Comprehensive Addiction Resources Emergency Act of 2021 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

Stop Iranian Drones Act of 2021 This bill expands existing provisions requiring sanctions against individuals or entities that provide certain types of weapons to Iran. Specifically, the bill modifies the provisions by adding unmanned combat aerial vehicles to the list of weapons covered by the sanctions.

Latonya Reeves Freedom Act of 2021 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Regulations shall also (1) require government entities and insurance providers to perform self-evaluation on current services, policies, and practices and concerning compliance with requirements of this bill; and (2) require government entities to submit a transition plan. The bill provides funds for FY2022 for the Department of Health and Human Services to provide technical assistance with respect to transition plans. The bill allows civil actions by individuals subjected to, or about to be subjected to, a violation of its requirements.

Protecting Community Television Act This bill revises the definition of a franchise fee that is paid by a cable operator or cable subscriber to encompass only a tax, fee, or other monetary assessment that is imposed by a franchising authority or other governmental entity.

Masih Alinejad Harassment and Unlawful Targeting Act of 2021 or the Masih Alinejad HUNT Act of 2021 This bill imposes sanctions on foreign persons (i.e., individuals or entities) that are acting on behalf of Iran's government and involved in the harassment of certain individuals, such as human rights activists. The Department of State must periodically report to Congress the identities of foreign persons acting on behalf of Iran's government that are knowingly responsible for or complicit in the surveillance, harassment, imprisonment, or killing of citizens of Iran or the United States who seek to (1) expose corruption or illegal activity by Iranian government officials; (2) obtain, defend, or promote internationally recognized human rights; or (3) obtain, defend, or promote the rights and well-being of women, religious and ethnic minorities, and the LGBTQ community in Iran. The report must include foreign persons involved in such actions that occur inside or outside Iran. The President must impose property-blocking sanctions on persons identified in the report, as well as visa-blocking sanctions on the identified individuals. The Department of the Treasury must submit to Congress a report identifying any foreign financial institution that knowingly conducts a significant transaction with a person sanctioned under this bill. Treasury may prohibit the opening, or prohibit or impose strict conditions on the maintaining of a U.S. correspondent account or a payable-through account by such a financial institution.

Dairy Pricing Opportunity Act of 2021 This bill directs the Department of Agriculture (USDA) to hold national hearings to review Federal Milk Marketing Orders. (USDA uses these orders to establish a minimum price for various classes of milk.) The hearings must include the review of proposals from producers and the dairy industry on the price of Class I skim milk.

Protecting America's Meatpacking Workers Act of 2021 This bill addresses workplace conditions and safety with a particular focus on meat and poultry processing establishments and makes other changes to agricultural programs and activities. Generally, the bill provides funding through FY2027 for hiring additional Occupational Safety and Health Administration (OSHA) inspectors and related activities. It also restricts an employer's use of certain attendance policies under which a worker is assessed points for absences with progressive discipline imposed as points accumulate. Additionally, the bill expands protections for workers who exercise their rights under occupational safety and health laws and regulations. This includes specific protections and procedures for workers of meat and poultry processing establishments. The bill expands workplace safety and health requirements that apply to meat and poultry processing establishments, including by prohibiting waivers (subject to limited exceptions) related to line speeds and inspections. Additionally, OSHA must issue standards for these establishments that address, for example, ergonomic program management and preventing occupational exposure to COVID-19. OSHA must also (1) establish, within seven days, a process for establishments to report COVID-19 information; and (2) publish certain regulations regarding a workers' representative accompanying an OSHA inspector during inspections of an establishment. The bill provides funding through FY2031 for, and imposes additional conditions on recipients of, grants to improve meat and poultry processing facilities. Further, the bill increases funding for a program that supports regional and local food systems. It also requires country-of-origin labeling of beef, pork, and dairy products.

Protect America's Children from Toxic Pesticides Act This bill modifies provisions related to the registration, distribution, sale, and use of pesticides, including by cancelling the registration of organophosphates, neonicotinoids, and paraquat and by creating a process for interested individuals to submit a petition to designate an active ingredient or pesticide as a dangerous pesticide.

Food Donation Improvement Act of 2021 This bill expands liability protections for the donation of food and grocery products. Specifically, the bill expands the liability protections to include donations of an apparently fit grocery product or apparently wholesome food for which the recipient is charged a good Samaritan reduced price that is no greater than the cost of handling, administering, and distributing the food or product; or that is donated directly to a needy individual by a retail grocer, wholesaler, agricultural producer, restaurant, caterer, school food authority, or institution of higher education. The Department of Agriculture must issue regulations that clarify the quality and labeling standards that food products donated under the Bill Emerson Good Samaritan Food Donation Act must meet to be eligible for liability protection.

Free Veterans from Fees Act This bill waives the application fee for any application for any special use permit the sole purpose of which is to hold a veterans' special event at a war memorial on land administered by the National Park Service in the District of Columbia and its environs.

Transformation to Competitive Integrated Employment Act This bill addresses employment standards for people with disabilities. First, the Department of Labor must award grants to states and certain eligible entities to assist them in transforming their business and program models to support people with disabilities by providing competitive integrated employment, assisting them in finding and retaining work in such employment, providing them with integrated employment and integrated community participation and wraparound services, and ensuring that such services comply with federal regulations for individuals receiving home and community-based services. The bill also prohibits the issuance of new special certificates that allow payment of subminimum wages to people with disabilities and phases out existing certificates over a five-year period. Further, Labor's Office of Disability Employment must award grants for technical assistance and other strategic support to employers transitioning from special certificates to competitive integrated employment for people with disabilities. Labor must contract with a nonprofit entity to conduct an evaluation of the impact of these transitions.

Bolstering Infectious Outbreaks Preparedness Workforce Act of 2021 or the BIO Preparedness Workforce Act of 2021 This bill establishes a student loan repayment program for health care and related professionals who are engaged in either bio-preparedness and response activities or infectious disease care in underserved communities. For each year that a professional meets the work requirements of the program, the Health Resources and Services Administration may pay up to $50,000 of the professional's student loan principal and interest, up to a maximum amount of $150,000.

Access to Birth Control Act This bill requires pharmacies to comply with certain rules related to ensuring access to contraceptives. Specifically, pharmacies must provide without delay a customer with any contraceptive or related medication that is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either order the contraceptive or refer the customer to a pharmacy that has it in stock. Laws in some states provide pharmacists with the right to refuse to dispense contraceptive-related drugs on religious or conscience grounds. Pharmacies may refuse to provide a contraceptive to a customer (1) if the customer lacks a valid prescription for a prescription contraceptive or is unable to pay for the contraceptive, or (2) based on a pharmacy employee's professional clinical judgment. The bill also establishes a private cause of action and civil monetary penalties for violations of the bill.

WIC Healthy Beginnings Act of 2021 This bill requires the Department of Agriculture (USDA) to maintain a publicly available, searchable database that contains solicitations for infant formula bids under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Under current law, state agencies must control infant formula costs in the WIC program through competitive bidding for infant formula rebate contracts. The bill requires state WIC agencies to provide USDA with open solicitations for these competitive bids to populate the database.

Cattle Price Discovery and Transparency Act of 2021 This bill requires the Department of Agriculture (USDA) to take various actions to address transparency in pricing and contract terms in the cattle industry. Among these requirements, USDA must (1) establish regional minimum percentages of cattle that meat packers must procure through negotiated purchases or negotiated grid purchases (i.e., transactions where the price is known and negotiated at the time of the transaction), and (2) maintain a publicly available catalog of contracts offered by meat packers to livestock producers for the purchase of fed cattle.

More Options to Develop and Enhance Remote Nutrition in WIC Act of 2021 or the MODERN WIC Act of 2021 This bill makes various changes to allow individuals to remotely certify their eligibility for, and receive benefits through, the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The Department of Agriculture must also report to Congress about the use of remote technologies and other tools in the WIC program.

Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination in the Workplace Act or the BE HEARD in the Workplace Act This bill expands protections against discrimination and harassment in the workplace and raises the minimum wage for tipped employees. Specifically, the bill (1) makes it an unlawful employment practice to discriminate against an individual in the workplace based on sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, or a sex stereotype; and (2) provides a statutory definition for what constitutes workplace harassment. Further, these protections apply to all workplaces, regardless of size, and to all workers, including independent contractors, interns, volunteers, and trainees. The bill prohibits employers from entering into contracts or agreements with workers that contain certain nondisparagement or nondisclosure clauses and prohibits certain predispute arbitration agreements and postdispute agreements. It also establishes grant programs to (1) prevent and respond to workplace discrimination and harassment, (2) provide legal assistance for low-income workers, and (3) establish a system of legal advocacy in states to protect the rights of workers. The bill further provides employees the right to retain their tips and it increases, in specified annual increments, the minimum wage for tipped employees to match the federal minimum wage for nontipped employees. Additionally, the bill requires the Equal Employment Opportunity Commission to provide specified training and resource materials, establish and convene a harassment prevention task force, and establish an Office of Education and Outreach with regard to prohibited discrimination and harassment in employment. The bill also requires specified studies, reports, and research on prohibited workplace harassment.

Supply Chain Resiliency Act This bill establishes the Office of Supply Chain Resiliency within the Department of Commerce. The office must identify vulnerabilities in the supply chains for critical products and emerging technologies. It also must provide financial support to manufacturers to expand production of products that are part of supply chains experiencing shortages.

Improving Protections for Midshipmen Act This bill addresses sexual harassment and sexual assault at the U.S. Merchant Marine Academy and provides for greater diversity and inclusion at the academy and within the maritime transportation system workforce. The Department of Transportation (DOT) shall establish a Sexual Assault Advisory Council to review the academy's policy on sexual harassment, dating violence, domestic violence, sexual assault, and stalking and other relevant matters related to sexual assault and sexual harassment. The DOT's Maritime Administration shall (1) establish an information management system to track the number of sexual assault or sexual harassment incidents every fiscal year at the academy, and (2) implement comprehensive in-person sexual assault risk-reduction and response training for all midshipmen at the academy. Additionally, the bill designates a Special Victims' Counsel to provide legal assistance to any cadet of the academy who is the victim of a sex-related offense. Further, the Coast Guard shall assess the feasibility of implementing a program modeled on the Catch a Serial Offender program of the Department of Defense. The bill also expands the authority of the Coast Guard to suspend or revoke a mariner's license on grounds related to sexual harassment or assault. With respect to diversity and inclusion, DOT shall establish an interagency task force to discuss and share tools and practices that promote diversity and inclusiveness within the maritime transportation system workforce. The Maritime Administration shall promulgate a Diversity and Inclusion Action Plan to increase recruiting efforts in historically underrepresented communities.

Rachel Booth Act This bill provides eligibility for transitional compensation to dependents of members of the Armed Forces in situations where a member (1) has been convicted of a dependent-abuse offense in a civilian court but has been separated from duty for an offense other than the abuse offense, or (2) has been accused but not convicted of such an offense but has been determined to have committed the offense by a commander and required to forfeit pay and allowances pursuant to an offense other than the abuse offense.

National Commission on the COVID-19 Pandemic Act This bill temporarily establishes the National Commission on the COVID-19 Pandemic in the legislative branch to investigate the facts and circumstances regarding the emergence of, spread of, and response to COVID-19. The commission terminates 90 days after it submits a final report of its findings and recommendations.

Foreign and Domestic Emoluments Enforcement Ac t This bill establishes statutory prohibitions, investigatory mechanisms, and enforcement provisions regarding the receipt from a foreign or domestic government of profits, gains, advantages, or payments (i.e., emoluments) by U.S. officeholders. Specifically, the bill prohibits any U.S. officeholder from accepting, directly or indirectly, emoluments from a foreign government without consent of Congress. The prohibition is enforceable through a civil action filed by the House of Representatives or Senate. Additionally, the bill prohibits the President from accepting emoluments from a domestic government other than compensation for his or her services as President. Both foreign and domestic emolument prohibitions are enforceable through administrative fines and civil actions by the Office of Government Ethics. The Office of Special Counsel must investigate violations of the bill.

Onward to Opportunity Act This bill requires the Department of Defense to implement a pilot program to provide grants for eligible entities to supplement the Transition Assistance Program by providing job opportunities for industry-recognized certifications, job placement assistance, and related employment services. Eligible entities are those that (1) follow a job training and placement model; (2) have a well-developed and rigorous practice of program measurement and evaluation; (3) have established partnerships with entities to provide the necessary services; and (4) have online training capability to reach rural veterans, reduce costs, and comply with new conditions forced by COVID-19. The program must be implemented at five military installations in the United States with successful economic opportunity program models.

Arm Taiwan Act of 2021 This bill requires the Department of Defense (DOD) to establish the Taiwan Security Assistance Initiative to accelerate Taiwan's deployment of asymmetric defense capabilities to the level required to deter or defeat an invasion by China. From FY2023 through FY2027, the bill requires DOD to use appropriations provided for the initiative to provide assistance to accelerate Taiwan's asymmetric defense capabilities so that Taiwan, with limited initial U.S. Armed Forces support, is able to (1) delay, degrade, and deny attempts by China's army to enter or transit the Taiwan Strait (and adjoining seas) or seize control of key territory in Taiwan; and (2) prevent China from neutralizing or rendering ineffective Taiwan's government. The bill imposes certain requirements related to such assistance, such as periodic certifications by DOD to Congress that Taiwan's government has committed to (and has made progress toward) spending at least 3% of Taiwan's national gross domestic product on defense on an annual basis by the end of FY2027.

National Flood Insurance Program Reauthorization and Reform Act of 2021 This bill generally revises the National Flood Insurance Program (NFIP) and reauthorizes the program through FY2026. The bill addresses NFIP coverage, cost, and availability, including by generally prohibiting the Federal Emergency Management Agency (FEMA) from raising certain premiums, surcharges, and fees more than 9% a year for five years; revising flood insurance coverage limits; establishing a means-tested program to provide financial assistance to low income households through policy discounts; and revising standards and certification requirements for flood insurance rate maps. The bill also revises administrative provisions of the NFIP, including by allowing for the continuous operation of the NFIP during a lapse in appropriations, and prohibiting the Department of the Treasury from charging FEMA interest for NFIP debt for five years. The bill sets forth requirements for Write Your Own companies related to reimbursements, agent commissions, and penalties for underpayment of claims. (A Write Your Own company writes and services federal standard flood insurance policies in its own name.) The bill establishes state or tribal government revolving funds for flood mitigation activities and also provides for loans, grants, and other incentives regarding mitigation.

No Time Limit for Justice Act This bill directs the Department of Justice to increase a state's allocation of funds under the STOP Violence Against Women Formula Grant Program if, under the laws of the state, child sexual abuse criminal offenses and civil actions authorizing damages for victims of child sexual abuse are not subject to a statute of limitations.

Choose Respect Act This bill designates October 1 as Choose Respect Day and establishes a Choose Respect national media campaign to promote awareness about sexual assault and domestic violence. The bill also requires the Centers for Disease Control and Prevention to reimplement their national 2006 Choose Respect initiative. (This initiative was designed to prevent dating violence and encouraged youth ages 11–14 to have healthy relationships.) Finally, the U.S. Postal Service must issue a semipostal stamp (a stamp sold at a premium to raise funds for causes of national public interest) related to the Choose Respect campaign.

Fair Day in Court for Kids Act of 2021 This bill provides legal protections for a noncitizen (i.e., an individual referred to as an alien in federal law) who is detained or subject to immigration-related proceedings. The Department of Justice (DOJ), or the Department of Health and Human Services (HHS) in a case involving an unaccompanied child, may appoint or provide counsel at the government's expense to noncitizens in removal proceedings and related appeals. An unaccompanied child must be represented by counsel paid for and appointed by the government at every stage of such proceedings unless the child has obtained counsel at their own expense. If HHS fails to provide counsel to an unaccompanied child, the deadline for filing a motion to reopen a proceeding shall not apply, and the filing of such a motion shall stay the child's removal from the United States. The Department of Homeland Security (DHS) must provide a complete copy of a noncitizen's immigration file to the noncitizen (or the noncitizen's counsel) within seven days of a notice to appear for an immigration proceeding, and failure to provide the file shall result in a delay in the proceeding. DHS must provide access to counsel for all detained noncitizens. The bill authorizes HHS to enter into contacts or award grants for providing immigration-related legal services to children. The Office of Refugee Resettlement must develop model guidelines for representing noncitizen children in immigration proceedings.

Ban Conflicted Trading at the Fed Act This bill imposes investment restrictions on certain Federal Reserve employees. Specifically, members of the Board of Governors of the Federal Reserve System and presidents or vice presidents of a Federal Reserve bank are prohibited from (1) purchasing or selling a specified investment, including an investment in a security, a commodity, virtual currency, or a future; or (2) entering into a transaction that creates a net short position in a security. (A short position is an investment strategy employed when an investor anticipates a short term decrease in the investment's price.) Investments held prior to taking office may not be bought or sold, except for approved placement in a blind trust or divestiture during a specified time period. Further, Federal Reserve bank presidents, vice presidents, and directors must make annual and periodic financial and transaction disclosures. Finally, the Board of Governors of the Federal Reserve System must issue rules within 90 days of enactment requiring Federal Reserve board members, presidents, vice presidents, and senior staff (1) to provide 45 days advance notice of investment transactions, and (2) to hold investments for at least 1 year from the date of transaction.

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Comforting Our Military Families through On-base or Remote Treatment Act of 2021 or the COMFORT Act of 2021 This bill authorizes the Office of Military Family Readiness Policy within the Department of Defense (DOD) to coordinate programs and activities for the provision of nonmedical counseling services to military families through the DOD Military and Family Life Counseling Program. Under the bill, nonmedical counseling services means mental health care services that are nonclinical, short-term, and solution-focused to address topics related to personal growth, development, and positive functioning. The bill authorizes mental health professionals to provide non-medical counseling services regardless of where the provider or recipient is located so long as the provision of service is within the scope of the authorized duties of the provider. For purposes of the bill, mental health professionals include licensed or certified mental health professionals or members of the uniformed services, civilian DOD employees, or DOD contractors.

Veterans Dental Care Eligibility Expansion and Enhancement Act This bill modifies and expands the provision of dental care by the Department of Veterans Affairs (VA), including by expanding care to include all veterans enrolled in the VA health care system, implementing a program of education to promote dental health, and implementing a student loan reimbursement program for qualified dentists, dental hygienists, and oral surgeons who agree to accept positions within the VA's dental workforce.

Save Our Servicemembers Act of 2021 This bill requires the Office of the Under Secretary of Defense for Personnel and Readiness within the Department of Defense (DOD) to evaluate and standardize DOD's suicide prevention efforts. Specifically, the bill directs the Defense Suicide Prevention Office to collaborate with each military department to (1) develop and implement a process to ensure that individual nonclinical suicide prevention efforts are assessed for effectiveness, and (2) develop consistent suicide-related definitions for use throughout DOD. The bill also requires the use of such suicide-related definitions in any updated policies of DOD or each military department.

Prevent Release Of Toxics Emissions, Contamination, and Transfer Act of 2021 or the PROTECT Act of 2021 This bill adds specified perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS, as hazardous air pollutants under the Clean Air Act. These substances are man-made and may have adverse human health effects.

Better Enforcement of Grievous Offenses by unNaturalized Emigrants or the BE GONE Act This bill expands, for immigration purposes, the definition of aggravated felony to include sexual assault and aggravated sexual violence. (Under current law, a conviction for an aggravated felony is grounds for deportation and may bar an individual from other immigration-related benefits.)

Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. The bill also includes provisions related to federally protected activities at polling places and voting access on tribal lands. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; or 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the history of official voting discrimination in the state or political subdivision. In addition, the bill (1) includes certain protections for election workers, polling places, and election infrastructure; and (2) expands voting access on tribal lands.

Burma Unified through Rigorous Military Accountability Act of 2021 or the BURMA Act of 2021 This bill imposes sanctions pertaining to Burma (Myanmar) and addresses related issues. The President must impose property- and visa-blocking sanctions on certain foreign persons (i.e., an individual or entity), including those that (1) knowingly operate in Burma's defense sector, (2) are responsible for or complicit in undermining Burma's democratic processes, or (3) are senior leaders in Burma's military or government. The Department of the Treasury must prohibit or impose strict conditions on certain accounts used to facilitate transactions for such sanctioned persons. The President may impose sanctions on Myanma Oil and Gas Enterprise if such sanctions would support certain objectives, including reducing the Burmese military's ability to undermine democracy in Burma. The President may also prohibit imports of precious and semiprecious gemstones from Burma. Before removing certain foreign persons from a list of specially designated nationals and blocked persons (commonly known as the SDN list), the President must certify to Congress that the person in question has not knowingly engaged in certain activities, such as supporting terrorism. The bill authorizes Department of State and U.S. Agency for International Development activities in Burma and the surrounding region to support democracy activists, humanitarian assistance, and reconciliation efforts. The State Department may (1) continue to assist organizations supporting political prisoners in Burma, and (2) provide assistance to entities investigating crimes against humanity. The President must direct U.S. representatives to the United Nations to vote and advocate for certain actions related to Burma, such as cutting off assistance to Burma's government.

Parental Bereavement Act of 2021 or the Sarah Grace-Farley-Kluger Act This bill entitles an eligible employee to up to 12 workweeks of leave during any 12-month period because of the death of a son or daughter. Such an employee may substitute any available paid leave for any leave without pay. The bill applies the same leave entitlement to federal employees.

Afghanistan War Commission Act of 2021 This bill establishes the Afghanistan War Commission. The commission must conduct a study of various matters related to the war in Afghanistan, including (1) U.S. actions immediately prior to the attacks on September 11, 2001; (2) U.S. actions during the invasion of Afghanistan; (3) peace negotiations involving the United States, the government of Afghanistan, and the Taliban; and (4) the U.S. military withdrawal from Afghanistan. The commission must annually report to Congress on the progress of its study. Within four years of the commission's first meeting, it must submit to Congress and the President a final report with its findings, conclusions, and recommendations to address any mistakes in the conduct of the war.
