Paul and Sheila Wellstone Center for Community Building Act - Directs the Secretary of Housing and Urban Development to award a grant to Neighborhood House of St. Paul, Minnesota, to finance the construction of a new community center in St. Paul, to be known as the Paul and Sheila Wellstone Center for Community Building.

Direct Support Professional Recognition Resolution - Expresses the sense of the Congress that the Federal Government and the States should make it a priority to ensure a stable, quality direct support workforce that provides services and supports for individuals with mental retardation or other developmental disabilities, in order to advance the national commitment to community integration for such individuals and personal security for them and their families.

States that: (1) empowerment zones in Pulaski County, Arkansas, Oklahoma City, Oklahoma, and Yonkers, New York, shall not include any portion of a central business district (as such term is used for purposes of the most recent Census of Retail Trade) unless the poverty rate for each population census tract in such district is not less than 25 percent; and (2) such exemption shall be considered to have taken affect when the area was designated as an empowerment zone by the Secretary of Housing and Urban Development.

Expresses the sense of the Senate that: (1) the Pacific Maritime Association (PMA) and the International Longshore and Warehouse Union (ILWU) should enter into mediation to resolve their dispute, adopt 24-hour extensions of the expired collective bargaining agreement, and end the current lockout; and (2) if the PMA and the ILWU do not reach a settlement or reopen the ports through that mediation during a reasonable period, as determined by the President, the President should appoint a board of inquiry, to begin the emergency dispute-settling procedure under the Labor-Management Relations Act, 1947.

Authorization for the Use of Military Force Against Iraq - Expresses support for the President's efforts to: (1) strictly enforce through the United Nations Security Council all relevant Security Council resolutions applicable to Iraq; and (2) obtain prompt and decisive action by the Security Council to ensure that Iraq abandons its strategy of delay, evasion, and noncompliance and promptly and strictly complies with all relevant Security Council resolutions. Authorizes the President to use the U.S. armed forces to: (1) defend U.S. national security against the continuing threat posed by Iraq; and (2) enforce all relevant Security Council resolutions regarding Iraq. Directs the President, prior to or as soon as feasible (but not later than 48 hours) after exercising such authority, to make available to the Speaker of the House of Representatives and the President pro tempore of the Senate his determination that: (1) reliance on further diplomatic or peaceful means alone will not achieve the above purposes; and (2) acting pursuant to this resolution is consistent with the United States and other countries continuing to take necessary actions against international terrorists and terrorist organizations, including those who planned, authorized, committed, or aided the terrorist attacks of September 11, 2001. Declares that this section is intended to constitute specific statutory authorization for use of the armed forces, consistent with requirements of the War Powers Resolution. Requires the President to report to Congress at least every 60 days on matters relevant to this resolution.

Eliminating Profiteering Through Illegal Cigarette Sales Act or EPICS Act - Prohibits the sale of tobacco products advertised through the Internet or other means to an individual under the legal age when such products are shipped by carrier in or affecting interstate commerce and the seller fails to comply with each of specified procedures. Includes in such procedures receiving a copy of a government-issued document providing the identity, address, and birth date of the buyer and a signed statement of certain confirmations of an order before any such products are so shipped. Requires tobacco product advertising on the Internet to prominently display a warning label unless cigarettes are being sold to someone in the business of selling tobacco products. Deems violations of provisions of this Act regarding unlawful sales to minors to be unfair or deceptive acts or practices in or affecting commerce under the Federal Trade Commission Act, and imposes criminal penalties. Authorizes a State attorney general and certain other persons to bring a civil action for injunctive relief to restrain a person from engaging, or continuing to engage, in a violation of provisions regarding unlawful sales to minors. Requires a person taking a delivery sale of cigarettes to include a certain statement regarding taxes in a conspicuous manner. Imposes penalties for certain offenses in delivering cigarettes, including for failure to abide by excise and sales tax laws of States. Permits a State attorney general and certain other persons to bring an action in U.S. District Court to prevent and restrain violations of this Act. Classifies cigarettes as nonmailable. Modifies penal provisions regarding trafficking in contraband cigarettes.

National All Schedules Prescription Electronic Reporting Act of 2002 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish an electronic system for practitioner monitoring of the dispensing of any schedule II, III, or IV controlled substance to patients. Directs dispensers to report the information required under this Act to the Secretary as prescribed by the Secretary, with specified exceptions. Requires the Secretary to specify the electronic format for the reporting of the information required under this Act, but allows the Secretary to waive the required format for an individual dispenser. Allows the Secretary to provide information from the monitoring system to practitioners and specified government personnel under certain circumstances. States that this Act shall not preclude any authority from securing information as otherwise authorized by law. Directs the Secretary to make reasonable efforts to implement a real-time electronic system. Specifies the circumstances in which information provided by the Secretary from the monitoring system can lawfully be subsequently transmitted. Assesses civil monetary penalties for the failure to communicate information requested by the Secretary and for the unauthorized disclosure of information transmitted by the Secretary. Allows a State to have its own prescription monitoring system to the exclusion of the Federal program so long as the State system provides the information required by this Act to the Federal program in a fashion set forth by the Secretary.

Beneficiary Access to Care and Medicare Equity Act of 2002 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to make a variety of changes with regard to rural health care and such matters as: (1) urban and rural standardized payment amounts under the Medicare inpatient hospital prospective payment system (PPS); (2) disproportionate share hospital (DSH) treatment for rural hospitals and urban hospitals with under 100 beds; (3) a temporary increase in payments for certain services furnished by small rural hospitals and for hospice care furnished in a frontier area; (4) the critical access hospital program; (5) the physician fee schedule geographic adjustment factor; (6) the Medicare incentive payment program; and (7) exclusion of certain rural health clinic and federally qualified health center services from the Medicare PPS for skilled nursing facilities. Amends the Public Health Service Act to give the Secretary the authority to make and guarantee loans from the loan fund to any rural entity for projects for capital improvements. Amends SSA title XVIII with respect to revising updates and restoring payments under: (1) Medicare part A (Hospital Insurance) relating to inpatient hospital services, skilled nursing facility services, and hospice services; (2) Medicare part B (Supplementary Medical Insurance) relating to physicians' and other services; and (3) both parts A and B relating to home health services, eliminating the 15 percent reduction in PPS payment rates. Amends SSA title XVIII part C (Medicare+Choice) with respect to: (1) the minimum percentage increase for 2003 and 2004; (2) authority regarding disapproval of unreasonable beneficiary cost-sharing; (3) specialized Medicare+Choice plans for special needs beneficiaries; and (4) extension of new entry bonus. Revises requirements for Medicare appeals, regulatory procedures, contracting, education and outreach, prepayment review, overpayment recovery, and enforcement. Amends SSA title XIX (Medicaid) with respect to: (1) Medicaid disproportionate share hospital (DSH) allotments; (2) extension of Medicare cost-sharing for part B premiums for certain additional low-income Medicare beneficiaries; and (3) inpatient drug prices in the best price exemptions for the Medicaid drug rebate program. Amends SSA title XXI (State Children's Health Insurance) (SCHIP) with respect to SCHIP allotments. Amends SSA title XI on the process for the development and implementation of Medicaid and SCHIP waivers. Amends SSA title XX (Block Grants to States for Social Services) to provide for additional temporary grants for State fiscal relief. Establishes the Safety Net Organizations and Patient Advisory Commission to review health care safety net programs.

Birth Defects and Developmental Disabilities Prevention Act of 2002 - Amends Public Health Service Act provisions concerning the National Center on Birth Defects and Developmental Disabilities to add disabilities and health to categories of data with regard to which the Secretary of Heath and Human Services is directed to collect, analyze, and make available. Requires the Secretary to conduct research on and promote the prevention of birth defects and disabilities and to support a National Spina Bifida Program to prevent and reduce suffering from the nation's most common permanently disabling birth defect. Removes certain provisions regarding data collection, including one requiring the Secretary to collect and analyze data by gender and ethnic and racial group. Modifies reporting requirements. Declares that certain data and information collected under the Act shall be subject to a specified provision of the General Education Provisions Act pertaining to privacy. Requires that the members of the advisory committee appointed by the Director of the National Center for Environmental Health that have expertise in birth defects, developmental disabilities, and disabilities and health shall be transferred to the National Center on Birth Defects on the date of the enactment of this Act.

Mosquito Abatement for Safety and Health Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention, to make grants to political subdivisions of States ("localities") for the operation of mosquito control programs to prevent and control mosquito-borne diseases. Requires each locality receiving a grant for a control program to make available matching funds in an amount not less than 1/3 of the cost of the program, unless the Secretary waives the requirement due to extraordinary economic conditions in the locality. Permits the Secretary, acting through the Director, to make grants to localities for conducting assessments and plans for control programs, and to make grants to States for the purpose of coordinating control programs. Allows the Secretary to provide training and technical assistance to localities with respect to the planning, development, and operation of control programs and assessments and plans, either directly or through award of grants or contracts to public and private entities. Requires the Director of the National Institute of Environmental Health Sciences to conduct or support research into methods to control the population of insects that transmit dangerous diseases to humans. Expresses the sense of the Senate that the Food and Drug Administration should comprehensively review its protocols and regulations for screening of blood and platelet donors and their donated specimens and report on the ability of the protocols to protect the blood supply from West Nile virus. Directs the Commissioner of Food and Drugs to: (1) revise protocols and regulations to protect the blood supply and blood supply products from the West Nile virus to the maximum extent possible; and (2) expedite review of appropriate blood screening tests for the West Nile virus.

Designates the month of September 2002 as National Prostate Cancer Awareness Month. Declares that the Federal Government has a responsibility to: (1) raise awareness about the importance of screening methods and treatment of prostate cancer; (2) increase research funding that is commensurate with the burden of the disease so that the causes of, and improved methods for screening, treating, and curing prostate cancer may be discovered; and (3) continue to consider ways for improving access to, and the quality of, health care services for detecting and treating prostate cancer.

Honoring the Passengers and Crew of United Flight 93 Act - Authorizes the President to award posthumously the Congressional Gold Medal to the passengers and crew of United Airlines flight 93 in the aftermath of the terrorist attack on the United States on September 11, 2001.

Comprehensive Child Protection Act of 2002 - Amends the Federal judicial code to establish within the Federal Bureau of Investigation (FBI) a National Crimes Against Children Response Center which shall develop a national response plan model that provides a comprehensive, rapid response plan to report crimes involving the victimization of children and protects children from future crimes. Sets forth the duties of the Director of the FBI with respect to that mission, including: (1) development of a national strategy; (2) creation of regional rapid response teams; and (3) outreach efforts to raise awareness and educate communities. Amends the Violent Crime Control and Law Enforcement Act of 1994 to direct that the release of information under a State sex offender registration program include the maintenance of an Internet site containing such information that is available to the public. Directs the Crimes Against Children section of the Department of Justice to create a national Internet site that links all State Internet sites established under this Act. Increases from 25 to 30 years the statute of limitations for child abuse offenses. Makes the confidential marital communication privilege and the adverse spousal privilege inapplicable in Federal proceedings where a spouse is charged with a crime against a child of either spouse or against a child under the custody or control of either spouse. Increases penalties for sex offenses. Directs the Attorney General to appoint a Deputy Assistant Attorney General for Crimes Against Children.

National AMBER Alert Network Act of 2002 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

District of Columbia Student Opportunity Scholarship Act of 2002 - Authorizes the establishment of the District of Columbia Scholarship Corporation as a private, nonprofit corporation to administer, publicize, and evaluate a District scholarship program and determine elementary and secondary student and school eligibility. Establishes a District of Columbia Scholarship Fund, to be administered by the Secretary of the Treasury. Provides for a seven-member Corporation Board of Directors, with six members appointed by the President from House and Senate nominees, and one member appointed by the District Mayor. Authorizes the Corporation to award tuition scholarships and enhanced achievement scholarships to District students in kindergarten through grade 12 with family incomes not exceeding 185 percent of the national poverty line. Allows scholarships to be used for tuition, fees, and appropriate transportation to public, private, or independent schools (or beyond-school-hours enhancement programs) in the District and specified neighboring counties and cities in Maryland and Virginia. Requires the following order of scholarship award priorities to students who: (1) have received such a scholarship in a previous year (in the program's second and subsequent years); (2) District school or kindergarten enrollees; (3) victims of school violence; and (4) other eligible students. Requires use of a lottery whenever amounts are insufficient to provide a scholarship for each student in one of these categories. Directs the Comptroller General to study and report on the District scholarship program. Provides for expedited judicial review of challenges to such program.
