National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, with certain exceptions. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific acts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to provide specific evidence of a need for the restriction, and to narrowly tailor the restriction to meet a compelling government interest. Before imposing a restriction, the President, State Department, and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition, with regular updates. If such reports are not made, the restriction shall immediately terminate.

Anti-Lunch Shaming Act of 2019 This bill prohibits the stigmatization of a child who is unable to pay for meals provided by schools under the National School Lunch Program or the School Breakfast Program. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Women and Lung Cancer Research and Preventive Services Act of 2019 This bill requires the Department of Health and Human Services to conduct an interagency review of the status of women and lung cancer. The review must report on the status of existing research and current knowledge gaps; identify new opportunities for collaborative research to determine the causes of lung cancer and advance prevention, screening, diagnosis, and treatment; and provide recommendations for a national cancer screening strategy and public education campaign.

Rent Relief Act of 201 9 This bill allows a refundable tax credit for individuals who pay rent for a principal residence that exceeds 30% of the individual's gross income for the taxable year. The amount of the credit ranges from 25% to 100% of the excess rent, depending on the gross income of the taxpayer. The credit is not available for taxpayers with gross income that exceeds $100,000 ($125,000 for a taxpayer whose principal residence is located in a high-cost area, as defined by the bill). Rent that exceeds 100% of the small area fair market rent (including the utility allowance) for the residence may not be taken into account for the purpose of determining the amount of the credit. For individuals who reside in government-subsidized housing, the bill allows a credit equal to 1/12 of the rent paid by the taxpayer (and not subsidized under the program) during the year with respect to the residence. The Department of the Treasury must establish a program for making advance payments of the credit on a monthly basis.

Land and Water Conservation Fund Permanent Funding Act This bill makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

American Dream Employment Act of 201 9 This bill permits the compensation of congressional employees who hold a current employment authorization document that was issued under the Department of Homeland Security Deferred Action for Childhood Arrivals Program. The program enables many unlawfully present aliens who came to the United States as children to be granted deferred action (a type of relief from removal which does not confer immigration status) and work authorization.

Guaranteed Refugee Admission Ceiling Enhancement Act or the GRACE Act This bill establishes that the maximum number of refugees admitted each fiscal year shall be no less than 95,000 and that the maximum number shall be treated as the numerical goal for refugee admissions for the applicable fiscal year. The President may set a higher number if it is justified by humanitarian concerns or is otherwise in the national interest. Currently, the number admitted each fiscal year may not exceed 50,000 unless the President determines that a higher number is justified by humanitarian concerns or is otherwise in the national interest. The bill directs the President to take into consideration information from the United Nations High Commissioner for Refugees when establishing the maximum admission number and making certain other related decisions. The President shall report to Congress quarterly on (1) the number of refugees admitted during the preceding quarter, (2) the number of aliens who were security-cleared during the preceding quarter, (3) a plan to reach the numerical goal for admitted refugees for that fiscal year, and (4) other related information.

Access to Birth Control Act This bill requires pharmacies to comply with certain requirements related to providing contraceptives. For example, a pharmacy must provide a customer with a requested contraceptive without delay if it is in stock and must ensure that customers are not intimidated, threatened, or harassed with respect to their requests for contraceptives. The bill establishes civil penalties and a private cause of action for violations of the bill.

H.R. 40 Commission to Study and Develop Reparation Proposals for African-Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African-Americans. The commission shall examine slavery and discrimination in the colonies and the United States from 1619 to the present and recommend appropriate remedies. Among other requirements, the commission shall examine (1) the role of federal and state governments in supporting the institution of slavery, (2) forms of discrimination in the public and private sectors against freed slaves and their descendants, and (3) lingering negative effects of slavery on living African-Americans and society.

Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination in the Workplace Act or the BE HEARD in the Workplace Act This bill sets forth provisions to prevent discrimination and harassment in the workplace and raises the minimum wage for tipped employees. Specifically, the bill (1) makes it an unlawful employment practice to discriminate against an individual in the workplace based on sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, and a sex stereotype; (2) prohibits employers from entering into contracts or agreements with workers that contain certain nondisparagement or nondisclosure clauses; (3) prohibits predispute arbitration agreements and postdispute agreements with certain exceptions, and (4) establishes grant programs to prevent and respond to workplace discrimination and harassment, provide legal assistance for low-income workers related to employment discrimination, and establish a system of legal advocacy in states to protect the rights of workers. Additionally, the bill, among other things requires employers who have 15 or more employees to adopt a comprehensive nondiscrimination policy; requires the Equal Employment Opportunity Commission to provide specified training and resource materials, establish and convene a harassment prevention task force, and establish an Office of Education and Outreach with regard to prohibited discrimination and harassment in employment; requires specified studies, reports, and research on prohibited harassment in employment; and grants employees the right to retain their tips.

Choose Respect Act This bill designates October 1 as Choose Respect Day and establishes a Choose Respect national media campaign to promote awareness about sexual assault and domestic violence. Specifically, the Office on Violence Against Women within the Department of Justice (DOJ) must conduct a national media campaign for the purposes of (1) preventing and discouraging the mistreatment of women, including domestic abuse, violence, stalking, and harassment; (2) supporting evidence-based prevention programs; (3) encouraging victims to seek assistance, including legal representation; and (4) informing the public about the assistance that is available to victims. Funding provided for the national media campaign may only be used for certain activities related to the campaign, such as advertising costs, tests and evaluations of advertising, partnerships, and outreach. Additionally, DOJ must designate an independent entity to annually evaluate the effectiveness of the campaign. The bill also requires the Centers for Disease Control and Prevention to reimplement their national 2006 Choose Respect initiative. (This initiative was designed to prevent dating violence and encouraged youth ages 11-14 to have healthy relationships.) Finally, the U.S. Postal Service must issue a semipostal stamp (a stamp sold at a premium to raise funds for causes of national public interest) related to the Choose Respect campaign.

Democracy Restoration Act of 2019 This bill addresses the voting rights of individuals convicted of a criminal offense and the restoration of their voting rights. First, the bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. Further, the bill provides for enforcement of, and remedies for violations of, the bill. In addition, it sets forth requirements for state and federal notification of individuals of the restoration of their voting rights. Finally, the bill prohibits federal funding of construction or improvement of a place of incarceration unless U.S. citizens incarcerated in that jurisdiction are notified, upon release, of their voting rights.

Combating Sexual Harassment in Science Act of 2019 This bill addresses sexual harassment in the science, technology, engineering, and mathematics (STEM) fields by supporting sexual harassment research and efforts to prevent and respond to sexual harassment. This bill directs the National Science Foundation (NSF) to award grants to institutions of higher education or nonprofit organizations (or their consortia) to expand research into sexual harassment in the STEM workforce, including students and trainees; and examine interventions for reducing the incidence and negative consequences of such harassment. The NSF must convene a working group composed of representatives of federal statistical agencies to develop questions on sexual harassment in STEM departments in order to gather national data on the prevalence, nature, and implications of such harassment in institutions of higher education. The NSF shall enter into agreements with the National Academies of Sciences, Engineering, and Medicine to (1) update a responsible conduct guide issued by the National Academies, and (2) study the influence of sexual harassment in institutions of higher education on the career advancement of individuals in the STEM workforce. The National Science and Technology Council shall establish an interagency working group to coordinate the federal science agencies' efforts to reduce the prevalence of sexual harassment involving grant personnel. The Office of Science and Technology Policy must develop a uniform set of policy guidelines for such agencies to prevent and respond to reports of sexual harassment.

Access to Contraception for Servicemembers and Dependents Act of 2019 This bill addresses the access of military personnel and dependents to contraception and family planning information. The bill revises coverage of women's health services under the TRICARE program to (1) prohibit the imposition of cost-sharing for care related to the prevention of pregnancy, whether provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program; and (2) include all methods of contraception approved by the Food and Drug Administration, contraceptive care, sterilization procedures, and patient education and counseling. The Department of Defense (DOD) must furnish to sexual assault survivors at military medical facilities clear and comprehensible information about all methods of approved emergency contraception, notification of the survivor's right to confidentiality, and, upon request, emergency contraception or a prescription for emergency contraception. DOD shall also establish a uniform standard curriculum for use in programs of family planning education during the first year of a member's service, when a member is in training to assume command, and when an enlisted member becomes a senior enlisted member.

Immigrant Veterans Eligibility Tracking System Act or the I-VETS Act This bill requires the Department of Homeland Security (DHS) to identify aliens who are serving or have served in the Armed Forces, when such an alien applies for an immigration benefit or is placed in an immigration enforcement proceeding. Such information shall be reflected in DHS records, and shall not be used to remove an alien from the United States.

Prevention of Unconstitutional War with Iran Act of 2019 This bill prohibits funds from being used for kinetic military operations against Iran unless Congress authorizes such an action, with various exceptions such as in response to an imminent threat. ("Kinetic military operations" typically refers to active military actions, in contrast to latent operations or cyberwarfare.)

CHAMPVA Children's Care Protection Act of 2019 This bill provides that a child shall be eligible for medical care under the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) until the child's 26th birthday, regardless of the child's marital status.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee. (Under current law, all miscellaneous itemized deductions are suspended through 2025.)

Venezuela Emergency Relief, Democracy Assistance, and Development Act of 2019 or the VERDAD Act of 2019 This bill directs the President to take various actions to address the political situation in Venezuela. (The United States does not recognize Nicolas Maduro as Venezuela's President due to reports of widespread fraud during his election, recognizing instead National Assembly President Juan Guaido.) The Department of State shall submit to Congress strategies for providing humanitarian aid to Venezuela and to Venezuelans in neighboring countries. The President shall direct U.S. representatives to the United Nations to prioritize U.N. efforts to provide humanitarian aid to Venezuela. The bill imposes sanctions on foreign persons responsible for or complicit in corruption or activity undermining Venezuela's democratic institutions. Sanctions include barring entry into the United States and various financial restrictions. The bill also imposes various sanctions targeting the Maduro regime's ability to finance debt, trade gold, and use cryptocurrencies to evade U.S. sanctions. The bill establishes a special envoy and task force for Venezuela to coordinate and oversee U.S. efforts regarding Venezuela. The bill directs the State Department to work with nongovernmental organizations to strengthen democratic governance and defend human rights in Venezuela, investigate corruption and recover assets stolen from Venezuela, help other countries establish legislative frameworks to impose sanctions on Maduro regime officials. The President shall engage with multilateral development banks to assist in rebuilding Venezuela's economy and energy infrastructure. The bill directs the President to prevent Russia's government-controlled oil company Rosneft from acquiring control of critical U.S. energy infrastructure, including assets belonging to Venezuela's state-owned oil company, Petroleos de Venezuela, S.A.

Greener Air Standards Mean Our National security, Environment, and Youth Saved Act or the GAS MONEY Saved Act This bill prevents the Environmental Protection Agency from reducing the stringency of greenhouse gas emissions standards for certain light-duty vehicles issued under the rules titled 2017 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions and Corporate Average Fuel Economy Standards , and Final Determination on the Appropriateness of the Model Year 2022-2025 Light-Duty Vehicle Greenhouse Gas Emissions Standards under the Midterm Evaluation .

Prevent All Soring Tactics Act of 2019 or the PAST Act This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Affordable Loans for Any Student Act This bill addresses repayment options, loan disclosures, and loan counseling for student loans. The bill revises requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years, or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above the poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers. For instance, the bill requires the Department of Education to maintain online counseling tools that provide borrowers with annual and exit student loan counseling.

This resolution recognizes the 75th anniversary of the amphibious landing of the allied forces on D-Day, June 6, 1944, at Normandy, France, during World War II. The resolution expresses appreciation to the members of the U.S. Armed Forces who participated in the operations, thanks the young people of Normandy and the United States for their involvement in events celebrating the anniversary of the Normandy landings, recognizes the efforts of France and the people of Normandy to preserve the world heritage represented by the Normandy beaches and the sunken material remains of the landings by inscribing these on the UNESCO World Heritage List, and requests the President to issue a proclamation calling on the people of the United States to observe the 75th anniversary.

Homeless Veterans Prevention Act of 2019 This bill expands programs, and revises policies, related to veterans who are homeless or at risk of homelessness. Currently, grant recipients under the Department of Veterans Affairs (VA) comprehensive service program for homeless veterans receive per diem payments for services furnished to homeless veterans. The bill provides that furnishing care for a dependent in the care of a homeless veteran (who is receiving services from a grant recipient) may count as a service for which grant recipients may receive per diem payments. The bill requires the VA to enter into partnerships with public or private entities to fund a portion of the legal services such entities provide to homeless veterans and veterans at risk of homelessness, including legal services related to housing, family law, criminal defense, and income support. Under the bill, veterans who are receiving assistance under the Housing Choice Voucher Program are eligible for specified VA dental care. The bill repeals the sunset on the authority of the VA and the Department of Labor to carry out a program of referral and counseling for veterans who are at risk of homelessness and are transitioning from certain institutions (e.g., penal institutions). The bill also extends authorization through FY2020 for the VA to provide financial assistance for supportive services for very low-income veteran families in permanent housing. The Government Accountability Office must complete a study of VA assistance to homeless veterans. Finally, the bill repeals an annual reporting requirement related to VA assistance to homeless veterans.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) modifies the calculation of national service educational awards; and (5) otherwise modifies provisions related to national and volunteer service programs. Additionally, the bill creates a 21st Century American Service Outreach Program to notify individuals age 17 and not more than age 30 of opportunities to participate in and apply for such national and volunteer service programs; increases living stipends for such volunteers and the cap on such full-time positions; provides a living allowance to members of the National Civilian Community Corps, under specified conditions; and provides an exclusion from gross income, for income tax purposes, for such educational awards and living allowances.

Campus Accountability and Safety Act This bill addresses sexual harassment, sexual assault, and other violence and harassment on the campuses of colleges and universities. The bill expands reporting requirements included in the annual campus security report provided to current and prospective students and employees. Specifically, the report must include information about (1) the institution's coordination with local law enforcement about domestic violence, dating violence, sexual assault, and stalking occurring against its students or against other individuals on its campus; (2) statistics about certain criminal offenses reported to campus security authorities or local police, including rape, fondling, incest, and statutory rape; and (3) information about how the institution is addressing domestic violence, dating violence, sexual assault, and stalking. The Department of Education (ED) must administer and publish the campus-level results of a biannual survey of students regarding their experiences with domestic violence, dating violence, sexual assault, and stalking. Each institution must establish a campus security policy that meets certain requirements with respect to (1) assisting survivors; (2) training individuals who are involved in implementing the student grievance procedures or who are responsible for interviewing survivors; and (3) establishing a uniform process for student disciplinary proceedings relating to any claims of domestic violence, dating violence, sexual assault, or stalking, or relating to a sexual misconduct policy violation against a student. ED and the Department of Justice may impose civil penalties for failure to meet certain requirements under this bill. The bill also authorizes grants to address these issues.

Women's Retirement Protection Act This bill modifies the requirements for pension plans under the Employee Retirement Income Security Act of 1974 (ERISA) to (1) extend spousal consent requirements that currently apply to defined benefit pension plans to defined contribution pension plans, and (2) allow certain long-term part-time workers to participate in pension plans that include either a qualified cash or deferred arrangement or a salary reduction agreement. Financial product or service providers who sell retirement financial products or services must provide purchasers of their products or services an easily accessible link to the website of the Consumer Financial Protection Bureau to obtain information relating to retirement planning or later life economic security. The Women's Bureau of the Department of Labor shall award grants to certain community-based organizations to (1) improve the financial literacy of women who are working age or in retirement, and (2) assist low-income women and survivors of domestic violence in obtaining qualified domestic relations orders and the benefits they are entitled to through the orders.

Community Health Center and Primary Care Workforce Expansion Act of 2019 This bill reauthorizes through FY2024 the Community Health Center Fund, which provides enhanced funding for community health centers and the National Health Service Corps.

Smithsonian American Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

For the People Act of 2019 This bill addresses voter access, election integrity, election security, political spending, and ethics for the three branches of government. Specifically, the bill expands voter registration and voting access, and limits removing voters from voter rolls. The bill provides for states to establish independent, nonpartisan redistricting commissions. The bill also sets forth provisions related to election security, including sharing intelligence information with state election officials, protecting the security of the voter rolls, supporting states in securing their election systems, developing a national strategy to protect the security and integrity of U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. This bill addresses campaign spending, including by expanding the ban on foreign nationals contributing to or spending on elections; expanding disclosure rules pertaining to organizations spending money during elections, campaign advertisements, and online platforms; and revising disclaimer requirements for political advertising. This bill establishes an alternative campaign funding system for Senate elections. The system involves federal matching of small contributions for qualified candidates. This bill sets forth provisions related to ethics in all three branches of government. Specifically, the bill requires a code of ethics for federal judges and justices, prohibits Senators from serving on the board of a for-profit entity, expands enforcement of regulations governing foreign agents, and establishes additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill also requires candidates for President and Vice President to submit 10 years of tax returns.

Henrietta Lacks Enhancing Cancer Research Act of 2019 This bill requires the Government Accountability Office to complete a study reviewing how federal agencies address barriers to participation in federally-funded cancer clinical trials by individuals from underrepresented populations and provide recommendations for addressing such barriers.

Strengthening American Transportation Security Act of 2019 This bill expresses the sense of Congress that the personnel system used by the Transportation Security Administration (TSA) provides insufficient workplace protections for its workforce and such personnel should be entitled to protections under the civil service system applicable to all federal employees. Among other things, the bill eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates and other rights of TSA employees; requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions; and does not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

Child and Dependent Care Tax Credit Enhancement Act of 201 9 This bill modifies the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent to (1) increase to $120,000, the adjusted gross income threshold level above which the credit is incrementally reduced; (2) increase the dollar limits on the allowable amount of the credit; (3) specify rules for married couples filing separate returns; (4) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2020; and (5) make the credit refundable.

Fighting Homelessness Through Services and Housing Act This bill requires the Health Resources and Services Administration to award grants to state, local, and tribal government entities for the planning and implementation of programs to address homelessness.

Protect Children, Farmers, and Farmworkers from Nerve Agent Pesticides Act of 2019 This bill imposes prohibitions on the registration, distribution, sale, and use of pesticides that contain chlorpyrifos, an organophosphate pesticide. Specifically, the bill prohibits the sale of any food that contains chlorpyrifos. The bill also prohibits the Environmental Protection Agency (EPA) from registering any pesticide containing chlorpyrifos as an active ingredient. Additionally, the EPA must cancel registration of any pesticide containing chlorpyrifos as an active ingredient. The bill prohibits the export of pesticides containing chlorpyrifos as an active ingredient to foreign countries. Currently, during emergency conditions, the EPA is authorized to exempt federal or state agencies from laws and regulations that govern the registration, distribution, sale, and use of pesticides. Under the bill, the EPA is prohibited from exempting federal and state agencies from such laws and regulations with respect to any pesticide containing chlorpyrifos as an active ingredient.

Fluke Fairness Act of 2019 This bill directs the Mid-Atlantic Fishery Management Council to submit for approval by the Department of Commerce a modified fishery management plan for the commercial and recreational management of summer flounder, or an amendment to the plan, that is based on the best scientific information available; establishes commercial quotas in direct proportion to the distribution, abundance, and location of summer flounder as reflected by fishery independent surveys conducted by the National Marine Fisheries Service and state agencies; considers regional, coastwide, or other management measures that comply with national standards under the Magnuson-Stevens Fishery Conservation and Management Act; and prohibits the establishment of commercial catch quotas on a state-by-state basis using historical landings data that does not reflect the status of the summer flounder stock, based on the most recent scientific information. Commerce must prepare and consider a plan if the council fails to submit the modifications or amendments. The Government Accountability Office must assess and report on whether the subsequent implementation of the approved plan or amendment complies with national standards.

Reward Work Act This bill prohibits issuers from purchasing their own securities on a national exchange. The bill also requires one-third of an issuer's board of directors to be elected by employees in order for the issuer to be allowed to register securities.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which is urged to make the medal available for display at other locations associated with Rosie the Riveter.

Shark Fin Sales Elimination Act of 2019 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Presidential Conflicts of Interest Act of 2019 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. The President and Vice President shall (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children.

Safe Environment from Countries Under Repression and Emergency Act or the SECURE Act This bill allows qualified nationals of a country that has or had a temporary protected status designation to obtain permanent resident status. Such an alien qualifies for permanent residence if the alien had temporary protected status, qualified for such status on certain dates, or was present in the United States due to having been granted deferred enforced departure status that extended past a certain date; has been continuously present in the United States for three years before applying for adjustment or before being removed after a certain date; is not inadmissible or deportable for certain reasons; and passes applicable background checks. The continuous presence requirement may be waived in certain instances. A spouse, domestic partner, child, or unmarried child of a qualifying alien may also obtain permanent resident status under the bill upon meeting certain requirements. An alien with a pending application shall receive work authorization and be eligible for travel authorization. An alien may not be removed if the alien (1) has a pending application, or (2) is prima facie eligible for permanent resident status under this bill and intends to apply. Information from applications may not be used or shared for immigration enforcement, with limited exceptions such as for identifying fraudulent claims. The Department of Homeland Security must report to Congress when terminating a country's temporary protected status designation with an explanation justifying the termination.

Women and Climate Change Act of 2019 This bill addresses climate change and its effects on women and girls. Specifically, the bill establishes the Federal Interagency Working Group on Women and Climate Change within the Department of State. The bill outlines the functions of the working group, including the coordination of agencies' policies and activities relating to (1) combating the effects of climate change on women, and (2) improving the government's response to and strategy for climate change. In addition, the Office of Global Women's Issues of the State Department must submit a strategy to prevent and respond to the effects of climate change on women.
