Language Mastery Support Act of 2002 - Authorizes the President to establish a study and overseas training program in critical foreign languages and cultures to be known as the Foreign Language and Cultural Institute. Establishes an Interagency Critical Foreign Languages and Cultures Board that shall: (1) develop the curriculum of the Institute; (2) provide policy recommendations to the President regarding administration of the Institute; (3) establish operating procedures for the Institute; and (4) provide operational oversight of the Institute. Requires: (1) Program participants to undertake such a study and training program primarily consisting of courses taken at accredited institutions of higher learning during the normal academic year; and (2) such program be supplemented by instruction at Institute facilities approved by the Board, at least one of which shall be located in each major geographic region in the United States. Requires persons enrolled as Program participants to have entered into agreements with the Institute to respond to employment offers from participating agencies and to serve with such an agency for a specified period. Requires a participating agency that elects to employ a participant to extend an offer of employment to that participant conditioned upon satisfactory completion of the Program. Requires the Board to establish a schedule of stipends to offset participants' costs of tuition, fees, and books.

Sudan Peace Act - Condemns violations of human rights on all sides of the conflict in Sudan (including the Government of Sudan), the ongoing slave trade there, the Government's use and organization of "murahalliin" (or "mujahadeen"), Popular Defense Forces (PDF), and regular Sudanese Army units into raiding and slaving parties in Bahr al Ghazal, the Nuba Mountains, Upper Nile, and Blue Nile regions, and its aerial bombardment of civilian targets. Recognizes that the use of raiding and slaving parties is a tool for creating food shortages as a systematic means to destroy the societies, culture, and economies of the Dinka, Nuer, and Nuba peoples in a policy of low-intensity ethnic cleansing. Provides increased assistance to areas of Sudan that are not controlled by the Government of Sudan to prepare the population for peace and democratic governance. Requires the President to take specified actions against Sudan if the President determines and certifies to the appropriate congressional committees that the Government of Sudan has not engaged in good faith negotiations with the Sudan People's Liberation Movement (SPLM) to achieve a peace agreement, or is not in compliance with the terms of any negotiated peace agreement with the SPLM. Expresses the sense of Congress that the United Nations (UN) should help facilitate peace and recovery in Sudan. Directs the President to develop a contingency plan to provide, outside UN auspices, the greatest amount of U.S. Government and privately donated relief to all affected areas in Sudan, including the Nuba Mountains, Upper Nile, and the Blue Nile regions, in the event the Government of Sudan imposes a ban on Operation Lifeline Sudan air transport relief flights. Directs the Secretary to collect information about possible war crimes by all parties to the conflict in Sudan, including slavery, rape, and aerial bombardment of civilian targets.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as feasible (but not later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Rural Community Revitalization and Transition Act - Amends the Agricultural Adjustment Act of 1938 to direct the Secretary of Agriculture to make tobacco transition payments to qualifying quota owners and active growers of covered tobacco (Flue-cured tobacco, Burley tobacco, Fire-cured tobacco, dark-air cured tobacco, and Virginia sun-cured tobacco). Establishes in the Treasury a tobacco farmer trust fund to carry out such program. Expresses the sense of Congress that such payments should be afforded capital gains treatment. Sets forth payment determination provisions for tobacco investment protection payments, including: (1) historic quota production for Flue-cured and Burley tobacco, and for Fire-cured, dark air-cured, and Virginia sun-cured tobacco; (2) counter-cyclical payments for Flue-cured tobacco, and for Burley, dark-air cured, Virginia sun-cured, and Fire-cured tobacco; and (3) direct payments for Flue-cured tobacco, and Burley and other tobacco. Authorizes the establishment of the Center for Agricultural Innovation which shall be located at a land-grant college or university in a traditional quota State, and shall: (1) coordinate work among land-grant colleges and universities in the Southeast to facilitate development, evaluation, and implementation of new agricultural technologies and enterprises for rural communities; and (2) give priority to developing technologies and enterprises in tobacco-dependent communities. Establishes in the Department of Agriculture the Tobacco Advisory Board. Terminates marketing quotas for certain types of tobacco. Repeals provisions regarding: (1) Burley tobacco acreage allotment; (2) mandatory sale of Burley and Flue-cured tobacco acreage allotments and marketing quotas; (3) sale or lease of acreage allotments; and (4) farm poundage quotas for certain types of tobacco. Revises provisions regarding: (1) national marketing quota; (2) apportionment of national marketing quota; (3) lease and transfer of acreage allotments; and (4) acreage-poundage quotas.

National AMBER Alert Network Act of 2002 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Permits producers with qualifying losses in both years to elect to receive payments in either, but not both, of such years. Makes producers ineligible for crop disaster assistance if they did not: (1) get Federal crop insurance for insurable commodities; and (2) file required paperwork and pay related fees for noninsurable commodities. Sets forth waiver provisions.

Foreign and Armed Forces Tax Fairness Act of 2002 - Amends the Internal Revenue Code to: (1) restore the full exclusion from gross income of the death gratuity payment; (2) permit a suspension of residency rules governing the exclusion of gain from sale of a principal residence for members of the uniformed services or the Foreign Service serving on qualified official extended duty; (3) exclude from gross income qualified military base realignment and closure fringe benefits; (4) extend tax filing delay provisions to military personnel serving in contingency operations; (5) allow as a business or trade deduction the expenses of a member of the reserve component of the U.S. armed forces in connection with such service (available to itemizers and non-itemizers); (6) include ancestors and lineal descendants of past or present members of the armed forces when determining whether a veterans' organization is exempt from tax; and (7) fully exclude from gross income certain dependent care assistance programs sponsored by the Department of Defense.
