Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2017 This bill amends the federal criminal code to modify procedures for determining the amount of mandatory restitution in child pornography cases. Additionally, the bill amends the Victims of Crime Act of 1984: to direct courts to impose additional assessments on persons convicted of child pornography offenses; and to establish a Child Pornography Victims Reserve, within the Crime Victims Fund, where the additional assessments must be deposited.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA), including to (1) extend CAA nondiscrimination requirements and remedies to sexual orientation, gender identity, and to legislative branch interns, detailees, and fellows; (2) revise CAA procedures for certain harassment and discrimination complaints; (3) require the offending Member of Congress to pay for settlements and awards in such complaints; and (4) rename the Office of Compliance the Office of Congressional Workplace Rights. The bill sets forth requirements for certain harassment and discrimination awareness and prevention training.

Drug-Price Transparency in Communications Act This bill amends the Federal Food, Drug, and Cosmetic Act to impose a civil penalty on any person who disseminates a direct-to-consumer drug advertisement that does not include the wholesale acquisition cost (the manufacturer's list price to wholesalers or direct purchasers) for a 30-day supply of the drug. The bill requires any representative of a drug manufacturer who communicates with a health care practitioner about a drug manufactured by the drug manufacturer to disclose the wholesale acquisition cost for a 30-day supply of the drug.

Domestic Terrorism Prevention Act of 2017 This bill authorizes: (1) a Domestic Terrorism Unit within the Office of Intelligence and Analysis of the Department of Homeland Security (DHS), which shall be responsible for monitoring and analyzing domestic terrorism activity; (2) a Domestic Terrorism Office in the Counterterrorism Section of the National Security Division of the Department of Justice (DOJ), which shall be responsible for investigating and prosecuting incidents of domestic terrorism; and (3) a Domestic Terrorism Section within the Counterterrorism Division of the Federal Bureau of Investigation (FBI), which shall be responsible for investigating domestic terrorism activity. Such offices shall focus on the most significant domestic terrorism threats, as determined by the number of domestic terrorism related incidents in the preceding year. DHS, DOJ, and the FBI shall annually submit to Congress a joint report authored by such offices, which shall include: an assessment of the domestic terrorism threat posed by White supremacists; an analysis of incidents or attempted incidents of domestic terrorism that have occurred in the United States since April 19, 1995, for the first report, and during the preceding year, for each subsequent report; and a quantitative analysis of domestic terrorism for the preceding year. The bill also authorizes a Domestic Terrorism Executive Committee, which shall coordinate with key public safety officials to promote information sharing and ensure an effective joint effort to combat domestic terrorism. The State and Local Anti-Terrorism Program, funded by DOJ's Bureau of Justice Assistance, shall include training and resources to assist state, local, and tribal law enforcement officers in understanding, detecting, deterring, and investigating acts of domestic terrorism. The joint terrorism task forces of the FBI and state, local, and regional fusion centers shall each, in coordination with the committee and such offices: (1) share intelligence to address domestic terrorism activities; (2) conduct an annual, intelligence-based assessment of domestic terrorism activities in their jurisdictions; and (3) formulate and execute a plan to address and combat such activities.

Safe Environment from Countries Under Repression and Emergency Act or the SECURE Act This bill permits a qualifying alien who is not inadmissible or deportable under certain criminal or security grounds or who did not participate in persecution to apply for adjustment to lawful permanent resident status if such alien: (1) is in temporary protected status (TPS), (2) held TPS status, (3) qualified for TSP status at the time of the Department of Homeland Security's (DHS) last TPS designation, or (4) is a national of a foreign country that was at any time a TPS-designated country. TPS designation permits eligible nationals of designated counties affected by armed conflict or natural disasters to temporarily reside and work in the United States. An alien who has applied for status adjustment may work while the application is pending. The spouse, domestic partner, child, or unmarried son or daughter of an alien who has adjusted to lawful permanent resident status may also adjust to such status subject to certain conditions. An unmarried son or daughter must additionally establish physical presence in the United States for at least one year. An alien subject to a final order of removal may not be removed if the alien has a pending status adjustment application or is prima facie eligible to file an application and indicates an intention to do so. An alien who raises the defense of status adjustment eligibility may not be removed unless DHS has already denied the alien's application.

Workplace Action for a Growing Economy Act or the WAGE Act This bill amends the National Labor Relations Act (NLRA) to require the National Labor Relations Board (NLRB) to award back pay and additional damages to any employee whose rights under the NLRA have been violated by an employer; impose penalties upon an employer for failing to post a notice of the rights of their employees under the NLRA; impose penalties upon an employer whose violations of the NLRA result in the discharge of an employee or other serious economic harm to the employee; provide civil remedies, including restraining orders, and a private right of action for violations of the NLRA; require the NLRB to issue an order requiring collective bargaining when a majority of valid ballots have been cast in favor of union representation; prevent the classification of employees as supervisors for the purpose of denying such employees the protections of the NLRA; and expedite the establishment of initial collection bargaining agreements. The bill empowers the NLRB to enforce its own orders without petitioning a court for enforcement.

Military Justice Improvement Act of 2017 This bill amends the Uniform Code of Military Justice (UCMJ) to grant independent military prosecutors the authority to decide whether to convene courts-martial for sexual assault cases and other serious crimes punishable by confinement of more than one year (currently, this authority lies within the chain of command). The bill allows the chain of command to retain authority to decide whether to prosecute serious crimes uniquely military in nature and all crimes punishable by less than one year of confinement.

Chesapeake Bay Farm Bill Enhancements Act of 2017 This bill amends the Food Security Act of 1985 to modify and increase funding for the Department of Agriculture (USDA) Regional Conservation Partnership Program (RCPP). (The RCPP operates through several USDA conservation programs to provide funding for partners to join in efforts with producers to increase the restoration and sustainable use of soil, water, wildlife, and related natural resources on regional or watershed scales. The RCPP includes the purposes and functions of several conservation programs such as the Chesapeake Bay Watershed Initiative.) The bill modifies the RCPP to: increase mandatory funding and revise the requirements for distributing funds, allow in-kind support to count toward a partner's matching contribution, allow partners to apply for a funding renewal of a partnership agreement, authorize USDA to provide information and feedback to applicants throughout the application process, authorize grants for partners to directly operate conservation projects, authorize USDA to advance funding to partners for technical assistance for project development and outreach activities, require USDA to make publicly available the amounts available for technical assistance under a partnership agreement, limit USDA costs for technical assistance to costs specific and necessary to carry out the objectives of the partnership agreement, modify the criteria for a critical conservation area, and revise the requirements for prioritizing applications.

Fix NICS Act of 2017 This bill amends the Brady Handgun Violence Prevention Act to require each federal agency and department, including a federal court, to: certify whether it has provided to the National Instant Criminal Background Check System (NICS) disqualifying records of persons prohibited from receiving or possessing a firearm, and establish and substantially comply with an implementation plan to maximize record submissions and verify their accuracy. The bill amends the NICS Improvement Amendments Act of 2007 to: direct the Department of Justice (DOJ) to establish a state implementation plan, including benchmarks, to maximize the automation and submission of mental health and criminal history records to the NICS; waive the grant match requirement under the National Criminal History Improvement Program (NCHIP) for a state that complies with its implementation plan; reauthorize through FY2022 the NICS Act Record Improvement Program (NARIP); establish, as a priority area for NARIP grant funding, a domestic abuse and violence prevention initiative; and create a funding preference under the NARIP program for states that establish an implementation plan and use grant funds to upload felony conviction and domestic violence records. It amends the Crime Identification Technology Act of 1998 to reauthorize through FY2022 the NCHIP program. If a state complies with its implementation plan, then the federal share of an NCHIP grant may exceed 90% of program costs.

Military Domestic Violence Reporting Enhancement Act This bill establishes a punitive article in the Uniform Code of Military Justice on domestic violence and aggravated domestic violence against an intimate partner. "Aggravated domestic violence" involves the use of a weapon, or force in a manner likely to produce death or grievous bodily harm. Military departments must submit to the Department of Justice the identity of each member of the Armed Forces who has been convicted of a domestic violence offense for inclusion in the national instant criminal background check system.

Supporting Working Moms Act of 2017 This bill amends the Fair Labor Standards Act of 1938 to extend the requirement that certain employers provide reasonable break time for an employee to express breast milk for her nursing child to bona fide executive, administrative, or professional capacity employees or outside salesmen who are exempt from federal labor laws that limit the number of hours in a workweek.

This bill amends the Internal Revenue Code to: (1) deny a tax deduction for any amount paid or incurred for punitive damages in connection with any judgment in, or settlement of, any legal action between private parties; and (2) include any amount paid as punitive damages in gross income for income tax purposes.

Military and Veterans Education Protection Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to revise a requirement, commonly known as the 90/10 rule, which directs proprietary (for profit) institutions of higher education to derive at least 10% of their revenue from nonfederal financial aid sources, or risk becoming ineligible for title IV funding. Currently the rule allows federal educational assistance for military personnel and veterans to count toward the 10%. This bill defines federal educational assistance to include federal educational assistance for military personnel and veterans. Thus, the bill prohibits proprietary institutions from counting federal educational assistance for military personnel and veterans as nonfederal funding sources.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis , in recognition of their perseverance, bravery, and service to the United States. Following the award of the gold medal, it shall be given to the Indiana War Memorial Museum in Indianapolis, Indiana, where it will be displayed and made available for research. It is the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

Assault Weapons Ban of 2017 This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is: (1) manually operated by bolt, pump, lever, or slide action; (2) permanently inoperable; (3) an antique; or (4) a rifle or shotgun specifically identified by make and model. Additionally, the bill does not prohibit, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Register America to Vote Act This bill directs each state that has a voter registration requirement for federal elections to automatically register eligible individuals when they turn 18 years old. Such states that do not implement automatic registration must permit eligible individuals to register to vote and vote on the day of a federal election. The Election Assistance Commission shall make grants to states to implement automatic voter registration and improve election security systems related to voter registration. The National Voter Registration Act of 1993 is amended to revise the procedure for voting following a registered voter's failure to return a change of address card.

Tobacco to 21 Act This bill prohibits the sale or distribution of tobacco products to individuals under the age of 21. The Department of Health and Human Services must enforce this prohibition by taking necessary actions including, as appropriate, conducting undercover compliance checks, performing retailer inspections, initiating enforcement actions for noncompliance, and establishing requirements that retailers check identification.

LGBT Elder Americans Act of 2017 This bill amends the Older Americans Act of 1965 to include the specific needs of lesbian, gay, bisexual, and transgender (LGBT) individuals among the "greatest social needs" served under that Act. An LGBT individual shall be considered a "minority" for purposes of services provided under the Act. The bill authorizes the Administration of Aging to designate within it a person with responsibility for addressing issues affecting LGBT older individuals. In addition, the administration shall conduct studies and collect data to determine the services needed by LGBT older individuals. The administration shall establish and operate the National Resource Center on Lesbian, Gay, Bisexual, and Transgender Aging to provide national, state, and local organizations with the information and technical assistance needed by those organizations to effectively serve LGBT older individuals. The Long-Term Care Ombudsman of each state shall, as a condition of receiving certain federal funding under the Act, collect and analyze data related to discrimination against LGBT older individuals in long-term care settings.

Senate Training on Prevention of Sexual Harassment Resolution or the STOP Sexual Harassment Resolution Directs the Committee on Rules and Administration to issue rules requiring Senators and Senate officers, employees, interns, fellows, and detailees to periodically complete sexual harassment training provided by the Office of Compliance or the Office of the Senate Chief Counsel for Employment. Requires the individuals to complete the training within 60 days after: (1) issuance of the rules if the individual has not previously completed training, or (2) assuming a Senate position. Requires the head of each covered office, including a joint commission or joint committee, to report to the committee: a list of each individual who previously completed the training and was serving in a covered position in the office on the date the rules are issued, information regarding the completion of the training after the date, and an individual's failure to comply with the rules. Requires the Sergeant at Arms and Doorkeeper of the Senate to: (1) periodically conduct an anonymous survey of Senators, Senate officers, and Senate employees regarding the prevalence of sexual harassment in the Senate during the previous Congress; and (2) report the results only to the Chairman and Ranking Member of specified congressional committees.

Building Our Largest Dementia Infrastructure for Alzheimer's Act or the BOLD Infrastructure for Alzheimer's Act This bill amends the Public Health Service Act to award cooperative agreements: (1) for the establishment or support of national or regional centers of excellence in public health practice in Alzheimer's disease; (2) to state public health departments, Native American tribes, and other entities to promote cognitive functioning, address cognitive impairment and unique aspects of Alzheimer's disease, and help meet the needs of caregivers; (3) for analysis and public reporting of data on the state and national levels regarding cognitive decline, caregiving, and health disparities, and monitoring of objectives on dementia and caregiving in the Department of Health and Human Services' Healthy People 2020 report.

Burma Human Rights and Freedom Act of 2017 This bill authorizes assistance to victims of the military's ethnic cleansing campaign targeting the Rohingya people in Rakhine State, Burma (Myanmar), as well as technical assistance to investigate and prosecute crimes related to ethnic cleansing in Rakhine State. The bill imposes restrictions on international financial institution assistance, security cooperation, and trade. It calls on the President to determine whether specified individuals should be included in the list of specially designated nationals and blocked persons maintained by the Department of the Treasury's Office of Foreign Assets Control. The Departments of State and the Treasury and the U.S. Agency for International Development shall submit to Congress an assistance strategy to promote broad-based economic development in Burma.

Kevin and Avonte's Law of 2017 Missing Americans Alert Program Act of 2017 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise, rename, and reauthorize through FY2022 the Missing Alzheimer's Disease Patient Alert Program. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants: to develop or operate programs to prevent wandering and locate missing individuals with dementia or children with developmental disabilities, and to develop tracking technology programs to locate missing individuals with dementia or children with developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill prohibits the use of data from tracking devices to create a federal database. It also prohibits construing this bill to require a parent or guardian to use a tracking device.

Protecting Workers' Freedom to Organize Act This bill amends the National Labor Relations Act to modify the definitions of "employee" and "supervisor" under that Act to prevent the misclassification of employees as independent contractors in order to deny them collective bargaining rights. An individual performing any services is deemed to be an employee and not an independent contractor unless such individual is free from control and direction in the performance of such services, the services are performed outside the usual course of the employer's business, and the individual is customarily engaged in an independently established business.

Disaster Displacement Act of 2017 This bill requires a state, as a condition of participation in the Medicaid program, to provide medical assistance to eligible survivors of Hurricane Maria. For a specified coverage period, the federal matching rate shall be 100% with respect to such assistance. Eligibility shall be determined on the basis of specified income standards but without application of any resources test or state-residency requirements. The Department of Housing and Urban Development shall, upon request from a public housing agency, provide additional funding for specified housing assistance that is necessary as a consequence of a major disaster. The Department of Agriculture shall do the same upon request from either a state or a political subdivision of a state.

Stopping Threats on Pedestrians Act of 2017 or the STOP Act of 2017 This bill directs the Department of Transportation to establish and carry out a competitive grant program to provide assistance for traffic barrier installation projects designed to prevent pedestrian injuries and acts of terrorism in areas used by large numbers of pedestrians.

Preventing Preemptive War in North Korea Act of 2017 This bill prohibits funds from being used without express congressional authorization for kinetic military operations in North Korea absent an imminent threat to the United States. The prohibition shall not apply to the introduction of the Armed Forces to: (1) repel an attack on the United States, its territories or possessions, the Armed Forces, or U.S. allies; or (2) rescue or remove U.S. personnel.

Domestic Violence Gun Homicide Prevention Act of 2017 This bill authorizes the Department of Justice's Office of Community Oriented Policing Services to award grants to states to carry out certain policies and procedures that restrict and penalize firearm possession by or transfer to a person subject to a domestic violence protection order or a person convicted of a domestic violence misdemeanor.

Lori Jackson Domestic Violence Survivor Protection Act This bill amends the federal criminal code to modify the prohibition on firearm sale or transfer to or purchase or possession by an individual who is subject to a court order that restrains the individual from harassing, stalking, or threatening an intimate partner or child of an intimate partner. Specifically, the bill revises the elements of a qualifying court order. It also broadens the definition of "intimate partner" to include a dating partner or former dating partner.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the National and Community Service Administration and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) modifies the calculation of national service educational awards; and (5) otherwise modifies provisions related to national and volunteer service programs.

American Family Act of 2017 This bill amends the Internal Revenue Code, with respect to the child tax credit, to: (1) make the credit fully refundable, (2) increase the amount of the credit and allow an additional credit for children who are under six years of age, (3) require the amount of the credit to be adjusted annually for inflation after 2017, and (4) require the Department of the Treasury to establish a program for making advance payments of the credit on a monthly basis.

Driver Fatigue Prevention Act This bill amends the Fair Labor Standards Act of 1938 to make over-the-road bus drivers subject to limitations on the maximum number of hours that an employee may work under such Act.

Background Check Expansion Act This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers, such as a gift between spouses in good faith.

Breast Density and Mammography Reporting Act of 2017 This bill amends the Public Health Service Act to require mammography facilities to include up-to-date information about breast density in both the written report of the results of a mammography examination provided to a patient's physician and the summary of that written report given to the patient. The summary must convey: (1) the effect of breast density in masking the presence of breast cancer on a mammogram, and (2) that individuals with dense breasts should talk with their health care providers about any questions or concerns regarding the summary and whether they would benefit from additional tests. The bill requires the Department of Health and Human Services to expand and intensify research on breast density, the cost-effectiveness and feasibility of supplemental imaging relating to breast density, and best practices concerning mammograms and supplemental screening for those with dense breasts.

State Public Option Act This bill allows residents not already eligible for Medicaid who are not concurrently enrolled in other health insurance coverage to buy into a state Medicaid plan beginning January 1, 2018. The bill makes such buy-in coverage eligible for premium subsidies and reduced cost sharing under the Patient Protection and Affordable Care Act. The Agency for Healthcare Research and Quality shall develop standardized, state-level metrics of access to, and satisfaction with, providers for individuals enrolled in state Medicaid plans. Primary care services furnished under Medicaid by certain providers must be paid at a rate that is not less than the rate under Medicare part B. Beginning in FY2019, the Department of Health and Human Services may award grants to states for the purpose of improving access to services for individuals enrolled in state Medicaid plans. The bill provides the enhanced federal medical assistance percentage to every state that expands Medicaid coverage for individuals who are newly eligible under the Patient Protection and Affordable Care Act, regardless of when such expansion takes place.

Environmental Justice Act of 2017 This bill requires agencies to address the disproportionate impact of environmental and human health hazards on communities of color, indigenous communities, and low-income communities resulting from agencies' programs and policies. This bill provides statutory authority for: the interagency Federal Working Group on Environmental Justice, certain environmental justice requirements established under Executive Order 12898, a guidance titled "Environmental Justice Guidance Under the National Environmental Policy Act," a guidance titled "EPA Policy on Consultation and Coordination with Indian Tribes: Guidance for Discussing Tribal Treaty Rights," the National Environmental Justice Advisory Council, the Environmental Justice Small Grants Program, the Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program, and the Community Action for a Renewed Environment grant programs. The bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Environmental Protection Agency (EPA) to address potential cumulative impacts of pollutant discharges when issuing or renewing permits under the National Pollutant Discharge Elimination System permit program. The bill amends the Clean Air Act to require the EPA to address potential cumulative impacts of a major stationary source of air pollutants when issuing or renewing permits for those sources. The bill states that the authorization to bring citizen suits under certain environmental laws does not preclude the right of an individual to bring a civil action for deprivation of implied rights under those laws or common law. The bill amends the Civil Rights Act of 1964 to allow a person aggrieved by the failure of a covered entity to comply with the Act to bring an action against the entity in a federal or state court for discriminatory practices.

Honest Ads Act This bill expands source disclosure requirements for political advertisements by (1) establishing that paid internet and paid digital communications may qualify as “public communications” or “electioneering communications” that may be subject to such requirements, and (2) imposing additional requirements relating to the form of such source disclosures and the information contained within. The bill also requires certain online platform companies to maintain publicly available records about qualified political advertisements that have been purchased on their platforms.

Safety Enhancements for Communities Using Reasonable and Effective Firearm Storage Act or the SECURE Firearm Storage Act This bill establishes security requirements for the business premises of a licensed firearms importer, manufacturer, or dealer. Specifically, when the premises are closed for business, an importer, manufacturer, or dealer must secure the firearms inventory and securely store paper business records. A violator is subject to penalties—a civil fine, suspension or revocation of a license, or both a civil fine and suspension or revocation of a license.

Protect Access to Birth Control Act This bill nullifies interim final rules issued by the Department of Labor, the Department of the Treasury, and the Department of Health and Human Services that allow employers with religious or moral objections to be exempt from the requirement in the Patient Protection and Affordable Care Act to cover contraceptive services without cost-sharing.

This bill prohibits any federal agency funds, resources, or fees from being used to implement or enforce Executive Order 13780 and the presidential proclamation of September 24, 2017. Among the order's major provisions are restrictions on the entry of nationals from Iran, Libya, Somalia, Sudan, Syria, and Yemen and additional limitations on refugee admissions to the United States. The proclamation revised such order to include entry restrictions on nationals from Chad, North Korea, and Venezuela, and remove such restrictions on nationals of Sudan. The proclamation additionally provides for enhanced U.S. vetting capacities.

This bill repeals two sections of the Ensuring Patient Access and Effective Drug Enforcement Act of 2016 and the amendments made by such sections to the Controlled Substances Act. The repealed sections modified registration and enforcement authorities of the Drug Enforcement Administration with respect to manufacturers, distributors, and dispensers of controlled substances.

Savanna's Act This bill requires the Department of Justice (DOJ) to update the online data entry format for federal databases relevant to cases of missing and murdered Indians to include a new data field for users to input the victim's tribal enrollment information or affiliation. In addition, DOJ must: make standardized law enforcement and justice protocols that serve as guidelines for law enforcement agencies with respect to missing and murdered Indians, develop protocols to investigate those cases that are guided by the standardized protocols, meet certain requirements to consult with Indian tribes, and provide tribes and law enforcement agencies with training and technical assistance relating to the development and implementation of the law enforcement and justice protocols. Federal law enforcement agencies that investigate and prosecute crimes related to missing and murdered Indians must modify their law enforcement and justice protocols to comply with the standardized protocols.

Keep Americans Safe Act This bill amends the federal criminal code to make it a crime to knowingly import, sell, manufacture, transfer, or possess a large capacity ammunition feeding device (LCAFD). The bill does not prohibit, with respect to an LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification and the date of manufacture. The bill also amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender an LCAFD under a buy-back program.

Equal Access to Justice for Victims of Gun Violence Act This bill amends the Protection of Lawful Commerce in Arms Act to repeal provisions that prohibit civil actions against a firearm or ammunition manufacturer, seller, importer, dealer, or trade association for the criminal or unlawful misuse of a firearm.

Background Check Completion Act of 2017 This bill amends the federal criminal code to prohibit a licensed gun dealer from transferring a firearm to an unlicensed person prior to completion of a background check. (Current law permits a licensed gun dealer to transfer a firearm to an unlicensed person if a submitted background check remains incomplete after three business days.)

Automatic Gunfire Prevention Act This bill amends the federal criminal code to make it a crime to import, sell, manufacture, transfer, or possess a trigger crank, a bump-fire device, or any part, combination of parts, component, device, attachment, or accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun. The bill does not prohibit, with respect to such firearm accessories, the importation or manufacture for, sale or transfer to, or possession by a federal, state, or local government. A violator is subject to criminal penalties—a fine, a prison term of up to 10 years, or both.
