Amends the venue provisions of Federal law to provide that a civil action in which a defendant is the United States, a United States agency, or an officer or employee thereof acting in an official capacity, or an appeal from a final order of the Federal Communications Commission, the Federal Maritime Commission, the Interstate Commerce Commission, the Atomic Energy Commission, the Secretary of Agriculture, or the Maritime Administration must be brought in a judicial district or circuit in which it has been determined that a substantial portion of the impact or injury exists.

Establishes a procedure for either House of Congress to disapprove any rule or regulation which would impose additional burdens on recipients of: (1) water supply from Federal projects; or (2) Federal grant or loan assistance for the development of water supply or treatment works. Requires any department or agency issuing any rule or regulation subject to disapproval to transmit copies to: (1) each House within three days of its issuance; and (2) the affected States at least 60 days prior to its issuance. Forbids any department or agency from initiating legal action to quantify or establish Federal or Indian reserve water rights without first notifying the appropriate congressional committees and affected States.

Authorizes the President to enter into one or more trade agreements with feeder and slaughter cattle exporting countries to limit the quantity of such cattle exported by them to the United States. Imposes a quota on the importation of such cattle. Directs the Secretary of the Treasury, in consultation with the Secretary of Agriculture, to establish a system of equitable distribution among importers of cattle subject to such quota.

Permits any person, association, partnership or corporation in adverse possession of public lands to obtain a patent to such lands from the Secretary of the Interior. Sets forth the information to be included in a petition for such a patent. Directs the Secretary to grant a patent to public lands if the petitioner, the petitioner's ancestors, or grantors have held such lands: (1) under color of title, meaning the semblance or appearance of title; (2) in good faith at the time of acquisition of color of title; (3) peacefully for at least 20 years; and (4) have improved or cultivated such lands. Establishes procedures for the review of such petitions. Directs the Secretary, upon a determination that the petition is sufficient, to issue a patent for the interest claimed in an area of public land 50 acres or less upon the payment of $1.25 or less per acre. Grants the Secretary the option of issuing a patent for more than 50 acres upon the payment of the required fee. Requires the Secretary to obtain the consent of other Federal agencies to a patent award if a claim under this Act interferes with functions of such agencies. Authorizes the Secretary to issue a patent to a comparable tract of land or to pay the fair market value of the interest in the land claimed if such consent is not obtained. Permits the petitioner to elect compensation in lieu of substitute land. Reserves to the United States all mineral interests in any land to which a patent is issued under this Act. Prohibits the issuance of any patent if there is an unadjudicated claim adverse to the petitioner. Establishes jurisdiction in the United States Courts of Appeals for the review of all final actions of the Secretary under this Act.

Unites States Olympic Commemorative Medals Act - Directs the Secretary of the Treasury to strike up to 1,000,000 medals of four different designs commemorating athletes who have participated in prior Olympic games and to furnish these medals to the United States Olympic Committee for sale.

Congressional Award Program Act - Establishes the Congressional Award Program in the United States and its territories to recognize and promote youth leadership and excellence in the areas of expedition fitness, personal creative development, and public service. Creates a Congressional Award Board with a Director to supervise such program. Authorizes the appointment of State award directors under this Act. Creates three Congressional Award Medals to be awarded under this Act.

Regulatory Cost Reduction Act - Requires the head of each executive department or independent agency to submit an annual report of the costs of compliance with the rules and regulations of that agency or department (hereinafter referred to as "compliance costs") to Congress, the President, and the Comptroller General. Stipulates that such report must include a list of the measures taken and to be taken to reduce compliance costs by five percent each year or an explanation of any failures to do so. Directs the President to formulate the criteria for determining compliance costs and to submit such criteria for review by the public and selected offices. Requires the President and the head of each independent agency to transmit to Congress and the Comptroller General recommendations for reducing compliance costs by five percent for each of the next five years, and to implement those recommendations 60 days after transmittal unless Congress passes a concurrent resolution stating disapproval of the recommendations.

Amends the Mineral Leasing Act of 1920 to authorize the Secretary of the Interior, other provisions of such Act notwithstanding, to acquire Federal coal leases or rights to Federal coal leases by purchase, exchange, or condemnation upon finding that development of the the lease would (1) result in unacceptable damage to other resource values or (2) conflict with a previously unconsidered specific proposal for use of the land for public purposes. Authorizes the Secretary to grant access to tunnels or surface rights-of-way through coal deposits through negotiated sales, notwithstanding competitive bidding requirements. States that nothing in the section which authorizes the Secretary to approve the inclusion of additional coal lands under a lease shall require the Secretary to apply minimum royalty provisions to any lands covered by the modified lease prior to modification.

States that the President should, pending removal of Cuban military forces from Africa, (1) recall the United States Interests Section from Cuba and expel the Cuban Interests Section from the United States, (2) deny any license for commercial trade with or export to Cuba under the Export Administration Act of 1969, (3) reverse any other action toward the normalization of relations with Cuba, and (4) defer any further official actions toward normalization of United States relations with Cuba.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Uranium Mill Site Restoration Act - Authorizes the Secretary of Energy to make grants to States, including Arizona, Colorado, Idaho, New Mexico, Oregon, Pennsylvania, Texas, Utah, and Wyoming, to carry out abandoned uranium mill site restoration plans. Sets forth grant application requirements. Requires States submitting applications to acquire the land upon which the tailings and abandoned millsite are located prior to release of grant funds. Requires sale of the site within three years after restoration and payment or title transfer to the Secretary. Sets forth procedures for site restoration on Indian lands. Provides for direct restoration action by the Secretary upon a State's failure to act within three years or upon direct request. Makes the Secretary responsible, in such cases, for restoring background radiation levels, disposing of uranium mill tailings, and monitoring of site radiation levels. Requires the Nuclear Regulatory Commission to establish regulations assuring that the public health and the environment are not impaired by remedial actions taken pursuant to this Act. Directs the Secretary to conduct a pilot study of uranium mill site radiation in Salt Lake City, Utah,and report the findings to Congress.

Sugar Stabilization Act - Sets forth the policy of the Congress with respect to foreign trade in sugar. Title I: International Sugar Agreement - Authorizes the President to prohibit the importation of sugar from any country not a member of the International Sugar Organization, and to otherwise regulate foreign trade in sugar to implement the International Sugar Agreement. Establishes civil penalties for the violation of such regulations. Requires the President to submit to Congress an annual report on the Agreement. Title II: Domestic Sugar Program - Directs the Secretary of Agriculture to make an annual estimate of the sugar consumption needs of the United States. Establishes a formula for determining the price objectives of domestic sugar. Authorizes the Secretary to establish a quota for the importation of sugar, and to adjust such quota. Authorizes the Secretary to impose an import fee in order to attain the price objective for sugar. Prohibits the established quota from being filled by direct-consumption sugar, except in specified circumstances. Permits the Secretary to suspend such quota and fees under specified circumstances. Authorizes the Secretary to impose a quota on the importation of "sugar-containing products. Prohibits the importation of sugar, liquid sugar, or "sugar-containing products" after the import quotas have been filled. Prohibits the importation of certain sugar or liquid sugar into the Virgin Islands in excess of 100 pounds annually. Prohibits the exportation of certain sugar from the United States. Regulates the exportation of sugar. Sets forth items to which the sugar quota shall not apply. Title III: General Provisions - Authorizes the Secretary to issue regulations to carry out this Act. Establishes penalties for the violation of such regulations. Requires certain information to be furnished to the Secretary by persons engaged in the manufacture, marketing, transport, or industrial use, of sugar. Prohibits officials engaged in the administration of this Act to invest in sugar. Establishes penalties for the violation of such prohibition. Authorizes the President to suspend the operation of Title II of this Act in a national emergency. Authorizes the Secretary of Agriculture (1) to conduct surveys and investigations to carry out this Act, and (2) to announce a "daily spot price" for raw sugar in specified circumstances. Terminates the authority of the Secretary under this Act on December 31, 1982.

Beef Import Act - Subjects specified kinds of preserved beef and veal products to the policy of Congress related to the restriction of beef imports. Revises the formula for the determination of beef and veal import quotas. Directs the President to limit beef imports at any one port of entry in order to insure the geographical distribution of such imports. Revises the criteria under which the President may suspend a proclamation limiting beef and veal imports to permit such suspension only during a national emergency or when the supply of such products are inadequate to meet domestic supply at reasonable prices.

Veterans' Disability Compensation and Survivor Benefits Act - Title I: Veterans' Disability Compensation Rates - Increases the rates of disability compensation for disabled veterans. Title II: Survivors' Dependency and Indemnity Compensation Rates - Increases the rates of dependency and indemnity compensation for the survivors of disabled veterans. Title III: Miscellaneous and Effective Date Provisions - Provides for an additional increase in dependency and indemnity compensation to a surviving spouse who is permanently housebound but ineligible for an aid and attendance allowance. Provides for retroactive dependency and indemnification compensation and war veterans pensions to children whose entitlement is established after such compensation has already been awarded to a veteran's other children. Reduces supplemental dependency and indemnity compensation for certain 18 year old children considered below such age for purposes of additional dependency and indemnity compensation to a surviving spouse.

Youth Employment Incentive and Social Bonus Act - Authorizes the Secretary of Labor to conduct demonstration projects in each of ten urban poverty areas pursuant to which social bonus payments of between $2,500 and $4,000 are to be made to business enterprises which employ and provide training for at least 20 poor youths who have had no previous employment experience.

Amends the Internal Revenue Code to allow farmers to include crop deficiency payments in gross income either in the year of receipt or, if the year of receipt is the crop year, in the next following year, or, if not received in the crop year, in the taxable income for the previous year.

Declares the sense of the Congress that the President and the Secretary of State should take all necessary steps to bring the Baltic States question before the United Nations and to urge the United Nations to request the Soviet Union to withdraw all non-native troops, agents, colonists, and controls from the Republics of Lithuania, Latvia, and Estonia, and to return all Baltic exiles from Siberia and from prisons and labor camps in the Soviet Union. Requires the Secretary of State to do his utmost to bring the matter of the Baltic States to the attention of all nations by means of special radio programs and publications. Declares that the United States should not agree to the recognition of the Soviet Union's annexation of Lithuania, Latvia, and Estonia. Directs the President to take steps to provide that all maps of Europe show the Republics of Lithuania, Latvia, and Estonia as independent states. Calls for a return of self-determination to the peoples of Lithuania, Latvia, and Estonia through free elections conducted under the auspices of the United Nations.

Beef Import and Labeling Act - Title I: Import Quotas and Customs Duties - Revises the quotas on the importation of beef. Requires the Secretary of Agriculture to determine the domestic production quantity of beef each quarter in order that the import quota may be determined. Directs the Secretary to establish a system for the equitable distribution of such quota among importers. Repeals current beef import quotas, and the authority of the President to suspend or increase such quota. Title II: Meat Import Labeling - Amends the Federal Meat Inspection Act to require that any imported meat or meat food product made in whole or in part of imported meat be labeled "imported", "imported in part", or with the name of the country of origin. Authorizes the Secretary of Agriculture to assess exporters of meat to the United States for the cost of such labeling.

Amends the Internal Revenue Code to provide that the current deduction for 50 percent of the amount of capital gain realized from the sale or exchange of an asset held for one year shall be increased by two percent for each additional year the asset is held, but not above 80 percent. Applies this rule to long-term capital losses. Repeals the alternative capital gains tax for individuals.

Journalists' Freedom of Choice Act - Amends the National Labor Relations Act to state that, notwithstanding provisions which declare bargaining representatives chosen by a majority of employees in a bargaining unit to be exclusive representatives, any individual who is employed as a columnist, broadcast journalist, commentator, or critic on public issues shall have the right to bargain, present grievances, and contract without the participation of or intervention of bargaining representatives.

Declares that it is the sense of the Senate that the Food and Drug Administration should not promulgate any rules or restrictions on the use and distributions of penicillin and tetracycline products in animal feeds at low levels until a well-designed epidemiological study and a thorough benefit-risk determination are made concerning the safety of such products.

Office of Energy Security Act - Establishes within the Department of Energy the Office of Energy Security to coordinate Federal activities related to the maintenance of security of the trans-Alaska pipeline and other oil and gas resources of the nation. Requires the Director of the Office of Energy Security to submit to the Secretary of Energy and to Congress an annual report the first of which shall be submitted within one year of the enactment of this Act. Requires the Director to include in the first annual report findings and recommendations concerning the need for a centralized security force, identification of security problems, recommendations for Congressional action and an evaluation of the progress and achievements of the office. Requires the Director to seek and the relevant Federal agencies to render such help as the Director may deem necessary in the fulfillment of duties.

Rural Health Needs Planning Act - Amends the Public Health Service Act to require the Secretary of Health, Education, and Welfare to include in the national guidelines for health planning separate guidelines for nonurbanized areas. Requires to be included on the National Council on Health Planning and Development consumers of health care who are representative of nonmetropolitan areas. Authorizes the Secretary to make grants to health systems agencies on the basis of square mileage served by the agency, for the development and operation of subarea councils and requires health systems agencies to consider the views of such councils. Changes the formula by which the size of grants to health systems agencies shall be determined. Requires the inclusion of members from nonmetropolitan areas on Statewide Health Coordinating Councils. Requires centers for health planning to disseminate to health systems agencies planning approaches and methodologies with special emphasis on the needs of medically underserved populations.

Authorizes appropriations for fiscal years 1979, 1980, 1981, and 1982 to the Secretary of the Army to develop and implement a national dam safety program. Stipulates the formula for allocation of such appropriations. Directs the Secretary to furnish financial and training assistance to any State which establishes a dam safety program which meets specified criteria. Directs the Secretary to guarantee any dam failure liability insurance of a dam owner. Establishes a Federal Dam Safety Review Board: (1) to review the procedures and standards in dam design and safety analysis; and (2) to monitor State implementation of this Act. Directs the Secretary to study techniques of dam inspection.

Veterans' and Survivors' Income Security Act - Title I: Security Pension for Veterans and Survivors - Establishes rates for security pensions which may be elected in lieu of regular pensions by: (1) veterans of a period of war who are permanently and totally disabled from a non-service-connected disability; and (2) surviving spouses or children of veterans of a period of war of deceased veterans entitled to compensation or retirement pay for a service-connected disability. Specifies exclusions from the determination of annual income of such veterans and survivors. Requires persons applying for a security pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Title II: Miscellaneous Provisions - Requires annual adjustments of security pension rates in conjunction with cost-of-living increases in Social Security benefits. Title III: Effective Date - Sets the effective date of this Act as October 1, 1978.

Amends the Federal Meat Inspection Act to require the Secretary of Agriculture to submit to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry quarterly reports evidencing that all foreign plants exporting meat have been inspected by inspectors appointed by the Secretary and are in compliance with such Act and the regulations issued thereunder.

Amends the Federal Land Policy and Management Act to prohibit the Secretary of Agriculture and the Secretary of the Interior from increasing the grazing fee for the 1978 grazing year in order to allow Congress sufficient time to analyze the Secretaries' report and recommendations with respect to the value of grazing on public lands and the fee to be charged for domestic livestock grazing on such lands.

Amends the Interstate Commerce Act to require common carriers engaged in the transportation of household goods to give estimates to a shipper of such goods upon request. Stipulates that the actual cost for such transportation shall not exceed the lesser of a reasonable rate determined by tariffs in effect at that time or an amount which does not exceed the estimate by more than ten percent. Establishes civil penalties for such violations. Establishes administrative procedures for the Interstate Commerce Commission to follow regarding complaints alleging such violations.
