Farm Labor Contractor Registration Act Amendments of 1980 - Amends the Farm Labor Contractor Registration Act of 1963 to revise the definition of "farm labor contractor" to: (1) broaden specified exclusions from such definition (thus broadening certain exemptions from coverage under such Act); and (2) exclude from such definition (and such coverage) any nonprofit or cooperative association of farmers, growers, ranchers, duly incorporated under appropriate State laws, and operated solely for the mutual benefit of the members thereof, and any full-time or regular employee of such association or cooperative who engages in such activity solely for such employer. Adds other definitions relating to such revisions. Revises the definition of "agricultural employment" to specify that listed activities take place on a farm or ranch. Limits the definition of "migrant worker" to only those workers who cannot regularly return to their domicile each day after working hours, or who are transported from and to their domicile each workday by the person who recruits, solicits, hires, or furnishes such worker for agricultural employment on a farm or ranch owned or operated by another person.

Tax Reduction - Job Creation Act - Title I: Individual Tax Rates - Amends the Internal Revenue Code to reduce income tax rates for each category of individual taxpayers. Title II: Incentives for New Plant and Equipment - Amends the Internal Revenue Code to revise the method for determining useful lives of business assets for purposes of computing allowable depreciation deductions. Replaces the asset depreciation range (ADR) method with a schedule of capital cost recovery periods for three classes of business property. Establishes capital cost recovery periods for the following classes of business property: (1) buildings and their structural components, ten years; (2) tangible property, five years; and (3) automobiles, taxis, and light-duty trucks (up to $100,000), three years. Allows a ten percent investment tax credit for buildings and tangible property, and a six percent credit for automobiles, taxis, and light duty trucks. Requires the recapture of depreciation amounts and investment tax credit amounts applicable to assets which are sold or otherwise disposed of prior to the expiration of the capital cost recovery period. Permits taxpayer to deduct less than the full allowance for capital cost recovery in any taxable year. Permits a carryover to succeeding taxable years of any unused depreciation amounts. Disqualifies capital cost recovery property from the allowance for first year depreciation. Treats amounts claimed as the capital cost recovery of noncorporate lessors as an item of tax preference for purposes of the minimum tax. Adopts as an accounting practice the "half year convention" under which investments eligible for capital cost recovery treatment or the investment tax credit which are made at any time during the taxable year are deemed to be made in the middle of such year.

Deplores the Soviet violations with respect to Afghanistan. Joins calls for the withdrawal of Soviet troops from Afghanistan. Supports the imposition of penalties on the Soviet Union for its aggression. Urges continued action to draw attention to the Soviet violations and to prevent further Soviet incursions.

Amends the Internal Revenue Code to exempt a certain portion of royalty owner oil production from the windfall profit tax. Limits the amount so exempted per quarter to ten barrels per day. Requires proportionate allocation of any production in excess of ten barrels per day between tier 1 oil, tier 2, and tier 3 oil, and within any tier on the basis of removal prices. Requires allocation of the ten barrel amount among royalty owners who are members of the same related group.

Urban Jobs and Enterprise Zone Act of 1980 - Title I: Designation of Private Jobs and Enterprise Zones - Amends the Internal Revenue Code to provide for the designation of private jobs and enterprise zones, for a ten-year period, by local governments, or by State governments on behalf of local governments subject to the approval of the Secretary of Commerce, for purposes of extending the tax incentives provided by title II of this Act to employers and employees within designated zones. Specifies that the Secretary may only approve the designation of such zones if: (1) the area is within the jurisdiction of the designating local government; (2) the boundary of the area is continuous; (3) the area has a population of at least 4,000, or is an Indian reservation; and (4) the area meets specified unemployment and poverty requirements. Requires designating local governments, as a condition of the Secretary's approval, to effect a permanent real property tax reduction in their respective jurisdictions, which is not less than 20 percent of the current effective rate. Requires any such property tax reduction to be disregarded for the purpose of determining the eligibility of a State or local government for Federal assistance or benefits. Expresses the sense of the Congress that in the case of any application for designation of an area in a private jobs and enterprise zone as a foreign trade zone: (1) the Foreign-Trade Zone Board should expedite the application process; (2) the Board, in evaluating such application, should consider not only the current economic conditions within the zone, but also future development to be expected as a result of the incentives provided by this Act; and (3) the Board should provide technical assistance to the applicants. Title II: Tax Incentives - Amends the Internal Revenue Code to reduce social security payroll taxes in designated private jobs and enterprise zones. States that such tax rate reductions shall not affect an individual's eligibility for social security benefits. Appropriates to the Federal Disability and Hospital Insurance Trust Funds general revenue amounts equivalent to the amount by which such taxes are reduced. Reduces the rate of tax on the capital gains of individuals and corporations in such zones. Exempts gain from the sale or exchange of property used in a business in a private jobs and enterprise zone from the computation of the minimum tax. Reduces the rate of tax on the income to corporations whose workforce comprises at least 50 percent of individuals working in a private jobs and enterprise zone (qualifying businesses). Authorizes accelerated depreciation for qualifying businesses (straight line method based on a three year useful life). Limits the basis for depreciation to $500,000. Allows a full investment tax credit for such property despite election of such accelerated depreciation. Permits qualifying businesses to elect to use a cash method of accounting if their gross receipts do not exceed $1,500,000 in any prior taxable year. Allows a ten year carryover of net operating losses for qualifying businesses. Title III: Effective Date - Specifies effective dates for provisions of this Act which apply to income tax, provisions which apply to social security payroll taxes, and provisions which apply to tax procedure and administration.

Amends the State and Local Fiscal Assistance Act of 1972 to authorize appropriations to the State and Local Government Fiscal Assistance Trust Fund for the entitlement periods of each of fiscal years 1981 through 1985. Reduces by one-third the funds authorized to be provided for such entitlement periods. Directs the Secretary of the Treasury to establish within the Trust Fund a State government account and a local government account for entitlement periods beginning after September 30, 1980. Declares that the State account shall receive only funds transferred from categorical grant programs. Prohibits the amount credited to the State account for a specific State for any entitlement period from exceeding one-half the amount credited to the local government account for all local governments within such State for that period. Declares that the amount a State government is entitled to receive from the Trust Fund for any entitlement period beginning after September 30, 1980, shall not exceed the amount of the categorical grant funding reduction elected by that State for that entitlement period. Sets forth the procedures for the designation, by the chief executive officer of a State, of the categorical grant programs under such State's allotments which are to be transferred to the State account of the Trust Fund. Requires a majority of the chief executive officers of States involved in a single project under a program to designate the transfer of funds for such program before such transfer may occur. Directs the Secretary to transfer any such designated program funds to the State government account. Declares that such a transfer of funds allotted to a State under a program shall constitute a payment to that State for purposes of provisions of law providing for the reallotment of amounts not paid under the program to a State.

Veterans' Disability Compensation and Survivors' Benefits Amendments of 1980 - Title I: Veterans' Disability Compensation Benefits - Increases the rates of veterans' compensation for: (1) wartime disability compensation; (2) additional compensation for dependents; and (3) clothing allowances paid to certain disabled veterans. Title II: Survivors' Dependency and Indemnity Compensation Benefits - Increases the rates of veterans' dependency and indemnity compensation for: (1) a surviving spouse; (2) surviving children; and (3) supplemental children's benefits. Title III: Miscellaneous Provisions - Extends the authority for the Veterans' Administration regional office in the Republic of the Philippines until September 30, 1985. Sets forth procedures for: (1) retroactive payments for additional children entitled to dependency and indemnity compensation; and (2) reducing payments to a dependent child who has attained the age of 18 and is attending an educational institution, and whose parent is receiving compensation payments as a surviving spouse. Provides for pension payments to a hospitalized veteran having neither spouse nor child if such veteran is readmitted within six months of a period of care. Title IV: Effective Date - States that the amendments made by this Act shall take effect on October 1, 1980.

Office of Strategic Trade Act of 1980 - Establishes the Office of Strategic Trade as an independent executive agency. Transfers to the Office specified export control functions and authorities of: (1) the Secretary of Commerce; (2) the Office of Munitions Control of the Department of State; and (3) the United States Customs Service. Requires the Director of the Office or his or her designee to act as the chairman of an Interagency Operating Committee consisting of representatives from: (1) the Departments of Commerce, State, Defense, Energy and Treasury; (2) the Central Intelligence Agency; and (3) the National Aeronautics and Space Administration. Creates within the Office: (1) an Exporter Services Facility to act as liaison with business and the public; (2) an Operations Division to process applications for export licenses; (3) a Compliance Division to carry out functions performed before enactment of this Act by the Compliance Division of the Office of Export Administration; (4) the CoCom Division to perform functions relating to the representation of technical positions in connection with the Coordinating Committee for Multilateral Export Controls; (5) a Licensing Division to establish policy concerning the commodity control list, the munitions control list, foreign policy controls, and short supply controls; and (5) a General Counsel. Authorizes and directs the Director of the Office of Management and Budget to make such incidental transfers of functions, funds, personnel, and property as may be necessary to accomplish the purposes of this Act.

Directs the Secretary of the Navy to sell petroleum produced from the Naval Petroleum Reserves Numbered 1 and 3 only to persons who agree to deposit, or to cause to be deposited, in the Strategic Petroleum Reserve within 30 days an equivalent amount of crude oil in return for payment by the Secretary of the appropriate current market price for such crude oil at the point of transfer of title, taking specified factors into consideration.

Expresses the sense of the Senate that the President should: (1) request the Soviet Union to exchange scientific data regarding the outbreak of pulmonary anthrax near Sverdlovsk as provided for by the convention prohibiting bacteriological (biological) and toxin weapons; or (2) take appropriate international procedures or lodge a complaint with the United Nations Security Council, if the Soviet Union fails to make available such data.

Expresses the sense of the Senate that the Secretary of Health and Human Services shall not approve any portion of the Model State Adoption Act and Procedures prepared under the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978 which: (1) confers upon all biological fathers of children born out of wedlock, without distinction, the right to veto adoption of the child upon mere proof of paternity; (2) sets less stringent standards for the placement of children by unlicensed intermediaries than by licensed child-placing agencies; (3) gives parents the right to revoke relinquishments which have not been obtained through fraud, duress, or undue influence; (4) requires automatic opening at the request of an adult adoptee of confidential birth records, court records, and adoption agency records; and (5) requires agencies to notify adult adoptees that a birth parent desires to meet the adoptee even if the adoptee has not expressed a desire to meet with his birth parents.

Limits the applicability of specified penalty provisions relating to failure to answer questions presented in the decennial and mid-decade census to questions approved for the particular census by a concurrent resolution passed by Congress. Prohibits compelling an answer to census questions which apply to persons or families or the farms they occupy, unless such questions have been so approved.

Amends the Internal Revenue Code to exempt from the crude oil windfall profit tax: (1) an independent oil producer's entire production of oil; and (2) a proportionate interest in an independent producer's production held by a royalty owner. Excludes from such exemption any independent producer's interest in production from a property to the extent that such interest was held by an integrated oil company on October 24, 1979.

Amends the military retiree Survivor Benefit Plan to permit an individual suffering from a service-connected disability rated by the Veterans' Administration (VA) as totally disabling for a specified period of time, to suspend election in such Plan by submitting written notice to the Secretary of Defense. Authorizes the Secretary, upon receipt of a request for such a suspension, to discontinue the reduction being made in such person's retired or retainer pay on account of participation in the Plan. Requires the individual electing to suspend participation in the Plan to obtain the written consent of the beneficiary or beneficiaries involved. Authorizes the Secretary to furnish to each person who requests suspension of participation in the Plan a written statement of the advantages of participating in the Plan and the disadvantages of suspending participation. Allows a specified time for withdrawal of the suspension request. Permits reenrollment in the Plan if at any time subsequent to such suspension the VA reduces such person's service-connected disability rating to less than total and the individual makes application to the Secretary within the prescribed period. Authorizes the Secretary to resume reductions in such person's retired or retainer pay upon receipt of such application.

Food Stamp Accountability Act of 1980 - Amends the Food Stamp Act of 1977 to direct the Secretary of Agriculture to adjust the costs of the thrifty food plan and the amount of the standard deduction annually rather than semiannually. Disqualifies from the food stamp program any individual enrolled in an institution of higher education. Requires that each State agency determine the eligibility of each applicant household by verifying specified income in part through the use of information obtained from other government agencies' records. Permits the State agency to verify prior to certification the size of any applicant household and any factors of eligibility involving households which fall within such agency's error-prone household profiles. Amends the Internal Revenue Code to permit the Commissioner of Social Security to disclose to the Department of Agriculture and to a State food stamp agency information from individual income tax returns with respect to net earnings from self-employment and payments of retirement income which have been disclosed to the Social Security Administration, but only to the extent necessary to determine an individual's eligibility for food stamp benefits. Requires the appropriate State agency to disclose to the Secretary of Agriculture or to any State food stamp agency specified information respecting wages, unemployment compensation, and whether an individual has refused an offer of employment to the extent necessary to determine an individual's eligibility for benefits. Directs the Secretary of Labor to withhold payments from a State which does not substantially comply with such requirements. Requires each State agency to issue a photographic identification card to be presented by any member of a household when utilizing the household authorization card to receive coupons when such household is located in a city of a specified size. Directs the Secretary of Agriculture and the Secretary of Labor to reimburse specified agencies and organizations operating specified pilot projects involving work for 50 percent of all administrative costs. Directs the Secretary of Agriculture to study and report to the appropriate committees of Congress the feasibility of issuing coupons bearing the identification number ascribed to the participating household.

Amends the Federal Election Campaign Act to include any loan, payment, or gift made for the purpose of participating or intervening in a political campaign for certain offices within the definition of a "contribution or expenditure" by a national bank, a corporation, or a labor organization for purposes of such Act and the Public Utility Holding Company Act. Allows a corporation or labor organization to establish and administer a separate contributory fund for political purposes provided that all contributions for or to the fund are made voluntarily and are unrelated to any fees required for membership or employment in such organization or corporation. Prohibits the payment of any costs of establishing or administering the fund from moneys obtained in any commercial transaction.

Amends the Internal Revenue Code to create a category of incentive stock options for employees, who would not be required to pay tax at the time such an option is exercised and would receive capital gains treatment on the proceeds of any subsequent sale of such stock. Denies the employer any deduction with respect to such stock either at the time of option exercise or at the time of subsequent sale. Requires the issuance of any such option, with shareholder approval, at 100 percent of fair market value. Accepts any stock later determined to be undervalued if issued with a good faith effort to make such issue at not less than fair market value. Allows exercise of such option up to ten years after issuance, and in any sequence. Limits long-term capital gain treatment to the sale of incentive stock held by the employee at least two years after the grant of the option and one year after exercise. Subjects any such stock sold within two years after option grant to ordinary income treatment. Requires an employee to remain an employee continuously from grant to three months prior to exercise. Prohibits the employee from owning more than ten percent of the voting power or value of the stock of the company unless the option price is at least 110 percent of fair market value.

Expresses the sense of the Senate that: (1) the U.S. Olympic Committee should petition the International Olympic Committee to relocate the 1980 summer games; and (2) the United States should not participate, if such games are not relocated.
