Presidential Conflicts of Interest Act of 2017 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. Among the contents of such disclosure, the President and Vice President shall: (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. Within a reasonable period of time after such financial interest is transferred to a qualified blind trust, the trustee of such trust shall: (1) sell the financial interest; and (2) use the proceeds from the sale of the financial interest to purchase conflict-free holdings. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children. The Attorney General, the attorney general of any state, or any person aggrieved by a violation of divestiture requirements posing a potential conflict of interest may seek declaratory or injunctive relief if: (1) the Office of Government Ethics is unable to issue a report indicating whether the President or Vice President is in substantial compliance with such divestiture requirements; or (2) there is probable cause to believe the President or the Vice President has not complied with such requirements. The bill amends the federal criminal code to require the recusal of presidential appointees from decisions affecting the financial holdings of a President or the spouse of a President. Prohibitions pertaining to contracts entered into by Members of Congress are extended to contracts by the President or Vice President. The bill amends the Ethics in Government Act of 1978 to require the disclosure of tax returns by the incumbent President and presidential nominees of a major political party for the three most recent taxable years. The bill declares the sense of Congress that a violation of the divestiture requirements of this bill or the Ethics in Government in Government Act of 1978 by the President or the Vice President would constitute a high crime or misdemeanor.

Shareholder Protection Act of 2017 This bill amends the Securities Exchange Act of 1934 to require shareholder authorization with respect to certain political expenditures by an issuer. A violation of this requirement shall be considered a breach of fiduciary duty, and the officers and directors who authorized the expenditure shall be subject to joint and several liability. The Securities and Exchange Commission must direct the national securities exchanges and associations to prohibit the listing of any equity security of an issuer whose corporate bylaws do not require a board vote with respect to political expenditures in excess of $50,000. An issuer must, within 48 hours, make publicly available the individual votes of each board member with respect to such expenditures. The bill establishes various reporting requirements.

Recognizing the Protection of Motorsports Act of 2017 or the RPM Act of 2017 This bill amends the Clean Air Act to allow the modification of a vehicle's air emission controls if the vehicle is used solely for competition.

Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

January 8th National Memorial Act This bill directs the Department of the Interior to establish the January 8th National Memorial in Tucson, Arizona, as an affiliated area of the National Park System in commemoration of the shooting of Congresswoman Gabrielle Giffords and 18 others in Tucson on January 8, 2011. The memorial shall not be established until Interior certifies that Tucson's January 8th Memorial Foundation, which shall be the management entity for the memorial, has established a trust fund to receive donations and provide for the construction, operation, maintenance, and management of the memorial. Interior shall develop a general management plan for the memorial.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Retired Pay Restoration Act This bill: (1) allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability (currently, only for a disability rated at 50% or more), and (2) repeals provisions phasing in the full concurrent receipt of such pay through December 31, 2013. Individuals who were retired or separated from military service due to a service-connected disability shall be eligible for the full concurrent receipt of both veterans' disability compensation and either military retired pay or combat-related special pay.

Martin Luther King, Jr. National Historical Park Act of 2017 This bill redesignates the Martin Luther King, Junior, National Historic Site in the state of Georgia as the "Martin Luther King, Jr. National Historical Park." The bill replaces the current boundary map with a map of a proposed boundary revision dated June 2015.

Medicare Prescription Drug Price Negotiation Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to require the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. Current law prohibits CMS from doing so.

Chicano Park Preservation Act This bill requires the Department of the Interior to conduct a special resource study of Chicano Park and its murals located in San Diego, California. In conducting the study, Interior shall evaluate the site's national significance and determine the suitability and feasibility of designating it as a National Historic Landmark or an Affiliated Area of the National Park System.

Safe Freight Act of 2017 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Summer Meals Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. The bill reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) The Department of Agriculture may award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Service institutions that are participating in the summer food service program for children may serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Expresses the sense of the House of Representatives that: (1) the Commandant of the U.S. Marine Corps should issue a public document certifying that members of Fox Company of the Marine Special Operations Command were not at fault in the firefight on March 4, 2007, with enemy forces in Bati Kot District, Nangarhar Province, Afghanistan; and (2) Fox Company marines involved in such incident deserve to have their names cleared.

Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. The bill prohibits the knowing sale or transport of equines or equine parts for human consumption.

Muhammad Ali Expansion Act This bill amends the Professional Boxing Safety Act of 1996 to: (1) establish definitions for "fighter," "combat sport competition," and "mixed martial arts"; and (2) include individuals who fight in a professional mixed martial arts competition or other professional combat sport competition, such competitions, and the professional combat sports industry within the scope of such Act. The bill requires the Association of Boxing Commissions, within two years after enactment of this bill, to establish: (1) guidelines for minimum contractual provisions that should be included in bout agreements and mixed martial arts and other combat sport contracts, and (2) guidelines for objective and consistent written criteria for the ratings of mixed martial arts and other combat sports. The bill applies conflict of interest provisions that prohibit a promoter from having a financial interest in the management of a boxer, or a manager from having a financial interest in the promotion of a boxer, to fighters participating in a mixed martial arts or other combat sport competition scheduled for 11 minutes or more.

Chiropractic Care Available to All Veterans Act This bill amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2017, and (2) all medical centers by December 31, 2019. Chiropractic examinations and services are included within required VA medical, rehabilitative, and preventive health care services.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Buy America for Drinking Water Extension Act of 2016 This bill amends the Safe Drinking Water Act by requiring projects funded by the drinking water state revolving fund to only use iron and steel produced in the United States, unless: (1) it would be inconsistent with the public interest, (2) iron and steel products are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality, or (3) inclusion of iron and steel products produced in the United States will increase the cost of the overall project by more than 25%. The requirement does not apply with respect to a project if a state approves the plans and specifications for the project prior to October 1, 2018.

Presidential Accountability Act This bill amends the federal criminal code to make it a crime for the President or Vice President to personally and substantially participate in official matters that affect their financial interests, unless the financial interests are held in a blind trust or the President or Vice President discloses the financial interests and receives an exemption. It imposes criminal penalties—a prison term, a fine, or both—on a President or Vice President who commits the offense. It also authorizes civil penalties and injunctions. Additionally, a violation constitutes a high crime and misdemeanor (i.e., grounds for impeachment) under Article II, Section 4 of the U.S. Constitution. Finally, the bill prohibits the President or Vice President from entering into contracts with the U.S. government.

Private Corrado Piccoli Purple Heart Preservation Act of 2016 This bill provides that regulations restricting the purchase, production, sale, or exchange of military medals or decorations may not authorize the sale of a Purple Heart awarded to a member of the Armed Forces.

Don't Block LGBTQ Act of 2016 This bill amends the Communications Act of 1934 to prohibit elementary schools, secondary schools, or libraries that receive discount rates for telecommunications services under the universal service support program from blocking Internet access to lesbian, gay, bisexual, transgender, or queer resources. The bill does not prohibit schools or libraries from blocking content that is obscene, child pornography, or harmful to minors.

Relief and Investment for Student Entrepreneurs Act or the RISE Act This bill amends the Higher Education Act of 1965 by allowing a qualified entrepreneur with a loan under the William D. Ford Federal Direct Loan program to defer loan payments for up to 3 years. A "qualified entrepreneur" is a borrower who: (1) has received a degree during the 10-year period before the date of the deferment, (2) has at least one registered business entity, (3) has raised capital of not less than $30,000 for such business entity, and (4) has an outstanding loan balance of not less than $5,000. The Department of Education may cancel up to $17,500 of federal direct and unsubsidized Stafford loans for a borrower who: (1) has operated a small business located in a historically underutilized business zone for at least three years, and (2) is not currently in default on the loan.

Academic Success Centers and Education Networks for Dreamers (ASCEND) Act This bill directs the Department of Education to award grants to not-for-profit institutions of higher education to develop programs that support Dreamer students in successfully completing postsecondary education. A "Dreamer student" is an individual who is a beneficiary of, or eligible for, the Deferred Action for Childhood Arrivals program.

Federal Funding Accountability for Sexual Harassers Act This bill amends the Higher Education Act of 1965 to address sexual discrimination in institutions of higher education. Institutions must report a finding that an individual who is responsible for the scientific or technical direction of one of the institution's research and development grants awarded by the federal government was engaged in sexual discrimination to each department and agency that has awarded the institution those grants in the past 10 years. Institutions must also report on formal complaints alleging sexual discrimination that were filed, but are incomplete because the institution has not carried out a grievance procedure. Agencies must: (1) consider these reports when deciding if they should fund a grant, and (2) keep the reports for 10 years. The National Academy of Sciences must study, and report on, the prevalence and impact of sexual harassment in higher education in science, engineering, and medical departments and programs.

Never Again Act This bill requires the Department of Veterans Affairs (VA), upon the request of a veteran who is enrolled in the VA health care system and entitled to in-patient psychiatric care, to furnish such veteran with in-patient psychiatric care at: (1) the VA facility that is closest to where the veteran resides and that has the capacity and capability to provide such care, or (2) at a non-VA facility if the VA facility lacks such capacity or capability.

Immigration Courts Bail Reform Act This bill amends the Immigration and Nationality Act to eliminate the minimum bond amount needed to release a detained alien. An immigration judge may review an initial custody determination for an adult alien, subject to specified rules, which include the following: the Department of Homeland Security (DHS) shall, within 72 hours, file the notice to appear or charging document with the appropriate immigration court and serve such notice on the detained alien; except for criminals or suspected terrorists, DHS may continue to detain an alien only if no conditions will reasonably assure the alien's appearance and the safety of any other person and the community; the Department of Justice shall ensure that an alien has the opportunity to promptly appear before an immigration judge for a custody redetermination hearing; except for criminals or suspected terrorists, an immigration judge shall review the custody determination de novo and may continue to detain the alien only if DHS demonstrates that no conditions will reasonably assure the alien's appearance and the community's safety; DHS and an immigration judge shall order an alien's release on personal recognizance or upon an unsecured appearance bond unless such release will not reasonably assure the alien's appearance or the community's safety; if DHS or an immigration judge determines that such release will not reasonably assure the alien's appearance or such safety, DHS or the immigration judge shall order the alien's release under the least restrictive conditions that will assure the alien's appearance and the community's safety; DHS or an immigration judge shall consider the alien's financial ability in determining whether to impose a bond as a condition of release; and DHS or an immigration judge may not impose a financial condition that results in an alien's detention.

Sam Farr Peace Corps Enhancement Act This bill increases the monthly pay rate for Peace Corps volunteers. The Peace Corps shall provide initial medical care to a former volunteer for a service-related condition for 180 days after termination of service, which may be extended under specified circumstances. The bill grants the government jurisdiction over, and imposes penalties upon, persons who commit certain crimes outside of the United States against a volunteer. The bill sets forth provisions regarding the use of mefloquine and other anti-malaria drugs, including appropriate medical officer training. The Peace Corps Act is amended to authorize the designation of a position as a critical management support position if the position requires specialized technical or professional skills and knowledge of Peace Corps operations. An appointment may not exceed five years. The President shall ensure that each overseas post has appropriate medical services, including by detailing to such a post the licensed medical staff of other U.S. agencies. Each volunteer applicant shall be provided with information regarding crime and health risks and volunteer satisfaction with respect to the country in which the applicant has been invited to serve. The Office of Victim Advocacy in Peace Corps headquarters is made permanent. The bill: (1) expands membership of the Sexual Assault Advisory Council from 8 to up to 14 members, (2) requires at least one council member to have mental health field expertise, (3) extends the council through October 1, 2023, and (4) requires the council to establish an email address to permit volunteers and former volunteers to communicate directly and confidentially with the council. The President shall conduct annual volunteer surveys through September 30, 2023 (currently through September 30, 2018). The Inspector General of the Peace Corps may hire an expert, consultant, or organization without regard to certain daily salary requirements.

Global War on Terrorism War Memorial Act This bill allows the Global War on Terror Memorial Foundation to establish the National Global War on Terrorism Memorial as a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces who served on active duty in support of the Global War on Terrorism. No federal funds may be used to pay any expense to establish the memorial.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Campus Sexual Assault Whistleblower Protection Act of 2016 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to prohibit the suspension of federal student aid eligibility for a student who: (1) admits, in a sexual assault report, unlawful consumption of a controlled substance or alcohol; and (2) is convicted of a drug offense involving controlled substance possession based on conduct described in such admission. The bill also modifies eligibility requirements for an institution of higher education (IHE) to participate in federal student aid programs. Specifically, it prohibits an IHE from taking a retaliatory action (e.g., suspension or expulsion) against an enrolled student who reports a sexual assault and admits, in such report: (1) sexual activity, or (2) unlawful consumption of a controlled substance or alcohol. An IHE must annually inform enrolled students that such retaliatory action is prohibited.

Strengthening Social Security Act of 2016 This bill amends the Internal Revenue Code to prescribe special rules for the determination of taxable wages and self-employment income above the contribution and benefit base after 2016. Title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSAct) is amended to: (1) increase from 90% to 95% over five years the first bend point factor used in determining the primary OASDI insurance amount; and (2) include surplus average indexed monthly earnings in the determination of such amounts. The Bureau of Labor Statistics of the Department of Labor shall prepare and publish the Consumer Price Index for Elderly Consumers (CPI-EC) that indicates changes over time in expenditures for consumption which are typical for individuals in the United States who have attained early retirement age for purposes of an old-age, wife's, or husband's insurance benefit. The bill amends the SSAct to make the CPI-EC the applicable Consumer Price Index for computation of cost-of-living increases in OASDI benefits for such individuals. The bill revises OASDI benefits for a widow or widower to provide benefits at a level equal to at least 75% of the amount received prior to the death of a spouse. The bill prevents any decrease in the benefit level of supplemental security income recipients resulting from any increase in other social security benefits in this bill.

Stronger Together School Diversity Act of 2016 This bill amends the Elementary and Secondary Education Act of 1965 to establish the Stronger Together Program, through which the Department of Education (ED) shall award competitive grants for the development or implementation of plans to improve diversity or eliminate socioeconomic or racial isolation in public schools and publicly funded early education programs. The grants are available to local educational agencies, a consortium of such agencies, educational service agencies, or other regional educational authorities that have significant achievement gaps and socioeconomic or racial segregation within or across the school districts served by the entity. ED may give priority to an eligible entity that proposes to use funds to support a program that extends beyond one local educational agency. Each recipient of an implementation grant shall implement a high-quality plan that includes: a comprehensive set of strategies designed to improve academic outcomes by increasing diversity, evidence of strong family and community support for these strategies, ambitious but achievable goals to increase diversity over the grant period, collection and analysis of data to provide transparency and support continuous improvement throughout the grant period, and a rigorous evaluation of the proposed project's effectiveness. ED shall establish performance measures to track the progress of each grant recipient.

Help End Assault Rifle Tragedies (HEART) Act of 2016 This bill amends the federal criminal code to make it a crime to knowingly transfer, loan, or dispose of a machinegun or semiautomatic assault weapon to an individual who is known or reasonably believed to be less than 16 years of age. It defines the term "semiautomatic assault weapon." A violator is subject to a fine, up to 10 years in prison, or both.

NextGen Flight Path Review and Notification Act of 2016 This bill amends the FAA Modernization and Reform Act of 2012 to require the Federal Aviation Administration (FAA), as part of the process of applying a categorical exclusion to a new Next Generation Air Transportation System (NextGen) flight path procedure at an Operational Evolution Partnership (OEP) airport (a commercial U.S. airport with significant activity), to: notify and consult with the operator of the airport, and consider consultations or other engagement with the community in which the airport is located to inform the public of the new procedure. The FAA shall review each decision that it made between February 14, 2012, and September 30, 2014, to grant a categorical exclusion with respect to a procedure to be implemented at an OEP airport that was a material change from procedures previously in effect to determine if implementation of the procedure had a significant effect on the human environment in the community in which the airport is located. If, in conducting such a review, the FAA determines that implementing the procedure had such a significant effect, it shall: consult with the operator of the airport to identify measures to mitigate the effect, and consider the use of alternative flight paths that do not substantially degrade the efficiencies of the new procedure.

Veterans Visa and Protection Act of 2016 This bill requires the Department of Homeland Security (DHS) to: (1) establish a program to permit eligible deported noncitizen veterans to enter the United States as, and to permit eligible noncitizen veterans in the United States to adjust their status to that of, a noncitizen lawfully admitted for permanent residence; and (2) cancel the removal of eligible noncitizen veterans and allow them to similarly adjust their status. An "eligible" veteran is a veteran who: (1) was not ordered removed, or removed, from the United States due to a criminal conviction for a crime of violence or for a crime that endangers U.S. national security for which the noncitizen served at least five years' imprisonment; and (2) is not inadmissible to, or deportable from, the United States due to such a conviction. DHS may waive such eligibility requirements for humanitarian purposes, to assure family unity, due to exceptional service in the U.S. Armed Forces, or if such waiver otherwise is in the public interest. A noncitizen veteran or service member shall not be removed from the United States unless he or she has a criminal conviction for a crime of violence. A noncitizen who has obtained the status of a noncitizen lawfully admitted for permanent residence under this bill shall be eligible for naturalization through service in the U.S. Armed Forces, except that: (1) the grounds on which the noncitizen was ordered removed from, or rendered inadmissible to or deportable from, the United States shall be disregarded when determining whether the noncitizen is a person of good moral character; and (2) any period of absence from the United States due to the noncitizen having been removed or being inadmissible shall be disregarded when determining if the noncitizen satisfies any requirement relating to continuous residence or physical presence. A noncitizen who has obtained the status of a noncitizen lawfully admitted for permanent residence under this bill shall be eligible for all military and veterans benefits for which the individual would have been eligible if he or she had never been been removed from, or voluntarily departed, the United States. DHS shall: (1) identify cases involving service members and veterans at risk of removal from the United States, and (2) annotate all DHS immigration and naturalization records relating to any noncitizen involved and afford an opportunity to track the outcome.

Reaffirms Wiesel's efforts to preserve the memory of those who perished and prevent the recurrence of another Holocaust, to combat hate and intolerance, and to never forget and also learn from the lessons of history.

Advises the International Olympic Committee that the United States would welcome the holding of the 2024 Summer Olympic and Paralympic Games in Los Angeles, California, the site designated by the United States Olympic Committee. Expresses the hope that the United States will be selected. Pledges cooperation and support toward the successful fulfillment of those games.
