Secure America Act This bill provides funding to the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE) through FY2029 for immigration enforcement, border security, and related activities. It is known as a reconciliation bill and includes legislation submitted by certain congressional committees pursuant to provisions in the FY2026 congressional budget resolution (S. Con. Res. 33) that directed the committees to submit legislation to the House or Senate Budget Committee that will increase the deficit. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) Specifically, the bill provides funding to CBP for personnel; border security, technology, and screening; and immigration enforcement activities. The bill provides funding to ICE for personnel, Homeland Security Investigations, immigration enforcement activities, transportation, information technology, facility and fleet maintenance and sustainment, 287(g) agreements (i.e., agreements that allow state and local law enforcement agencies to perform certain immigration enforcement functions), the Office of the Principal Legal Advisor, operation and maintenance, and certain arrests related to immigration enforcement. The bill also provides additional funding to DHS for (1) immigration enforcement, and (2) the participation of state and local agencies in certain homeland security efforts. The funding provided by this bill generally remains available through FY2029.

White House Safety and Security Act of 2026 This bill provides appropriations to the President for the East Wing Modernization Project and extends certain customs user fees. Specifically, the bill appropriates $400 million to the President for design, construction, and other appropriate expenses to complete the East Wing Modernization Project, including a secure State Ballroom and visitor screening facility and any other related national security facility. The funding provided by the bill remains available until January 20, 2029. The bill also extends certain customs user fees through March 31, 2032. (Under current law, the fees are authorized through December 31, 2031).

This concurrent resolution establishes the congressional budget for the federal government for FY2026, sets forth budgetary levels for FY2027-FY2035, and provides reconciliation instructions for legislation that increases the deficit. The resolution recommends levels and amounts for FY2026-FY2035 for federal revenues, new budget authority, budget outlays, deficits, public debt, debt held by the public, and the major functional categories of spending. It also recommends levels and amounts for Social Security and Postal Service discretionary administrative expenses for the purpose of budget enforcement in the Senate. The resolution includes reconciliation instructions that direct the House Homeland Security Committee, the House Judiciary Committee, the Senate Homeland Security and Governmental Affairs Committee, and the Senate Judiciary Committee to submit recommendations for legislation that will increase the deficit over FY2026-FY2035 by not more than $70 billion. Each committee must submit the recommendations to the House or Senate Budget Committee by May 15, 2026. (Under current law, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.) In addition, the resolution establishes reserve funds that allow certain adjustments to committee allocations and other budgetary levels to accommodate (1) reconciliation legislation, and (2) legislation that would not increase the deficit over FY2026-FY2035 and supports changes to immigration enforcement and border security policy undertaken by the President. Finally, the resolution sets forth budget enforcement procedures that address issues such as budget points of order in the Senate and emergency spending requirements in the House.

Federal Law Enforcement Officer Service Weapon Purchase Act of 2026 This bill directs the General Services Administration to establish a program under which a federal law enforcement officer may purchase a retired firearm from the agency that issued the firearm to the officer.

Bankruptcy Threshold Adjustment Act of 2026 This bill restores changes that expired in 2024 applicable to debt limits for Subchapter V (small business reorganization) and Chapter 13 (the wage earner's plan) bankruptcies. Specifically, the bill increases the debt limit under Subchapter V from approximately $3.4 million to $7.5 million and increases the cumulative debt limit under Chapter 13 from approximately $2.1 million to $2.75 million. The bill also applies both secured and unsecured debt towards the Chapter 13 limit. (Currently, separate limits apply to secured and unsecured debt under Chapter 13 bankruptcy.)

Count the Crimes to Cut Act This bill establishes public databases of federal criminal offenses. Specifically, the bill requires the Department of Justice to report on and create a public database of all criminal statutory offenses. Additionally, the bill requires federal agencies to report on and create public databases of criminal regulatory offenses that they enforce.

This bill revises tribal membership requirements for the Catawba Indian Nation (a tribe in South Carolina). The Catawba Indian Tribe of South Carolina Land Claims Settlement Act of 1993 explicitly restricted the tribe’s future membership to lineal descendants of people on the final base membership roll who maintained continuous political relations with the tribe. This bill removes these membership criteria and allows the tribe to determine its membership. (The tribe uses three base membership rolls and anyone who wants to be enrolled must prove lineal descent from someone listed on one of these base membership rolls.)

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Pregnant Students' Rights Act This bill requires each institution of higher education (IHE) that participates in federal student aid programs to provide certain information to prospective and enrolled students on the rights and resources for pregnant students to carry a baby to term or students who may become pregnant while enrolled at the IHE to carry a baby to term. In particular, this required information must include a list of community and on-campus resources that exist to help a pregnant student in carrying the baby to term and caring for the baby after birth, information about the accommodations available to help a pregnant student carry the baby to term and parent the baby after birth, and information on how to file a discrimination complaint related to the student's determination to carry a baby to term.
