Pathway to Stable and Affordable Housing for All Act This bill provides appropriations to the Department of Housing and Urban Development for several housing programs, including (1) Tenant-Based Rental Assistance, (2) the Housing Trust Fund, (3) the Continuum of Care Program, and (4) the Emergency Solutions Grants Program.

Refugee Protection Act of 2019 This bill provides protections for aliens such as asylum seekers and contains other provisions. The bill's provisions include eliminating the general requirement that an asylum seeker apply for asylum within one year of arriving in the United States; prohibiting requiring an asylum seeker to provide corroborating evidence of persecution if such evidence is not reasonably obtainable; waiving certain grounds of inadmissibility or deportability for qualifying refugees seeking permanent resident status; requiring the Department of Justice to appoint counsel to a child or particularly vulnerable individual in certain immigration proceedings; increasing the annual cap on principal nonimmigrant U visas (victims of crimes) from 10,000 to 20,000; prohibiting the removal of an alien with certain pending immigration applications, such as a U visa application; imposing limits on when an alien may be removed from the United States in a proceeding without the alien present; establishing a presumption that the least restrictive conditions necessary should be imposed in custody proceedings for asylum seekers, including release if appropriate; establishing that the maximum number of refugees admitted each fiscal year shall be no less than 95,000; directing the Department of State to help other governments increase their capacity to care for and accept refugees; directing the State Department to establish refugee processing centers in other countries in North and Central America; and authorizing the Department of Homeland Security to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria and admit up to 5,000 such aliens each fiscal year for five years.

Nutrition Counseling Aiding Recovery for Eating Disorders Act of 2019 or the Nutrition CARE Act of 2019 This bill provides for Medicare coverage of medical nutrition therapy services for individuals with eating disorders. Such services must be furnished by a registered dietitian or nutrition professional pursuant to a referral from a physician, psychologist, or other authorized mental health professional.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2019 or the CONTRACT Act of 2019 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the social security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

Opioid Workforce Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

Humane Cosmetics Act of 2019 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing. These prohibitions begin one year after enactment.

Sergeant Daniel Somers Veterans Network of Support Act of 2019 This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program on information sharing between the VA and designated persons regarding the assistance and benefits available to veterans. Under the program, volunteer participants who are in the Armed Forces and are transitioning to civilian life shall designate up to 10 persons to receive information on specified services and benefits from the VA.

Regional Greenhouse Gas Reduction Act of 2019 This bill establishes an Office of Regional Greenhouse Gas Reduction Programs within the Environmental Protection Agency (EPA), a grant program to support regional greenhouse gas reduction programs, and an interagency task force. The office must support existing regional greenhouse gas reduction programs and facilitate the establishment of new regional greenhouse gas reduction programs. Such programs use market-based tools to reduce greenhouse gases across states at the regional level. In addition, the office must establish a program that awards grants to a state, local government, or regional consortium of such governments to take preliminary steps towards developing or participating in a regional greenhouse gas reduction program. Finally, the EPA must establish an interagency task force to support new and existing regional programs.

Dry Cask Storage Act of 2019 This bill requires each licensee of the Nuclear Regulatory Commission (NRC) to submit a plan for (1) transfer (including on-going additional transfers) to spent nuclear fuel dry casks of any spent nuclear fuel stored by the licensee for at least seven years in spent nuclear fuel pools, and (2) configuration of the remaining spent nuclear fuel in the pool in a manner that minimizes the chance of a fire if there is a loss of water in the pool. Among other requirements, the bill requires the NRC to approve or disapprove the plan within 90 days after its submission, authorizes the NRC to provide grants to any licensee with an approved plan to assist in the cost of transferring spent nuclear fuel to dry casks under the plan, directs the emergency planning zone applicable to each civilian nuclear power reactor to be at least 10 miles in radius until all spent nuclear fuel at the reactor has been transferred to dry casks, and requires the NRC to expand to 50 miles in radius the emergency planning zone applicable to each reactor not in compliance with an approved plan.

Violence Against Women Reauthorization Act of 2019 This bill modifies and reauthorizes through FY2025 programs and activities under the Violence Against Women Act that seek to prevent and respond to domestic violence, sexual assault, dating violence, and stalking. Among other things, the bill also authorizes new programs, makes changes to federal firearms laws, and establishes new protections to promote housing stability and economic security for victims of domestic violence, sexual assault, dating violence, and stalking.

Increasing Access to Quality Cardiac Rehabilitation Care Act of 2019 This bill accelerates and expands certain changes that are scheduled to take effect relating to the coverage of cardiac, intensive cardiac, and pulmonary rehabilitation programs under Medicare. Currently, such programs require physician supervision. Effective January 1, 2024, physician assistants, nurse practitioners, and clinical nurse specialists may also supervise these programs. The bill expedites the effective date of these changes to January 1, 2021, and also allows these practitioners to administer programs in their offices, prepare and sign treatment plans, and prescribe exercise.

War Powers Reform Resolution This joint resolution repeals certain authorizations for the use of military force and provides specific requirements for any future such authorization to receive expedited consideration. Specifically, the bill repeals the authorizations for the use of miltary force enacted in 2002 against Iraq and in 2001 in response to the September 11 terror attacks. To receive expedited consideration, a bill or resolution that is authorizing, narrowing, or repealing the use of military force must provide a specific strategic objective for military action; a specification that the military force is necessary, appropriate, and proportional to the purpose of the authorization; a list of named nations, organizations, or forces engaged in active hostilities against the United States; a specification of the country, countries, or subdivisions thereof in which military force is to be authorized; and a date certain for the duration of the authorization, not to exceed two years. The bill also establishes an expedited procedure for Congress to consider such a narrowing or repeal, and it prohibits the use of appropriations to support military force in hostilities outside the parameters of an authorization. Lastly, the resolution requires the President, when requesting an authorization for the use of military force, to provide a comprehensive justification for such request by including (1) the nations, organizations, and forces covered; (2) the countries and subdivisions of such countries covered; and (3) the duration of the request.

Put Patients First Act This bill prohibits the application of the rule issued by the Department of Health and Human Services on May 21, 2019, that strengthens the enforcement of conscience and anti-discrimination laws related to the rights of covered health care providers to refuse to participate in certain procedures, such as abortions, sterilization, or assisted suicide.

Lifetime Learning Credit Enhancement Act This bill amends the Internal Revenue Code, with respect to the lifetime learning tax credit, to increase the taxpayer income ceiling for purposes of the phaseout of such credit. Under current law, the phaseout of the credit begins for a taxpayer with a modified adjusted gross income over $40,000 ($80,000 for joint returns). This bill doubles those amounts.

Broadband Parity Act of 2019 This bill prohibits an agency from providing assistance to a broadband internet access service through a federal broadband support program unless the service to be assisted meets or exceeds (or will meet or exceed when deployed) minimum download and upload speeds established by the Federal Communications Commission.

National Purple Heart Honor Mission Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the mission of the National Purple Heart Honor Mission. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2022. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Honor Mission, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Honor Mission facilities.

Fostering Stable Housing Opportunities Act of 2019 This bill requires public housing agencies (PHAs) that administer housing choice voucher programs to, in coordination with the Department of Housing and Urban Development, extend tenant-based assistance for youth aging out of foster care under specified circumstances. Under current law, public housing assistance is available for up to 36 months for low-income youth who are 18 to 24 years old, left foster care at age 16 or older (or will soon leave foster care), and are homeless or at risk of becoming homeless. The bill requires PHAs to extend such housing assistance for up to 24 months (subject to available funds) for youth who are (1) employed; (2) enrolled in a workforce development program; (3) pursuing postsecondary education, high school diploma, or equivalent; or (4) participating in a family self-sufficiency program. Youth who are (1) parents (or have a dependent under age 6), (2) participating in an addiction recovery program, or (3) unable to comply due to a medical condition must receive extended housing assistance without meeting these requirements. Further, youth receiving extended housing assistance are eligible for available supportive services. PHAs also must coordinate with local child welfare agencies to receive referrals for the housing assistance program.

Bring Our Heroes Home Act This bill establishes at the National Archives a collection of records that relate to the fate or status of missing Armed Forces personnel. Each government office must identify and locate such records in its possession and transmit them to the Archives. The bill establishes a temporary board to ensure and facilitate the review, transmission, and public disclosure of such records. The bill generally makes such records public, with specified exceptions.

Taxpayers and Savers Protection Act or the TSP Act This bill prohibits any sums in the Thrift Savings Fund from being invested in a security that is listed on an exchange in a jurisdiction in which the Public Company Accounting Oversight Board (1) has never conducted the mandatory inspection or investigation of a registered public accounting firm, and (2) is prevented from conducting such inspection or investigation because of a position taken by an authority in that jurisdiction.

Family Friendly Schools Act This bill directs the Department of Education (ED) to provide grants to local educational agencies to establish family friendly school policies that align the school day with the work day to better support working families, and to establish a supplemental 21st century community learning centers grant program to support programs and activities during summer recess. Specifically, ED shall award five-year grants at 500 elementary schools that align the school day with the work day; report to Congress at the three-year mark and at the conclusion of the five-year grant period on best practices and recommendations for aligning school and work schedules, and for strengthening partnerships between schools and community resources; and carry out a supplemental grant program to establish or expand community learning center summer programs.

Private Prison Information Act of 2019 This bill specifies that a record related to a non-federal prison, correctional, or detention facility must be considered a federal agency record for purposes of the Freedom of Information Act (FOIA). A non-federal prison, correctional, or detention facility must disclose information under FOIA unless the information is exempt from disclosure or the disclosure is prohibited by law. The term "non-federal prison, correctional, or detention facility" means (1) a private prison, correctional, or detention facility; or (2) a state or local prison, jail, or other correctional or detention facility.

Medicare Mental Health Access Act This bill expands the definition of "physician," for purposes of the Medicare program, to include a clinical psychologist with respect to the furnishing of qualified psychologist services.

Girls' Leadership, Engagement, Agency, and Development Act of 2019 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.

Don't Break Up the T-Band Act of 2019 This bill repeals the requirement for the Federal Communications Commission to reallocate and auction the 470-512 MHz band (referred to as the "T-Band spectrum"). The T-Band spectrum is a frequency range currently utilized by public-safety entities in certain urban areas.

Sandy Duplication of Benefits Fairness Act This bill expands the applicability of the waiver of the prohibition against duplication of benefits for disaster relief recipients following Superstorm Sandy. Under current law, the waiver period extends from January 1, 2016, through December 31, 2021. This bill begins that period on October 1, 2012, through December 31, 2021. This change would permit individuals who suffered losses resulting from Superstorm Sandy and who initially applied for and received federal benefits, including Small Business Administration disaster relief loans, to receive additional federal benefits, including funds under the Department of Housing and Urban Development Block Grant for Disaster Relief (CDBG-DR), without having to repay such additional benefits.

Mitigating Emergency Drug Shortages Act This bill requires the Food and Drug Administration (FDA) to prioritize the review of life-saving or life-sustaining drugs that are facing shortages. The bill also requires manufacturers to report certain information to the FDA when there is a permanent discontinuance or interruption in the manufacture of active pharmaceutical ingredients for such drugs.

Global Child Thrive Act of 2019 This bill reauthorizes for FY2020-FY2025 programs to provide assistance to orphans and other vulnerable children in developing countries. The bill also requires the U.S. Agency for International Development to direct relevant executive branch agencies to incorporate early childhood development into current programs and promote inclusive early childhood development in partner countries. Such actions to promote early childhood development shall build on existing U.S. plans and strategies and aim to (1) prevent unnecessary family-child separation, (2) assist families with children with disabilities, and (3) help countries transition from child care protection systems that rely on residential care (such as orphanages and children's homes) to ones focused on family-based care.

This bill directs the President to prohibit the issuance of licenses to export specified munitions items to the Hong Kong Police Force and the Hong Kong Auxiliary Police Force. The specified items include tear gas, rubber bullets, and handcuffs. The President may make an exception upon certifying to Congress as to how such exports are important to U.S. national interests and foreign policy goals.

Stopping Executive Overreach on Military Appropriations Act This bill requires congressional approval for military construction projects commenced pursuant to a declaration of a national emergency, prohibits the Department of Defense (DOD) from expending funds for a wall along the U.S.-Mexico border, requires the return of DOD funds shifted to wall construction, and requires an ethics review of private contracts related to such construction.

Rebuild Rural America Act of 2019 This bill directs the Department of Agriculture to establish the Rural Innovation and Partnership Administration and the Rural Future Partnership Fund to provide five-year renewable block grants to certified rural regions to implement locally-developed regional revitalization plans.

This bill establishes the position of Ombudsman for Border and Immigration Related Concerns within the Department of Homeland Security (DHS). The ombudsman shall establish an independent, neutral, and standardized process to assist individuals in resolving complaints related to U.S. Customs and Border Protection (CBP), U.S. Immigration and Customs Enforcement (ICE), and related entities; make recommendations to DHS to address chronic issues identified in the complaints process; establish a Border Oversight Panel, which shall make recommendations related to border enforcement policies and strategies; review ICE and CBP compliance with departmental policies and standards of care for detained aliens; establish a Border Community Liaison in each Border Patrol sector on the northern and southern borders, which shall consult with and receive feedback from border communities on ICE and CBP policies and activities; conduct yearly evaluations of training for ICE and CBP agents and officers, including whether such training adequately addresses the use of force and civil rights issues; develop recommendations for establishing an electronic number system for tracking a child that has been separated from a parent, legal guardian, or relative; and report to Congress a plan to require the use of body-worn cameras by Border Patrol agents and ICE officers.

Break the Cycle of Violence Act This bill authorizes new grant programs to support violence intervention initiatives. Specifically, the Bureau of Justice Assistance must award grants for coordinated violence reduction initiatives in units of local government that are disproportionately impacted by gun and group-related violence. Additionally, the National Institutes of Health must award grants for hospital-based violence intervention programs that reduce the risk of violent injury and retaliation among high-risk patients.

National Suicide Hotline Designation Act of 2019 This bill requires the Federal Communications Commission to designate 9–8–8 as the universal telephone number for a national suicide prevention and mental-health crisis hotline. The Department of Health and Human Services and the Department of Veterans Affairs must jointly report on how to make the use of 9–8–8 operational and effective across the country.

Trump's Heist Undermines the G7 Act This bill prohibits the use of federal funds for any purpose relating to the 46th G7 Summit and the Trump National Doral Miami in Miami, Florida, unless the Secret Service certifies to Congress that such an expenditure is necessary to provide required protection to a person. (The G7 Summit is a meeting of the seven largest major advanced economies, as determined by the International Monetary Fund.) The President shall provide to the Government Accountability Office and Congress all documents and communications relating to the decision to host the summit at the Trump National Doral Miami.

Restoring Integrity to America's Elections Act This bill revises provisions regarding the Federal Election Commission (FEC), including to change FEC membership. The bill reduces the number of members of the FEC from eight to five, including by removing the Secretary of the Senate and Clerk of the House as ex officio members. No more than two members may be affiliated with the same political party. A Blue Ribbon Advisory Panel shall recommend to the President individuals for nomination to the FEC. The President shall appoint the FEC chair, subject to Senate confirmation. The bill distributes the FEC's powers between the chair and the other FEC members. The bill modifies the process for (1) the FEC to initiate an investigation, and (2) a party aggrieved by the FEC's dismissal of the party's complaint or the FEC's failure to take action on the party's complaint. Persons who submit written comments regarding requests for advisory opinions must be given an opportunity to appear at FEC hearings on such requests. The FEC's administrative penalty authority is extended permanently. FEC forms must allow for the use of an accent mark as part of a person's identification. The bill provides statutory authority for limitations on ex parte communications as applied to FEC members and employees. The bill specifies that FEC attorneys may represent the FEC before the Supreme Court.

Syrian Allies Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide certain Syrian nationals with special immigrant status. To qualify, a Syrian national must (1) have worked directly with the Armed Forces in a role that was vital to the success of the U.S. military mission in Syria for at least six months during a specified time period, (2) have a favorable written recommendation from a general or flag officer in the chain of command of the unit that the alien was supporting, and (3) pass a background check. The spouse or child of a qualifying alien shall also qualify if accompanying the qualifying alien. To receive special immigrant status, a qualified alien must apply to DHS and be otherwise eligible for an immigrant visa and admissible for permanent residence, except that an alien shall not be inadmissible on the grounds that the alien will likely become a public charge. Aliens granted special immigrant status under this bill shall qualify for benefits available to refugees for six months. Up to 250 principal aliens may receive special immigrant status each fiscal year under this bill. For applicants whose lives are at risk while awaiting background checks, the Department of Defense shall implement a framework to temporarily resettle such applicants in a safe third country or grant them humanitarian parole. DHS may provide lawful permanent resident status to an alien paroled or admitted as a nonimmigrant and who otherwise qualifies for special immigrant status under this bill.

Ending Homelessness Act of 2019 This bill provides additional funding for, and otherwise addresses, assistance to homeless individuals and families. The funding provided by the bill is designated as emergency spending, which is exempt from discretionary spending limits. Specifically, the bill provides additional FY2020-FY2024 funding for the Department of Housing and Urban Development (HUD) to (1) award emergency relief grants to address unmet needs of homeless populations in jurisdictions with the highest need, and (2) provide additional incremental rental voucher assistance for individuals and families who are homeless. The bill also provides FY2022-FY2024 funding for HUD to award grants to provide outreach and coordinate services for individuals and families who are homeless or formerly homeless. Further, the bill provides additional annual funding beginning in FY2020 for the Housing Trust Fund (dedicated to affordable housing for extremely low-income and very low-income families) and incremental project-based voucher and rental assistance. During the first five fiscal years in which such additional funding is available, HUD must ensure that priority for occupancy in assisted units is given to individuals and families who are homeless. Further, units receiving such assistance may not require families to contribute more than 30% of their adjusted income towards rent. Additionally, the bill provides FY2020 funding for HUD to provide technical assistance to states, local governments, and nonprofit organizations to integrate and coordinate homeless assistance with federal health care programs. Finally, the bill permanently reauthorizes certain homeless assistance grants and makes permanent the U.S. Interagency Council on Homelessness.

End the Limo Loophole Act This bill revises the definition of commercial motor vehicle to include vehicles that are designed to transport 9 or more passengers including the driver (currently, at least 16 passengers including the driver) and requires the Federal Motor Carrier Safety Administration to finalize a rulemaking to require states to implement an annual inspection program for commercial passenger-carrying vehicles.

Safety, Accountability, and Federal Enforcement of Limos Act of 2019 or the SAFE Limos Act This bill establishes safety standards for stretch limousines. Among other requirements, the bill requires safety belts to be installed in stretch limousines with a gross vehicle weight rating greater than 8,500 pounds at each designated seating position, including on side-facing seats; the Department of Transportation (DOT) to develop and issue guidelines, best practices, and recommendations to assist stretch limousine alterers develop and administer a vehicle modifier plan; DOT to complete research into side impact protection, roof crush resistance, and air bag systems for the protection of occupants in stretch limousines given alternative seating positions or interior configurations, including perimeter seating arrangements; stretch limousine operators to disclose (1) the date of the most recent inspection of the limousine required under state or federal law, (2) the results of the inspection, and (3) any corrective actions taken to ensure the limousine passes inspection; and the use of event data recorders in stretch limousines.

Take Unsafe Limos Off the Road Act This bill directs the Department of Transportation to award grants to states that have enacted and are enforcing laws that require the impoundment or immobilization of stretch limousines if such limousines are found to have certain defects upon inspection.

Seeding Rural Resilience Act This bill directs the Department of Agriculture (USDA) to implement a public service announcement campaign to address the mental health of farmers and ranchers, including television, radio, print, outdoor, and digital public service announcements. Additionally, USDA must establish a voluntary program to train employees of the Farm Service Agency, the Risk Management Agency, and the Natural Resources Conservation Service in the management of stress experienced by farmers and ranchers, including the detection of stress and suicide prevention; and convene a task force of agricultural and rural stakeholders at the federal, state, and local levels to assess the causes of mental stress in farmers and ranchers and identify best practices for responding to such stress.

Chesapeake Watershed Investments for Landscape Defense Act of 2019 This bill requires the Fish and Wildlife Service to establish the Chesapeake Watershed Investments for Landscape Defense program. Among other duties, the program must establish and carry out a grant and technical assistance program to restore and protect habitat for fish and wildlife in the Chesapeake Bay watershed.

STEM Opportunities Act of 2019 This bill provides for guidance, data collection, and grants for groups historically underrepresented in science, technology, engineering, and mathematics (STEM) education at institutions of higher education (IHEs) and at federal science agencies. Specifically, the bill requires the Office of Science and Technology Policy (OSTP) to provide specified guidance related to such groups to federal science agencies and IHEs. Each federal science agency must collect comprehensive demographic data on recipients of merit-reviewed research and development grants given to IHEs and federal laboratories supported by that agency. Each agency must also implement recommendations from the OSTP report titled Reducing the Impact of Bias in the STEM Workforce . In addition, each agency must carry out a pilot program and implement evidence-based policies and practices to minimize the effect of implicit bias in the grant review process. The National Science Foundation (NSF) must carry out and publish a survey to collect data on the demographics of STEM faculty, by broad fields of STEM, at different types of IHEs. The NSF must also carry out a variety of grant programs, including grants for increasing (1) the recruitment, retention, and advancement of individuals from underrepresented minority groups in STEM careers; (2) the recruitment and retention of minority students who are underrepresented in STEM fields; and (3) student participation in computer science and computational thinking education programs at tribal colleges and universities.

This joint resolution nullifies a rule issued by the Department of Education (ED) on September 23, 2019. The rule revised the process for a student loan borrower to obtain a discharge from a student loan if an institution of higher education misrepresented a material fact. Among other requirements, the 2019 rule requires each borrower to apply to ED for a defense to repayment. However, under the previous 2016 rule, an application could be submitted on behalf of an entire group (e.g., veterans).
