Family and Medical Insurance Leave Act or the FAMILY Act This bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA). The bill entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. An individual qualifies for such a benefit payment if such individual: is insured for disability insurance benefits under the Social Security Act at the time an application is filed; has earned income from employment during the 12 months before filing it; and was engaged in qualified caregiving (any activity for which the individual would be entitled to leave under the Family and Medical Leave Act of 1993), or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. The bill prescribes a formula for determination of an individual's monthly benefit, as well as for the maximum and minimum amounts. An FMLI benefit payment shall be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill prescribes criteria that make an individual ineligible for an FMLI benefit payment and specifies prohibited acts by an employer and penalties for violations. The bill establishes the Federal Family and Medical Leave Insurance Trust Fund. FMLI benefit payments shall be made only from this fund. No amounts from the Social Security Trust Funds or appropriated to the SSA to administer Social Security programs may be used for FMLI benefits or administration. The bill amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund for FMLI benefits.

Lymphedema Treatment Act This bill amends title XVIII (Medicare) of the Social Security Act to cover certain lymphedema compression treatment items as durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Portable Fuel Container Safety Act of 2017 This bill requires the Consumer Product Safety Commission (CPSC) to promulgate a final rule for flame mitigation devices in portable flammable liquid fuel containers that impede the propagation of flame into the container, unless the CPSC publishes a determination that a voluntary standard developed by a standard development organization meets the intent of this bill. Either the promulgated standard or the voluntary standard shall be treated as a consumer product safety rule. If a standard development organization subsequently revises a voluntary standard, the organization must notify the CPSC and the revision becomes enforceable unless, within 90 days after receiving notice, the CPSC determines that the revised standard does not meet this bill's requirements. The CPSC must undertake a campaign to educate consumers about dangers associated with portable fuel containers near an open flame or other source of ignition. The bill amends the Children's Gasoline Burn Prevention Act to extend child-resistance requirements for closures on portable gasoline containers to receptacles for gasoline, kerosene, or diesel fuel (including any spout, retrofit spout, cap, and other closure mechanism and component) produced or distributed for sale to, or use by, consumers for transport of, or for refueling of internal combustion engines with, gasoline, kerosene, or diesel fuel.

Community Trust Act of 2017 This bill nullifies Executive Order 13768, entitled "Enhancing Public Safety in the Interior of the United States," beginning on January 25, 2017, and prohibits the use of any federal funds to implement, administer, enforce, or carry out any of the policy changes set forth in such order. Among other things, that order raises questions regarding whether, and to what extent, federal agencies will withhold federal grant funds that would have otherwise been awarded to jurisdictions that willfully refuse to comply with a federal statute that bars states and localities from restricting sending or receiving information to or from federal immigration authorities (sanctuary jurisdictions).

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism.

Human Trafficking Fraud Enforcement Act of 201 7 This bill directs the Department of the Treasury to establish within the Internal Revenue Service an office to investigate and prosecute violations of tax laws by persons that appear to be violating specified federal laws prohibiting forced labor, trafficking of individuals, and transportation of minors or aliens for immoral purposes or state or territorial laws prohibiting the promotion of prostitution or of any commercial sex act. The office must cooperate with the Child Exploitation and Obscenity Section of the Department of Justice and the Innocence Lost National Initiative of the Federal Bureau of Investigation. The bill allows victims of human trafficking crimes to claim awards allowed for whistle-blowing. The bill amends the Internal Revenue Code to: (1) increase civil and criminal penalties for tax evasion attributable to income derived from human trafficking and commercial sex acts, and (2) make it a felony to fail to file a tax return including income derived from human trafficking or commercial sex acts. The bill appropriates to the Crime Victims Fund additional funds equal to the increase in receipts from increased civil and criminal penalties provided by this bill. The funds are provided for victim assistance grants under the Victims of Crime Act of 1984, including crisis intervention, emergency shelter and transportation, counseling, and criminal justice advocacy to victims of crime.

Sgt. Brandon Ketchum Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Military Surviving Spouses Equity Act This bill: (1) repeals certain provisions that require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age, (2) prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund, and (3) requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

DREAMers, Immigrants, and Refugees (DIRe) Legal Aid Act This bill directs the Department of Justice to make grants to nonprofit legal services providers with immigration law expertise to provide immigration-related legal services and advice to an alien who: (1) is present in the United States as a lawful permanent resident; (2) has received a grant of deferred action under the Deferred Action for Childhood Arrivals program, has been admitted as a refugee (or the alien's spouse or parent has been so admitted), or has been determined to be qualified for such admission; and (3) has been ordered removed, is in removal proceedings, or is at risk of being denied U.S. entry or admission. The Department of Homeland Security shall provide such aliens: (1) with provider contact information; and (2) if in detention, with an opportunity to arrange representation by such a provider. The Under Secretary for Science and Technology shall carry out a study on the outcomes for individuals in removal proceedings with legal representation compared to the outcomes for such individuals without legal representation.

Build Bridges Not Walls Act This bill provides that the executive order titled "Border Security and Immigration Enforcement Improvements" signed by the President on January 25, 2017, or any other substantially similar action by the President to use taxpayer dollars or fees to construct a continuous wall or fence between the United States and Mexico shall have no force or effect.

End Surprise Billing Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to require a critical access hospital or other hospital to comply, as a condition of participation in Medicare, with certain requirements related to billing for out-of-network services. With respect to an individual who has health benefits coverage and is seeking services, a hospital must provide notice as to: (1) whether the hospital, or any of the providers furnishing services to the individual at the hospital, is not within the health care provider network or otherwise a participating provider with respect to the individual's health care coverage; and (2) if so, the estimated out-of-pocket costs of the services to the individual. At least 24 hours prior to providing those services, the hospital must document that the individual: (1) has been provided with the required notice, and (2) consents to be furnished with the services and charged an amount approximate to the estimate provided. Otherwise, the hospital may not charge the individual more than the individual would have been required to pay if the services had been furnished by an in-network or participating provider. With respect to such an individual who is seeking same-day emergency services, a hospital may not charge more than the individual would be required to pay for such services furnished by an in-network or participating provider.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Expand American Educational Opportunity Act of 2017 This bill amends the Internal Revenue Code to replace the Hope Scholarship and Lifetime Learning tax credits with a modified American Opportunity Tax Credit that: (1) allows an income tax credit of up to $2,500 of the qualified tuition and related expenses of a student who is carrying at least one half of a normal course load, (2) allows a lifetime dollar limitation for the credit of $15,000 for all taxable years, and (3) increases the refundable portion of the credit to a maximum of $1,500. The bill allows an exclusion from gross income of any amount received as a Federal Pell Grant.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

EAC Reauthorization Act of 2017 This bill amends the Help America Vote Act of 2002 to: (1) reauthorize the Election Assistance Commission through FY2022, (2) authorize funding to states for FY2018 for security upgrades to voter registration lists and processes and waive the 5% match requirement for these funds, (3) require each state to furnish to the commission such information as the commission may request for the purposes of conducting any post-election surveys of the states with respect to the administration of a regularly scheduled general election, and (4) require the National Institute of Standards and Technology to report on its use of funds transferred from the commission. The commission shall carry out an assessment: (1) of whether the voting systems available for use in the elections for federal office to be held in 2018 are adequate to meet the demands of such elections, and (2) of the security and effectiveness of the commission's information technology systems. The commission shall carry out a review of the effectiveness and efficiency of the state-based administrative complaint procedures established and maintained under such Act for the investigation and resolution of allegations of violations.

Protect the National Security Council From Political Interference Act of 2017 This bill amends the National Security Act of 1947 to prohibit the President from designating any individual whose primary or predominant responsibility is political in nature to serve as a member of the National Security Council (NSC) or to regularly attend or participate in NSC meetings or meetings convened under the auspices of the NSC, including Principals Committee meetings. Organized under presidential memorandum, the Principals Committee is a cabinet-level senior interagency forum chaired by the National Security Advisor or the Homeland Security Advisor to consider policies that affect U.S. national security interests. The bill expresses the sense of Congress that no limitations should be imposed on the ability of the Director of National Intelligence or the Chairman of the Joint Chiefs of Staff, or their designees, to attend any Principals Committee meeting convened under the auspices of the NSC or any other senior interagency meeting convened to consider policy issues that affect U.S. national security interests.

Ensuring Sound Military and Intelligence Advice Act of 2017 This bill amends the National Security Act of 1947 to require the President to designate the Director of National Intelligence and the Chairman of the Joint Chiefs of Staff as regular attendees of the meetings of the National Security Council (NSC), or of any body of the NSC (including the Principals Committee), if any individual whose responsibilities are primarily political is designated as a regular attendee of such meetings.

Streamlined and Improved Methods at Polling Locations and Early (SIMPLE) Voting Act of 2017 This bill amends the Help America Vote Act of 2002 (HAVA) to require each state to allow individuals to vote in a federal election on each day during the 15-day period ending on the second day immediately preceding the election date in the same manner as voting is allowed on election day. A state shall ensure that each polling place that allows early voting in a federal election is located within reasonable walking distance of a stop on a public transportation route. The Election Assistance Commission shall issue standards for the administration of early voting in a federal election. Each state shall provide a sufficient number of voting systems, poll workers, and other election resources (including physical resources) at a polling place used in a federal election to ensure: (1) a fair and equitable waiting time for all voters in the state, and (2) that no individual will be required to wait longer than one hour to cast a ballot at the polling place. Each state shall develop, and implement to the greatest extent practicable, a contingency plan under which it shall provide any polling place on a federal election day whose waiting times exceed one hour with additional poll workers, machines, ballots, and other equipment and supplies. Requirements are prescribed for the counting of provisional ballots that will be treated as votes. Civil money penalties, intervention by aggrieved parties, and private actions to address HAVA violations by a state or jurisdiction are allowed.

Equal Access to Abortion Coverage in Health Insurance (EACH Woman) Act of 2017 This bill requires the federal government: (1) to ensure coverage for abortion care in public health insurance programs including Medicaid, Medicare, and the Children's Health Insurance Program (CHIP); (2) as an employer or health plan sponsor, to ensure coverage for abortion care for participants and beneficiaries; and (3) as a provider of health services, to ensure that abortion care is made available to individuals who are eligible to receive services. The federal government may not prohibit, restrict, or otherwise inhibit insurance coverage of abortion care by state or local governments or by private health plans. State and local governments may not prohibit, restrict, or otherwise inhibit insurance coverage of abortion care by private health plans.

This joint resolution eliminates the time limit for ratification of the equal rights amendment (prohibits discrimination on account of sex) proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Safeguarding Sanctuary Cities Act of 2017 This bill prohibits reducing or withholding federal financial assistance that a state or local government would otherwise receive because such state or local government has in place any policy that limits or restricts compliance with a detainer. A "detainer" is defined as any order or request by the Department of Homeland Security (DHS) for a state or local official to: temporarily hold a person until such person may be taken into federal custody, transport such a person for transfer to federal custody, or notify DHS prior to releasing such person.

Statue of Liberty Values Act of 2017 or the SOLVE Act of 2017 This bill states that: (1) beginning on January 27, 2017, Executive Order 13769, entitled "Protecting the Nation from Foreign Terrorist Entry into the United States," is null and void, shall have no force and effect, and may not be implemented or enforced; and (2) no federal funds may be used to implement or enforce any of the policy changes set forth in such order. Among the order's major provisions are restrictions on the entry of immigrants and nonimmigrants from seven countries (Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen) and additional limitations on refugee admissions to the United States.

No Funds for Unconstitutional Executive Orders Act This bill prohibits any federal agency funds, resources, or fees from being used to carry out any of the policy changes set forth in the executive order entitled "Protecting the Nation from Foreign Terrorist Entry into the United States," signed by President Donald J. Trump on January 27, 2017. Among the order's major provisions are restrictions on the entry of immigrants and nonimmigrants from seven countries (Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen) and additional limitations on refugee admissions to the United States.

This Land Is Our Land Act This bill prohibits the Department of Homeland Security (DHS) from constructing, or obligating or expending any funds for the construction of, any new border barriers, including walls or fences, on federal lands under the jurisdiction of the Department of the Interior or the Department of Agriculture within 100 miles of the international land borders of the United States.

This bill declares that the memorandum titled "Presidential Memorandum Regarding the Hiring Freeze" published on January 23, 2017, or any other substantially similar memorandum, executive order, or other action by the President to prevent a department or agent of the federal government from filing vacant federal civilian employee positions or creating new such positions, shall have no force or effect with respect to the Department of Veterans Affairs.

Expanded & Improved Medicare for All Act This bill establishes the Medicare for All Program to provide all individuals residing in the United States and U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, dietary and nutritional therapies, prescription drugs, emergency care, long-term care, mental health services, dental services, and vision care. Only public or nonprofit institutions may participate. Nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities may participate. Patients may choose from participating physicians and institutions. Health insurers may not sell health insurance that duplicates the benefits provided under this bill. Insurers may sell benefits that are not medically necessary, such as cosmetic surgery benefits. The bill sets forth methods to pay institutional providers and health professionals for services. Financial incentives between HMOs and physicians based on utilization are prohibited. The program is funded: (1) from existing sources of government revenues for health care, (2) by increasing personal income taxes on the top 5% of income earners, (3) by instituting a progressive excise tax on payroll and self-employment income, (4) by instituting a tax on unearned income, and (5) by instituting a tax on stock and bond transactions. Amounts that would have been appropriated for federal public health care programs, including Medicare, Medicaid, and the Children's Health Insurance Program (CHIP), are transferred and appropriated to carry out this bill. The program must give employment transition benefits and first priority in retraining and job placement to individuals whose jobs are eliminated due to reduced clerical and administrative work under this bill. The Department of Health and Human Services must create a confidential electronic patient record system. The bill establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. The Indian Health Service must be integrated into the program after five years. Congress must evaluate the continued independence of Department of Veterans Affairs health programs.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by appropriate legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections. This joint resolution declares that nothing in this amendment shall be construed to grant Congress or the states the power to abridge the freedom of the press.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Global Health, Empowerment, and Rights Act or the HER Act This bill states that foreign nongovernmental organizations shall not be ineligible for U.S. international development assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Such organizations also shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance under such Act.

National Statistics on Deadly Force Transparency Act of 2017 This bill requires federal, state, and local law enforcement agencies to collect, compile, and submit data to the Department of Justice's (DOJ's) Bureau of Justice Statistics (BJS) on the use of deadly force by law enforcement officers. The BJS must report to Congress and publish such data. DOJ must reduce by 10% the allocation of funds under the Edward Byrne Memorial Justice Assistance Grant Program for a state or local government that fails to substantially comply.

Government By the People Act of 2017 This bill amends the Internal Revenue Code and the Federal Election Campaign Act of 1971 (FECA) to establish a program for small individual donations to campaigns for public office and make other changes to campaign finance law. The bill amends the Internal Revenue Code to allow: (1) individual taxpayers a refundable tax credit of 50% of qualified congressional House campaign contributions (i.e., cash contributions by an individual to a candidate for the House of Representatives or a political committee established and maintained by a national political party, to be known as "My Voice Federal" contributions); and (2) individual taxpayers to designate a portion of any overpayment of tax as a contribution to the Freedom From Influence Fund. The Government by the People Oversight Commission, established by this bill, shall establish a voucher pilot program to provide voters with a $50 "My Voice Voucher" for making campaign contributions. The bill amends the FECA to establish a 6-1 matching program for small dollar contributions (up to $150) to a candidate for public office and sets forth eligibility, certification, and expenditure requirements for candidates. The bill permits unlimited coordinated party expenditures from small donor sources on behalf of publicly financed House candidates. The bill requires disclosure by all bundlers of bundled contributions (i.e., the practice of combining several small campaign contributions into one large contribution to avoid exceeding the limit on contributions), not just registered lobbyists. The bill amends the Communications Act of 1934 to expand the access of candidates for public office to broadcasting.

Airplane Impacts Mitigation Act of 2017 or the AIM Act of 2017 This bill requires the Federal Aviation Administration (FAA) to enter into an agreement with an eligible institution of higher education to conduct a study of the health impacts of airplane flights on residents exposed to a range of noise and air pollution levels from such flights. The study shall: focus on residents in Boston, Chicago, New York, the northern California metroplex, Phoenix, and not more than three additional metropolitan areas that each contain at least one international airport; consider the health impacts on residents living partly or wholly within the land area underneath the flight paths most frequently used by aircraft flying below 10,000 feet; and consider only those health impacts that manifest during the physical implementation of the NextGen RNAV program on flights departing from or arriving at an international airport located in one of such metropolitan areas. An institution of higher education is eligible to conduct the study if it: has a school of public health that has participated in the FAA Center of Excellence for Aircraft Noise and Aviation Emissions Mitigation, has a Center for Environmental Health that receives funding from the National Institute of Environmental Health Sciences, is located in one of the areas within the scope of the study, applies to the FAA in a timely fashion, demonstrates that it is qualified to conduct such a study, and agrees to submit its findings to the FAA within two years after entering into such an agreement.

Private Corrado Piccoli Purple Heart Preservation Act This bill provides that regulations restricting the purchase, production, sale, or exchange of military medals or decorations may not authorize the sale of a Purple Heart awarded to a member of the Armed Forces.

DREAMer Information Protection Act This bill: (1) prohibits information provided by an applicant for deferred action under the Department of Homeland Security's Deferred Action for Childhood Arrivals program from being used for the purpose of immigration enforcement proceedings, and (2) shall take effect as if enacted on January 19, 2017.

This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. No less than 1.5% of the annual authorized funding amount or $10 million, whichever is greater, shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide each veteran who submits a claim for VA benefits with an opportunity to permit a covered congressional employee in the office of the veteran's Member of Congress to have read-only access to all of the veteran's records in the Veterans Benefits Administration databases. A Member may designate up to two such covered congressional employees. A covered congressional employee may not be recognized as an agent or attorney with respect to veterans' benefit claims. Funds under this bill may not be used to design or administer any training for covered congressional employees. The bill makes funds available for FY2018 through FY2021 for such congressional employee access program.

Water Conservation Rebate Tax Parity Act This bill amends the Internal Revenue Code to expand the tax exclusion for energy conservation subsidies provided by public utilities to exclude from gross income subsidies provided (directly or indirectly): (1) by a public utility to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any water conservation or efficiency measure; and (2) by a storm water management provider to a customer, or by a state or local government to a resident of such state or locality, for the purchase or installation of any storm water management measure.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill amends the Internal Revenue Code, with respect to the $1 million limitation on the deductibility of employee compensation, to: (1) extend such limitation to any individual who is a current or former officer, director, or employee of a publicly-held corporation; (2) eliminate the exemption from such limitation for compensation payable on a commission basis or upon the attainment of a performance goal; and (3) make such limitation applicable to all publicly-held corporations that are required by the Securities and Exchange Commission to register securities and provide periodic reports to their investors.

Email Privacy Act This bill amends the federal criminal code to revise provisions that limit an electronic communication service (ECS) or remote communication service (RCS) provider from disclosing the contents of a wire or electronic communication that is in electronic storage. Additionally, it revises the standards for the government to compel an ECS or RCS provider to disclose contents of a wire or electronic communication or noncontent records or information pertaining to a subscriber or customer. An ECS or RCS provider may notify a subscriber or customer of the receipt of a warrant, court order, subpoena, or request, unless the government obtains an order for delayed notification. The bill revises the process for obtaining a delayed notification order and lengthens the maximum duration of a delayed notification order.
