climate change; (4) revise the onshore and offshore fossil fuel leasing, exploration, and development program; and (5) include the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System and reauthorize the Land and Water Conservation Fund. Having Open Access to Relevant Data Act or the Hoard Act The bill requires the Department of the Interior to submit to Congress a report on the number and age of unused approved oil and gas drilling permits and the average cost to the Bureau of Land Management of approving such permits.

This bill amends the War Powers Resolution to transfer to the House Armed Services Committee the responsibilities assigned under such resolution to the House Foreign Affairs Committee. The Rules of the House of Representatives are amended to include under the jurisdiction of the House Armed Services Committee matters relating to intervention abroad and declarations of war.

Safe Emergency Response Act This bill directs the Department of Homeland Security (DHS) to suspend immigration enforcement operations and initiatives, including initiatives associated with evacuations or sheltering and the use of checkpoints within an area for which the President has declared a major disaster or an emergency. State and local immigration enforcement participation, including lawful detentions of non-citizens, shall be suspended except in cases specifically identified by DHS and communicated to the state or locality that pose an urgent and individualized threat to public safety or national security. With respect to persons in state or local detention during a major disaster or an emergency, DHS is urged to support state and local law enforcement agencies to prioritize the safety needs of their communities and individual detainees.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA) to revise procedures for reporting, investigating, and resolving allegations of legislative branch employees that their rights and protections under the CAA, such as protections against sexual harassment and discrimination, have been violated.

Condemns the terrorist attack in Mogadishu, Somalia, on October 14, 2017. Honors the memories of Ahmed AbdiKarin Eyow, Mohamoud Elmi, and Abukar Dahie, who were murdered in such attack. Recognizes the efforts to combat terrorism by the government of Somalia, the countries contributing troops to the African Union Mission in Somalia, and U.S. forces in Somalia. Reaffirms U.S. support for that government's efforts to achieve peace, security, and prosperity and to combat terrorism in Somalia. Renews the solidarity between the people and governments of the United States and Somalia.

Improving Oversight of Women Veterans' Care Act of 2017 This bill requires the Department of Veterans Affairs (VA) to report to Congress annually on the access of women veterans to gender-specific medical care (mammograms, maternity care, and gynecological care) provided by contracting non-VA medical providers. Each VA medical facility must report quarterly to the VA on the facility's compliance with the environment of care standards for women veterans, which are standards intended to protect the privacy, safety, and dignity of women veterans when they receive medical care. The VA must report to Congress with a plan to strengthen such standards.

Fairness for Rural Veterans Act of 2017 This bill includes construction or acquisition of a nursing home or domiciliary that has a significant need for beds and is located at least 100 miles away from the nearest existing state home facility as a priority for Department of Veterans Affairs state home facility grants to nursing homes and domiciliaries.

Honoring World War I Memorials Act of 2017 This bill directs the Department of Veterans Affairs to make grants to rehabilitate World War I memorials. Grant priority shall be given to memorials listed on the National Register of Historic Places and then to memorials listed on a state register of historic places.

Admiral Lloyd R. "Joe" Vasey Pacific War Commemorative Display Establishment Act This bill authorizes the Pacific Historic Parks to establish and maintain a commemorative display to honor the members of the U.S. Armed Forces and Allies who served in the Pacific Theater during World War II. Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the National Park Service may accept and expend contributions of nonfederal funds and resources for such purposes.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill requires the Department of Health and Human Services to award cooperative agreements to state and local health departments to expand activities related to Alzheimer's disease, including activities involving early detection, support for caregivers, and public awareness.

Public Safety and Second Amendment Rights Protection Act of 2017 This bill modifies various provisions of federal firearms laws. Among other things, it does the following: prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.

American Promise Act of 2017 This bill amends the Immigration and Nationality Act to permit an alien who is in temporary protected status (TPS) or deferred enforced departure (DED) status to apply for legal permanent resident status if such alien: is eligible for permanent resident status, applies for adjustment within three years, was granted or was eligible for TPS or DED status on or before October 1, 2017, and has been continuously physically present in the U.S. for at least three years. (TPS designations permit eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. DED designations permit eligible nationals of presidentially-designated counties to be temporarily not subject to removal from the United States.) The bill: waives certain grounds of inadmissibility; authorizes the waiver of the continuous physical presence requirement if an alien's removal would cause extreme hardship to the alien or to the alien's spouse, children, parents, or domestic partner; authorizes an alien who has applied for status adjustment to work; and authorizes an alien who has been ordered removed or granted voluntary departure to apply for status adjustment. An alien's spouse, parent, or unmarried child shall have his or her status adjusted to legal permanent resident if such person is eligible for status adjustment and applies within three years. Aliens from countries that no longer have valid TPS designation and aliens who no longer have valid DED status are not included in this bill unless such TSP or DED status expires on or after January 1, 2017.

America Wins Act The bill amends the Internal Revenue Code to impose an excise tax on the carbon dioxide content of coal, petroleum and petroleum products, and natural gas sold by the manufacturer, producer, or importer and require the revenues to be used for infrastructure and other purposes. Refunds or credits for the tax must be issued for carbon substances that are: (1) not emitted due to use as a feedstock or through carbon capture and sequestration, or (2) previously taxed carbon substances used to make another taxable carbon substance. The bill includes border adjustment provisions that require certain fees, credits, or refunds for carbon-intensive goods that are exported or imported. The bill also establishes a Build America Trust Fund and appropriates to the fund amounts equal to the increase in revenues attributable to the tax. Specified amounts of the funds must be used, without further appropriation, for infrastructure, including highways and transit; aviation; passenger rail; harbors, waterways, flood protection, and dams; clean water; Department of Agriculture water and waste disposal programs; and broadband deployment. Specified portions of the funds must also be used for: providing assistance to workers and communities reliant on industries that primarily produce taxable carbon substances or carbon-intensive goods, an energy refund program to provide payments to certain low-income households, and a refundable tax credit for households that meet specified income requirements.

Security and Financial Empowerment Act of 2017 This bill sets forth various provisions to promote the safety and security of survivors of domestic violence, dating violence, sexual assault, and stalking, Among other things, the bill does the following: requires employers to provide up to 30 days of safe leave in a 12-month period; and prohibits states from imposing additional restrictions on eligibility for unemployment compensation.

Congressional Sexual Harassment Training Act This bill amends the Congressional Accountability Act of 1995 to require each employing office under the Act to ensure that its covered employees enroll in the Office of Compliance's program of education that informs employees of the rights provided under the Act against sexual harassment: (1) within 60 days after first becoming an employee; (2) for existing employees, within 90 days after enactment of this bill; and (3) every two years.

State Public Option Act This bill allows residents not already eligible for Medicaid who are not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2018. The bill makes such buy-in coverage eligible for premium subsidies and reduced cost sharing under the Patient Protection and Affordable Care Act. The Agency for Healthcare Research and Quality shall develop standardized, state-level metrics of access to, and satisfaction with, providers for individuals enrolled in state Medicaid plans. Primary care services furnished under Medicaid by certain providers must be paid at a rate that is not less than the rate under Medicare part B. Beginning in FY2019, the Department of Health and Human Services may award grants to states for the purpose of improving access to services for individuals enrolled in state Medicaid plans. The bill provides the enhanced federal medical assistance percentage to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place.

Competitive Deals Resulting in Unleashed Generics and Savings Act of 2017 or the Competitive DRUGS Act of 2017 This bill establishes a series of requirements and prohibitions regarding certain patent infringement agreements between brand name and generic drug manufacturers in which the generic drug manufacturer agrees to delay the availability of applicable generic drugs. Among other things, the bill specifies that such agreements constitute an unfair method of competition and are subject to specified civil penalties.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Don't Block LGBTQ Act of 2017 This bill amends the Communications Act of 1934 to prohibit elementary schools, secondary schools, or libraries that receive discount rates for telecommunications services under the universal service support program from blocking Internet access to lesbian, gay, bisexual, transgender, or queer resources. The bill does not prohibit schools or libraries from blocking content that is obscene, child pornography, or harmful to minors.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

Gila River Indian Community Federal Rights-of-Way, Easements and Boundary Clarification Act This bill directs the Department of the Interior to take into trust 3,400 acres of land in Arizona, known as the Lower Sonoran Lands, for the benefit of the Gila River Indian Community, a government composed of members of the Pima Tribe and the Maricopa Tribe. After the lands are taken into trust, they must be treated as part of the community's reservation. Gaming is prohibited on the land taken into trust. The bill establishes a fixed, permanent boundary for the reservation's northern boundary. The benefits realized by the community, its members, and allottees under this bill satisfy their claims against the United States in connection with alleged failures relating to: (1) establishing and documenting federal rights-of-way on the reservation; and (2) establishing, maintaining, and defending the northern boundary. The bill establishes, ratifies, documents, and confirms federal rights-of-way and easements within the reservation. Within six years, the Bureau of Indian Affairs (BIA) must publish a survey of each of the federal rights-of-way established under this bill. Upon completion of the surveys, the community and BIA may remove a federal right-of-way.

Authorization for Use of Military Force Against al-Qaeda, the Taliban, and the Islamic State of Iraq and Syria This joint resolution: (1) authorizes the President, for the next five years, to use all necessary and appropriate force to prevent any future acts of international terrorism against the United States by al-Qaeda, the Taliban, the Islamic State of Iraq and the Levant (ISIL), or any person, other than a sovereign nation, that is a part of or substantially supports any such group and that has engaged in hostilities against the United States, the U.S. Armed Forces, or civilian personnel supporting the U.S. Armed Forces; and (2) is intended to constitute specific statutory authorization to introduce U.S. Armed Forces into hostilities or into situations wherein involvement in hostilities is clearly indicated by the circumstances, within the meaning of the War Powers Resolution. The President must report to Congress every 90 days describing actions taken pursuant to such authorization. The bill repeals: (1) the 2001 Authorization for Use of Military Force, and (2) the Authorization for Use of Military Force Against Iraq Resolution of 2002.

Restore Veterans' Compensation Act of 2017 This bill eliminates the recoupment of separation pay, special separation benefits, and voluntary separation incentive payments from members of the U.S. Armed Forces who subsequently receive Department of Veterans Affairs disability compensation. Disability compensation amounts may not be reduced because of the receipt of separation, severance, or readjustment pay. Recoupment of separation payments from members receiving retired or retainer pay is limited to the net amount of separation payments. Monthly deductions are limited to 25% of retired or retainer pay and may not begin until 90 days after the Department of Defense (DOD) notifies the individual of such deductions. DOD may waive such recoupment for financial hardship reasons.

Reach Every Mother and Child Act of 2017 This bill directs the President to establish a five-year strategy to accelerate progress toward ending preventable child and maternal deaths within a generation and ensure healthy and productive lives for women and children. The U.S. Agency for International Development (USAID) shall: (1) identify target countries with the greatest need and the highest burden of preventable child and maternal deaths, and (2) designate a current USAID employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Senior Coordinator for Child and Maternal Survival.

This bill amends the Export-Import Bank Act of 1945 to revise the quorum requirement for the Board of Directors of the Export-Import Bank of the United States to require the lesser of three members or the number of members holding office on the board (currently, at least three members) for there to be a quorum.

Hate Crimes Commission Act of 2017 This bill establishes the United States Commission on Hate Crimes to investigate and report on: whether hate crimes have increased; factors that contributed to an increase in hate crimes, if one is determined to exist; policies or actions by law enforcement agencies to reduce hate crimes; and the impact of underreporting on hate crimes statistics and prevention.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Protecting the Property Rights of Border Landowners Act This bill amends the the Immigration and Nationality Act to: (1) authorize the Department of Homeland Security (DHS), as well as the Department of Justice (DOJ), to acquire by purchase or gift any interest in land near an international border deemed essential to guard U.S. boundaries or borders, and (2) prohibit DHS or DOJ from using condemnation authority to acquire land to construct a wall or other physical barrier along the U.S.-Mexico border.

Air Traffic Noise and Pollution Expert Consensus Act of 2017 This bill requires the Federal Aviation Administration to enter into an arrangement with the National Academies of Sciences, Engineering, and Medicine to examine and report on the various health impacts of air traffic noise and pollution.

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.

Dignity for Detained Immigrants Act of 2017 This bill directs the Department of Homeland Security (DHS) to establish detention standards for each facility at which aliens in DHS custody are detained. Such standards shall provide for at least the level of detainee protections described in the American Bar Association's Civil Immigration Detention Standards. A detained individual who is injured as a result of a violation of such standards may file a claim in U.S. district court. The bill: (1) provides for facility oversight and transparency, (2) phases out the use of private detention facilities and jails for such aliens, and (3) revises procedures for detaining aliens.

Gold Star Family Support and Installation Access Act of 2017 This bill directs the appropriate military department to issue a standardized Gold Star Installation Access Card to the widow and dependent children of a deceased member of the Armed Forces to allow them to gain unescorted access to military installations to attend memorial events, visit gravesites, and obtain on-installation services and benefits. The Department of Defense shall prescribe regulations to provide that a surviving spouse of a deceased member, regardless of martial status, who has guardianship of dependent children of the deceased member, is entitled to use commissary stores and MWR retail facilities to the same extent and on the same basis as the unremarried spouse of a member of the uniformed services.

Taxpayers Don't Incur Meaningless Expenses Act of 2017 or the Taxpayers DIME Act of 2017 This bill prohibits the use of federal funds for travel expenses of senior federal officials in violation of specified federal travel regulations. Federal agencies must submit quarterly reports to Congress on travel by senior federal officials on government aircraft. The Office of Government Ethics must submit to Congress and publish a report on suggestions to strengthen federal travel regulations.

Stop Waste And Misuse by Presidential Flyers Landing Yet Evading Rules and Standards Act or the SWAMP FLYERS Act This bill prohibits the use of federal funds for the official travel of a senior political appointee on a non-commercial, private, or chartered flight, unless: (1) a commercial flight was unavailable for the travel in question, or (2) the aircraft is owned or leased by the government. An appointee who travels on a non-commercial, private, or chartered flight must provide a statement to Congress certifying that no commercial flight was available. The bill makes it a crime for an appointee to knowingly and willfully make such a statement that is false, fictitious, or fraudulent.
