Authorizes the Secretary of Health, Education, and Welfare to enter into agreements with eight States for the purpose of conducting demonstration projects for the training and employment as homemakers or home health aides of individuals who have been certified by the appropriate State or local government agency as being eligible for financial assistance under a State plan of Aid to Families with Dependent Children approved under Title IV of the Social Security Act. Directs the Secretary to submit annual reports to the Congress evaluating the demonstration projects.

Expresses the sense of the Senate that the President take necessary steps to: (1) assure domestic tanners of adequate supplies of cattle hides; (2) enlarge export possibilities to Japan for shoes and tanned leather; and (3) maintain favorable export opportunities of hides for domestic cattle producers.

Amends Title XI (General Provisions and Professional Standards Review) of the Social Security Act to include within the definition of an organization qualified for conditional designation as a Professional Standards Review Organization, an organization of health care practioners who hold independent hospital admitting privileges and who are invited to become members by the organization. Includes as members of the advisory group for each statewide Professional Standards Review Council at least one registered professional nurse and doctor of dental surgery. Includes one registered professional nurse, one doctor of dental surgery, and one health practioner other than a physician in the National Professional Standards Review Council. Establishes an advisory committee to the National Professional Standards Review Council to be made up of representatives of health care practitioners other than physicians.

Fishery Conservation Amendments - Amends the Fishery Conservation and Management Act of 1976 to declare the need for a national program to prevent overfishing, rebuild overfished stocks, promote the development of the domestic fishing industry and to utilize the full potential of the Nation's fishery resources. Requires programs for fishery conservation and management to take into account the economic impact such plans will have on the fishing industry in that region. Declares the fishery conservation programs shall: (1) utilize all scientific information available; (2) develop the domestic fishing industry; (3) minimize adverse impacts on commercial fishermen; (4) provide the greatest overall benefit to the Nation; and (5) encourage the maximum sustainable yield from the fishing industry. Provides for the total closing of a species to fishing upon the concurrence of the Secretary of State and the appropriate regional council that there is an imminent threat to that species. Declares that the Secretary of State shall coordinate a fishery research program with any relevant State, local, academic, or industry sponsored program.

Drug Trafficking Control Act - Title I: Possession of a Controlled Substance on the High Seas - Amends the Comprehensive Drug Abuse Prevention and Control Act of 1970 to make it unlawful: (1) to manufacture, distribute, or possess a controlled substance on board a vessel subject to the jurisdiction of the United States with intent or knowledge of its unlawful importation into the United States; or (2) to possess a controlled substance on board any vessel or aircraft of the United States, even it the act of possession is committed outside the United States or its customs territory. Title II: Illegal Export of Cash - Amends the Currency and Foreign Transactions Reporting Act to require filing of a report prior to departure from the United States or arrival in the United States of any transport of monetary instruments in a amount exceeding $5,000. Authorizes any officer of Customs to conduct a search without warrant when exigent circumstances prevent his obtaining one, if he has probable cause to believe that monetary instruments are in the process of transportation with a false or no report filed. Title III: Prompt Reporting of Vessels - Amends the Tariff Act of 1930 to require the immediate report at the nearest customhouse or other prescribed place of the arrival of any foreign vessel, or any vessel of the United States carrying bonded merchandise, or foreign merchandise for which entry has not been made.

Unites States Olympic Commemorative Medals Act - Directs the Secretary of the Treasury to strike up to 1,000,000 medals of four different designs commemorating athletes who have participated in prior Olympic games and to furnish these medals to the United States Olympic Committee for sale.

Community Mental Health Assistance Act - Amends Title XVIII (Medicare) of the Social Security Act to include among the services provided under such Title: (1) outpatient services by community mental health centers for up to ten visits per year; and (2) partial hospitalization services by a community mental health center for up to 60 visits per year. Stipulates that the 190 days of inpatient psychiatric hospital services to which an individual is entitled under Title XVIII during a lifetime shall be reduced by one day for every three partial hospitalization visits to a community mental health center. Sets forth the conditions of and limitations on payments for community health center services, including criteria for utilization review plans of community mental health centers and transfer agreements between hospitals and community mental health centers. Amends the Railroad Retirement Act of 1974 to include among the benefits which may be provided under such Act partial hospitalization services and outpatient services furnished by a community mental health center.

Revenue Act - Title I: Short Title, Etc. - Entitles this Act the "Revenue Act of 1978" and provides that amendments made by this Act shall apply to taxable years beginning after December 31, 1978. Title II: Tax Treatment of Individuals - Amends the Internal Revenue Code to reduce income taxes for individuals and trusts and estates. Increases the minimum income levels at which individuals are required to file tax returns. Eliminates deductions for personal exemptions and the general tax credit. Establishes a $275 personal tax credit for a taxpayer, spouse and dependents, and additional credits if the taxpayer or spouse is blind or has attained age 65. Revises requirements for the withholding of income tax to reflect the substitution of the personal tax credit for personal exemptions. Lowers from 65 to 55 the age requirement for the exclusion of gain on the sale or exchange of the taxpayer's principal residence. Eliminates the $35,000 ceiling on the adjusted sales price of a principal residence for purposes of computing the amount of gain excludable. Exempts gain from the sale or exchange of a principal residence from the minimum tax. Allows a tax credit equal to 50 percent of the State and local real property taxes paid by a taxpayer on his principal residence in a taxable year. Limits the credit to $1,000 for a taxable year. Increases the allowable amount of the earned income credit. Eliminates the requirement that an individual maintain a household in the United States to be eligible for the earned income credit. Requires employers to make advance payments of the earned income credit to employees certified as qualifying for the credit during the current year. Treats payment of this advance credit as payment of the employer's FICA and withholding amounts, and treats failure to make advance payments as a failure to deduct and withhold FICA amounts when they would otherwise be due. Provides that any amount refunded to an individual as an earned income credit shall not be treated as income for purposes of State taxation and shall be disregarded in determining eligibility for a federally funded public assistance program. Makes the earned income credit permanent. Allows a ten percent tax credit for purchase of stock in a corporation with an equity capital of less than $25,000,000. Limits the amount of such credit to $750 for a taxable year. Extends to 24 months the time period during which a personal residence must be held to qualify for nonrecognition of the gain from its sale or exchange when the gain is reinvested in a personal residence. Title III: Tax Treatment of Business - Revises the normal tax on corporate income to provide a 20 percent tax on income less than $150,000. Increases the surtax exemption to $150,000. Makes permanent the ten percent investment tax credit and the $100,000 limitation on used property eligible for the credit. Provides that the first $25,000 of an investment tax credit shall be refundable. Limits the allowable credit to the greater of $25,000 or 90 percent of the tax liability for the taxable year. Repeals the provisions permitting a taxpayer to carryback excess credit to the three preceeding taxable years. Extends the investment tax credit to the rehabilitation of certain buildings and their structural components. Increases the investment tax credit for pollution control facilities and expenditures for research and experimentation in connection with a trade or business. Increases from 10 to 15 the number of shareholders a small business may have without losing Subchapter S corporate status. Treats a husband and wife owning stock in a Subchapter S corporation as one stockholder for purposes of determining the number of stockholders in such a corporation. Permits the grantor of a trust and current income trusts to qualify as shareholders in a Subchapter S corporation. Sets forth new rules for making a Subchapter S election and for terminating or revoking such an election. Increases the amount of allowable first year additional depreciation for small business property to 25 percent of the first $20,000 of such property ($40,000 for married individuals filing joint tax returns). Limits eligibility for such depreciation allowance to those taxpayers whose depreciable property has an aggregate adjusted basis of less than $1,000,000. Increases to $50,000 ($100,000 for married individuals filing joint tax returns) the amount of loss on small business corporation stock which may be treated as ordinary, rather than capital loss. Extends for three years provisions authorizing depreciation of expenditures to rehabilitate low-income rental housing. Title IV: Tax Impact Study - Authorizes the Secretary of the Treasury and the Council of Economic Advisers to study the impact of Federal, State, and local government taxation on the American economy and to submit their findings to Congress by January 31, 1980.

Intergovernmental Anti-recession Asssistance Act - Title I: Amends the Public Works Employment Act of 1976 to extend for eight calendar quarters beginning October 1, 1978, the authority of the Secretary of the Treasury to make payments to States and local governments to stimulate economic recovery. Suspends such assistance if the national rate of unemployment is less than six percent for two consecutive quarters. Title II: Supplementary Fiscal Assistance - Supplementary Fiscal Assistance Act - Authorizes a new program of financial assistance to State and local governments with unemployment rates above six percent at times when the national unemployment rate is between five and six percent. Requires that such payments be used to maintain basic services to persons in the area served by the government.

Contract Services for Drug Dependent Federal Offenders Act - Rescinds the authority of the Attorney General with respect to: (1) certification of community supervision programs for drug dependent persons on probation and termination of a person's participation in such a program; and (2) contracting for supervisory aftercare of an offender.

Small Business Investment Incentive Act - Amends the Internal Revenue Code to allow a tax credit equal to ten percent of the cost of small business incentive stock (original issue stock issued by a corporation which has equity capital of $25,000,000 or less) acquired by a taxpayer who holds such stock for more than one year. Limits the allowable amount of such credit to $750 for any taxable year. Denies eligibility for such credit to individuals who are claimed as dependents by another taxpayer for purposes of the personal exemption. Disqualifies stock acquired more than 180 days after issuance, stock acquired by an underwriter, certain redemptions or refinancing issues, and investment company stock from treatment as incentive stock. Renders estates or trusts ineligible for the incentive stock tax credit.

Directs the Secretary of the Treasury and the Council of Economic Advisors to report to Congress on the impact of Federal, State, and local government taxation on the American economy. Requires that such report include an analysis of (1) the distribution of the tax burden according to income classes and (2) the effect of taxes on the pricing of goods and services, the determination of wages and fringe benefits, and the return on capital investment for holders of securities.

Domestic Petroleum Supply and Security Act - Amends the Export Administration Act to prohibit the exportation of domestically produced petroleum products as defined in the Energy Policy and Conservation Act. Allows such petroleum products to be temporarily exported for refining or processing if such products reenter and are consumed in the United States. Sets forth criteria which must be met for domestically produced petroleum products to be exported under this Act.

State and Local Government Funding Impact Act - Declares it to be the purpose of this Act to improve congressional oversight of Federal programs and activities and to increase the understanding by State and local governments of the effects of such programs and activities by requiring greater specificity in stating the administrative and fiscal impact of such programs and activities on State and local governments. Prohibits the consideration of any bill or resolution in either the House or the Senate which directly or indirectly authorizes the enactment of new budget authority for a Federal assistance program or provides new spending authority for such program, unless the report accompanying such bill or resolution contains: (1) a statement as to whether or not the program would be administered in whole or in part by State or local governments or by nongovernmental sources; (2) a statement of the program's requirements for additional matching expenditures by State or local governments or by nongovernmental sources; or (3) a statement which identifies potentially or actually conflicting activities in other governmental and nongovernmental programs on the State or local level, and explains the relationship of such other programs and activities to the program.

Fair Labor Pension Act - Amends the National Labor Relations Act to make it an unfair labor practice for any employer or labor organization to enter into any contract whereby such employer or labor organization establishes or maintains a benefit plan or a pension plan which was established prior to September 1, 1974, unless such plan qualifies for the guarantee of benefits under the Employee Retirement Income Security Act of 1974, or the labor organization maintains a plan for officers, directors, and other highly compensated employees which does qualify for the guarantee of such benefits. Extends retroactive coverage by the Pension Benefit Guarantee Corporation to a plan determined to have been established pursuant to such an unfair labor practice.
