Emery County Public Land Management Act of 2018 This bill establishes the San Rafael Swell Recreation Area in Utah. The Department of the Interior shall study nonmotorized recreation opportunities, including bicycle trails, within the recreation area. The bill: (1) designates specified federal lands in Utah managed by the Bureau of Land Management (BLM), including the San Rafael Reef, as components of the National Wilderness Preservation System; (2) designates a 63-mile segment of Green River as a component of the national wild and scenic rivers system; (3) allows the grazing of livestock, if already established, to continue in the newly established recreation area and wilderness areas; and (4) allows for commercial services necessary to fulfill recreational purposes. Interior shall establish a trail plan that addresses hiking and equestrian trails in the wilderness areas. In addition, with respect to other land in Utah, the bill provides for the management of the Goblin Valley State Park Expansion as a state park; the establishment of the Jurassic National Monument; the sale of public lands in Emery County which have been identified as suitable for disposal; public purpose conveyances of Emery City Recreation Area, the Huntington Airport, Emery County Sheriff's Office substation, and the Buckhorn Information Center; and the exchange of BLM and School and Institutional Trust Lands Administration lands in Utah.

Effective Apprenticeships to Rebuild National Skills Act or the EARNS Act This bill (1) establishes in the Department of Labor an Office of Apprenticeship and a National Advisory Committee on Apprenticeships, (2) provides for federal recognition of state apprenticeship agencies, (3) establishes a process and standards for the national apprenticeship system, (4) directs Labor to provide for evaluations of programs and activities and research on best practices in covered apprenticeship programs, and (5) sets up a grant program to modernize and expand apprenticeship programs.

Sports Wagering Market Integrity Act of 2018 This bill: (1) establishes a general prohibition on sports wagering, but permits a state to submit an application to the Department of Justice requesting approval to administer a state sports wagering program, subject to specified minimum standards; (2) establishes a Wagering Trust Fund; (3) amends the Wire Act and the Sports Bribery Act to provide civil enforcement of gambling prohibitions; and (4) grants authority to the Department of Health and Human Services to establish and implement programs for the prevention and treatment of gambling addiction.

Rodchenkov Anti-Doping Act of 2018 This bill makes it a criminal offense for any organization or person, other than a participating athlete, to influence or conspire to influence a major international sports competition by use of substances or treatment methods prohibited by the United Nations Educational, Scientific, and Cultural Organization International Convention Against Doping in Sport.

Developing an Innovative Strategy for Antimicrobial Resistant Microorganisms Act of 2018 or the DISARM Act of 2018 This bill requires additional payment under Medicare's inpatient prospective payment system for services that involve certain antimicrobial drugs, in accordance with specified limitations.

Hatch-Waxman Integrity Act of 2018 This bill amends the Federal Food, Drug, and Cosmetic Act and the Securities Exchange Act of 1934 to prevent a generic drug or biosimilar manufacturer from using a specific review process for challenging pharmaceutical drug or biologic patents.

Smoke-Free Schools Act of 2018 This bill prohibits the use of any tobacco product (e.g., electronic cigarette) within an indoor facility used for routine or regular provision of children's services, including health, day care, early development, education, or library services. Current law prohibits smoking within such facilities. The Food and Drug Administration must conduct studies of best practices to discourage the use of electronic cigarettes in schools.

Promoting Employment and Economic Mobility Act This bill modifies requirements for those receiving benefits under the Temporary Assistance for Needy Families (TANF) program, including requirements related to employment and job training. The bill also reauthorizes various TANF grant programs through FY2021.

Acquitted Conduct Reform Act of 2018 This bill amends the federal criminal code to prohibit a federal court from considering acquitted conduct at sentencing. Acquitted conduct means acts for which a person was criminally charged and adjudicated not guilty after trial or acts underlying dismissed criminal charges.

Anti-Pyramid Scheme Act of 2018 This bill amends the Federal Trade Commission Act to make it unlawful for any person to establish, operate, or promote a pyramid promotional scheme. "Pyramid promotional scheme" means any plan or operation in which individuals pay consideration for the right to receive compensation that is based upon recruiting other individuals into the plan or operation rather than primarily related to the sale of products or services to ultimate users. Furthermore, any person who establishes, operates, or promotes any plan or operation that sells or solicits the sale of consumer products or services in the home or otherwise outside of a permanent retail establishment, and that sells products or services to independent salespeople, shall have a bona fide inventory repurchase agreement. A violation of the bill shall be treated under the Act as an unfair or deceptive act or practice in, or affecting, commerce.

This bill exempts additional comprehensive cancer centers from the Medicare prospective payment system for inpatient hospital services. Additionally, such hospitals may not be denied certain exemptions applicable to hospitals-within-hospitals based solely on specified third-party control.

This bill expands the E-3 visa program to cover Irish nationals, which is currently is only available to Australian nationals. For Irish E-3 initial applications, the Department of State may approve each fiscal year no more than 10,500 minus the number of Australian initial applications approved the previous fiscal year.

Strongly condemns Russia's actions against Ukraine in the Kerch Strait, including the attack and seizure of Ukrainian naval ships and sailors. Calls on Russia to release the sailors and ships and to stop its harassment of ships in the strait. Calls on the President to express his administration's opposition to Russia's attack at every opportunity, and affirms the Department of State's declaration that it is U.S. policy to never recognize Russia's attempted annexation of Crimea. Urges the international community to unite in opposition to Russia's actions in the strait.

Traumatic Brain Injury Program Reauthorization Act of 2018 This bill amends the Public Health Service Act to reauthorize through FY2024 several programs relating to traumatic brain injuries, including the Centers for Disease Control and Prevention (CDC) grant program for state surveillance systems that monitor traumatic brain injuries. The bill also authorizes the CDC to collect data regarding the prevalence and incidence of concussions.

Retail Justice Review Act of 2018 This bill directs the Department of Justice to study the effectiveness of retail theft rehabilitation programs. A retail theft rehabilitation program is an education program that a retailer offers to a shoplifter instead of reporting a theft to law enforcement. Additionally, the bill states that a retailer may offer a retail theft rehabilitation program in accordance with state, local, and tribal law.

U.S.-Israel Cooperation Expansion Act This bill states that it is U.S. policy to: support bilateral training between U.S. and Israeli law enforcement personnel to share best practices relating to anti-terrorism, community policing, and mass casualty management; and continue to counter threats to U.S. and Israeli security and embassy protection posed by illicit cross-border tunneling and unmanned aerial systems.

Uyghur Human Rights Policy Act of 2018 This bill directs various U.S. government bodies to prepare reports on China's treatment of the Uyghurs, a predominantly Muslim Turkic ethnic group. The Office of the Director of National Intelligence shall report to Congress on issues including the security threats caused by the Chinese government's reported crackdown on the Uyghur population in Xinjiang province. The Federal Bureau of Investigation shall report on topics such as its efforts to protect ethnic Uyghurs and Chinese nationals in the United States from Chinese government intimidation. The U.S. Agency for Global Media shall report on media-related matters, including the reach of U.S. media into Xinjiang and assessments of Chinese propaganda strategies. The Department of State shall report on the scope of the reported crackdown in Xinjiang, including the number of detained individuals, an assessment of government surveillance in the province, and U.S. diplomatic efforts to address the crackdown.

Innovation Zone Act This bill replaces the Experimental Sites Initiative of the Department of Education (ED) with an innovation zone initiative consisting of voluntary experiments by participating institutions of higher education. Under the experiments, ED and the institutions may test the effectiveness of statutory and regulatory flexibility that aims for: (1) an increase in student success (e.g., reductions in student loan debt and increases in student retention and employment outcomes); and (2) a reduction of regulations on institutions or ED, without harm to students.

Making Objective Drug Evidence Revisions for New Labeling Act or the MODERN Labeling Act This bill amends the Federal Food, Drug, and Cosmetic Act to provide the Food and Drug Administration with authority to require updates to drug labeling to reflect new information relevant to the drug and its use.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Ensuring Quality Care for our Veterans Act This bill directs the Department of Veterans Affairs (VA) to contract with a nonfederal organization to conduct a quality management review of hospital care or medical services furnished by each Veterans Health Administration (VHA) provider whose license was terminated by a state licensing board based upon care or services provided in a non-VHA facility. If a review determines that the standard of care was not met, the VA shall notify the individual who received such care or services.

Connecting Opportunities through Mobility Metrics and Unlocking Transportation Efficiencies Act or the COMMUTE Act This bill directs the Department of Transportation to carry out an accessibility data pilot program. The purpose of the pilot program is to develop or make available an accessibility data set for states and metropolitan or rural planning organizations to improve their transportation planning by measuring the level of access to important destinations such as jobs, health care facilities, child care services, educational and workforce training facilities, affordable housing, and food sources.

Emergency Medical Services for Children Program Reauthorization Act of 2018 This bill reauthorizes through FY2024 the Emergency Medical Services for Children grant program. The program is administered by the Health Resources and Services Administration and focuses on improving emergency health care for children who are seriously ill or injured.

Study of Underrepresented Classes Chasing Engineering and Science Success Act of 2018 or the SUCCESS Act This bill directs the U.S. Patent and Trademark Office (USPTO) to study and report to Congress on the number of patents applied for and obtained: (1) by women, minorities, and veterans; and (2) by small businesses owned by women, minorities, and veterans. The USPTO must provide legislative recommendations to increase the number of women, minorities, and veterans who participate in entrepreneurship activities and apply for patents. Additionally, the bill amends the Leahy-Smith America Invents Act to extend for eight years the authority of the USPTO to set and adjust patent fees.

Big Sand Wash Project Title Transfer Act This bill directs the Department of the Interior to convey to the Central Utah Water Conservancy District in Utah certain acquired lands, certain federal lands, and certain existing Big Sand Wash facilities. The bill requires that specified actions must be taken by the District, the Moon Lake Water Users Association, Duchesne County, Utah, and the federal government before such conveyance is completed. The bill grants the District the authority to prepay, at net present value, all irrigation block notices associated with the Bonneville Unit of the Central Utah Project. The bill shields the United States, after conveyance, from liability for damages arising out of any act, omission, or occurrence relating to the facilities, the acquired lands, and the federal lands, except for damages caused by acts of negligence committed by any U.S. employee or agent before the conveyance, consistent with the Federal Tort Claims Act.
