Renew America’s Schools Act of 2019 This bill establishes a program under which the Department of Energy must award grants for energy improvements (e.g., renovations to install energy efficiency or renewable energy technologies, repairs to improve indoor air quality, or purchases of zero-emission vehicles) at public school facilities.

Aamodt Litigation Settlement Completion Act of 2019 This bill ratifies an agreement relating to the settlement of the Aamodt litigation, which resolved claims concerning Pueblo water resources. The bill also reauthorizes through FY2028 activities to construct a regional water system as part of the settlement. Specifically, the bill ratifies an agreement between the United States, New Mexico, the city of Santa Fe, and the Pueblos of Nambe, Pojoaque, San Ildefonso, and Tesuque relating to the litigation. (This agreement is in addition to previously ratified agreements settling the litigation.)

Financing Our Energy Future Act This bill amends the Internal Revenue Code, with respect to the tax treatment of publicly traded partnerships as corporations, to expand the definition of "qualifying income" for such partnerships (known as master limited partnerships) to include income and gains from renewable and alternative energy generation projects (in addition to fossil fuel-based energy generation projects) and related infrastructure for transportation or storage, including energy derived from thermal resources, waste, renewable fuels and chemicals, energy efficient buildings, gasification, and carbon capture in secure geological storage.

Ending Tax Breaks for Private Prisons Act This bill excludes from the definition of "taxable REIT (real estate investment trust) subsidiary" a corporation that operates or manages a prison facility.

This resolution expresses support for the rights, freedoms, and equal treatment of lesbian, gay, bisexual, transgender, and queer (LGBTQ) people. The resolution r ecognizes that LGBTQ rights are human rights and protected by the U.S. Constitution and international treaties. Additionally, the resolution encourages the celebration of LGBTQ Pride Month in June.

Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.

Military Justice Improvement Act of 2019 This bill modifies the process for convening courts-martial for sexual assault cases and certain other offenses. For example, the bill authorizes independent military prosecutors to decide whether to convene courts-martial for (1) sexual assault cases and other specified crimes punishable by confinement of more than one year; and (2) other specified offenses, such as retaliation for reporting a crime, regardless of the maximum punishment authorized for the offenses. Under current law, the military's chain of command generally has sole decisionmaking authority as to whether to prosecute such cases.

United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single gold medal to the U.S. Army Ranger veterans of World War II in recognition of their dedicated wartime service. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Clean School Bus Act of 2019 This bill directs the Department of Energy to establish in the Office of Energy Efficiency and Renewable Energy the Clean School Bus Grant Program for awarding grants to governmental and nonprofit entities responsible for providing school bus service for the replacement of existing school buses with electric buses.

Carbon Pollution Transparency Act This bill requires the heads of federal agencies, when making certain rulemaking or procurement decisions, to consider and document the cost of carbon dioxide, methane, and nitrous oxide emissions in accordance with a set of standardized amounts. The bill establishes the Interagency Working Group on the Costs of Greenhouse Gases to evaluate, at least once every five years, the method of calculating the cost of carbon dioxide, methane, and nitrous oxide. The bill also establishes the Costs of Greenhouse Gases Scientific Review Committee to make recommendations to the working group regarding revisions to the calculation method. The 10 members of the committee must be selected by the National Academies of Sciences, Engineering, and Medicine and represent relevant scientific fields.

International Climate Accountability Act This bill prohibits implementation of the U.S. withdrawal from the Paris Agreement, the United Nations agreement to address climate change adopted December 12, 2015. The President shall annually report to Congress a plan for how the United States will achieve its goals to reduce greenhouse gases under the agreement.

This bill directs the U.S. Postal Service (USPS) to continue to sell the Alzheimer's disease semipostal stamp for an additional six years. The USPS must continue to transfer proceeds from the sale of the stamp to the National Institutes of Health to fund medical research relating to Alzheimer's disease.

Women's Health Protection Act of 2019 This bill prohibits state or local governments from imposing certain restrictions on access to abortion services. Specifically, state or local government may not require unnecessary tests or procedures in connection with the provision of abortion services, the same health care provider who provides abortion services to perform such tests or procedures, providers to offer medically inaccurate information to patients before or during abortion services, providers to refrain from prescribing certain drugs, certain hospital facility transfer agreements, one or more medically unnecessary in-person visits, or patients to disclose the reason for seeking abortion services. The bill also prohibits limitations or requirements that both single out and impede access to abortion services based on a number of factors (e.g., restrictions that are reasonably likely to decrease the availability of abortion services in a state). A state or local government also may not prohibit abortions prior to fetal viability nor prohibit abortions after fetal viability in cases where the health care provider determines that continuing the pregnancy poses a risk to the patient's life or health. Additionally, the Department of Justice, individuals, or health care providers may bring a lawsuit to prospectively enjoin a limitation or restriction that is prohibited by this bill. The bill further requires the government defending such a limitation or restriction to show that (1) it significantly advances the safety of abortion services or patient health, and (2) such advancement cannot be met by a less-restrictive measure.

Expanding Capacity for Health Outcomes Act of 2019 or the ECHO 2019 Act This bill requires the Department of Health and Human Services (HHS) to establish a grant program that supports the implementation of certain educational, specialty health care technology in rural or medically underserved areas. Specifically, HHS must award grants to health care entities serving rural areas, health-professional shortage areas, medically underserved populations, or Native Americans for specified videoconferencing technology that connects health professionals with specialists (e.g., chronic-disease, mental-health, and substance-use disorder specialists).

Mothers of Military Service Leave Act or the MOMS Leave Act This bill provides compensation and credit for retired pay purposes (including computation of years of service for retired pay) for maternity leave taken by members of the reserve components of the Armed Forces.

Better Energy Storage Technology Act or the BEST Act This bill addresses grid-scale energy storage systems. The bill requires the Department of Energy (DOE) to establish within its Office of Electricity a research, development, and demonstration program for grid-scale energy storage systems. DOE must enter into agreements to carry out not more than five demonstration projects and develop a 10-year strategic plan and cost targets for grid-scale energy storage systems.

Promoting Grid Storage Act of 2019 This bill requires the Department of Energy (DOE) to establish certain programs for energy storage. DOE must establish a program for the research of energy storage systems, components, and materials. DOE must also establish a technical assistance and grant program for (1) disseminating information and providing technical assistance directly to nonprofit or for-profit entities so those entities can identify, evaluate, plan, and design energy storage systems; and (2) making grants to those entities so that they may contract to obtain technical assistance to identify, evaluate, plan, and design energy storage systems. The bill provides for the establishment of a competitive grant program for pilot energy storage systems.

This bill establishes the White Sands National Park in New Mexico as a unit of the National Park System in order to protect, preserve, and restore the park's resources and recreational values and to enhance visitor experiences. The bill abolishes the White Sands National Monument and incorporates the lands and interests that comprise the monument in and as a part of the park. The Department of the Interior shall not nominate the park for inclusion on the World Heritage List of the United Nations Educational, Scientific and Cultural Organization (UNESCO) unless each county in which the park is located concurs in the nomination. Before submitting such a nomination, Interior must notify the Department of the Army of its intention to nominate the park for inclusion on the list.

Artificial Intelligence Initiative Act or AI-IA This bill requires certain federal activities related to artificial intelligence, including implementation by the President of a National Artificial Intelligence Research and Development Initiative. The initiative must invest in artificial intelligence research and development and support the development of an artificial intelligence science and technology workforce pipeline, among other activities. The Office of Science and Technology Policy (OSTP) shall establish or designate a National Artificial Intelligence Advisory Committee to advise the OSTP on matters related to the initiative; a National Artificial Intelligence Coordination Office to provide technical and administrative support to the advisory committee and serve as the point of contact on federal artificial intelligence activities; and an Interagency Committee on Artificial Intelligence to coordinate the artificial intelligence and technology research and education activities and programs of the federal agencies, among other activities. The National Institute of Standards and Technology shall, among other things carry out initiative activities, including by awarding contracts as necessary; support the development of measurements and standards necessary to advance commercial development of artificial intelligence applications; and establish collaborative ventures or consortia. The National Science Foundation shall implement a research and education program on artificial intelligence and engineering, and award grants to establish up to five Multidisciplinary Centers for Artificial Intelligence Research and Education to conduct activities in support of the initiative. The Department of Energy shall carry out an artificial intelligence research and development program.

No Junk Plans Act This bill nullifies a rule by the Department of Treasury, the Department of Labor, and the Department of Health and Human Services regarding short-term, limited-duration health insurance plans. Short-term, limited-duration health insurance plans are plans that may only offer coverage for a limited amount of time under law and that are exempt from the market requirements of the Patient Protection and Affordable Care Act (e.g., coverage of individuals with preexisting conditions). The rule increases the maximum authorized duration of such plans from less than 3 months (including renewals) to an initial maximum duration of less than 12 months (with a total duration of up to 36 months, including renewals). The rule took effect October 2, 2018.

Marijuana Freedom and Opportunity Act This bill decriminalizes marijuana. Specifically, it removes marijuana from the list of scheduled substances under the Controlled Substances Act and eliminates criminal penalties for an individual who imports, exports, manufactures, distributes, or possesses with intent to distribute marijuana. Additionally, the bill does the following: establishes a trust fund to assist women-owned and minority-owned marijuana businesses, requires federal research on the impacts of marijuana use on highway safety and public health, authorizes federal restrictions on the marketing of marijuana-related products, and authorizes grants for state and local governments to expunge or seal convictions for marijuana possession.

Election Security Act of 2019 This bill addresses election security through grant programs and requirements for voting systems and paper ballots. The bill establishes requirements for voting systems, including that systems (1) use individual, durable, voter-verified paper ballots; (2) make a voter's marked ballot available for inspection and verification by the voter before the vote is cast; (3) ensure that individuals with disabilities are given an equivalent opportunity to vote, including with privacy and independence, in a manner that produces a voter-verified paper ballot; and (4) be manufactured in the United States. The Election Assistance Commission (EAC) must award grants to study, test, and develop accessible voter-verified paper ballot voting and best practices to enhance the accessibility of such voting for individuals with disabilities, for voters whose primary language is not English, and for voters with difficulties in literacy. The EAC must award grants to states to (1) replace certain voting systems, carry out voting system security improvements, and implement and model best practices for ballot design, ballot instructions, and the testing of ballots; and (2) conduct risk-limiting audits. The bill provides for information sharing with states regarding threats to election infrastructure. The Department of Homeland Security must issue a national strategy to protect against cyberattacks, influence operations, disinformation campaigns, and other activities that could undermine the security and integrity of democratic institutions. The EAC must provide for the testing of voting system hardware and software and decertify such technology that does not meet guidelines.

Zero-Emission Vehicles Act of 2019 This bill requires the Environmental Protection Agency (EPA) to establish a zero-emission passenger vehicle standard. Specifically, the bill sets a schedule for increasing the percentage of zero-emission vehicles a vehicle manufacturer delivers for sale, culminating in a requirement to sell only zero-emission vehicles from 2040 on. The bill also requires the EPA to establish a zero-emission vehicle credit program that approves one zero-emission vehicle credit for each zero-emission vehicle delivered for sale in the United States and partial credits for qualified electric vehicles based on the estimated proportion of the mileage driven on the battery. Manufacturers that fail to meet the minimum required percentage of zero-emission vehicle sales must submit to the EPA a quantity of zero-emission vehicle credits sufficient to offset the excess. Credits may also be sold, transferred, exchanged, or retired in certain circumstances. The bill imposes civil penalties for the failure to comply with zero-emission vehicle credit standards, with collected penalties being deposited into the Highway Trust Fund. After 2040, the EPA may issue injunctions on the manufacture of passenger vehicles other than zero-emission vehicles.

Armed Forces Digital Advantage Act This bill requires the Department of Defense (DOD) to promote and maintain digital engineering as a core competency of the Armed Forces. In addition, DOD must (1) create the position of Chief Digital Engineering Recruitment and Management Officer, which shall expire on September 30, 2029; (2) develop and enhance recruitment and training programs for digital engineering talent; and (3) annually report on the readiness of digital forces and progress toward achieving digital engineering policies.

Central America Reform and Enforcement Act This bill establishes programs to address the humanitarian crisis in El Salvador, Guatemala, and Honduras (the Northern Triangle countries) and to handle asylum-seekers from those countries. The Department of State shall report to Congress a five-year interagency strategy to address the factors driving migration from Central America. The bill establishes various new immigration-related penalties, such as making it unlawful to knowingly destroy any government-deployed border-control device (e.g., fence or camera). The State Department shall work to expand the capacity of other countries to provide asylum. The State Department shall establish at least four Designated Application Processing Centers in the Northern Triangle countries and Mexico to adjudicate asylum applications and admit qualified aliens from the Northern Triangle countries as refugees. The Department of Health and Human Services (HHS) shall provide certain assessments and health care services to unaccompanied alien children. The rights of a parent or guardian over an unaccompanied alien child may be terminated only pursuant to a court order. The Office of Refugee Resettlement shall conduct certain background checks on prospective sponsors of an unaccompanied alien child. To receive certain funding, a local educational agency must ensure that unaccompanied alien children are served. An unaccompanied alien child shall be appointed free counsel in immigration proceedings. The Department of Justice shall increase the number of immigration judges and Board of Immigration Appeals staff attorneys. The Department of Homeland Security, HHS, and the State Department shall develop a process for repatriating unaccompanied children to their country of origin. This process must require a determination of the child's best interests.

Expanding On-Campus Child Care to Help Student Parents Succeed Act This bill permanently reauthorizes and revises the Child Care Access Means Parents in School Program. (The program awards grants to support the participation of low-income parents in postsecondary education through the provision of campus-based child care services.) Among other revisions to the program, the bill allows grant funds to be used for additional purposes (e.g., child care subsidies and support services) and specifies additional grant application requirements.

Hardrock Mining and Reclamation Act of 2019 This bill modifies requirements related to the mining of hardrock minerals on federal land. Among other things, the bill prohibits the United States from issuing a patent for any mining claim, millsite, or tunnel site unless a patent application was filed with the Department of the Interior by September 30, 1994; subjects production of all locatable minerals from any mining claim to a reasonable royalty established by Interior; requires an exploration permit and mining operations permit for non-casual mining operations; establishes the Hardrock Minerals Reclamation Fund for the reclamation and restoration of land and water resources adversely affected by past hardrock minerals and mining activities; requires consultation with Indian tribes prior to the undertaking or issuing of a permit for mineral activity that has tribal implications; and establishes civil penalties for violation of surface management or operation requirements and related regulations.

Clean Energy Standard Act of 2019 This bill addresses clean energy standards. Among other things, the bill requires retail electricity suppliers to sell a certain quantity of clean electric energy; establishes a federal clean energy credit trading program; subjects retail electricity suppliers to civil penalties for noncompliance with requirements; establishes a state energy efficiency, clean energy deployment, and electric bill reduction program; requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs; requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.

This bill revises provisions governing the Morris K. Udall and Stewart L. Udall Foundation. Among other things, the foundation (1) provides outreach regarding the environment, public lands, and natural resources; (2) develops resources to train professionals in the environmental field and Native American and Alaska Native professionals in health care and public policy; and (3) supports the United States Institute for Environmental Conflict Resolution. This bill reauthorizes the institute through FY2023 and renames the institute as the John S. McCain III United States Institute for Environmental Conflict Resolution. Finally, the bill requires the Inspector General of the Department of the Interior to audit the foundation.

American Indian and Alaska Native Child Abuse Prevention and Treatment Act or AI/AN CAPTA This bill implements requirements concerning child abuse and neglect in Indian tribal communities. Specifically, the bill requires the Government Accountability Office to report on child abuse and neglect in tribal communities for the purpose of making recommendations regarding these issues. Additionally, the Department of Health and Human Services must include Indian tribes and tribal organizations in its equitable distribution of assistance for programs and projects related to child abuse prevention and treatment.

Defense Small Business Advancement Act of 2019 This bill permanently reauthorizes the Department of Defense (DOD) Mentor-Protege Program, designed to help major defense contractors facilitate the participation of disadvantaged small business concerns as subcontractors and suppliers. The DOD Office of Small Business Programs shall establish performance goals and conduct periodic reviews of approved agreements between mentors and proteges.

Federal Land Asset Inventory Reform Act of 2019 This bill directs the Department of the Interior to develop and maintain a current and accurate multipurpose cadastre (inventory) of federal real property and any nonfederal real property in a state to support federal land management activities on federal real property, including resource development and conservation and agricultural use. Interior shall report on (1) existing real property inventories or any components of any cadastre of federal real property, (2) consolidation of inventories and components, (3) the use of existing inventories and components of any cadastre, (4) cost savings that will be achieved, (5) a plan for implementation of this bill, and (6) recommendations for legislation. Interior shall (1) make the multipurpose cadastre publicly available on the Internet, and (2) ensure that such cadastre includes the identification of all lands suitable for disposal pursuant to the Federal Land Policy and Management Act of 1976.

Roadless Area Conservation Act of 2019 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).

Faith-Based Community Center Protection Act This bill permits the use of Urban Area Security Initiative or State Homeland Security Grant Program grant funds to protect a faith-based community center or vulnerable populations, including children or the elderly. A faith-based community center is a facility operated by a nonprofit faith-based community organization for the provision of recreational, social, or education services, or a house of worship. The bill increases the term of imprisonment from 5 to 10 years for providing false or misleading information or engaging in hoaxes.

Tribal Nutrition Improvement Act of 201 9 This bill allows an Indian tribe to assume, from a nearby local educational agency (LEA) and in lieu of a state, responsibility for administration of the school breakfast program, the school lunch program, the child and adult care food program, or the summer food service program for children. The Department of Agriculture (USDA) must identify, for optional use in LEAs on or near Indian reservations, alternatives to current program requirements related to the daily counting of meals by category, the use of annual applications to determine program eligibility, and the use of universal meal service. USDA may implement such alternatives, as limited by the bill, as well as further test them in demonstration projects. The bill also requires USDA to increase the amount of administrative funds paid to an Indian tribe that agrees to assume responsibility for the administration of one of the specified food programs.

Protecting the Right to Organize Act of 2019 This bill amends the National Labor Relations Act and related labor laws to extend protections to union workers. Specifically, it revises the definition of "employee" and "supervisor" to prevent employers from classifying employees as exempt from labor law protections, expands unfair labor practices to include prohibitions against replacement of or discrimination against workers who participate in strikes, makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership, permits workers to participate in collective or class action litigation, allows injunctions against employers engaging in unfair labor practices involving discharge or serious economic harm to an employee, expands penalties for labor law violations, including interference with the National Labor Relations Board or causing serious economic harm to an employee, and allows any person to bring a civil action for harm caused by labor law violations or unfair labor practices.

Chemical Poisons Reduction Act of 2019 or Canyon's Law This bill prohibits the use of sodium fluoroacetate (i.e., Compound 1080) and sodium cyanide in a predator control device. Clean Energy for America Act This bill modifies,extends, or terminates several existing energy-related tax incentives to provide consolidated tax deductions and credits for the production of or investment in clean electricity, the production of clean transportation fuels, and energy efficient homes and commercial buildings. The new tax incentives are technology-neutral and the amounts of the credits or deductions vary based on the levels of carbon emissions for the incentives for electricity and fuels or energy efficiency in the case of the incentives for energy efficient homes and commercial buildings. The bill also establishes tax credits for certain bonds issued by a governmental body, a public power provider, or a cooperative electric company for facilities producing clean electricity or clean transportation fuels. The bill phases out the new tax incentives when annual greenhouse gas emissions in the United States have been reduced by specified percentages. In order to provide for a transition period for the new tax incentives, the bill temporarily extends several existing energy-related tax provisions. With respect to the existing qualifying advanced energy project credit, the Department of the Treasury must establish an additional qualifying advanced energy project program to consider and award certifications for qualified investments eligible for credits.
