Directs that the Fryingpan - Arkansas Federal reclamation project be carried out in accordance with the final environmental statement for such projects and with those laws of Colorado relating to the establishment of minimum streamflows for the reasonable protection of the environment. Jobs Credit Extension Act - Amends the Internal Revenue Code to extend the existing tax credit for the employment of new employees through December 31, 1980. Revises the credit to permit a taxpayer election to offset against tax liability 35 percent of the excess of unemployment wages paid during a calendar year over the amount of such wages paid during the previous year. Eliminates the requirements that the credit not exceed 50 percent of the increase in unemployment wages during a calendar year over 105 percent of the wages paid in the previous year and that the credit apply to unemployment wages paid during the calendar year which exced 102 percent of the wages paid in the preceding year. Limits the amount of the tax credit to $25,000. Allows an additional ten percent credit for the employment of physically or mentally handicapped individuals. Extends eligibility for the credit to the maritime industry.

Establishes a procedure for either House of Congress to disapprove any rule or regulation which would impose additional burdens on recipients of: (1) water supply from Federal projects; or (2) Federal grant or loan assistance for the development of water supply or treatment works. Requires any department or agency issuing any rule or regulation subject to disapproval to transmit copies to: (1) each House within three days of its issuance; and (2) the affected States at least 60 days prior to its issuance. Forbids any department or agency from initiating legal action to quantify or establish Federal or Indian reserve water rights without first notifying the appropriate congressional committees and affected States.

Amends the Internal Revenue Code to change the period for the payment of the manufacturers' excise tax imposed on the sale of fishing equipment. Provides that the tax on such equipment sold during quarters ending on December 31, March 31, and June 30 is payable, respectively, on March 31, June 30, and September 24. Specifies that articles sold during the quarter ending September 30, shall be due at such time as the Secretary of the Treasury may prescribe.

Amends the Agricultural Act of 1949 to raise the price support levels for milk, wheat, corn, soybeans, and cotton to 90 percent of their respective parity prices. Reduces the price levels at which producers participating in the wheat and feed grains storage program: (1) may redeem and market commodities securing price support loans (from between 140 to 160 percent of their respective parity prices to 100 percent); and (2) must repay such loans (from 175 to 110 percent of their respective parity prices).

Amends the Internal Revenue Code to require the Secretary of the Treasury to prescribe regulations for determining the fair market value of a stock option granted to an employee of a small business enterprise who elects to include such option in gross income in the year in which it is granted. Sets forth factors which the Secretary may adopt in prescribing such regulations.

Unites States Olympic Commemorative Medals Act - Directs the Secretary of the Treasury to strike up to 1,000,000 medals of four different designs commemorating athletes who have participated in prior Olympic games and to furnish these medals to the United States Olympic Committee for sale.

Solar Photovoltaic Energy Research, Development, and Demonstration Act - Requires the Secretary of Energy to develop research, development, and demonstration programs concerning the use of solar photovoltaic energy systems. Authorizes the Secretary to provide up to 75 percent of the purchase and installation costs of selected systems used for research purposes. Requires the Secretary to formulate interim and definitive performance criteria concerning solar photovoltaic systems and to develop a system certification for conforming systems. Directs the Secretary to consult with appropriate Federal agencies concerning the use of solar photovoltaic systems in Federal facilities. Requires the Secretary to set up a development and demonstration program of prototype photovoltaic systems at the Solar Energy Research Institute in Golden, Colorado. Directs the Secretary to establish a solar energy data bank at the Golden facility. Requires relevant Federal officials to ensure that small business concerns are granted realistic and adequate opportunities to participate, to the maximum extent possible, in the programs under this Act. Establishes a Solar Photovoltaic Energy Advisory Committee to study the need and economic, technological, and environmental consequences of solar photovoltaic energy systems.

Indian Peaks Wilderness Area and Arapaho National Recreation Area Act - Establishes the Indian Peaks Wilderness Area within the Arapaho and Roosevelt National Forests, in Colorado. Establishes the Arapaho National Recreation Area within the Arapaho and Roosevelt National Forests and the Colorado Big Thompson project, in Colorado. Directs the Secretary of Agriculture to administer the Indian Peaks Wilderness Area. Directs the Secretary to administer the Arapaho National Recreation Area to promote public recreation and enjoyment while utilizing the natural resources of the of the area. Provides for the acquisition of lands for the Arapaho National Recreation Area. Directs the Secretary to regulate hunting and fishing within the recreation area. Directs the Secretary to cooperate with relevant governmental agencies and private groups in the issuance of permits for facilities and services within the recreation area. Stipulates that jurisdiction over waters within the recreation area shall be determined by existing law. Designates certain lands in the Oregon Islands National Wildlife Refuge, Oregon, as wilderness, to be included in the existing Oregon Islands Wilderness. Directs the Secretaries of Agriculture and the Interior to jointly develop and submit to Congress a report on the suitability or including the Indian Peaks Wilderness Area within the Rocky Mountains National Park.

Privacy Protection Act - Prohibits either a Federal or State court from issuing a search warrant for evidence of a crime which authorizes the search of the premises of a person as to whom there is not reasonable cause to believe is implicated in the crime under investigation except upon a showing of reasonable cause to believe that the evidence will be destroyed, hidden, or removed. Prohibits the admission into evidence of matter obtained in a search or seizure violating this Act. Provides that no seizure under color of law but without a warrant of evidence on the premises of a person described above shall be lawful and makes such evidence inadmissible except upon a showing that application for a warrant was impracticable. Grants persons aggrieved by searches in violation of this Act a civil action in a United States district court. Stipulates that nothing in this Act shall be construed as preempting any State from enacting legislation creating a testimonial or other evidentiary privilege for journalists broader than the protections accorded by this Act.

Amends the Mineral Leasing Act of 1920 to authorize the Secretary of the Interior, other provisions of such Act notwithstanding, to acquire Federal coal leases or rights to Federal coal leases by purchase, exchange, or condemnation upon finding that development of the the lease would (1) result in unacceptable damage to other resource values or (2) conflict with a previously unconsidered specific proposal for use of the land for public purposes. Authorizes the Secretary to grant access to tunnels or surface rights-of-way through coal deposits through negotiated sales, notwithstanding competitive bidding requirements. States that nothing in the section which authorizes the Secretary to approve the inclusion of additional coal lands under a lease shall require the Secretary to apply minimum royalty provisions to any lands covered by the modified lease prior to modification.

National Sweetener Act - Title I: The National Sweetener Advisory Board - Directs the Secretary of Agriculture to establish the National Sweetener Advisory Board which shall, each marketing year, make non-binding recommendations to the Secretary regarding sweetener marketing quotas. Title II: Marketing Quotas - Directs the Secretary to establish an overall quota for the marketing of sweetener products within the United States, subdivided into marketing quotas for domestic-source and for foreign-source sweetener products, and subdivided further, in the domestic-source category, into three individual quotas for products made from domestically grown sugar beets, sugarcane, and corn, respectively. Specifies the consumers needs, market expansion, and price objective factors to be taken into consideration in the determination of each quota. Directs the Secretary to assign individual marketing quotas to individual processors and refiners of domestic-source sweetener crops, based on specified factors. Requires the provision of administrative and judicial review procedures for such individuals aggrieved by the assignment or non-assignment of quotas. Prescribes administrative penalties for exceeding quotas. Directs the Secretary to allocate the overall marketing quota for foreign-source sweeteners to specifically licensed individual refiners of raw sugar products, with the same review rights and penalty liabilities as the processors and refiners of domestic-source sweetener products. States the import licenses under the quota program shall be nonnegotiable. Exempts from such quota and license requirements imported sugar, liquid sugar, and other sweetener products which are re-exported in the form of refined sugar and/or other sweetener-containing products. Authorizes the Secretary to extend such exemption to sweetener products imported for use as livestock feed, distillation of alcohol (not for human consumption), or any other sweetener deemed appropriate. Authorizes the Secretary to extend the quota and license system to any other imported product deemed threatening to the National Sweetener Program. Title III: Production Quotas - Authorizes the Secretary to establish restrictions on the production of sugar beets and sugarcane through the use of the acreage set-asides, whenever he determines that: (1) production within the United States or any portion thereof is in excess of the amount needed to satisfy the related refiner or processor marketing quotas under this Act; and (2) such excess production threatens to interfere with the orderly operation of the National Sweetener Program. Requires the assignment of production quotas to individual producers of sugarcane and sugar beets. Title IV: Price Objectives - Directs the Secretary to insure that prices to processors and refiners of sugar products do not fall below 15 cents per pound New York raw value equivalent and do not exceed 18 cents per pound New York raw value equivalent. Directs the Secretary to recommend the imposition of import fees on any imported product which threatens the National Sweetener Program or its price objectives. Title V: Labor Provisions - Prohibits the marketing of sweetener products derived from domestic surgarcane or sugar beets where minimum wage levels established by the Secretary have not been paid to agricultural workers involved in production of such cane or beets. Title VI: General Provisions - Establishes criminal penalties for violations of specified provisions of this Act. Requires the Secretary to conduct surveys and investigations deemed necessary regarding the manufacturing, marketing, transportation, or industrial use of sweeteners.

Requires that Revenue Rulings issued by the Internal Revenue Service on or after December 1, 1975, relating to the definition of the term "employee" be disregarded in applying the Federal Insurance Contributions Act, the Federal Unemployment Tax Act, and income tax withholding requirements to real estate salespeople.

Enhanced Oil Recovery Commercialization Act - Amends the Federal Nonnuclear Energy Research and Development Act of 1974 to authorize the use of Federal loan guarantees to carry out the provisions of the Act. Authorizes the Secretary of Energy, after consultation with the Secretary of the Treasury, to gurantee the payment of interest on, the principal balance of, and obligations issued by or for borrowers for the purpose of financing the construction and startup costs of full scale facilities and to demonstrate new and improved methods of enhanced recovery of crude oil. Sets forth conditions to be qualified for such guarantees and requires the Secretary to review and approve plans for the construction and operation of any commerical demonstration program and related facilities constructed with assistance under this Act. Directs the Secretary to annually report to Congress on recommendations to implement a program of federal financial assistance to demonstrate full scale enhanced oil recovery production and conservation of energy, including a comprehensive plan to acquire information and evaluate the environmental, economic, social and technological impacts of the demonstration program. Requires the Secretary to report to the Congress prior to issuing any guarantee under this Act. Establishes, within the Treasury, the Enhanced Oil Recovery Fund to carry out the enhanced oil recovery program of this Act. Requires each officer or employee of the Department of the Energy who performs duties under this Act to file a financial information statement with the Secretary. Requires information maintained by the Secretary under this Act to be made available to the public and other Government agencies. Amends the Emergency Petroleum Allocation Act of 1973 to provide that qualified enhanced oil recovery processes shall consist of those processes where a determination is made that such process will increase recovery of petroleum in excess of that which would occur using only waterflooding techniques. Prohibits crude oil produced by enhanced oil recovery methods, and in amounts exceeding that produced by primary and secondary recovery methods, from being regulated as to price. Requires the Secretary to establish procedures for calculating the incremental oil production as a result of enhanced oil recovery when such procedures do not exist with State agencies. Authorizes the Secretary to guarantee a price of $25 per barrel, adjusted for inflation, where the unregulated oil price is insufficiently high to encourage private investment in "first of a kind" enhanced oil recovery operations. Requires the Department of Energy to establish annual mean projections for world oil prices based on estimates of the supply and demand for world oil.

Establishes the President's Commission on the Victims of the Holocaust for the purpose of considering and developing plans for the design, construction, and location of a permanent memorial in the United States to the victims of the Holocaust. Terminates the Commission within one year after the submission of its final report. Requires that such report be submitted to the Congress and the President within 18 months after the effective date of this resolution. Authorizes appropriations of $750,000 to carry out the provisions of this joint resolution.

Sugar Stabilization Act - Sets forth the policy of the Congress with respect to foreign trade in sugar. Title I: International Sugar Agreement - Authorizes the President to prohibit the importation of sugar from any country not a member of the International Sugar Organization, and to otherwise regulate foreign trade in sugar to implement the International Sugar Agreement. Establishes civil penalties for the violation of such regulations. Requires the President to submit to Congress an annual report on the Agreement. Title II: Domestic Sugar Program - Directs the Secretary of Agriculture to make an annual estimate of the sugar consumption needs of the United States. Establishes a formula for determining the price objectives of domestic sugar. Authorizes the Secretary to establish a quota for the importation of sugar, and to adjust such quota. Authorizes the Secretary to impose an import fee in order to attain the price objective for sugar. Prohibits the established quota from being filled by direct-consumption sugar, except in specified circumstances. Permits the Secretary to suspend such quota and fees under specified circumstances. Authorizes the Secretary to impose a quota on the importation of "sugar-containing products. Prohibits the importation of sugar, liquid sugar, or "sugar-containing products" after the import quotas have been filled. Prohibits the importation of certain sugar or liquid sugar into the Virgin Islands in excess of 100 pounds annually. Prohibits the exportation of certain sugar from the United States. Regulates the exportation of sugar. Sets forth items to which the sugar quota shall not apply. Title III: General Provisions - Authorizes the Secretary to issue regulations to carry out this Act. Establishes penalties for the violation of such regulations. Requires certain information to be furnished to the Secretary by persons engaged in the manufacture, marketing, transport, or industrial use, of sugar. Prohibits officials engaged in the administration of this Act to invest in sugar. Establishes penalties for the violation of such prohibition. Authorizes the President to suspend the operation of Title II of this Act in a national emergency. Authorizes the Secretary of Agriculture (1) to conduct surveys and investigations to carry out this Act, and (2) to announce a "daily spot price" for raw sugar in specified circumstances. Terminates the authority of the Secretary under this Act on December 31, 1982.

Changes the interest rate of loans made to States and localities to alleviate the economic and social impacts of mineral development and leasing activities under the Federal Land Policy and Management Act of 1976 from three percent to a rate to be determined by the Secretary of the Treasury, taking into consideration the current average market yield on outstanding marketable obligations of the United States. Regulatory Control Act - Requires every agency rule promulgated pursuant to the Administrative Procedure Act to be reviewed every five years in the same manner as provided under that Act. Requires the Comptroller General to participate in the original promulgation and subsequent public review of all such rules. Amends the Legislative Reorganization Act of 1946 to require all legislation reported out of committee to include a statement requiring one of five specified forms of congressional review of agency rules which would be promulgated pursuant to such legislation if it becomes law.

Lee Metcalf Fair Employment Relations Resolution - Title I: Fair Employment Relations Board - Establishes as an office of the Senate, the Senate Fair Employment Relations Board to (1) establish and publish policies and guidelines for the implementation and enforcement of rule L of the Standing Rules of the Senate, (2) supervise the actions of the Director and the operations of the Senate Fair Employment Relations Office, and (3) hear and determine complaints. Title II: Senate Fair Employment Relations Office - Establishes as an office of the Senate, the Senate Fair Employment Relations Office which shall develop procedures to implement the policies of the Board, gather information relating to Senate employment practices, and review procedures for the hearing and settling of complaints. Title III: Complaints of Violations of Equal Employment Opportunity - Provides for counseling and assistance through the office, to any individual who believes that he or she has been discriminated against in violation of rule L. Sets forth the procedure for filing informal complaints based on employment discrimination, and for the informal settlement of such claims. Sets forth the procedure for filing formal complaints, and for conducting hearings on such claims. Provides for an appeal to the Senate Select Committee on Ethics from an adverse decision or order of the Board. Sets forth remedies available to individuals who have been discriminated against in violation of rule L.

Condemns recent terrorism in Egypt, Israel, and Jordan. Extends Congressional condolences to victims of these attacks. Declares that the President should (1) intensify efforts of the executive branch to counter international terrorism, (2) report to Congress on the implementation of laws regarding terrorism; (3) report to Congress on the activities of the Palestine Liberation Organization office in New York; and (4) report to specified Congressional committees the names of nations which furnish assistance to such Organization.

Directs the Secretary of the Treasury to conduct a study and report to Congress on methods by which the process of filing Federal income tax returns by individuals could be made simpler, more efficient, and less costly by increasing the availability of taxpayer assistance programs, by improving the manner in which the commercial preparation of such returns is monitored, and by simplifying Federal income tax forms.

Interstate Land Sales Full Disclosure Amendments - Exempts the following transactions from the terms of the Interstate Land Sales Full Disclosure Act: (1) sale or lease of any improved land on which there is a condominium; (2) sale or lease of real estate by a developer who is engaged in a sales operation which is predominantly intrastate in nature; and (3) the sale or lease of real estate by a developer who has fulfilled specified conditions to the resident of another State when the principal residence of the purchaser is within a radius of 100 miles from the property. Directs the Secretary of Housing and Urban Development to conduct all actions brought under the Interstate Land Sales Full Disclosure Act in accordance with the Administrative Procedures Act.

Amends the Reservoir Salvage Act of 1960, as amended, to authorize appropriations to the Secretary of the Interior for fiscal years 1979-1983 for administration, investigation, and salvage operations of the program providing for recovery, protection, and preservation of significant scientific, prehistorical, historical, or archeological data which may be lost through federally regulated, permitted, or licensed construction projects.

Congregate Housing Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 month period prior to the submission of an application for renewed funding.

Declares the sense of the Congress that the President and the Secretary of State should take all necessary steps to bring the Baltic States question before the United Nations and to urge the United Nations to request the Soviet Union to withdraw all non-native troops, agents, colonists, and controls from the Republics of Lithuania, Latvia, and Estonia, and to return all Baltic exiles from Siberia and from prisons and labor camps in the Soviet Union. Requires the Secretary of State to do his utmost to bring the matter of the Baltic States to the attention of all nations by means of special radio programs and publications. Declares that the United States should not agree to the recognition of the Soviet Union's annexation of Lithuania, Latvia, and Estonia. Directs the President to take steps to provide that all maps of Europe show the Republics of Lithuania, Latvia, and Estonia as independent states. Calls for a return of self-determination to the peoples of Lithuania, Latvia, and Estonia through free elections conducted under the auspices of the United Nations.

Amends the Internal Revenue Code to allow a tax credit to employers and the self-employed for an amount equal to ten percent of the employer and self-employed social security taxes paid. Authorizes a direct payment of a like amount to State and local governments participating in the social security system and to tax- exempt organizations.

Farmer Survival Act - Title I: National Production Goals - Directs the Secretary of Agriculture to proclaim a national production quota for those commodities (other than tobacco) designated by the National Agricultural Producers Board. Requires each such quota to be a quantity sufficient to meet domestic consumption and export requirements for the next marketing year, plus any quantity needed for a national strategic reserve. Title II: National Agricultural Producers Board - Establishes the National Agricultural Producers Board, whose duty, in part, shall be to determine which agricultural commodities shall be included in the national production quota and marketing certificate program. Title III: Marketing Certificates - Requires the Secretary to issue a marketing certificate to each producer of any commodity prescribing the maximum quantity of such commodity to be marketed in the marketing year. Specifies a formula for the determination of such quantity. Title IV: Pricing Policy - Prohibits the sale or disposition of any commodity at a price less than the market price announced by the Secretary. Requires such price to be the average parity price for a commodity for the preceding marketing year as determined by the Secretary of the Board. Title V: Reserves - Authorizes the Secretary to establish a national strategic reserve of any commodity, sales from which shall be permitted to make up for under-production. Requires sales at not less than full parity prices. Title VI: Applicability of Other Laws - Declares other laws inapplicable to any commodity to the extent such laws are inconsistent with the provisions of this Act. Title VII: Impact Assessment - Requires the Secretary to report to Congress on the extent to which increased food prices resulting from provisions of this Act can be expected to affect adversely the ability of lower income Americans to attain nutritionally adequate diets at reasonable costs. Requires recommendations concerning methods of financial assistance to such Americans. Title VIII: Sanctions - Prescribes criminal penalties for the sale or disposition of any agricultural commodity in violation of this Act or any regulation issued pursuant to it.

Authorizes the Board of Regents of the Smithsonian Institution to acquire the Museum of African Art. Establishes within the Smithsonian Institution a bureau to be known as the Museum of African Art. Sets forth the functions of such bureau. Establishes a Commission for the Museum of African Art to assist the Board in the operation and development of the Museum. Authorizes appropriations to carry out the purposes of this Act.
