Strengthening and Updating Resources and Equipment Act or the SURE Act - Amends the Homeland Security Act to permit grants awarded under the State Homeland Security Grant Program or the Urban Area Security Initiative to be used for maintenance agreements, user fees, or sustainment costs for purchased equipment related to preventing, preparing for, protecting against, and responding to acts of terrorism. Prohibits the Administrator of the Federal Emergency Management Agency (FEMA) from imposing: (1) a limit on the amount of any such award that may be used to pay for equipment purchase and maintenance costs; and (2) any additional limitation, including any fiscal year limitation, on the amount of any such award that may be used for a specific type, purpose, or category of equipment purchase or maintenance cost.

Amends the Internal Revenue Code to: (1) increase the tax deduction for charitable contributions of qualified wild game meat by the processing fees paid with respect to such contributions; and (2) exclude from the gross income of meat processors processing fees paid by a charitable organization for the processing of donated wild game meat. Defines "qualified wild game meat" as the meat of any animal typically used for human consumption if: (1) such animal is killed in the wild by the individual making the charitable contribution; and (2) the meat is apparently wholesome and processed in accordance with applicable laws.

E. Coli Eradication Act of 2009 - Amends the the Federal Meat Inspection Act to require that slaughterhouses, processing establishments, and grinding facilities perform specified tests for the presence of E. coli O157:H7 in ground beef. Subjects imported trim, bench trim, and ground beef to the same testing requirements as domestic trim, bench trim, and ground beef.

Rosa's Law - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

Roosevelt Scholars Act of 2009 - Establishes the Theodore Roosevelt Scholarship Foundation as an independent establishment in the executive branch. Directs the Foundation to award scholarships in an annual nationwide competition to individuals (to be known as "Roosevelt Scholars") who are: (1) enrolled in or seeking admission to accredited full-time undergraduate or graduate studies that prepare them for occupations critical to the missions of federal agencies; and (2) nominated by persons that have direct knowledge of their academic or work experience. Sets the maximum scholarship amount at $60,000 for each of up to five academic years, covering tuition, room and board, books, materials, and fees. Requires Roosevelt Scholars to: (1) agree to serve in the federal government for a period of years equal to the number of academic years during which they received their scholarship; (2) complete a federal internship related to their studies while earning their degree; (3) participate in certain extracurricular activities designed to assist their pursuit of federal careers and development of leadership qualities; and (4) serve as sources of information regarding federal scholarship and employment opportunities. Establishes the Theodore Roosevelt Memorial Scholarship Trust Fund consisting of appropriations and gifts for such scholarships. Sets forth additional duties of the Foundation, including the creation of an online directory of all federal scholarship opportunities available to individuals pursuing federal employment and an online directory of current occupations critical to the missions of federal agencies. Amends the Internal Revenue Code to exclude Roosevelt Scholarships from gross income.

Residential and Commuter Toll Fairness Act of 2009 - Grants state, county, and municipal governments, as well as multi-jurisdictional transportation authorities that operate or manage roads, bridges, railroads, buses, ferries, or other transportation systems, rulemaking authority to establish toll, user fee, or fare discount programs for their local residents or commuters.

Economic Development Revitalization Act of 2009 - Amends the Public Works and Economic Development Act of 1965 to authorize appropriations for economic development assistance programs under such Act for FY2009-FY2013. Includes within the definition of "Regional Commissions" the Southeast Crescent Regional Commission, the Northern Border Regional Commission, and the Southwest Border Regional Commission. Modifies provisions regarding grants for planning and administrative expenses for public works and economic development to authorize funding for fostering regional collaboration among local jurisdictions and organizations. Requires each state receiving assistance to provide a copy of each annual report to each economic development district within the state. Limits the federal share to 50% for public works and economic development grants, with a specified increased federal share: (1) based on the relative needs of an area (e.g., the unemployment rate and the impact of severe outmigration, sudden and severe economic dislocations, and other related economic circumstances); and (2) in the case of a federally declared major disaster. Allows: (1) training, research, and technical grant assistance to be used for a peer exchange program to promote industry-leading practices and innovations relating to the organizational development, program delivery, and regional initiatives of economic development districts; and (2) economic adjustment grant assistance to be used for activities identified by communities whose economies are injured by the loss of natural resource-based, agricultural, or service sector (currently, manufacturing) jobs. Authorizes the Secretary to solicit comments periodically regarding the guidelines and performance requirements for the revolving loan fund program and recommendations for improving performance. Authorizes a recipient of an economic adjustment grant who determines that a revolving loan fund established using such assistance is no longer needed, or that the recipient could make better use of the assistance to carry out another project that meets the requirements of the Act, to request the Secretary to approve conversion of the assistance by: (1) selling fund assets to a third party; or (2) retaining repayments of principal and interest on loans provided through the fund. Requires such a recipient to use the net proceeds from a sale of assets to pay any portion of the costs of projects that meet Act requirements. Authorizes the Secretary to allocate not more than 2% of the amounts made available for economic adjustment grants for development and maintenance of an automated tracking and monitoring system to ensure the proper operation and financial integrity of the revolving loan program. Extends appropriations for the Brightfields demonstration program through FY2013. Directs each economic development district to engage in the full range of economic development activities included in the list contained in the comprehensive economic development strategy of the district that has been approved by the Economic Development Administration. Authorizes the Secretary to consult with any persons who can assist in addressing the problems of area and regional outmigration. Declares that the state of Montana shall be served by the Seattle office of the Economic Development Administration. Directs the Secretary, before providing investment assistance for a construction project, to establish the expected period during which: (1) the recipient shall make best efforts to achieve economic development objectives; (2) any property that is acquired or improved shall be held in trust for the project's benefit; and (3) the Secretary shall retain an undivided equitable reversionary interest in the property. Authorizes the Secretary to terminate the reversionary interest when the recipient has fulfilled its obligations, taking into consideration the economic conditions. Provides for an alternative method of termination. Increases the minimum level of funding for planning and grants for administrative expenses, subject to total appropriations.

Veterans Business Center Act of 2009 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish within the SBA a Veterans Business Center program (program), headed by a Director, to provide entrepreneurial training and counseling to veterans. Requires the Director to establish a program of grants to centers that will develop specialized programs to assist veteran-owned small businesses in securing capital and repairing damaged credit, counsel on how to improve financial presentations, facilitate access to financing, and assist unemployed veterans become entrepreneurs. Requires the Director to establish a program of grants to centers to: (1) assist veteran-owned small businesses to identify contracts that are suitable to such businesses; (2) prepare veteran-owned small businesses to be ready as subcontractors and prime contractors for contracts made available through the American Recovery and Reinvestment Act of 2009, particularly with respect to the construction trades; and (3) provide veteran-owned small businesses technical assistance with respect to the federal procurement process. Requires the Director to establish a program of grants to centers to develop outreach programs for service-disabled veterans to promote self-employment opportunities and to train and assist such veterans with respect to developing business plans and securing business opportunities. Authorizes the Director to carry out a veterans entrepreneurial development summit. Requires an annual report from the Administrator to Congress on appointments made to, and activities of, the interagency task force on veteran-owned small businesses. Directs the Comptroller General to carry out a study of the effects of this Act on small businesses owned and controlled by veterans.

Solar Manufacturing Jobs Creation Act - Amends the Internal Revenue Code to allow a 30% energy tax credit for equipment used to fabricate solar energy property. Amends the American Recovery and Reinvestment Tax Act of 2009 to allow grants in lieu of energy tax credits for equipment used to fabricate solar energy property.

National STEM Education Tax Incentive for Teachers Act of 2009 - Amends the Internal Revenue Code to allow certain full-time elementary and secondary school teachers of math, science, engineering, or technology courses a refundable tax credit for 10% of their undergraduate tuition up to $1,000 in any taxable year. Increases such credit amount to $1,500 for teachers in schools serving disadvantaged children.

Military Families Act - Directs the Secretary of Homeland Security or the Attorney General to adjust the status of an eligible alien to that of an alien lawfully admitted for permanent residence if the alien: (1) applies for adjustment (with a time limit for an alien applying as a family member of a deceased Armed Forces member); (2) is admissible to the United States as an immigrant; (3) pays the application fee (unless waived); and (4) is physically present in the United States. Applies such provision to an alien who is: (1) a parent, spouse, child, son, or daughter (and their spouse, child, son, or daughter, if any) of a living Armed Forces member or of a deceased Armed Forces member who died as a result of service-incurred injury or disease; or (2) a son or daughter of a Filipino parent who was naturalized based upon active duty World War II service in the Philippine Army, Philippine Scouts, or a recognized guerilla unit. Defines "Armed Forces member" as a person who: (1) is, or was at the time of the person's death, a U.S. citizen or lawfully admitted permanent resident; (2) is serving, or has served honorably on or after October 7, 2001, as a member of the National Guard or the Selected Reserve of the Ready Reserve, or in an active-duty status in the U.S. military; and (3) if separated from service was separated under honorable conditions. Waives specified grounds of inadmissibility and authorizes the waiver of additional grounds of inadmissibility.

Growing Safe Food Act of 2009 - Amends the Agricultural Research, Extension, and Education Reform Act of 1998 to direct the Secretary of Agriculture to make grants for food safety training, education, extension, outreach, and technical assistance, with respect to foods under the authority of the Commissioner of Food and Drugs (FDA), to: (1) farm owners and operators; (2) small food processors; and (3) small fruit and vegetable merchant wholesalers. Authorizes the Secretary to make grants to farms that have, or are transitioning to, certified organic production.

Deplores the rape and assault of women and the killing of political protesters in Guinea and urges the identification and prosecution of those responsible. Urges President Obama, in coordination with leaders from the European Union (EU) and the African Union (AU), to consider measures that could be taken against senior officials in Guinea found to be complicit in the violence.

Access to Nutritious Meals for Young Children Act of 2009 - Amends the the Richard B. Russell National School Lunch Act to increase reimbursement rates for free, reduced price, and paid meals and snacks served under the Child and Adult Care Food Program (CACFP) at nonresidential child care centers and family or group day care homes. Allows such providers to be reimbursed for the service of three meals and a snack. (Currently, reimbursement is provided for two meals and a snack.) Lowers the percentage of children or school children in an area that must be eligible for free or reduced price meals under the school lunch or breakfast programs to make family or group day care homes in the area eligible for higher CACFP reimbursement rates as tier I homes. Increases the maximum monthly administrative payment per home provided to sponsors of family or group day care homes. Directs the Secretary of Agriculture to improve the ability of the CACFP to reach low-income families by streamlining program and paperwork requirements.

Land and Water Conservation Authorization and Funding Act of 2009 - Amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. Makes monies covered into the Fund available for expenditure to carry out the purposes of the Act without further appropriation.

Student-to-School Nurse Ratio Improvement Act of 2009 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to make demonstration grants to states in which the student-to-school nurse ratio in public secondary schools, elementary schools, and kindergarten is 750 or more students to every school nurse to reduce such ratio.

National Women's History Museum Act of 2009 - Directs the Administrator of General Services (GSA) to convey, by quitclaim deed, to the National Women's History Museum, Inc. specified property in the District of Columbia, on terms which the Administrator deems appropriate. Requires the property to be dedicated for use as a site for a national women's history museum for a 99-year period.

Global Child Survival Act of 2009 - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to reduce mortality and improve the health of newborns, children, and mothers in developing countries and to support efforts to strengthen systems of maternal, newborn, and child health services and link the formal health system with communities. Directs the President to develop a comprehensive strategy to reduce mortality and improve the health of newborns, children, and mothers, including reducing newborn, child, and maternal mortality in developing countries. Establishes the Interagency Task Force on Child Survival in Developing Countries.

Agent Orange Equity Act of 2009 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, and harbors, waters offshore, and airspace above. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Homebuyer Tax Credit Oversight and Accountability Act of 2009 - Amends the Internal Revenue Code, with respect to the first-time homebuyer tax credit, to: (1) deny such credit to taxpayers under the age of 18; (2) require taxpayers claiming such credit to attach to their returns a properly executed copy of the settlement statement used to purchase their residence and a certified statement of their eligibility for such credit from the real estate broker, settlement agent, or mortgage lender; and (3) prohibit a credit for residences acquired from a spouse. Requires the Commissioner of Internal Revenue to investigate, prosecute, and provide quarterly reports on instances of fraud related to the first-time homebuyer tax credit. Requires tax return preparers to file tax returns electronically unless they reasonably expect to file 100 or fewer individual income returns in a calendar year.

Child Support Protection Act of 2009 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to repeal the exclusion from federal matching payments of any amounts expended by a state from child support incentive payments it has received from the Secretary of Health and Human Services. (Thus reinstates federal matching of state spending of child support incentive payments.)

Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Dairy COOL Act of 2009 - Amends the Agricultural Marketing Act of 1946 to extend mandatory country of origin labeling to dairy products (fluid milk, cheese, yogurt, ice cream, butter, and other dairy products). Requires a dairy product retailer to designate the product's origin as: (1) each country in which or from the one or more dairy ingredients were produced or originated, and each country in which the product was processed; and (2) if a U.S.-produced dairy product, the state, region, or locality where the product was produced.

Family Asthma Act - Amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to award grants for pilot projects to prevent and control asthma symptoms and to reduce asthma attacks and improve self-management for individuals and families. Requires the Secretary of Health and Human Services (HHS), acting through the Director of NIH, in awarding grants, to give: (1) priority to entities that serve populations disproportionately impacted by asthma; and (2) consideration to an adequate national understanding of asthma prevalence. Authorizes additional appropriations for FY2010-FY2014 to the National Heart, Lung, and Blood Institute to develop a National Asthma Action Plan and to fund a report to Congress by the National Asthma Education and Prevention Program on federal asthma activities. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) collaborate with state and local health departments to conduct activities to inform and educate the public regarding asthma; (2) conduct asthma surveillance activities to collect data on the prevalence and severity of asthma, the effectiveness of public heath asthma intervention, and the quality of asthma management; and (3) compile and annually publish data on childhood and adult asthma.

Recognizes the benefits of service-learning, which include: (1) enriching and enhancing academic outcomes for youth; (2) engaging youth in positive experiences in the community; and (3) encouraging youth to make more constructive choices with regards to their lives. Encourages schools, school districts, college campuses, community-based organizations, nonprofits, and faith-based organizations to provide youth with more service-learning opportunities. Expresses support for the goals of the National Learn and Serve Challenge, an annual event which spotlights the value of service-learning to youth, schools, college campuses, and communities.

Daniel Pearl Freedom of the Press Act of 2009 - Amends the Foreign Assistance Act of 1961 to require inclusion of specified freedom of the press information in the Department of State's annual Country Reports on Human Rights Practices. Directs the Secretary to administer a grant program to promote freedom of the press worldwide, which shall be administered by the Department's Bureau of Democracy, Human Rights and Labor.

Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.
