Calls on executive branch officials and Members of Congress to raise the issue of anti-Semitism in their bilateral contacts with other countries and at multilateral fora, including meetings of the Permanent Council of the Organization for Security and Cooperation in Europe (OSCE) and the July 2003 Twelfth Annual Session of the OSCE Parliamentary Assembly. Calls on participating OSCE States to: (1) condemn anti-Semitism, racial and ethnic hatred, xenophobia, and discrimination, as well as persecution on religious grounds whenever it occurs; (2) ensure effective local and national law enforcement to prevent and counter criminal acts stemming from anti-Semitism, xenophobia, or racial or ethnic hatred, including maintaining mechanisms for the thorough investigation and prosecution of such acts; (3) promote the creation of educational efforts throughout the region to counter anti-Semitic stereotypes and attitudes among younger people, increase Holocaust awareness programs, and help identify the necessary resources to accomplish this goal; (4) play a leading role in combating anti-Semitism and ensure that the resolution adopted at the 2002 meeting of the OSCE Parliamentary Assembly in Berlin is followed up by a series of concrete actions at the national level; and (5) organize a separately designated human dimension event on anti-Semitism as early as possible in 2003, consistent with the Porto Ministerial Declaration adopted by the OSCE at the Tenth Meeting of the OSCE Ministerial Council in December 2002.

Deplores the development by Iran of a nuclear weapons program and the failure of the Government of Iran to report material, facilities, and activities to the International Atomic Energy Agency (IAEA) in contravention of its obligations under Nuclear Non-Proliferation Treaty. Concurs with the conclusion of the Department of State that Iran is pursuing a program to develop nuclear weapons. Calls on the President to use all appropriate means to prevent Iran from acquiring nuclear weapons, with particular attention to the needs of the IAEA for information and access, including information concerning gas centrifuges and the conduct of uranium conversion experiments. Calls on Russia to suspend all nuclear cooperation with Iran until Iran fully complies with a specified IAEA resolution, with particular attention to spent fuel. Calls on the United Nations Security Council to consider immediately the passage of a Security Council resolution or the taking of other actions that may be necessary to impose diplomatic and economic sanctions against Iran if it fails to meet its obligations to the IAEA. Calls on the Government of Iran to cease all efforts to acquire nuclear fuel cycle capabilities and to end the enrichment and processing of uranium until it is able to provide specific, verifiable assurances that it is not engaged in a clandestine nuclear weapons program.

Expresses strong support for the decision of the United States Court of Appeals for the Sixth Circuit in the case of Grutter v. Bollinger. Instructs the Senate Legal Counsel to appear as amicus curiae in that case in the name of the Senate and to defend the constitutionality of the University of Michigan's admissions policy to ensure a diverse student body.

Reaffirms the Senate's commitment to continued support for the System and the conservation of our Nation's natural heritage.

Commends and supports the efforts and leadership of the President, as Commander in Chief, in the conflict against Iraq. Commends, and expresses the gratitude of the Nation to all members of the United States Armed Forces (whether on active duty, in the National Guard, or in the Reserves) and the civilian employees who support their efforts, as well as the men and women of civilian national security agencies who are participating in the military operations in the Persian Gulf region, for their professional excellence, dedicated patriotism and exemplary bravery. Commends and expresses the gratitude of the Nation to the family members of soldiers, sailors, airmen, Marines, and civilians serving in operations against Iraq who have borne the burden of sacrifice and separation from their loved ones. Expresses the deep condolences of the Senate to the families of brave Americans who have lost their lives in this undertaking, over many years, against Iraq. Joins all Americans in remembering those who lost their lives during Operation Desert Shield and Operation Desert Storm in 1991, those still missing from that conflict, including Captain Scott Speicher, USN, and the thousands of Americans who have lost their lives in terrorist attacks over the years, and in the Global War on Terrorism. Expresses sincere gratitude to British Prime Minister Tony Blair and his government for their courageous and steadfast support, as well as gratitude to other allied nations for their military support, logistical support, and other assistance in the campaign against Saddam Hussein's regime.

Condemns the recent arrests and other intimidation tactics against democracy activists by the Castro regime. Calls on the Cuban Government to release immediately those imprisoned and held during this most recent crackdown for activities the government wrongly deems "subversive, counter-revolutionary, and provocative." Reaffirms Senate Resolution 272, 107th Congress, which was agreed to on June 10, 2002, without opposition and which called for, among other things, amnesty for all political prisoners. Praises the bravery of those Cubans who, because they practiced free speech and signed the Varela Project petition, have been targeted in this most recent government crackdown. Urges the President to demand the immediate release of these prisoners and to take all appropriate steps to secure their immediate release.

States that Congress: (1) condemns the Government of the Republic of Sudan for its attacks, and for its failure to stop militia attacks, on innocent civilians in the Darfur region of Sudan, and demands that the Government of the Republic of Sudan take actions to cease such attacks; (2) calls on the international community to condemn such attacks and demand their cessation; (3) urges Sudan to allow the delivery of humanitarian assistance to Darfur; and (4) urges the President to direct the United States Representative to the United Nations to seek an official investigation into whether Sudan has committed crimes against humanity in Darfur.

States that Congress: (1) declares that the atrocities unfolding in Darfur, Sudan, are genocide; (2) reminds the President and the international community of their international legal obligations, as affirmed in the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide; (3) commends the President's leadership in seeking a peaceful resolution to the conflict in Darfur and in addressing the humanitarian crisis caused by that conflict, including the provision of assistance in Darfur and Eastern Chad; (4) urges the President to seek a United Nations Security Council resolution that directs the member states of the United Nations to impose sanctions against those responsible for the atrocities committed in Darfur, authorizes a multinational force to guarantee humanitarian access and security for foreign aid workers and internally displaced persons, urges a halt to violence committed by militias and by the armed forces of Sudan, creates a Commission of Inquiry, and calls for the establishment of a formal peace process between Darfurians and the Government of Sudan; (5) calls on the Administrator of the United States Agency for International Development to establish a Darfur Resettlement, Rehabilitation, and Reconstruction Fund; and (6) urges the President to provide political and financial support to the African Union to promote its effective intervention in Darfur.
