Condemns the mass atrocities and severe human rights abuses being perpetrated against the Syrian people by Bashar al-Assad and his followers. Recognizes the right of the Syrian people to defend themselves against the violence being conducted by the Assad regime and supports calls by Arab leaders to provide the Syrian people with the means to defend themselves. Urges the President to take all necessary precautions to ensure that support for the Syrian opposition does not benefit individuals in Syria who are aligned with al Qaeda or who have committed human rights abuses. Affirms that the establishment of safe havens would be an important step to save Syrian lives and calls on the President to consult with regional allies on whether, how, and where to create such safe havens. Urges the President, as part of an international effort to hold senior Syrian officials accountable for mass atrocities, to gather information about such mass atrocities. Commends the establishment of the Friends of the Syrian People Contact Group and other international diplomatic efforts to end the violence and support a peaceful transition to democracy and the removal of Bashar al-Assad from power.

Death Tax Repeal Permanency Act of 2012 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Preserving America's Family Farms Act - Prohibits the Secretary of Labor from finalizing or enforcing proposed rule "Child Labor Regulations, Orders and Statements of Interpretation; Child Labor Violations-Civil Money Penalties" (relating to child labor in agricultural and nonagricultural occupations) issued pursuant to the Fair Labor Standards Act and published on September 2, 2011.

Respecting States' Rights and Concealed Carry Reciprocity Act of 2012 - Amends the federal criminal code to authorize a person who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, who is entitled and not prohibited from carrying a concealed firearm in his or her state of residence or who is carrying a valid state license or permit to carry a concealed weapon, and who is carrying a government-issued photographic identification document, to carry a concealed handgun (which has been shipped or transported in interstate or foreign commerce, other than a machinegun or destructive device) in any state in accordance with the restrictions of that state. Provides that in a state that allows the issuing authority for licenses or permits to carry concealed firearms to impose restrictions on the carrying of firearms by individual license or permit holders, an individual carrying a concealed handgun under this Act shall be permitted to carry it according to the same terms authorized by an unrestricted license or permit issued by such state.

Congressional Health Care for Seniors Act of 2012 - Allows access to the Federal Employees Health Benefits Program (FEHBP) beginning in 2014 for persons who would have been entitled to, or could have enrolled in part A (Hospital Insurance) Medicare benefits, or who could have enrolled in part B (Supplementary Medical Insurance) Medicare. States that a covered individual who elects to enroll in such program shall enroll as an individual and not as self and family. Bases monthly premiums on adjusted gross income. Requires the Office of Personnel Management (OPM) to establish procedures to ensure that health benefits plans coordinate with state Medicaid programs regarding cost-sharing and other medical assistance for covered individuals enrolled in health benefit plans who are also eligible for medical assistance and enrolled in a state Medicaid program. Requires OPM, at the end of each contract year, to identify high risk individuals and pay to a carrier contracting to provide a health benefits plan to a high risk individual 90% of the benefits paid by the carrier for such individual. Defines "high risk individual" as an enrolled individual who, of all individuals enrolled in a health benefits plan for the contract year, is in the highest 5% in terms of benefits paid by a carrier for the contract year. Exempts health benefits plans from specified insurance requirements of the Patient Protection and Affordable Care Act. Amends the Social Security Act to incrementally increase the Medicare qualifying age from 65 years to 70 years, by 2034, plus the number of months in a specified age increase factor. Sunsets Medicare, on January 1, 2014, with a transition to FEHBP coverage. Directs the Secretary of Health and Human Services (HHS) to make available to states recommendations with respect to specified requirements for health care entities and individuals under Medicare that will no longer apply but that should be considered on the state level.

Prohibits regulations added under final rules issued by the AG entitled: (1) "Nondiscrimination on the Basis of Disability in State and Local Government Services" from being administered or enforced with respect to a pool provided by a public entity, and (2) "Nondiscrimination on the Basis of Disability by Public Accommodations and in Commercial Facilities" from being administered or enforced with respect to a pool at a public accommodation.

Abstinence Education Reallocation Act of 2012 - Authorizes the Administrator of the Health Resources and Services Administration (HRSA) to award grants for qualified sexual risk avoidance education to youth and their parents. Requires eligible education to meet certain criteria, including: (1) being age-appropriate, medically accurate, and evidence-based; (2) having as its sole purpose the teaching of the skills and benefits of sexual abstinence as the optimal sexual health behavior for youth; and (3) teaching the benefits of refraining from nonmarital sexual activity, the advantage of reserving sexual activity for marriage as a key factor in the prevention of poverty and the preservation of physical and emotional health, and the foundational components of a healthy relationship and the advantages of bearing children within the context of a committed marital relationship for healthy marriages. Gives priority to programs that serve youth ages 12 to 19 and that will promote the protective benefits of parent-child communication regarding healthy sexual decision-making.

Nuclear Waste Fund Relief and Rebate Act - Amends the Nuclear Waste Policy Act of 1982 to direct the President to publish in the Federal Register a notice certifying that the Yucca Mountain site (Nevada) is the selected site for the development of a repository for the disposal of high-level radioactive radioactive waste and spent nuclear fuel. Declares that, if the President fails to publish the certification or revokes it, each entity: (1) that is required to make a payment to the Nuclear Waste Fund shall not be required to make any additional payment; and (2) that has made a payment shall receive a refund, 75% of which shall be used for rebates to the entity's ratepayers, and 25% shall be used to carry out upgrades to the entity's nuclear power facilities to enhance the storage and security of materials used to generate nuclear power. Requires the Secretary of Energy to initiate by January 1, 2017, the transportation to the Yucca Mountain site of defense waste from each state in which it is located. Imposes penalties on the Secretary for failure to initiate such transportation.

National Right-to-Work Act - Amends the National Labor Relations Act and the Railway Labor Act to repeal those provisions that permit employers, pursuant to a collective bargaining agreement that is a union security agreement, to require employees to join a union as a condition of employment (including provisions permitting railroad carriers to require, pursuant to such an agreement, payroll deduction of union dues or fees as a condition of employment).

United States-Israel Enhanced Security Cooperation Act of 2012 - States that it is U.S. policy to: (1) reaffirm the commitment to Israel's security as a Jewish state, (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge, (3) expand military and civilian cooperation, (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense. Amends the Department of Defense Appropriations Act, 2005 to extend authority to transfer certain obsolete or surplus Department of Defense (DOD) items to Israel. Amends the Foreign Assistance Act of 1961 to extend authority to make additions to foreign-based defense stockpiles. Amends the Emergency Wartime Supplemental Appropriations Act, 2003 to extend specified loan guarantee authority to Israel.

Amends the Tariff Act of 1930 regarding the imposition of countervailing duties on imports into the United States from a country subsidizing, directly or indirectly, the manufacture, production, or export of merchandise which materially injures a U.S. industry or threatens to. Declares that merchandise on which countervailing duties must be imposed includes merchandise from a nonmarket country, unless the administering authority cannot identify and measure subsidies provided by the government of the nonmarket economy country (or a public entity within its territory) because the economy of that country is essentially composed of a single entity. Requires the administering authority to reduce the antidumping duty on a class or kind of merchandise from a nonmarket economy country in cases where: (1) such country (or a public entity within its territory) has provided the merchandise with a countervailable subsidy (other than an export subsidy); (2) the subsidy has reduced the average price of imports of that class or kind of merchandise during the relevant period; and (3) the extent to which the subsidy, in combination with the use of normal value, has increased the weighted average dumping margin for such merchandise can be reasonably estimated. Requires the administering authority, in such cases, to reduce the antidumping duty by the amount of the increase in the weighted average dumping margin estimated (but not by more than the portion of the countervailing duty rate attributable to the countervailable subsidy).

Lead Exposure Reduction Amendments Act of 2012 - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "abatement" any renovation, remodeling, landscaping, or other activity: (1) the primary purpose of which is to repair, restore, or remodel a structure or dwelling; and (2) that incidentally results in a reduction or elimination of lead-based paint hazards. Removes from the definition of "lead-based paint" lead levels that may be established by the Administrator of the Environmental Protection Agency (EPA) for paint or surface coating that are not otherwise specified in such definition. Requires the Administrator to: (1) conduct a lead-based paint certification study prior to proposing any new regulation applicable to target housing or public or commercial buildings constructed before 1978; and (2) complete and publish such study no later than a year prior to proposing any new regulation applicable to such structure or dwelling. Exempts from such regulations emergency renovations that result from a sudden, unexpected event that presents a risk to the public health or safety or threatens to cause significant damage to equipment or property if not attended to immediately. Prohibits such regulation from requiring post-abatement clearance testing. Requires the Administrator, in promulgating regulations relating to renovation or remodeling activities in target housing in which the owner resides, to include a provision that permits the owner to authorize the renovation or remodeling contractor to forego compliance with such regulation if: (1) no pregnant woman or child under the age of six resides in such housing; and (2) the owner certifies that the renovation or remodeling project is to be carried out at the target housing of the owner, that no such woman or child resides in such housing, and that such contractor will be exempt from employing the work practices required by such regulation. Exempts contractors from liability resulting from any misrepresentation of the owner of the target housing. Requires the Administrator to: (1) establish a process by which the Administrator shall identify and approve a commercially available lead-based paint test kit that is inexpensive, does not require special training, and enables users to determine the presence of lead at the job site; and (2) suspend implementation of such regulation relating to renovation and remodeling until the Administrator identifies and approves one or more test kits that meet such criteria.

Condemns Iran's human rights violations. Urges the President, the Secretary of State, and world leaders to express support for the universal rights and freedoms of the Iranian people and to condemn elections that are not free and do not meet international standards.

Affirms that it is a vital national interest of the United States to prevent the Islamic Republic of Iran from acquiring a nuclear weapons capability and warns that time is limited to prevent that from happening. Urges increasing economic and diplomatic pressure on Iran to secure an agreement that includes: (1) suspension of all uranium enrichment-related and reprocessing activities, (2) complete cooperation with the International Atomic Energy Agency (IAEA) regarding Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is entirely peaceful. Supports: (1) the universal rights and democratic aspirations of the Iranian people, and (2) U.S. policy to prevent the Iranian government from acquiring nuclear weapons capability. Rejects any U.S. policy that would rely on efforts to contain a nuclear weapons-capable Iran. Urges the President to reaffirm the unacceptability of an Iran with nuclear-weapons capability and oppose any policy that would rely on containment as an option in response to the Iranian nuclear threat.

Space-Available Act of 2012 - Authorizes the Secretary of Defense to establish a program to provide transportation on Department of Defense (DOD) aircraft on a space-available basis for: (1) active duty and reserve members holding a valid Uniformed Services Identification and Privilege Card; (2) retired members who, but for not attaining age 60, would be eligible for military retired pay; (3) an unremarried widow or widower of an active or reserve member; and (3) certain dependents of members described above. Allows the Secretary to establish an order of priority based on considerations of military needs and readiness.

District of Columbia Pain-Capable Unborn Child Protection Act - Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion within the District of Columbia except in conformity with this Act's requirements. Requires the physician to first make a determination of the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater. Makes an exception where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions or any claim or diagnosis that the woman will engage in conduct intended to result in her death. Permits a physician to terminate a pregnancy under such exception only in the manner which provides the best opportunity for the unborn child to survive, unless termination of the pregnancy in that manner would pose a greater risk of the death or substantial and irreversible physical impairment of a major bodily function, not including psychological or emotional conditions, of the pregnant woman than would other available methods. Prescribes penalties for violations. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act, but authorizes such a woman or the father or maternal grandparent of the unborn child to obtain appropriate relief through a civil action. Provides for injunctive relief to prevent violations. Sets forth specified privacy protections in court proceedings for the woman upon whom an abortion has been performed. Requires any physician who performs an abortion within the District to report it to the Department of Health of the District of Columbia, which shall issue annual public reports.

Extended Unemployment Benefits Reform Act of 2012 - Amends the Internal Revenue Code (relating to approval of state unemployment compensation [UC] laws) to prohibit state payment of extended UC to an individual, even under a temporary program, for any week in which he or she does not: (1) perform at least 20 hours of unpaid public service to a charitable organization, except in specified circumstances; and (2) engage in at least 20 hours of active job searching. Authorizes a state to reduce the required 20 hours of active job searching, and prescribe alternative job search requirements, for any individual who has met both the public service and active job searching requirements for at least 12 weeks.

Local Courthouse Safety Act of 2012 - Authorizes the Attorney General, as part of the Preventing Violence Against Law Enforcement and Ensuring Officer Resilience and Survivability Initiative (VALOR) of the Department of Justice (DOJ), to provide safety training and technical assistance to local law enforcement agencies. Amends the Homeland Security Act of 2002 and the Omnibus Crime Control and Safe Streets Act of 1968 to permit states and other grant recipients under the State Homeland Security Grant Program, the Urban Area Security Initiative, and Edward Byrne Memorial Justice Assistance Grant Program to use grant funds to improve security at state or local government courthouses. Directs the Administrator of General Services (GSA) to ensure that state or local governments have an opportunity to request excess security equipment (metal detectors, wands, baggage screening devices) for state or local courthouses having less security equipment than such courthouses require before such equipment is made available to any other individual or entity. Requires that priority be given to courthouses that have no security equipment.

Down Payment to Protect National Security Act of 2012 - Requires the Director of the Office of Management and Budget (OMB) to determine the number of full-time employees employed in each federal agency. Prohibits a federal agency head from hiring more than 2 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 5% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Continuing Appropriations Act, 2011 to extend the freeze on the pay of federal employees, including Members of Congress, until June 30, 2014. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories in FY2013-FY2021 with revenues resulting from the reduction in the federal workforce and the pay freeze under this Act.

Former Charleston Naval Base Land Exchange Act of 2012 - Authorizes the Secretary of Homeland Security (DHS) to exchange specified parcels of land owned by the United States located on the former U.S. Naval Base Complex in North Charleston, South Carolina, (federal land) for specified parcels owned by the South Carolina State Ports Authority (non-federal land). Requires, upon acceptance of title to the non-federal land by the Secretary: (1) the non-federal land to be added to and administered as part of the Federal Law Enforcement Training Center, and (2) the boundaries of the Center to be adjusted to exclude the exchanged federal land.

Authorizes TransCanada Keystone Pipeline, L.P. to construct, connect, operate, and maintain pipeline facilities for the import of crude oil and other hydrocarbons at the United States-Canada Border at Phillips County, Montana, in accordance with a certain application filed with the Department of State on September 19, 2008. Declares that no permit pursuant to Executive Order 13337 or any other similar Executive Order regulating such activities at the U.S. border, and no additional environmental impact statement (EIS), shall be required for such Pipeline. Deems a certain EIS issued by the Department of State to satisfy all requirements of the National Environmental Policy Act of 1969 (NEPA) as well as any other law requiring federal agency consultation or review regarding such cross-border facilities. Sets forth conditions governing construction, connection, operation, and maintenance of the cross-border facilities in connection with the Pipeline. Deems sufficient for the purposes of this Act any route and construction, mitigation, and reclamation measures for the Pipeline in the state of Nebraska that is identified by Nebraska and submitted to the Secretary of State. States that any action taken to implement this Act does not constitute a major federal action requiring an EIS under NEPA. Restricts to the U.S. Court of Appeals for the District of Columbia Circuit any federal judicial review over actions and facilities implemented under this Act.

Religious Freedom Restoration Act of 2012 - Amends the Public Health Service Act to prohibit any guideline or regulation issued relating to the coverage of preventive health services under the Patient Protection and Affordable Care Act (PPACA) or any other provision of PPACA to: (1) require any individual or entity to offer, provide, or purchase coverage for a contraceptive or sterilization service, or related education or counseling, to which that individual or entity is opposed on the basis of religious belief; or (2) require any individual or entity opposed by reason of religious belief to provide coverage of a contraceptive or sterilization service or to engage in government-mandated speech regarding such a service. Declares that nothing in PPACA and no regulations or guidelines issued under PPACA shall be construed to authorize the imposition of a sanction or otherwise disadvantage an individual or entity on the basis of a religiously based decision made by that individual or entity to not offer, provide, or purchase coverage for a contraceptive or sterilization service, or to engage in a government-mandated speech regarding such service.

Recognizes Vaclav Havel's: (1) courage and commitment to democratic values in the face of communist repression, (2) historical legacy in defeating communism and building a democratic Europe, and (3) solidarity with democratic dissidents throughout the world and support for the expansion of freedom. Reaffirms the commitment of the United States to the causes of freedom, democracy, and human rights for which Vaclav Havel stood.

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the common obverse of the coins, with such design being emblematic of the game of baseball. Requires the design on the common reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

No More IMF Bailouts Act - Amends the Bretton Woods Agreements Act to repeal authority to: (1) provide certain loans to the International Monetary Fund (IMF), including loans related to the New Arrangements to Borrow (NAB); (2) increase the U.S. quota in the IMF; and (3) approve the sale of IMF gold. Prohibits U.S. loans to the IMF for assistance to any European Union (EU) member state: (1) until the ratio of the total outstanding public debt of each member state to its gross domestic product (as of the end of the most recent fiscal year of the member state ending in the preceding calendar year) is not more than 60%; or (2) for any new credit or liquidity facility, or any new special purpose vehicle, related to European financial stability. Directs the Secretary of the Treasury to instruct the U.S. Executive Director of the IMF to use U.S. influence to oppose any IMF financing: (1) to any EU member state until the ratio of the total outstanding public debt of each member state to its gross domestic product (as of the end of the most recent fiscal year of the member state ending in the preceding calendar year) is not more than 60%; or (2) for any new credit or liquidity facility, or any new special purpose vehicle, related to European financial stability. Expresses the sense of Congress that Congress should not approve legislation to implement the December 15, 2010, vote of the IMF Board of Governors to double the U.S. quota in the IMF.

Haqqani Network Terrorist Designation Act of 2011 - Requires the Secretary of State to report to Congress on whether the Haqqani Network (an insurgent network operating in Pakistan and Afghanistan) meets the criteria for designation as a foreign terrorist organization.

Taxpayers Right to Know Act - Requires the head of each federal agency in each fiscal year to: (1) identify and describe every program administered by such agency; (2) determine the total administrative expenses and expenditures for services for each program; (3) estimate the number of clients served by each program and the beneficiaries who received assistance under each program; (4) estimate the number of full-time federal and contract employees who administer each program; and (5) identify federal programs with duplicative or overlapping missions, services, and allowable uses of funds. Requires agency heads to publish on agency websites the information required by this Act, the latest performance reviews of each agency program, improper payment rates, the total amount of unspent and unobligated program funds held by the agency and grant recipients, and recommendations for consolidating duplicative programs, eliminating waste and inefficiency, and terminating lower priority, outdated, and unnecessary programs and initiatives. Expands the scope of information required in the Catalog of Federal Domestic Assistance to include: (1) programs providing assistance to foreign nations, international organizations, and services provided or funded by agencies operating outside the United States; (2) information required by this Act; and (3) budget functions and authorization and appropriation amounts for each assistance program in the Catalog.

Foreign Manufacturers Legal Accountability Act of 2011 - Expresses the sense of Congress with respect to jurisdiction of courts in the United States over foreign manufacturers that import products into the United States. Directs the Food and Drug Administration (FDA) (with respect to drugs, devices, cosmetics, and biological products), the Consumer Product Safety Commission (CPSC) (with respect to consumer products), and the Environmental Protection Agency (EPA) (with respect to chemical substances, new chemical substances, and pesticides) to require foreign manufacturers and producers of such products (or components used to manufacture them), in excess of a minimum value or quantity, to establish a registered agent in the United States authorized to accept service of process on their behalf for the purpose of any state or federal regulatory proceeding or civil action in state or federal court. Deems a foreign manufacturer or producer of products covered under this Act that registers an agent to consent to the personal jurisdiction of the state or federal courts of the state in which the agent is located for the purpose of any civil or regulatory proceeding. Requires any person who imports into the United States a covered product manufactured or produced outside the United States to provide to the U.S. Customs and Border Protection (CBP) a declaration that to the best of the person's knowledge, with respect to the importation of each covered product, the foreign manufacturer or producer of the product has registered an agent in the United States. Directs the CBP Commissioner to prescribe related regulations. Subjects an importer who fails to provide or files a false declaration to certain penalties. Requires the Secretary of Agriculture and the Commissioner of Food and Drugs jointly to study the feasibility and advisability of requiring foreign producers of food distributed in commerce to establish a registered agent in the United States who is authorized to accept service of process on behalf of such producers for the purpose of all civil and regulatory actions in state and federal courts. Requires the head of each agency cited in this Act similarly to study feasible and advisable methods of requiring foreign manufacturers or producers of component parts of covered products distributed in U.S. commerce to establish registered agents in the United States for purposes of such service of process.

March of Dimes Commemorative Coin Act of 2011- Directs the Secretary of the Treasury to mint and issue up to 500,000 $1 coins emblematic of the mission and programs of the March of Dimes. Permits issuance of such coins only during the one-year period beginning on January 1, 2014. Requires all surcharges received by the Secretary from the sale of such coins to be promptly paid to the March of Dimes to help finance research, education, and services aimed at improving the health of women, infants, and children. Subjects the March of Dimes to federal audit requirements.

North American Energy Security Act - Directs the President, acting through the Secretary of State, to grant a permit under Executive Order 13337 (relating to issuance of permits for certain energy-related facilities and land transportation crossings on the international boundaries of the United States) for the Keystone XL pipeline project application filed on September 19, 2008. Declares that the President shall not be required to grant such permit upon a determination that the Keystone XL pipeline would not serve the national interest. Requires the President, within 15 days after making such a determination, to report to certain congressional committees as well as to the majority and minority leadership of the Senate and the House a justification for it, including consideration of economic, employment, energy security, foreign policy, trade, and environmental factors. States that if the President does not make a determination that the Keystone XL pipeline would not serve the national interest, and take action within 60 days after enactment of this Act, the permit for the Keystone XL pipeline shall be in effect by operation of law. Sets forth permit requirements, including: (1) the reconsideration of routing of the Keystone XL pipeline within Nebraska, and (2) a review period during which routing within Nebraska may be reconsidered and the route of the pipeline through the state altered. Declares that, if the President does not approve the route within Nebraska submitted by the governor of Nebraska within 10 days after submission, the route submitted by the governor shall be considered approved by operation of law.

Mark Twain Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of Mark Twain. Limits issuance of such coins to calendar year 2016. Requires specified surcharges in the sale of such coins, which shall be promptly paid, in specified percentages, to: (1) the Mark Twain House & Museum in Hartford, Connecticut, to support restoration of the house and grounds, and ensure continuing growth and innovation in museum programming to research, promote, and educate on the legacy of Mark Twain; (2) the Mark Twain Project at the Bancroft Library of University of California, Berkeley, California, to support programs to study and promote the legacy of Mark Twain; (3) the Center for Mark Twain Studies at Elmira College, New York, for the same purposes; and (4) the Mark Twain Boyhood Home and Museum in Hannibal, Missouri, to preserve historical sites relating to Mark Twain and help support study and promote the legacy of Mark Twain.

Justice Against Sponsors of Terrorism Act - Amends the federal judicial code to include among the exceptions to U.S. jurisdictional immunity of foreign states any statutory or common law tort claim arising out of an act of extrajudicial killing, aircraft sabotage, hostage taking, terrorism, or the provision of material support or resources for such an act, or any claim for contribution or indemnity relating to a claim arising out of such an act. Amends the federal criminal code to: (1) impose liability on, and grant U.S. district courts personal jurisdiction over, any person who aids, abets, provides material support or resources to, or conspires with a person who commits an act of international terrorism that injures a U.S. national; (2) repeal provisions prohibiting civil actions against foreign states or foreign officials for damages related to acts of terrorism; and (3) extend from 4 to 15 years the limitation period for bringing an action for civil damages resulting from an act of international terrorism and allow previously time-barred cases that would have been timely filed under such extended limitation period to be refiled within 90 days of the enactment of this Act.

Welfare Reform Act of 2011 - Welfare Reform Restoration Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program by: (1) eliminating the temporary modification of the caseload reduction credit, and (2) reducing funding of state family assistance grants. Restores the former name of the Food Stamp Act of 1977, and restores its text as if the Food, Conservation, and Energy Act of 2008 had not been enacted; and (2) renames the supplemental nutrition assistance program benefits as the food stamp program. Amends the Food Stamp Act of 1977 to revise work requirements for the food stamp program and require able-bodied work eligible adult members of a family unit to participate in a work activation program during a full month of participation in the food stamp program, fulfilling specified levels of work activity during that month. (Work activation means, not employment, but supervised job search, community service activities, education and job training, workfare, or drug and alcohol treatment.) Specifies a financial reward for any state that reduces its food stamp caseload below calendar 2006 levels. Declares that a food, food product, meal, or other specified item shall be considered a food under the Food Stamp Act of 1977 only if it is a bare essential. Requires the President to include means-tested welfare spending in every budget submission. Amends the Congressional Budget and Impoundment Control Act of 1974 and the Congressional Budget Act of 1974 to define and establish an aggregate cap for means-tested welfare spending. Directs the Secretary of Health and Human Services (HHS) to provide grants to states to reward reductions in poverty and government dependence and increases in self-sufficiency. Prohibits the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. Prohibits funding for health benefits plans that cover abortion. Prohibits the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.

Prohibits federal funds from being used by a federal agency or instrumentality to participate in a lawsuit to overturn, enjoin, or otherwise invalidate specified immigration-related laws in Oklahoma, Missouri, Arizona, Utah, Indiana, Alabama, South Carolina, or Georgia.

Representation Fairness Restoration Act - Amends the National Labor Relations Act (NLRA) to revise requirements for determination by the National Labor Relation Board (NLRB) of an appropriate bargaining unit before an election of collective bargaining representation. (In effect reverses the NLRB's August 26, 2011, decision in Specialty Healthcare and Rehabilitation of Mobile and its June 22, 2011, rulemaking regarding proposed changes to procedures involving the election of collective bargaining representation.) Replaces the current restriction in the meaning of collective bargaining unit to employer unit, craft unit, plant unit, or subdivision. Requires the NLRB, instead, to determine a unit as appropriate for collective bargaining if it consists of employees that share a sufficient community of interest. Specifies factors the NLRB must consider when making such determinations. Prohibits exclusion of employees from the unit unless the group's interests are sufficiently distinct from those of other employees to warrant the establishment of a separate unit.

Access to Capital for Job Creators Act -Amends the Securities Act of 1933 to exempt from proscriptions governing interstate commerce and the mails those transactions by an issuer that do not involve a public offering, whether or not such transactions involve general solicitation or general advertising. Directs the Securities and Exchange Commission (SEC) to revise rules governing an exemption from public offering requirements for limited offers and sales without regard to the dollar amount of the offering (Regulation D), so as to provide that a specified prohibition against general solicitation or general advertising does not apply to offers and sales of securities made pursuant to Regulation D if all purchasers of the securities are accredited investors. Amends such revised rules to require that the issuer take reasonable steps to verify that purchasers of the securities are accredited investors, using such methods as are determined by the SEC.

Temporary Bankruptcy Judgeships Extension Act of 2011 - Extends the temporary office of 30 bankruptcy judgeships authorized or extended under the Bankruptcy Judgeship Act of 1992 and Bankruptcy Judgeship Act of 2005 until applicable vacancies identified in this Act occur in the office of a bankruptcy judge for specified districts in California, Delaware, Florida, Georgia, Maryland, Michigan, New Jersey, New York, North Carolina, Pennsylvania, Puerto Rico, South Carolina, Tennessee, Virginia, and Nevada. Prohibits filling specified bankruptcy judge vacancies in such districts occurring more than five years after enactment of this Act and resulting from the death, retirement, resignation, or removal of a bankruptcy judge, thus extending the lapse date under current law by five years.

Trade Prosecutor Act of 2011 - Amends the Trade Act of 1974 to establish within the Office of the United States Trade Representative (USTR) a Trade Enforcement Division. Establishes the position of Deputy United States Trade Representative for Trade Enforcement to head the Trade Enforcement Division. Requires the Deputy to ensure that our trading partners comply with trade agreements to which this country is a party. Establishes within the Trade Enforcement Division an Office of Trade Assistance for Small Business to provide technical and legal assistance and advice to certain small businesses that enables them to prepare and file petitions for a USTR response to violations of trade agreements by foreign governments. Establishes within the Office of the USTR the position of Chief Manufacturing Negotiator. Requires the Chief Manufacturing Negotiator to act as a vigorous advocate on behalf of this country's manufacturing interests.

National Guard, Reserve, "Gray Area" Retiree, and Surviving Spouses Space-available Travel Equity Act of 2011 - Authorizes space-available travel on military aircraft for members of the reserves. Authorizes such travel for a member or former member of the reserves who is entitled to retired pay but for attaining the required age (generally, 60). Authorizes travel on a space-available basis to unremarried widows and widowers of retired members entitled to retired pay or of members who died in the line of duty or as the result of a line-of-duty condition. Authorizes such travel for certain dependents of members described above, if accompanying the member.

Stolen Valor Act of 2011 - Amends the federal criminal code to subject an individual who, with intent to obtain anything of value, knowingly makes a misrepresentiation regarding his or her military service to: (1) a fine, one year's imprisonment, or both if the misrepresentation is that such individual served in a combat zone or in a special operations force or was awarded the Congressional Medal of Honor; and (2) a fine, six months' imprisonment, or both, in any other case. Provides that: (1) this Act shall not apply to a misrepresentation that an individual did not serve in the Armed Forces, and (2) it is a defense to prosecution that the thing of value is de minimis.
