Women and Minorities in STEM Booster Act of 2019 This bill requires the National Science Foundation to award competitive grants to enable eligible entities to carry out the activities specified below in order to increase the participation of women and underrepresented minorities in the fields of science, technology, engineering, and mathematics (STEM). An eligible entity that receives a grant shall use grant funds to carry out one or more of the following activities designed to increase the participation of women or minorities underrepresented in science and engineering, or both: online workshops, mentoring programs that partner STEM professionals with students, internships for undergraduate and graduate students in STEM fields, outreach programs providing elementary and secondary school students with opportunities to increase their exposure to STEM fields, and programs to increase the recruitment and retention of underrepresented faculty.

Promote Responsible Oversight and Targeted Employee background Check Transparency for Seniors Act or the PROTECTS Act This bill allows Medicaid and Medicare providers (e.g., skilled nursing facilities) to access, through the National Practitioner Data Bank, disciplinary information concerning affiliated physicians and other health care practitioners, as reported by state licensing authorities.

Greg LeMond Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Greg LeMond, in recognition of his contributions to the United States as an athlete, activist, role model, and community leader.

Captive Primate Safety Act This bill revises requirements governing the trade of wildlife species, including to add nonhuman primate species to the list of wildlife species that may not be imported, exported, transported, sold, received, acquired, or purchased in interstate or foreign commerce.

Big Cat Public Safety Act This bill revises requirements governing the trade of big cats (i.e., species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Specifically, it revises restrictions on the possession and exhibition of big cats, including to restrict direct contact between the public and big cats.

Safe Schools Improvement Act of 2019 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying (including cyberbullying through electronic communications) and harassment, that (1) limits students' ability to participate in, or benefit from, school programs; or (2) creates a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.

Promoting Access to Broadband Act of 2019 This bill requires the Federal Communications Commission (FCC) to establish a grant program to provide states with resources to inform their residents who are Medicaid enrollees or Supplemental Nutrition Assistance Program participants about the FCC's Lifeline program, which is designed to reduce the cost of communications services for low-income consumers.

Tibetan Policy and Support Act of 2019 This bill modifies and reauthorizes various programs and provisions related to Tibet and China. The President shall provide grants to nongovernmental organizations for projects supporting Tibetan communities in Tibet in areas such as sustainable economic development, cultural preservation, and education. The Department of State shall (1) seek to establish a U.S. consulate in Lhasa, Tibet; (2) establish a Tibet section in the U.S. embassy in Beijing; (3) make diplomatic efforts on issues such as water security in the region; and (4) encourage Nepal to provide legal documentation to certain Tibetan residents in Nepal. The State Department shall not authorize any additional Chinese consulates in the United States until the U.S. consulate in Lhasa is established. The bill reauthorizes the Office of the U.S. Special Coordinator for Tibetan Issues and expands the office's duties to include additional tasks, such as pursuing international coalitions to ensure that the next Dalai Lama is appointed solely by the Tibetan Buddhist faith community. The bill also adds China-related topics to an existing annual report on international religious freedom.

Direct Creation, Advancement, and Retention of Employment Opportunity Act or the Direct CARE Opportunity Act This bill directs the Department of Labor to award grants to recruit, retain, or provide advancement opportunities to direct care workers. The term "direct care worker" includes home health aides, psychiatric aides, nursing assistants, and personal care aides who assist seniors and persons with disabilities in their homes.

Fair Calculations in Civil Damages Act of 2019 This bill prohibits courts from awarding damages to plaintiffs in civil actions using a calculation for projected future earning potential that takes into account a plaintiff's race, ethnicity, gender, religion, or actual or perceived sexual orientation. The bill requires the Department of Labor to develop guidance for economists to develop future earnings tables that do not rely on race, ethnicity, gender, religion, or actual or perceived sexual orientation. Additionally, Labor and the Department of Justice must develop guidance for states on how to calculate future earnings in state tort proceedings in a manner that is free of such biases. The Judicial Conference of the United States must report on damages awarded under federal law for personal injury, employment discrimination, tort damages, and cases involving protected classes of individuals sharing a common characteristic or identity who are legally protected against discrimination. The Administrative Office of the United States Courts must submit recommendations to ensure that future earnings calculations that take into account age and disability do not conflict with federal equal protection laws. The bill requires the Federal Judicial Center to train federal judges on how to implement this bill.

Clean Air, Healthy Kids Act This bill reinstates a variety of rules regarding climate change that were repealed, suspended, delayed, withdrawn, or replaced and prohibits the implementation of certain policies and proposed rules. Specifically, the bill nullifies Executive Order 13783 titled Promoting Energy Independence and Economic Growth . In addition, the bill nullifies the following rules: the Repeal of the Clean Power Plan; Emission Guidelines for Greenhouse Gas Emissions From Existing Electric Utility Generating Units; Revisions to Emission Guidelines Implementing Regulations rule issued by the Environmental Protection Agency (EPA); the Waste Prevention, Production Subject to Royalties, and Resource Conservation; Delay and Suspension of Certain Requirements rule issued by the Bureau of Land Management; the Energy Conservation Program: Definition for General Service Lamps rule issued by the Department of Energy (DOE); and the Adopting Requirements in Emission Guidelines for Municipal Solid Waste Landfills rule issued by the EPA. The bill prohibits agencies from finalizing the following proposed rules: the Oil and Natural Gas Sector: Emission Standards for New, Reconstructed, and Modified Sources Review proposed rule issued by the EPA; the Safer Affordable Fuel-Efficient (SAFE) Vehicle Rules for Model Years 2021-2026 Passenger Cars and Light Trucks proposed rule issued by the EPA and the National Highway Traffic Safety Administration; and the Energy Conservation Program: Energy Conservation Standards for General Service Incandescent Lamps proposed determination issued by DOE. Finally, the bill nullifies a rescission of a waiver granted to California to enforce standards, which are more stringent than federal standards, for air pollution emissions from vehicles.

Access to Healthy Food for Young Children Act of 2019 This bill revises several provisions related to the child and adult care food program. Among other things, the bill requires reimbursements to be adjusted annually to reflect the Consumer Price Index for food away from home, rather than the Consumer Price Index for food at home used under current law; provides for an additional meal service to be served in child care settings with eight or more hours between the first meal service and the beginning of the fourth meal service; expands geographical eligibility for tier I family or group day care homes; and requires the Department of Agriculture to establish an advisory committee to examine the feasibility of reducing unnecessary or duplicative paperwork for those participating or seeking to participate in the program.

Stop the Wait Act This bill eliminates the 5-month waiting period that applies to the payment of certain Social Security Disability Insurance (SSDI) benefits for workers and surviving spouses and the 24-month waiting period that applies to Medicare coverage for workers who are eligible for SSDI benefits. In addition, the National Academy of Medicine must study disabling conditions that can be delayed or prevented if individuals access health care services and coverage before the condition reaches disability levels.

This concurrent resolution supports existing regulations with the goals of (1) reducing greenhouse gas emissions and oil usage, and (2) protecting national security and human health and welfare. The concurrent resolution also supports policies that will help meet these goals, such as policies that achieve maximum feasible reductions in oil use.

Heightened Oversight of Travel, Eating, and Lodging Act of 2019 or the HOTEL Act This bill prohibits federal agencies from using U.S. government funds to pay for expenses at lodging establishments that are owned by or employ certain public officials or their relatives, including by providing travel reimbursement or a per diem allowance for the cost of lodging, with exceptions.

Protect American Values Act This bill prohibits using federal funds to implement the Department of Homeland Security (DHS) rule Inadmissibility on Public Charge Grounds , published August 14, 2019, which expands the definition of a public charge for immigration purposes. (An alien who is a public charge may be denied certain immigration benefits, such as lawful permanent residence. Currently, a public charge is generally interpreted as an individual who is primarily dependent on the government for subsistence. The DHS rule would define a public charge to mean an individual who receives more than 12 months' worth of designated public benefits in a 36-month period.)

Bahamas Temporary Protected Status Act of 2019 This bill designates the Bahamas as a temporary protected status (TPS) country for 18 months from the enactment of this bill. (Qualified nationals of a TPS-designated country shall have work authorization and may not be removed from the United States while the designation is in effect.) A Bahamian national shall qualify for temporary protected status if the individual (1) has been continuously physically present in the United States since the bill's enactment, (2) meets certain admissibility and eligibility requirements generally required for such status, and (3) registers with the Department of Homeland Security.

National Commission on Scleroderma and Fibrotic Diseases Act of 2019 This bill temporarily establishes a National Commission on Fibrotic Diseases within the National Institutes of Health that must recommend improvements regarding fibrosis and fibrotic disease research.

Methane Emissions from Transmission Harm American Neighborhoods and the Environment Act or the METHANE Act This bill requires operators of distribution pipelines to use advanced leak detection technology to detect and repair leaking pipelines, including high sensitivity methane detectors mounted on a vehicle or aircraft that is equipped with global positioning system technology. The bill also requires operators to report to the Department of Transportation any event that involves a release of gas from a pipeline facility that results in an unintentional estimated gas loss of 50,000 cubic feet or more.

This joint resolution nullifies the Environmental Protection Agency's rule that repealed the Clean Power Plan, which established emission guidelines for states to follow in limiting carbon dioxide emissions from existing power plants; finalized the Affordable Clean Energy rule, which replaced the Clean Power Plan with emission guidelines for states to use when developing plans to limit carbon dioxide; and revised requirements that govern the process under which the EPA and states develop emission standards for pollutants emitted by existing stationary sources.

Border Officers Utilization for National Defense Act of 2019 or the BOUND Act This bill sets a minimum number of U.S. Customs and Border Protection officers that must be deployed along the border between the United States and Canada. The minimum number of officers is the maximum number of officers that were deployed along that border at any time between January 1, 2016, and the enactment of this bill.

Christopher Bryski Student Loan Protection Act or Christopher's Law This bill establishes requirements concerning the private student loans of a deceased or disabled borrower. Upon the event of the death, disability, or inability to engage in any substantial gainful activity of a student loan borrower, the lender of a private education lender must discharge the liability of the borrower, estate of the borrower, and any cosigner of the loan or parent borrowers. In addition, the bill establishes disclosure requirements for such lenders with respect to such loans.

Build Local, Hire Local Act This bill imposes various requirements on certain federally assisted infrastructure projects. The bill also creates infrastructure-related grant programs and establishes the Buy America Bureau. Such federally assisted infrastructure projects must (1) employ a certain percentage of local workers to the maximum extent practicable; and (2) prioritize hiring certain individuals, such as veterans and those facing barriers to employment. A certain percentage of funds for such projects shall be used for contracts with small businesses and certain targeted businesses, such as those owned by socially or economically disadvantaged individuals, women, or individuals with disabilities. When applying for a contract, grant, or loan related to such a project, the applying entity must disclose whether there are any rulings, such as a civil judgment, finding that the entity has violated certain federal labor and occupational safety laws in the last three years. In addition, the Department of Transportation must award grants to entities in disadvantaged and underserved communities for infrastructure projects that create connected, economically prosperous, and environmentally healthy communities. Further, the Department of Labor must provide grants to workforce development boards and industry partnerships for job training programs to train certain groups, such as individuals with barriers to employment, for jobs in targeted infrastructure industries. The bill also establishes the Buy America Bureau within the Department of Commerce to oversee project compliance with existing laws that require the use of U.S.-made materials in certain federally funded projects.

Community Health and Clean Transit Act of 201 9 This bill authorizes the Department of Transportation to make direct loans to eligible entities (i.e., grant recipients for buses and bus facilities or state and local governmental entities that operate fixed route bus service) for the costs of acquiring electric buses (zero emission vehicles) and for technical assistance in connection with such acquisition and related infrastructure.

Protecting the Rights of Families and Immigrants Who Legally Entered from Detention Act or the PROFILED Act This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. It also addresses the rights of individuals during immigration-related enforcement activities. First, the bill requires federal, state, local, and tribal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals. Next, it requires that law enforcement agents give notice to individuals suspected of immigration violations of their right to counsel (at no expense to the federal government), the right to remain silent, and notice that any statements given by the individual can be used against them in a removal or criminal proceeding. Any evidence obtained in violation of this requirement cannot be used against the individual in a removal proceeding. Not later than 48 hours after an individual has been detained, the Department of Homeland Security (DHS) shall file a notice to appear with the closest immigration court. Further, the bill requires a detained individual to have access to a telephone. In addition, the bill defines various rights accorded to vulnerable populations and to parents who have been detained by immigration officers. Finally, the position of Immigration and Customs Enforcement Ombudsman is established in DHS.

Funding Attorneys for Indigent Removal Proceedings Act or the FAIR Proceedings Act This bill expands access to counsel for aliens in immigration proceedings and provides for protections related to such proceedings. An alien shall have the privilege of being represented by counsel in any immigration proceeding, whereas currently this privilege is statutorily provided for only in removal proceedings. Similarly, the Department of Justice (DOJ) may provide counsel at government expense to aliens in any immigration proceeding, whereas currently DOJ is statutorily authorized to provide counsel to aliens only in removal proceedings and at no expense to the government. Under this bill, DOJ shall provide counsel to children and vulnerable individuals in such proceedings, at government expense if necessary. If DOJ fails to do so, certain limits on filing a motion to reopen removal proceedings (such as the time limit for filing) shall not apply, and the alien's removal shall be stayed upon the motion's filing. The Department of Homeland Security (DHS) shall provide each alien, generally at the beginning of proceedings, a complete copy of the alien's case file in DHS possession, unless the alien waives this right in writing. Failure to provide such documents shall delay the alien's removal proceeding. DHS shall facilitate for all detained aliens access to counsel and programs that inform such aliens of their immigration-related rights and obligations.

Rural Maternal and Obstetric Modernization of Services Act or the Rural MOMS Act This bill expands initiatives to address maternal health in rural areas. The bill provides funding for the Health Resources and Services Administration (HRSA) to establish rural obstetric networks for improving outcomes in birth and maternal morbidity. Specifically, these networks must (1) connect individuals with care providers, (2) identify successful maternal-care models, (3) facilitate collaboration among rural providers, (4) provide training and guidance, (5) collaborate with academic institutions that have regional expertise, and (6) measure and address inequities in birth outcomes among rural residents. HRSA also must award five-year demonstration program grants to (1) train physicians, medical residents, and other practitioners to provide maternal and obstetric services in rural communities; and (2) support academic programs that develop or provide training to improve maternal care in rural areas. Further, the bill adds maternal-health services as part of the telehealth network and telehealth resource-centers grant programs. The bill also makes a series of changes to the research and reporting requirements of the Department of Health and Human Services and the Government Accountability Office with respect to data on maternal-health outcomes.

End Racial and Religious Profiling Act of 2019 or ERRPA This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. Specifically, it requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must maintain similar policies and procedures as a condition of receiving funds under the Edward Byrne Memorial Justice Assistance Grant program and the Community Oriented Policing Services program. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals.

Social Security Caregiver Credit Act of 2019 This bill credits certain individuals who provide at least 80 hours of care per month to dependent relatives without monetary compensation with up to five years of deemed wages (determined by a specified formula) for purposes of determining Old-Age, Survivors, and Disability Insurance benefits. However, this requirement shall not apply if a larger benefit or payment would otherwise be payable. The bill also authorizes the Department of Health and Human Services to make grants to support state programs that provide medical training to individuals who provide care to dependent relatives without monetary compensation.

Constitutional Amendment This joint resolution proposes a constitutional amendment authorizing Congress and the states to set reasonable limits on the raising and spending of money by candidates and others to influence elections. The amendment grants Congress and the states the power to implement and enforce this amendment by legislation. They are allowed to distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence elections.

Freedom for Americans to Travel to Cuba Act of 2019 This bill establishes that any law, regulation, or policy that prohibits or restricts travel to or from Cuba, or transactions incident to such travel, shall have no effect. The President may not restrict or prohibit such travel or transactions unless doing so is necessary to protect (1) U.S. national security, or (2) the health and safety of U.S. citizens or legal residents.

Eleanor Smith Inclusive Home Design Act of 2019 This bill requires certain newly constructed, federally assisted housing, including single-family homes and town houses, to contain at least one level that complies with specified minimum standards of accessibility for individuals with disabilities. An aggrieved person may commence a civil action with respect to a violation of this requirement.

Fair Elections Now Act of 2019 This bill establishes the Fair Elections Fund, which shall provide funding to Senate candidates who meet specified conditions and agree to abide by certain requirements, such as limits on types of campaign funding sources. The bill also revises provisions related to broadcasts of Senate campaign advertisements and imposes a tax on certain U.S. government contracts.

Coordinating Care for Children Affected by Immigration Enforcement Act This bill provides protections for children whose parent or caregiver has been detained for immigration enforcement purposes. The Department of Homeland Security (DHS) and entities cooperating with DHS on immigration enforcement shall determine as soon as possible whether a detained individual is a parent or caregiver of a child in the United States. Detained parents and caregivers shall (1) have the chance to make at least two phone calls to arrange for child care; and (2) receive contact information for child welfare agencies, family courts, consulates, attorneys, and other relevant entities. DHS shall not transfer the detained individual to another geographical area until child care arrangements have been made, absent extraordinary circumstances. DHS shall (1) permit detained individuals regular contact with their children, and (2) give detained individuals the opportunity to participate in all proceedings impacting custody of their children.

Butch Lewis Act of 2019 This bill establishes the Pension Rehabilitation Administration within the Department of the Treasury and a related trust fund to make loans to certain multiemployer defined benefit pension plans. To receive a loan, a plan must be either in critical and declining status (including any plan with respect to which a suspension of benefits has been approved) or insolvent, if the plan became insolvent after December 16, 2014, and has not been terminated. Treasury must issue bonds to fund the loan program and transfer amounts equal to the proceeds to the trust fund established by this bill. The Pension Rehabilitation Administration may use the funds, without a further appropriation, to make loans, pay principal and interest on the bonds, or for administrative and operating expenses. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow the sponsor of a multiemployer pension plan that is applying for a loan under this bill to also apply to the Pension Benefit Guaranty Corporation (PBGC) for financial assistance if, after receiving the loan, the plan will still become (or remain) insolvent within the 30-year period beginning on the date of the loan. The bill also appropriates to the PBGC the funds that are necessary to provide the financial assistance required by this bill.

Even Playing Field Act This bill addresses pay equity for amateur athletes and other personnel. It permits a national governing body of an amateur sports organization eligible to be recognized, or to continue to be recognized, only if it provides equal investment, working conditions, and wages and other compensation to all amateur athletes, without discrimination based on sex. National governing bodies must report periodically to Congress regarding pay equity. Each report shall include (1) the median compensation for amateur athletes, coaches, trainers, managers, administrators, and officials, disaggregated by race, gender, and employment category; and (2) the minimum and maximum compensation paid to such personnel, disaggregated by race, gender, and employment category.
