Small Business Nonprofit Organization Patent Procedures Act

Small Business Nonprofit Patent Procedures Act - States that it is the objective of this Act to amend existing patent procedures to promote the marketing of inventions developed under federally supported research and development projects by nonprofit organizations and small business firms. Permits any such organization or firm to elect, within a reasonable amount of time, to retain title to such inventions. Authorizes Federal agencies which have supported such projects to retain title to inventions in specified circumstances. Requires any funding agreement between a Federal agency and a small business firm or nonprofit organization to contain provisions: (1) to insure the rights of the Federal Government under this Act; (2) to provide that the agency shall have a nonexclusive, nontransferable, irrevocable and paid-up license to use the invention; (3) to prohibit a nonprofit organization from assigning rights to the invention without the approval of the Federal agency; (4) to prohibit such an! organization from granting exclusive rights from the earlier of five years from the first commercial use of the invention or eight years from the date of invention; and (5) to require such organizations to use their royalties and earnings to support scientific research or education. Authorizes a Federal agency to transfer or assign its rights, acquired from an agency employee as coinventor, to an inventor electing to acquire title to an invention. Empowers any Federal agency to require inventors or their assigns to grant licenses in order to: (1) achieve practical application of the invention in its field of use; (2) alleviate health or safety needs; and (3) meet requirements for public use specified by Federal regulations. Entitles the government to collect up to 50 percent of all net income above specified amounts received by a patent holder until government research funds have been repaid. Restricts the assignment and licensing of rights by patent holders to foreign owned or controlled firms. Authorizes Federal agencies to exempt reports of inventions from disclosure pursuant to the Government in the Sunshine Act. Specifies the authority of Federal agencies with respect to obtaining patents, promoting licensing of inventions, granting licenses, conducting market surveys, transferring custody of patents, and receiving funds. Authorizes the Secretary of Commerce to coordinate a program for assisting Federal agencies in protecting and licensing federally-owned inventions. Authorizes the Administrator of General Services to promulgate regulations specifying the terms upon which any federally-owned invention may be licensed. Directs that small business firms receive first priority in such licensing. Sets forth the procedure whereby Federal agencies may grant exclusive or partially exclusive licenses in any invention covered by a federally-owned domestic patent or patent application. Declares that this Act shall take precedence over any other Act in the disposition of inventions.

Citizen's Privacy Protection Amendment - Amends the Civil Rights Act of 1964 to require a subpena duces tecum for the search for and seizure of evidence when anyone acting under color of law has probable cause to believe evidence of a crime is located on or about premises in which the person in possession of the evidence has a reasonable expectation of privacy. Permits issuance of a search warrant instead of a subpena duces tecum only if there is probable cause to believe: (1) the person in possession of the evidence may be involved in the crime under investigation; or (2) the evidence sought to be seized would be destroyed, hidden, or moved if the subpena duces tecum procedures set out in this Act were followed. Creates a cause of action for any person aggrieved by a violation of this Act, allowing punitive damages of up to $10,000 for each violation.

Veterans' Programs Extension Act - Title I: Extension of Certain Programs in the Republic of the Philippines - Extends the authority of the Administrator of Veterans' Affairs to operate in the Philippines to September 30, 1981, and extends the authority of the Administrator to enter into contracts to provide certain medical services in the Philippines to Commonwealth Army veterans and New Philippine Scouts to fiscal year 1983. Title II: Benefits Payable to Persons Residing Outside the United States - Imposes certain eligibility requirements upon a person adopted by a veteran under non-American law and residing outside the United States during the lifetime of such veteran in order to be considered a legally adopted child for certain veterans' benefits. Directs the Administrator to carry out a study of veterans' benefits to persons living outside the United States, including an evaluation of the desirability of maintaining the Veterans' Administration Regional Office in the Republic of the Philippines. Title III: Health Care Amendments - Extends to December 31, 1980, the authority of the Administrator to provide hospital care through private facilities in certain areas outside the continental United States. Makes such authority permanent for Alaska and Hawaii. Expands such authority to include medical services which will obviate the need for hospital admission. Authorizes the Administrator to furnish hospital, nursing home, and medical services in the United States to Commonwealth Army veterans or New Philippine Scouts for the treatment of service-connected disabilities. Requires the Administrator to furnish a report to the Congress and the President by October 1, 1979, concerning Veterans' Administration hospital and medical care in Puerto Rico and the Virgin Islands. Amends the Veterans' Administration Physician and Dentist Pay Comparability Act of 1975 to extend special salary payments to doctors and dentists working for the Veterans' Administration to fiscal year 1979. Authorizes supplemental grants for fiscal year 1979 to assist in the establishment of new State medical schools operated in conjunction with Veterans' Administration facilities. Authorizes the Administrator to enter into contracts with certain organizations to provide reimbursable emergency medical services at such organizations' national conventions. Title IV: Veterans' Readjustment Appointments and Pension Reform Implementation - Extends the authority to make veterans readjustment appointments of Vietnam era veterans to the Federal Government through September 30, 1981. Raises the maximum level for such appointments from GS-5 to GS-7. Provides that any disabled Vietnam era veteran shall be eligible for such appointments without regard to the existing requirement of 14 years of education.

Amends such Act to require the Commission: (1) to study age and handicap discrimination; (2) to review related Federal law policies; and (3) to serve as a clearinghouse for information regarding such discrimination; (4) to establish a civil rights advisory commission in each State; and (5) to investigate allegations of age or handicap discrimination.

National Historic Trails Act - Title I: Findings and Purposes - Declares congressional findings and states the purposes of this Act, including to establish national historic trails. Title II: Establishment of a National Historic Trails Category within the National Trails System - Amends the National Trails System Act to include historic trails, in addition to recreation and scenic trails, within the National Trails System. Defines historic trails as those trails which follow as closely as possible and practicable the original trails or routes of travel of national historical significance. Sets qualifications for designation as a National Historic Trail, including, establishment through historic use, national significance with respect to any of several broad facets of American history, and potential for public recreational use related to historic appreciation. Requires the Secretary charged with the administration of each trail to establish an advisory council for each such trail within one year of the date of addition of any national scenic or historic trail to the System. Requires, within two years, submission to Congress of a comprehensive acquisition, management, and development plan for each such trail. Title III: Designation of Certain Routes as National Historic Trails - Designates Oregon Trail, the Mormon Pioneer Trail, the Lewis and Clark Trail, and the Iditarod Trail, Alaska, as National Historic Trails. Title IV: Miscellaneous Provisions - Authorizes appropriations to carry out the provisions of this Act.
