Northern Border Regional Commission Reauthorization Act of 2018 This bill reauthorizes through FY2023 each of the Southeast Crescent Regional Commission, the Southwest Border Regional Commission, and the Northern Border Regional Commission. The bill revises the process for determining the share of the commissions' administrative expenses payable by each state. A commission may make economic and infrastructure development grants to states and local governments, Indian tribes, and public nonprofit organizations for projects to grow the capacity for successful community economic development in its region. A commission must include the development of renewable and alternative energy sources in the categories to which at least 40% of economic and infrastructure development grant amounts are allocated. Such grants may be used to attract businesses to a region from outside of the United States. The Northern Border Regional Commission shall establish a state capacity building grant program to furnish grants to Maine, New Hampshire, New York, and Vermont for specified efforts that include support of business retention and expansion in eligible counties and establishment of programs to encourage job creation and workforce development. The bill adds to such commission: Belknap and Cheshire Counties in New Hampshire; and Addison, Bennington, Chittenden, Orange, Rutland, Washington, Windham, and Windsor Counties in Vermont.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends security assistance to Israel. Specifically, it extends: foreign military financing assistance to Israel through FY2028, loan guarantees through FY2023, and authority for the war reserves stockpile through FY2023. The President may: enter into a cooperative agreement with Israel for research and joint production of anti-drone defense articles; conduct a joint assessment with Israel regarding which precision guided munitions Israel needs in a sustained armed confrontation with Hezbollah, Hamas, or other groups; and transfer precision guided munitions and defense articles to such stockpile. The bill directs the Department of Defense to provide for the rapid acquisition and deployment of precision guided munitions for U.S. counterterrorism missions or to assist an ally under missile threat from a terrorist organization or a country that supports international terrorism. The President shall report to Congress describing the steps taken to include Israel in the list of countries eligible for the strategic trade authorization exception. Such exception allows a controlled item to be exported without a transaction-specific license. The National Aeronautics and Space Administration shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The bill also requires the periodic reports on Israel's qualitative military edge to include information about Israel's ability to defend itself from regional state and non-state actors and from drone, cyber, and asymmetric threats.

Student, Teachers, and Officers Preventing School Violence Act of 2018 or the STOP School Violence Act of 2018 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise and reauthorize through FY2028 the Secure Our Schools grant program.

Fair Care Act This bill prohibits implementation of the rule titled "Short-Term, Limited-Duration Insurance," which lengthened the maximum period of coverage for such insurance. The bill specifies that such insurance policies must (1) have a specified, limited duration not to exceed 93 days; (2) be nonrenewable; (3) prominently display certain information about coverage limitations in marketing materials; (4) cover essential health benefits; and (5) meet other specified requirements.

America's College Promise Act of 2018 This bill requires the Department of Education (ED) to award grants to states and Indian tribes to waive tuition and fees at community colleges. To receive a grant, states and Indian tribes must agree to waive tuition and fees at all their community colleges and for all eligible students. The bill appropriates $1.5 billion in FY2019, an increasing annual amount through FY2027, and $15.7 billion for FY2028 and each succeeding fiscal year for grants under this community college program. This bill also requires ED to award grants to four-year historically black colleges and universities (HBCUs) and other minority-serving institutions (MSIs) to waive or reduce tuition and fees for up to 60 credits for low-income students. HBCUs and MSIs that participate must: (1) enroll a student body that contains at least 35% low-income students; (2) maintain or adopt reforms and practices to improve completion rates and student outcomes; (3) set performance goals; and (4) execute an articulation agreement with community colleges, if accepting transfer students. It appropriates $61 million for FY2019, an increasing annual amount through FY2027, and $1.6 billion for FY2028 and each succeeding fiscal year for grants under this HBCU/MSI program.

This joint resolution directs the President to remove U.S. Armed Forces from hostilities in or affecting Yemen, except those engaged in operations directed at Al Qaeda, within 30 days unless: (1) the President requests and Congress authorizes a later date, or (2) a declaration of war or specific authorization for the use of the Armed Forces has been enacted.

Granting Release And Compassion Effectively Act of 2018 or the GRACE Act The bill amends the Second Chance Act of 2007 to modify provisions that authorize the Bureau of Prisons (BOP) to reduce the prison term (i.e., release early) certain federal prisoners. Specifically, in the case of a defendant diagnosed with a terminal illness, the bill requires the BOP to comply with new requirements. Among other things, the BOP must notify the defendant's representatives of the terminal illness and opportunity to request a reduced sentence, and allow family members to visit the defendant.

Fair Day in Court for Kids Act of 2018 This bill grants aliens, including unaccompanied alien children, the right to counsel in immigration proceedings, at government expense, and the right to examine documents in their files. The Department of Homeland Security must provide access to counsel for all aliens in detention facilities.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm. The committee may authorize the Architect of the Capitol to enter into the agreement as well as related contracts. The committee shall place the statue in a suitable permanent location in the U.S. Capitol.

This joint resolution nullifies the rule submitted by the Federal Communications Commission entitled "Restoring Internet Freedom." The rule published on February 22, 2018: (1) restores the classification of broadband Internet access service as a lightly-regulated "information service"; (2) reinstates private mobile service classification of mobile broadband Internet access service; (3) requires Internet service providers to disclose information about their network management practices, performance characteristics, and commercial terms of service; and (4) eliminates the Internet Conduct Standard and the bright-line rules.

Sunlight in Workplace Harassment Act This bill amends the Securities and Exchange Act of 1934 to require disclosure of settlements and complaints related to sexual abuse, sexual harassment, and other types of discrimination. Specifically, certain issuers of securities must annually disclose this information to shareholders and the public. Issuers must also describe the measures taken to prevent employees from committing further abuse, harassment, or discrimination.

Dairy Premium Refund Act of 2018 This bill amends the Agricultural Act of 2014, with respect to the Dairy Margin Protection Program, to require the Department of Agriculture (USDA) to repay certain premiums to participating dairy operations. (The Dairy Margin Protection Program is a voluntary program that makes payments to participating dairy operations when a formula-based national margin [the difference between the national all milk price and the national average feed cost] falls below a producer-selected insured margin.) For 2015 and each succeeding year, USDA must repay to participating dairy operations an amount equal to the difference between: the total amount of premiums paid by participating dairy operations under the program for the year; and the sum of: (1) the total payments made to participating dairy operations under the program for the year, and (2) the costs of carrying out the program for the year. A repayment made to a participating dairy operation must be reduced by the amount of payments made to the operation under the program during the year.

Restoring Education And Learning Act of 2018 or the REAL Act of 2018 This bill amends the Higher Education Act of 1965 to restore Pell Grant eligibility for individuals incarcerated in a federal or state penal institution and for sex offenders subject to civil commitment following incarceration.

Stopping Abuse and Fraud in Electronic Lending Act of 2018 or the SAFE Lending Act of 2018 This bill amends the Electronic Fund Transfer Act and the Truth in Lending Act. The bill revises requirements related to consumer financial protection and small-dollar lending, including matters concerning remotely created checks, electronic fund transfers, registration of small-dollar lenders, overdraft fees, and the collection of personal information.

Compensating Legacy Artists for their Songs, Service, and Important Contributions to Society Act or the CLASSICS Act This bill provides federal copyright protection for sound recordings fixed before February 15, 1972, specifically the right to make digital transmissions. Currently, pre-1972 recordings are only covered by state law. Pre-1972 recordings will fall within the existing compulsory license system for digital transmissions, which currently only cover post-1972 recordings. The bill preempts claims under state and common law for digital transmission of pre-1972 recordings.

Safe and Secure Decommissioning Act of 2018 This bill amends the Atomic Energy Act of 1954 to prohibit the Nuclear Regulatory Commission from approving the request of a licensee for a waiver of, or exemption from, a covered regulation applicable to a civilian nuclear power reactor that has permanently ceased to operate. A covered regulation includes: (1) an emergency preparedness or response regulation or requirement, or (2) a security regulation or requirement applicable to spent nuclear fuel. This prohibition shall not apply to a civilian nuclear power reactor at which all spent nuclear fuel has been transferred to spent nuclear fuel dry casks.

Nuclear Plant Decommissioning Act of 2018 This bill amends the Atomic Energy Act of 1954 to require a Nuclear Regulatory Commission (NRC) licensee to submit to the NRC a post-shutdown decommissioning activities report (PSDAR) regarding the shutdown of a nuclear facility. Prior to submitting a PSDAR, a licensee must consult with affected states and localities. In the state where the nuclear facility is located, the NRC is required to: (1) solicit public comments on a proposed PSDAR; (2) conduct at least two public hearings; and (3) invite the state to file a statement of support, nonsupport, or conditional support for the proposed PSDAR with specific recommendations that could lead to support. The NRC must determine the adequacy or inadequacy of a proposed PSDAR and issue a decision document accordingly.

Military Spouse Employment Act of 2018 This bill expands authorities, programs, services, and benefits for military spouses and their families. Specifically, the bill: expands the authority for noncompetitive appointments of military spouses by federal agencies to include spouses of active duty military personnel or disabled or deceased personnel, requires the Department of Defense (DOD) to ensure that military spouses are aware of the My Career Advancement Account program and their eligibility to participate in it, facilitates child care services for military families, expands the period of availability of the Military OneSource Program for retired and discharged members of the Armed Forces and their immediate families, and provides transition assistance for military spouses. DOD must report to Congress on: methods to increase its participation in defense contracts that provide employment for military spouses; public-private partnerships to support and enhance the health, safety, welfare, and morale of military families; small businesses activities of military spouses on military installations; and an assessment of the effects of frequent changes of duty stations on employment stability of military spouses.

Streamlining and Investing in Broadband Infrastructure Act This bill requires the National Telecommunications and Information Administration to issue best practices relating to broadband infrastructure and installation for state broadband coordination offices, with an emphasis on rural areas. The Department of Transportation (DOT) must require states to install broadband conduits, which support broadband or wireless facilities for broadband service, in certain highway construction projects. DOT must ensure that: (1) standards are established that apply to all areas, including rural and remote areas with low population density; and (2) any requesting broadband provider has access to such installed conduits on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate. The bill amends the Middle Class Tax Relief and Job Creation Act of 2012 to require federal agencies and other entities to grant real property interests necessary for the installation, construction, or modification of a communications facility installation, as defined by this bill.

Women and Lung Cancer Research and Preventive Services Act of 2018 This bill requires the Department of Health and Human Services to conduct an interagency study regarding research on lung cancer in women, access to lung cancer preventive services, and public awareness and education campaigns on lung cancer. The study must include a comprehensive report on research and knowledge gaps related to lung cancer in women in the federal government and recommendations for: (1) a research program that would encourage innovative approaches to eliminate knowledge gaps, (2) the development of a national lung cancer screening strategy with sufficient resources to expand access to screening, and (3) the development of a national public education and awareness campaign on lung cancer in women and the importance of early detection of lung cancer.

America's Natural Treasures of Immeasurable Quality Unite, Inspire, and Together Improve the Economies of States Act of 2018 or the ANTIQUITIES Act of 2018. This bill directs the National Park Service, Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Forest Service, and National Oceanic and Atmospheric Administration to administer each specified national monument under their joint or exclusive jurisdiction, including the Bears Ears, Grand Staircase-Escalante, Gold Butte, Cascade-Siskiyou National Monuments and the Rose Atoll and Pacific Remote Islands Marine National Monuments in accordance with: (1) the one or more presidential proclamations that apply to the applicable covered monument; (2) any Act of Congress enacted before December 4, 2017, that provides for an adjustment to the boundary or administration of such monument; and (3) this bill. The bill establishes the National Monument Enhancement Fund to furnish funding: (1) to such federal agencies to develop management plans for their national monuments that were designated under current federal law, (2) for federal acquisition and development of certain land and other areas, and (3) to develop and enhance recreational infrastructure on such designated lands. The bill designates: (1) specified BLM lands within the Organ Mountains-Desert Peaks and Rio Grande del Norte National Monuments in New Mexico and in the Gold Butte National Conservation Area in Nevada as wilderness and as components of the National Wilderness Preservation System; and (2) approximately 100 acres of BLM land in New Mexico as a potential wilderness area and, when specified conditions have been met, for incorporation into the Robledo Mountains Wilderness.

Music Modernization Act of 2018 This bill amends the copyright law to create a statutory blanket license for making and distributing nondramatic musical sound recordings, including through digital delivery. The blanket license allows digital music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Pay Our Military Act of 2018 This bill provides FY2018 appropriations for military pay and death benefits during any period in which interim or full-year appropriations for FY2018 are not in effect. In the event of a government shutdown, the bill provides continuing appropriations for: pay and allowances to members of the Armed Forces, including reserve components, who perform active service (including drill) during the period; payments of death benefits for individuals who die during the period; and pay and allowances to civilian personnel or contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to members of the Armed Forces and payments in connection with death benefits. The appropriations provided by this bill are available until the earlier of: (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2018.

Supports the right of all Iranian citizens to have their voices heard. Calls on the government of Iran to respect the rights of the people of Iran to freedoms of speech, press, religion, association, and assembly. Condemns Iran's human rights violations. Warns Iran against any violence or retribution targeting peaceful protestors. Objects to acts of censorship, intimidation, and other restrictions on freedoms of speech, press, and expression. Encourages the President, the Department of State, and the U.S. Ambassador to the United Nations (U.N.) to work to convene emergency sessions of the U.N. Security Council and the U.N. Human Rights Council to condemn Iran's ongoing human rights violations and establish a related Security Council monitoring mechanism. Calls on Iran to cooperate with and allow visits of the U.N. Special Rapporteurs for Human Rights and the U.N. Office of the High Commissioner for Human Rights. Urges the President and State Department to work with the international community to ensure that human rights violations are part of all multilateral or bilateral discussions with and regarding Iran.

Federal Employee Fair Treatment Act of 201 7 This bill requires federal employees furloughed or required to work during a lapse in appropriations beginning on or after December 22, 2017, to be compensated for the period of the lapse on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave. The bill addresses a lapse in appropriations scheduled to occur if FY2018 appropriations legislation is not enacted prior to the expiration of the continuing resolution that currently funds federal agencies through December 22, 2017.

Museum and Library Services Act of 2017 This bill amends and reauthorizes through FY2023 the Museum and Library Services Act and provides funding for library services and technology through FY2023. The bill expands the definition of "library" and "museum" to include a tribal library or museum and expands the services museums are authorized to provide. The Institute of Museum and Library Services, under the 21st Century Museum Professional Program established by this bill, may enter into arrangements with museum, museum consortia and associations, institutions of higher education, and other entities for projects to: increase the number of students from diverse and underrepresented backgrounds enrolled in graduate and undergraduate museum-related programs; recruit future museum professionals from such backgrounds; develop new or enhance current professional development and retention programs for museum professionals and the museum workforce; and support and conduct research, needs assessments, pilot programs, and evaluation of education and professional development programs to recruit, prepare, educate, and retain the next generation of museum professionals.

Access to Birth Control Act This bill amends the Public Health Service Act to require pharmacies to comply with certain rules related to ensuring access to contraceptives. Among other requirements, pharmacies must provide a customer a contraceptive or related medication without delay if it is in stock. If the contraceptive is not in stock, the pharmacy must immediately inform the customer and either transfer the prescription to a pharmacy that has it in stock or order it. Civil penalties and a private cause of action are established for violations of this bill.

Congressional Harassment Reform Act This bill amends the Congressional Accountability Act of 1995 (CAA) to: (1) require certain discrimination and harassment awareness and prevention training for Members of Congress, officers, employees, interns, fellows, and detailees; (2) extend CAA nondiscrimination requirements and remedies to legislative interns, fellows, and detailees; (3) revise CAA procedures for certain harassment and discrimination complaints; (4) require a Member of Congress to reimburse the Treasury if an employee receives an award or settlement for the Member's alleged act of discrimination or harassment, unless the Member's request for a nonreimbursement determination is approved; and (5) rename the Office of Compliance the Office of Congressional Workplace Rights.

Ensuring Medicaid Provides Opportunities for Widespread Equity, Resources, and Care Act or the EMPOWER Care Act This bill amends the Deficit Reduction Act of 2005 to extend funding through FY2022 for the Money Follows the Person Rebalancing Demonstration Program and to otherwise revise the program. (Under this program, the Centers for Medicare & Medicaid Services must award grants to state Medicaid programs to assist in rebalancing states' long-term care systems.)

Stop Underrides Act of 2017 This bill amends federal transportation law to require the Department of Transportation (DOT) to issue a final rule to require the installation of rear underride guards that meet a specified performance standard on all trailers, semi-trailers, and single unit trucks with a gross vehicle weight rating of more than 10,000 pounds that are manufactured on or after the effective date of the rule. DOT shall issue a final rule requiring the installation of side underride guards that meet a specified performance standard on all trailers, semi-trailers, and single unit trucks with a gross vehicle rating of more than 10,000 pounds manufactured on or after the effective date of the rule. DOT shall issue a final rule requiring all commercial motor vehicles with a gross vehicle weight rating of more than 10,000 pounds manufactured on or after the effective date of the rule to be equipped with front underride guards. It shall complete research on equipping commercial motor vehicles with a gross weight rating of more than 10,000 pounds with a front underride guard to prevent trucks from overriding the passenger vehicle and submit to the congressional transportation committees a report on such research. The bill sets forth provisions regarding retrofit and maintenance requirements, and requires post-accident inspections and pre-trip inspections by drivers.

Disaster Assistance Recoupment Fairness Act of 2017 This bill requires the Federal Emergency Management Agency (FEMA) to: (1) waive a debt owed to the United States related to federal assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act to an individual or household in relation to a major disaster declared by the President between January 1, 2012, and the date of enactment of this bill, unless the debt involves fraud, the intentional presentation of a false claim, or intentional misrepresentation by the debtor or any party having an interest in the claim; and (2) reimburse a debtor for any payments already made on such a debt.

Ending Forced Arbitration of Sexual Harassment Act of 2017 This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of a sex discrimination dispute. The prohibition does not apply to an arbitration provision in a contract between an employer and a labor organization or between labor organizations, subject to limitations.

Christopher Bryski Student Loan Protection Act or Christopher's Law This bill amends the Truth in Lending Act to require a private student loan lender to disclose clearly and conspicuously in writing a cosigner's obligations regarding a private student loan. The Consumer Financial Protection Bureau (CFPB) must publish a model form for such disclosure. The bill prohibits a private student loan lender from taking an adverse action against a borrower (e.g., placing a loan in default or accelerating a loan balance) upon a cosigner's death, disability, or bankruptcy. It also prohibits adverse actions against a cosigner for a borrower's death, disability, or bankruptcy. The CFPB must establish and a private student loan lender must disclose criteria for releasing a cosigner from a private student loan obligation. A private student loan lender must also: provide prompt notice of a cosigner's release; allow a borrower to designate a legal representative to make decisions upon the death or disability of such borrower; and ensure a borrower and cosigner receive comprehensive counseling on the terms, conditions, and responsibilities of a private student loan. Additionally, this bill amendsthe Higher Education Act of 1965 to expand the required elements of entrance counseling for a federal student loan borrower to include: conditions for loan discharge upon the death or disability of a borrower, options for loan repayment and forgiveness upon the death or disability of a borrower or cosigner, and obligations of a borrower or cosigner upon the death or disability of a borrower. It requires clear and conspicuous disclosure of a student's option to designate a legal representative to make decisions about a federal student loan upon such student's death or disability.

Restoring Overtime Pay Act of 2017 This bill requires the Department of Labor to update the salary threshold applicable to bona fide executive, administrative, and professional employees for purposes of determining eligibility for overtime pay. The bill adopts rulemaking promulgated by Labor in 2016 that established the threshold for exempting such employees from overtime requirements at the 40th percentile of earnings for full-time salaried employees in the lowest-wage census region. The bill also requires updates to the threshold amount every three years.

Continuation of Useful Resources to States Act or COURTS Act This bill extends and otherwise revises funding for programs related to child welfare. Specifically, the bill extends through FY2022 funding for (1) the Promoting Safe and Stable Families Program, and (2) the grant program for improving courts' handling of foster-care and adoption proceedings.

Medical Innovation Act of 2017 This bill amends the Public Health Service Act to require certain drug manufacturers to make payments to fund research supported by the Food and Drug Administration (FDA) and the National Institutes of Health (NIH). A drug manufacturer with over $1 billion in net income in a fiscal year that has entered into a settlement agreement in the previous five years with a federal agency regarding specified violations must pay 0.75%-1.5% of its net income to the Department of Health and Human Services (HHS) for each of its covered blockbuster drugs. A covered blockbuster drug is a drug that has at least $1 billion in net sales in a year and was developed, in whole or in part, through federal investments in medical research, including a drug for which a patent contains information that relates to, or is based upon, federally funded research. Each fiscal year, HHS must publish a list of manufacturers that make payments, each manufacturer's covered blockbuster drugs, and payment amounts. Payments are divided between the FDA and the NIH in proportion to the discretionary funding of those agencies, excluding FDA user fees. Payments are not disbursed if appropriations for the FDA or the NIH are lower than in the prior fiscal year. The FDA's priority use for payments must include advancing regulatory science for medical products. The NIH's priority use for payments must include supporting: (1) research that fosters radical innovation, (2) research that advances fundamental knowledge and technology, (3) research related to diseases that disproportionately account for federal health care spending, and (4) early career scientists. A covered blockbuster drug for which a manufacturer has not made a required payment is considered misbranded and may not be sold until payment is made.

Puerto Rico and Virgin Islands Equitable Rebuild Act of 2017 This bill provides for additional disaster-recovery assistance and other assistance to Puerto Rico and the U.S. Virgin Islands with respect to infrastructure, health care, agriculture, education, economic development, and environmental remediation, among other sectors. Specifically, regarding both territories, the bill: provides for the use of certain emergency assistance to rebuild electric grids; establishes several grant programs to promote energy efficiency and renewable energy; subject to specified oversight requirements, increases funding for transportation infrastructure, telecommunications systems, housing, and community development; increases funding for the Medicaid and Medicare programs; temporarily increases social-services block-grant allotments; increases funding for, and otherwise revises, rural and agricultural programs; increases funding for the Department of Veterans Affairs; provides for aid to the Head Start program, elementary and secondary education programs, and higher education programs; increases funding for training and employment services; modifies provisions concerning the earned-income tax credit, the child tax credit, and unemployment assistance; increases funding for economic and community development programs; increases funding for environmental remediation; and otherwise modifies provisions related to emergency funding and disaster-recovery assistance. In addition, the bill: extends Medicaid waiver authority to all territories, provides for Medicaid disproportionate share hospital allotments to the territories, and otherwise revises the Medicaid and Medicare programs with respect to the territories; extends participation in the Supplemental Nutrition Assistance Program to all territories; modifies provisions concerning the application of certain workers' protections in Puerto Rico; and requires the Federal Emergency Management Agency (FEMA) to submit to Congress a long-term disaster-relief plan with respect to Puerto Rico and the U.S Virgin Islands.

Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act of 2017 This bill amends the federal criminal code to make trafficking in firearms a stand-alone criminal offense. A person who commits or conspires to commit a gun trafficking offense is subject to criminal penalties—a prison term of up to 20 years (or up to 25 years, if the person also acted as an organizer), a fine, or both. The U.S. Sentencing Commission must review and, if appropriate, amend the sentencing guidelines and policy statements that apply to persons convicted of trafficking in firearms.

Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2017 This bill amends the federal criminal code to modify procedures for determining the amount of mandatory restitution in child pornography cases. Additionally, the bill amends the Victims of Crime Act of 1984: to direct courts to impose additional assessments on persons convicted of child pornography offenses; and to establish a Child Pornography Victims Reserve, within the Crime Victims Fund, where the additional assessments must be deposited.

Member and Employee Training and Oversight On Congress Act or the ME TOO Congress Act This bill amends the Congressional Accountability Act of 1995 (CAA), including to (1) extend CAA nondiscrimination requirements and remedies to sexual orientation, gender identity, and to legislative branch interns, detailees, and fellows; (2) revise CAA procedures for certain harassment and discrimination complaints; (3) require the offending Member of Congress to pay for settlements and awards in such complaints; and (4) rename the Office of Compliance the Office of Congressional Workplace Rights. The bill sets forth requirements for certain harassment and discrimination awareness and prevention training.

Drug-Price Transparency in Communications Act This bill amends the Federal Food, Drug, and Cosmetic Act to impose a civil penalty on any person who disseminates a direct-to-consumer drug advertisement that does not include the wholesale acquisition cost (the manufacturer's list price to wholesalers or direct purchasers) for a 30-day supply of the drug. The bill requires any representative of a drug manufacturer who communicates with a health care practitioner about a drug manufactured by the drug manufacturer to disclose the wholesale acquisition cost for a 30-day supply of the drug.
