Reduces estate and gift tax rates to: (1) 15 percent of the amount not over $1,000,000; and (2) $150,000, plus 28 percent of the excess of the amount over $1,000,000. Indexes such amounts for inflation. Increases the unified credits against estate and gift taxes and indexes them for inflation. Revises provisions concerning the rate of interest on deferred estate tax attributable to a closely held business.

Authorizes appropriations. Urges the President to seek permission from the Soviet Union to deliver humanitarian relief to Lithuania without delay.

Economic Growth and Venture Capital Act of 1990 - Amends the Internal Revenue Code to reduce the individual and corporate capital gains rate from 34 percent to 15 percent. Reduces such tax to 7.5 percent for low- and middle-income taxpayers. Requires indexing, based on the gross national product deflator, of the adjusted basis of certain assets (corporate stock and tangible property that is a capital asset of property used in a trade or business) that have been held for more than one year at the time of sale or other transfer, solely for the purpose of determining gain or loss. Provides for indexing the limitation on capital losses of noncorporate taxpayers.

Coastal Barrier Resources Act Amendments of 1990 - Amends the Coastal Barrier Resources Act (the Act) to replace provisions describing the properties included in the Coastal Barrier Resources System and providing for boundary modifications and maps with provisions including in the System undeveloped coastal barriers: (1) depicted on specified maps; (2) owned by the United States and meeting certain requirements; and (3) incorporated into the System under provisions of this Act. Requires the Administrator of General Services, prior to transfer or disposal of excess property that may be an undeveloped coastal barrier, to obtain from the Secretary of the Interior a determination of whether the property constitutes such a barrier. Sets forth procedures for adding such a property to the System. Directs the Secretary to provide to the Governor of each State on the Atlantic, Gulf, or Great Lakes coasts copies of maps of the undeveloped coastal barriers owned by that State or a local government. Directs the Secretary, if a Governor elects to have any portion added to the System, to follow certain procedures for adding such portions. Sets forth procedures regarding filing, public inspection, and changing of maps. Requires review of maps: (1) on request of certain officers of States, political subdivisions, and coastal zone management agencies; and (2) at least once every seven years. Amends provisions setting forth permissible Federal expenditures affecting the System to: (1) require that expenditures for the disposal of dredge materials be consistent with the purposes of the Act; (2) require that emergency actions essential to saving lives and protecting property be subject to specified provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act regulating the amount of assistance; and (3) allow expenditures for the maintenance of existing channel improvements and related structures only if all, or a portion, of the moneys for the improvement or structure were appropriated before that System unit was included within the System (currently, before October 18, 1982). Requires the head of each Federal agency concerned (currently, the Director of the Office of Management and Budget) to certify compliance with the Act annually to specified congressional committees and the Secretary (currently, to the House of Representatives and the Senate). Authorizes appropriations.

Antiterrorism Act of 1990 - Amends the Federal criminal code to define the term "international terrorism" to include activities that: (1) involve violent acts that are a violation of Federal or State laws, or that would be a criminal violation if committed within the jurisdiction of the United States or of any State; (2) appear to be intended to intimidate or coerce a civilian population, influence the policy of a government by intimidation or coercion, or affect the conduct of a government by assassination or kidnapping; and (3) occur primarily outside U.S. territorial jurisdiction or transcend national boundaries. Authorizes any U.S. national injured in his person, property, or business by reason of an act of international terrorism to bring a civil action in U.S. district court and recover treble damages and the cost of the suit, including attorney's fees. Specifies that a final judgment or decree rendered in favor of the United States in certain classes of criminal proceedings (such as those involving the murder of a foreign official, kidnapping, hostage taking, killing of a U.S. national, or an aircraft piracy-related offense) or in favor of any foreign state in a criminal proceeding to the extent that such judgment or decree may be accorded full faith and credit under U.S. law shall stop the defendant from denying the essential allegations of the criminal offense in a subsequent civil proceeding under this Act. Sets forth provisions with respect to jurisdiction and venue for and limitation of, such civil actions. Amends the Foreign Sovereign Immunities Act to make an exception to the jurisdictional immunity of a foreign State in any case in which damages are sought for injuries sustained from terrorist acts or any other violation of international law which was perpetrated or aided by such State or any official or employee acting within the scope of his office or employment.

Computer Abuse Amendments Act of 1990 - Amends the Computer Fraud and Abuse Act to make it a felony to transmit an unauthorized program or code that alters the information stored in a computer with the intent to damage, disrupt, alter, or misappropriate the system or information contained within the affected computer or computer system if the transmission: (1) causes damage exceeding $1,000 in any one-year period; or (2) modifies or impairs the medical care of one or more individuals. Makes such offense punishable by a fine and up to five years in prison. Sets forth parallel provisions with respect to recklessly transmitting a destructive computer program or code. Makes such offense a misdemeanor, punishable by a fine and imprisonment for up to one year. Creates a civil cause of action for compensatory or injunctive relief for persons suffering damage or loss by virtue of a violation of this Act.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.
