Economic Justice Act This bill provides emergency funding to address economic disparities and the impact of COVID-19 (i.e., coronavirus disease 2019) in communities, particularly with respect to low-income and minority populations. Among other programs, the bill provides funding for child care, health services, job training, family support services, small businesses, and housing, as well as for hospital, school, and broadband infrastructure. The bill also includes provisions that raise the federal minimum wage to $15 an hour, incentivize Medicaid expansion, establish a tax credit for first-time homebuyers, and institute clean water and air programs.

Asuncion Valdivia Heat Illness and Fatality Prevention Act of 2020 This bill requires the Department of Labor to promulgate an occupational safety or health standard on prevention of exposure to excessive heat. Excessive heat includes outdoor or indoor exposure to heat at levels that exceed the capacities of the body to maintain normal body functions and may cause heat-related injury, illness, or fatality. In addition, the bill establishes requirements concerning (1) training and education to prevent and respond to heat illness, and (2) whistle-blower protections.

Maternal Health Pandemic Response Act of 2020 This bill addresses maternal health during the COVID-19 (i.e., coronavirus disease 2019) emergency by supporting data collection, development of COVID-19 therapeutics and workplace protections, and other activities. Specifically, the Department of Health and Human Services must issue guidance for states and local health departments on collecting data on pregnancy and postpartum status in conjunction with COVID-19 tests. In addition, the bill provides funds for the Centers for Disease Control and Prevention (CDC) to expand particular maternal health surveillance programs. The CDC and the Centers for Medicare & Medicaid Services must also publish pregnancy and postpartum data related to COVID-19, and the CDC and the Indian Health Service must consult with tribes about collecting this data for tribal populations. Additionally, the National Institutes of Health (NIH) and the Food and Drug Administration must collect information about the effects of COVID-19 therapeutics on pregnant and postpartum individuals. The NIH must also ensure that at least one vaccine will be suitable for that population and must support related research. In addition, the Department of Labor must implement an emergency temporary standard to protect employees from workplace exposures to the virus that causes COVID-19 that specifically addresses pregnant and postpartum individuals. Certain regulatory requirements shall not apply in developing this standard. The CDC must also carry out an education campaign about pregnancy and COVID-19 and must establish a task force that addresses maternity care during the COVID-19 emergency. Furthermore, the Government Accountability Office must report on maternal health and public health emergency preparedness.

Puppy Protection Act of 2020 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

West Los Angeles VA Campus Improvement Act of 2020 This bill requires that land use revenues received by the Department of Veterans Affairs (VA) in connection with the use of an easement, certain leases, or third-party land use at the VA's West Los Angeles Campus in Los Angeles, California, be used exclusively for specified purposes on campus. The bill prescribes that such revenues be used exclusively for the renovation and maintenance of the land and facilities at the campus; supporting construction, maintenance, and services at the campus relating to temporary or permanent supportive housing for homeless or at-risk veterans and their families; implementing minor construction projects at the campus; or implementing community operations at the campus that support the development of emergency shelter or supportive housing for homeless or at-risk veterans and their families.

2020 Disasters Tax Relief Act This bill sets forth tax relief provisions for individual and business taxpayers residing in a disaster zone during the period beginning on January 1, 2020, and ending 60 days after the enactment of this bill. Specifically, the bill allows penalty-free disaster-relief withdrawals from tax-exempt retirement plans up to $100,000, permits recontributions of such withdrawals for home purchases cancelled due to disasters, increases to $100,000 the limit on loans for disaster assistance from retirement plans, allows employers affected by a disaster a 40% tax credit for the purpose of retaining employees, enhances the tax deduction for disaster-related personal casualty losses, permits the calculation of the earned income tax credit based upon income earned prior to 2020, increases low-income housing tax credit allocations, reimburses U.S. possessions for losses sustained due to the application of the provisions of this bill.

This resolution expresses the sense of the Senate that the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain are historic achievements. Further, it encourages other Arab nations to establish full relations with Israel, and it reaffirms the Senate's support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2020 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After the award the medal shall be given to the National Museum of African American History and Culture.

Snow Water Supply Forecasting Program Authorization Act This bill establishes the Snow Water Supply Forecasting Program within the Department of the Interior to improve snowpack measurement in particular watersheds. Further, the Bureau of Reclamation must incorporate, to the greatest extent practicable, information from emerging technologies for snowpack measurement when determining water supply forecasts or allocations to federal water contractors.

Coronavirus Language Access Act This bill requires the Centers for Disease Control and Prevention (CDC) and other federal agencies to take actions to expand access to information about COVID-19 (i.e., coronavirus disease 2019) for those with limited English proficiency. It also provides emergency funding to the Administration on Community Living for FY2020 to increase access to such information for those who have limited English proficiency and are older individuals, individuals with disabilities, or individuals who are deaf or hard of hearing. Among other requirements, the CDC must award grants to, or enter cooperative agreements with, community-based organizations or governmental health departments to offer interpretive services for individuals receiving COVID-19 tests and otherwise provide information about COVID-19 and other public health activities in certain languages other than English. The CDC must also translate, within seven days, certain COVID-19 materials into specified languages other than English and must operate a hotline staffed by trained interpreters to provide information about COVID-19 to the public. In addition, any federal agency that receives funding pursuant to a COVID-19 response law must translate, within seven days, materials that describe programs and opportunities related to COVID-19 into specified languages other than English and must provide oral language assistance services to those with limited English proficiency.

Rent Emergencies Leave Impacts on Evicted Families Act or the RELIEF Act This bill generally revises housing protections established in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic, including by expanding protections for renters and mortgage holders, providing consumer protections regarding credit reports and utility access, and increasing oversight regarding housing protections. Among other things, the bill prohibits all evictions and foreclosures for one year; prohibits increases in rent; provides an 18-month grace period for missed rent payments; prohibits landlords and mortgage servicers from reporting missed payments to credit reporting agencies; establishes a credit facility to provide landlords with low-cost, long-term loans to compensate for losses due to reduction in rent payments; establishes a program to assist low-income households in paying utility bills; and provides congressional oversight regarding rental property assistance. The bill also generally revises bankruptcy provisions, including by excluding COVID-19 aid from property subject to bankruptcy proceedings.

Climate Equity Act of 2020 This bill requires the review and analysis of new legislation, regulation, or federal investments that are related to environmental or climate change issues and sets forth related requirements. The analysis must determine the impacts of such legislation, regulation, or investments on frontline communities (e.g., communities that have experienced environmental injustice or are vulnerable to climate injustice). Specifically, the bill establishes a Climate and Environmental Equity Office within the Congressional Budget Office. The former must prepare an analysis for each bill or resolution with an environmental or climate change nexus that is reported by any congressional committee. The analysis must include the bill's impacts on frontline communities. The bill also establishes an Office of Climate and Environmental Justice Accountability within the Office of Management and Budget. Among other things, the former must (1) measure the costs of environmental and climate regulations on frontline communities, (2) review agencies' investments to determine if they have an environmental or climate change nexus and ensure that frontline communities benefit from such investments, and (3) represent the views of frontline communities in the rulemaking process. Each agency must biannually publish a climate and environmental justice accountability agenda. An agency must prepare and publish a climate and environmental justice analysis for a proposed or final rule that may have a significant impact on a substantial number of residents within frontline communities. Further, each agency must ensure that frontline communities have been given an opportunity to participate in the rulemaking process.

This resolution commemorates the 55th anniversary of the enactment of the Voting Rights Act of 1965. Further, the Senate reaffirms its commitment to ensuring the act continues to protect the voting rights of U.S. citizens. In addition, the Senate commits itself to fully restoring Section 4 of the act (which contained a coverage formula to determine the states and jurisdictions that had to obtain preclearance before making legal changes that would affect voting rights).

Improving Social Determinants of Health Act of 2020 This bill requires the Centers for Disease Control and Prevention (CDC) to establish a program to improve health outcomes and reduce health inequities by, for example, coordinating activities across the CDC. As part of the program, the CDC must award grants to eligible organizations to build capacity to address social determinants of health. The CDC shall provide for an independent evaluation of certain grants and report findings to Congress.

Make Medications Affordable by Preventing Pandemic Price gouging Act of 2020 or the MMAPPP Act of 2020 This bill imposes licensing and price restrictions on federally supported drugs and other medicines intended to address COVID-19 (i.e., coronavirus disease 2019) or other public health emergencies. With respect to a COVID-19 drug patent developed using certain types of federal support, any license granted by the federal government shall be open and nonexclusive. Similarly, a licensee or assignee for such a patent shall grant open nonexclusive licenses for the patent. An entity that receives a license shall pay reasonable royalties to (1) the patent holder, or (2) the owner of marketing exclusivity rights granted by the Food and Drug Administration (FDA) that were terminated under this bill. The bill requires that such drugs be offered at a fair and reasonable price based on certain considerations, such as access. If the Department of Health and Human Services (HHS) finds that the price of any drug to address a public health emergency is excessive, HHS must void any FDA-granted exclusivity for the drug and grant open and nonexclusive licenses to other manufacturers. Such licenses are subject to reasonable royalty requirements.

Lori Jackson Domestic Violence Survivor Protection Act This bill amends the federal criminal code to modify the prohibition on firearm sale or transfer to, or purchase or possession by, an individual who is subject to a court order that restrains the individual from harassing, stalking, or threatening an intimate partner or child of an intimate partner. Specifically, the bill revises the elements of a qualifying court order. It also broadens the definitions of intimate partner and misdemeanor crimes of domestic violence .

Mixed Earner Pandemic Unemployment Assistance Act of 2020 This bill allows states to provide pandemic unemployment assistance to individuals who earn a combination of regular wages and a minimum of $7,250 of self-employed annual income (1) instead of regular unemployment compensation if they are otherwise eligible, or (2) if they are still employed at their regular-wage job, but unable to earn self-employed income due to circumstances related to COVID-19 (i.e., coronavirus disease 2019). Under current law, individuals earning such mixed income are only eligible for pandemic unemployment assistance if they are not eligible for regular unemployment and unable to work due to COVID-19.

Paycheck Protection Program Transparency Act of 2020 This bill requires the Small Business Administration (SBA) to disclose and report certain information related to the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the SBA must establish a website that contains specified borrower information such as the name, location, and number of employees of each borrower of a paycheck protection loan. The SBA must establish a second website that contains specified lender information such as the number of loans disbursed and total fees collected by each paycheck protection lender. Additionally, the SBA must report to Congress on the status of paycheck protection loans.

CARES Congressional Oversight Commission Diversity Act of 2020 This bill increases from five to nine the membership of the Congressional Oversight Commission that oversees the implementation of specific measures intended to provide economic stability as a result of the COVID-19 (i.e., coronavirus disease 2019) pandemic. It also requires that at least four members be from a group that has experienced disproportionately negative impacts from the pandemic and the resulting economic recession.

Impact Aid Infrastructure Act This bill authorizes additional Impact Aid construction grants for FY2022. These grants provide infrastructure assistance to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Housing Emergencies Lifeline Program Act of 2020 or the HELP Act of 2020 This bill requires the Department of Housing and Urban Development (HUD) to establish a database of information regarding evictions from federally assisted dwellings, limits the inclusion of information relating to landlord-tenant actions in consumer reports, and otherwise provides eviction-related assistance and services. Specifically, the bill requires states and local entities receiving federal housing assistance to submit to HUD, for inclusion in the database, certain information regarding evictions from assisted dwelling units in the past year. Such information must include, among other things, the reason for eviction and whether the household was represented by legal counsel in the proceedings. Additionally, consumer reporting agencies may include an adverse item of information relating to a landlord-tenant action in a consumer report only if the landlord prevailed in the action and the tenant was an adult on the date the court claim was filed. Any such information must be removed from a consumer report one year after the date of the action. Further, the bill authorizes additional Emergency Solutions Grants to provide legal counsel and pay court fees for tenants subject to or at risk of eviction. Finally, HUD must require owners of federally assisted rental units to annually provide information to each tenant regarding the rights and responsibilities of the owner with respect to eviction and local organizations and resources that can provide assistance in eviction-related matters. HUD must also establish an eviction hotline to provide assistance to tenants of these units.

Uterine Fibroid Research and Education Act of 2020 This bill directs specified components of the Department of Health and Human Services to take certain actions to address uterine fibroids (i.e., muscular tumors that grow in the wall of the uterus and may cause pain, heavy menstrual bleeding, and reproductive issues). Specifically, the National Institutes of Health (NIH), working through the Office of Research on Women's Health, must undertake research activities on uterine fibroids. In carrying out this research, the office must coordinate with specified components of the NIH and other federal agencies. In addition, the Centers for Medicare & Medicaid Services must (1) collect data from Medicaid and the Children's Health Insurance Program about treatment and services related to uterine fibroids, and (2) develop a report in coordination with federal partners on federal and state expenditures for these treatments and services. Additionally, the Centers for Disease Control and Prevention (CDC), the Health Resources Service Administration (HRSA), and the Agency for Healthcare Research and Quality (AHRQ) must disseminate information about uterine fibroids, including the elevated risk for minority women and information regarding available treatments. Specifically, the CDC shall disseminate the information to the public, while HRSA and AHRQ shall disseminate it to health care providers.

Environmental Justice For All Act This bill establishes several environmental justice requirements, advisory bodies, and programs to address the disproportionate adverse human health or environmental effects of federal laws or programs on communities of color, low-income communities, or tribal and indigenous communities. Specifically, the bill prohibits disparate impacts on the basis of race, color, or national origin as discrimination. Aggrieved persons may seek legal remedy when faced with such discrimination. In addition, the bill directs agencies to follow certain requirements concerning environmental justice. For example, agencies must prepare community impact reports that assess the potential impacts of their actions on environmental justice communities under certain circumstances. Further, it creates a variety of advisory bodies and positions, such as the Interagency Working Group on Environmental Justice Compliance and Enforcement. Among other things, the group must issue an environmental justice strategy. It also establishes requirements and programs concerning chemicals or toxic ingredients in certain products. For example, the bill (1) requires certain products (e.g., cosmetics) to include a list of ingredients or warnings; and (2) provides grants for research on designing safer alternatives to chemicals in certain consumer, cleaning, toy, or baby products that have an inherent toxicity or that are associated with chronic adverse health effects. Finally, it creates a variety of funding programs, such as a grant program to enhance access to park and recreational opportunities in an urban areas.

Expanding Medical Education Act This bill authorizes the Health Resources and Services Administration (HRSA) to award grants to institutions of higher education, or consortia of such institutions, to establish or expand schools of medicine or osteopathic medicine. In awarding these grants, HRSA shall prioritize minority-serving institutions or those that propose to establish or expand schools in medically underserved communities or areas with shortages of health professionals where no such schools exist. Grant recipients must use funds to recruit and retain students with backgrounds that are generally underrepresented in health care professions (i.e., members of racial or ethnic minority groups or first-generation college students) and for curriculum development that emphasizes care for rural and underserved populations. They may also use funds for other purposes, including constructing facilities, conducting activities to achieve accreditation, and hiring faculty.

Maritime Transportation System Emergency Relief Act of 2020 This bill authorizes the U.S. Maritime Administration (MARAD) to provide financial assistance to states and maritime industry entities during an emergency such as COVID-19 (i.e., coronavirus disease 2019). Specifically, MARAD may provide grants for operating costs involved with an emergency response operation, including costs for cleaning, sanitizing, janitorial services, staffing, paid leave, and procuring personal protective equipment; and the costs of capital projects to protect, repair, reconstruct, or replace equipment and facilities of the United States maritime transportation system that are in danger of suffering serious damage, or has suffered serious damage, as a result of an emergency. The federal share payable of the costs for which a grant is provided under the bill shall be 100%.

Mental Health Equity Act of 2020 This bill establishes programs to address racial and ethnic mental health disparities. Specifically, the Substance Abuse and Mental Health Services Administration must award grants that address racial and ethnic health disparities by (1) providing integrated health care in areas with a high proportion of racial and ethnic minority groups, and (2) developing national programs for health professionals to reduce such disparities. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, (2) requires a study on mental health disparities and a commission on the effects of social media use on adolescents, and (3) prohibits the use of federal funds for specified conversion therapy in the context of sexual orientation or sexual identity.

Border Water Quality Restoration and Protection Act of 2020 This bill establishes programs that address water pollution along the U.S.-Mexico border. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish the Tijuana River Public Health and Water Quality Restoration Program. Under the program, the EPA must plan, implement, coordinate, and provide grants for public health and water quality restoration and protection activities in the Mexican Tijuana River watershed and the American Tijuana River watershed in California. In addition, the EPA must establish the California New River Public Health and Water Quality Restoration Program to plan, implement, coordinate, and provide grants for water quality restoration and protection activities in the New River watershed. Finally, the bill provides statutory authority for the U.S.-Mexico Border Water Infrastructure Program to provide assistance for activities related to the construction of infrastructure for drinking water treatment or distribution, wastewater management, or stormwater management.

Stronger Medicaid Response to the COVID-19 Pandemic Act This bill allows COVID-19 (i.e., coronavirus disease 2019) vaccines and treatment, as well as treatment for conditions that may complicate COVID-19 treatment, for uninsured individuals to be covered under Medicaid during the public health emergency. (Currently, state Medicaid programs have the option to cover COVID-19 testing for uninsured individuals.) The bill also (1) specifically allows COVID-19 testing, vaccines, and treatment, as well as treatment for complicating conditions, for certain unlawful aliens to be covered under Medicaid during the public health emergency; and (2) specifies how the value and provision of COVID-19 assistance should be considered with respect to certain governmental programs and requirements.

Emergency Water and Energy is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Specifically, states and Indian tribes must provide payments to owners and operators of public water systems and wastewater treatment works to reduce rates charged to low-income households. Owners and operators must also conduct outreach activities to ensure that households are aware of the available rate reduction assistance. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service, public water system service, or wastewater treatment works is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency because of nonpayment.

Masks for All Act of 2020 This bill provides funding for the Federal Emergency Management Agency (FEMA) to provide for the manufacture and distribution of high-quality face masks for every individual in the United States during the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, the bill directs FEMA to, among other things establish a program to provide three high-quality, reusable face masks to every individual in the United States, including individuals experiencing homelessness and individuals living in group quarters, at no cost, accompanied by specified educational materials; designate face mask pickup sites in each community and provide face masks to each site, allocated according to population, to be distributed to the general public at no cost; consider new designs to create the most comfortable, well-fitting, reusable, and two-way face masks that have adjustable sizing, and if significant improvements in face mask technology are made available, to ensure that such face masks are included in the strategic national stockpile; provide surgical masks and N-95 respirator masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks, at no cost; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of high-quality masks. The Office of Inspector General of the Department of Homeland Security shall conduct monitoring and oversight of the receipt, disbursement, and use of funds made available under this bill.

Safe Line Speeds During COVID-19 Act of 2020 This bill directs the Food Safety and Inspection Service of the Department of Agriculture (USDA) to temporarily suspend any waivers and not issue new waivers related to line speeds in meat and poultry establishments and inspection staffing requirements for such establishments through 90 days after the date on which the COVID-19 (i.e., coronavirus disease 2019) emergency period is lifted. Additionally, the implementation of, and conversion to, the New Swine Slaughter Inspection System must be suspended. No funds made available to USDA during such period shall be used to develop, propose, finalize, issue, amend, or implement any policy, regulation, directive, constituent update, or any other agency program that would increase line speeds at meat and poultry establishments. Not later than 90 days after the end of the period, the Government Accountability Office shall conduct a review of actions taken by specific federal agencies, including USDA, in response to the COVID-19 pandemic to determine the effectiveness of such actions in protecting animal, food, and worker safety.

This resolution addresses issues related to individuals with disabilities. Specifically, the resolution recognizes the importance of independent living for individuals with disabilities made possible by the enactment of the Americans with Disabilities Act of 1990 and encourages all Americans to celebrate the advancement of inclusion and equality of opportunity made possible by its enactment; pledges to continue to work on a bipartisan basis to identify and address the remaining barriers that undermine the national goals of equality of opportunity, independent living, economic self-sufficiency, and full participation for individuals with disabilities; pledges to work with states to improve access to home- and community-based services for individuals with disabilities; and calls on the Department of Health and Human Services to provide information, resources, and technical assistance regarding such services that enable individuals with disabilities to live independently.

This resolution declares that (1) the Senate has heard with profound sorrow and deep regret the announcement of the death of the Honorable John Lewis, a late Member of the House of Representatives; and (2) when the Senate adjourns on July 28, 2020, it will stand adjourned as a further mark of respect to the memory of the Honorable John Lewis.

This bill directs the Government Accountability Office (GAO) to initiate an inquiry within seven days and report on the impact of certain changes to hospital reporting requirements for COVID-19 (i.e., coronavirus disease 2019) on data quality, transparency, and access. (The White House's Coronavirus Task Force revised the process for hospitals to report COVID-19 data on July 13, 2020; previously, hospitals reported data to the Centers for Disease Control and Prevention instead of to the Department of Health and Human Services.) To facilitate the inquiry, HHS must provide the GAO with direct access to relevant information systems. The GAO must present its findings within 45 days, and HHS must then respond to the findings and rectify any issues identified within 7 days. In addition, the GAO must issue reports that address, for example, the impact of the changes to reporting requirements on federal and nonfederal entities, such as hospitals, states, and other jurisdictions, and information about how the decision to change those requirements was made.

Special Districts Provide Essential Services Act This bill makes special districts eligible for the Coronavirus Relief Fund and the Municipal Liquidity Facility program. Specifically, the bill makes special districts eligible for payments from amounts paid to states from any new appropriations to the fund. A special district must submit a request for payment to the state with information demonstrating that the special district has experienced or is likely to experience during the COVID-19 (i.e., coronavirus disease 2019) emergency reduced revenue or operational funding derived from provided services, taxes, fees, or other sources of revenue; reduced indirect funding from the federal government, the state, or a unit of general government below the state level; or as a result of the COVID-19 emergency, increased expenditures necessary to continue operations. The Board of Governors of the Federal Reserve System shall include special districts as eligible issuers in the Municipal Liquidity Facility program, which was created in response to the COVID-19 emergency to buy municipal securities.

This bill adds to the Rosie the Riveter/World War II Home Front National Historical Park in California Nystrom Elementary School--The Maritime Building and other areas as the Department of the Interior deems appropriate. Within the boundaries of the park, Interior may acquire lands, improvements, waters, or interests therein by donation, purchase, exchange, or transfer. Any lands, or interests therein, owned by California or any political subdivision of California may be acquired only by donation.
